SUBJECT : Parameters and Requirements for Construction of Standard


PNP Building

DATE : January 13, 2016

1. Reference: Standardization of Police Station Buildings.


2. Please be informed that this office is in continuous effort to upgrade its
PNP buildings and facilities particularly the headquarters/stations that completed the
requirements for titling. In additional, the process of construction of new PNP
standard police headquarters and stations must be in accordance with the following
parameters:

 SB Resolution authorizing the Mayor to donate a parcel of land in


favor of the PNP;

 The said SB Resolution has been duly approved or at least


transmitted to the Sangguniang Panlalawigan stating that the subject
Municipal Resolution was forwarded to the Provincial Board for review
and that the same has no objection. This is in accordance with section
56 of the Local Government Code of 1991 for Component
City/Municipality;

 Deed of Absolute Donation executed and duly signed by the DONOR


for acceptance by the PNP as DONEE, represented by the
Provincial/Regional Director complete with technical description (as
stated in the TCT/OCT) and the lot to be donated lot according to the
classification of police station building;

 CPO - 1,000 sq. m


 CPS - 1,000 sq. m
 MPS-TYPE “A” - 600 sq. m
 MPS-TYPE “B/C” - 400 sq. m
 COMPACT - 200 sq. m
 SB Resolution authorizing the Mayor to enter into a Memorandum of
Agreement with the PNP, represented by the Provincial/Regional Director;

 Certification/Resolution from the Sangguniang Panlalawigan stating


that the subject Municipal Resolution was forwarded to the Provincial
Board for review and that the same has no objection. This is in
accordance with Section 56 of the Local Government Code of 1991 for
Component City/Municipality;

 Sketch plan, Lot Subdivision Plan certified by a licensed Geodetic


Engineer and with approved Survey Plan by the DENR, and Site
Development Plan duly signed by a Geodetic Engineer;

 DENR Certification that the land falls within the alienable and
disposable area and that there is no pending public application pertaining
thereto;

 Mother Title or Transfer Certificate of Title (TCT) (whichever is


available) or any documents which will prove the ownership of the donor;

 Tax Declaration in the name of the PNP and Tax Receipt (current) of
the donated lot (indicating therein the Property Identification Number);

 Assessment taking into consideration the security aspect of the area,


suitability of lot for building construction, convenience to the public as well
as its accessibility to electricity, water and communication.

 Certification/Clearance from concerned agencies such as Mines and


Geo-Sciences Bureau (MGB), Department of Environment and Natural
Resources (DENR), Department of Public Works and Highways (DPWH)
and Local Government Unit (LGU) that the lost where the PNP structure
shall be built are free from natural hazards such as floods, landslides,
earthquakes, (within fault line), etc

 Note: all documents should be notarized by a notary public.
