Country Club Associates, Inc., aka UPCCAl, with FEl/EIN Number: 65-0272538 Date Filed 06-24-1991. See Exhibit 5.

9. Ox\0?,-\6-10\9 Henry Hank Fishkind, ET AL, unlawftilly, contradict Florida Statute 418.20 Title: Creation of
Recreation Districts Authorized, which order that Recreation Districts shall be created: "only in the unincorporated areas of
each county" and maliciously, misleading, for self profit, by extortion and coercion, create by unlawful "Ordinance NO.
18-29" created at the already incorporated area UPCAl and UPCCAl, the unlawful "University Park Recreation District"
also known as UPRD, projecting approximately twenty-four millions of dollars [$24,000,000] plus interest, by extortion and
coercion to be unlawfiilly enforce on Real Estate Property owners, Residents and Investors of UPCAl which lawfully, timely,

County Sheriff's Office, consequently, unlawfully prevent the production of a record in an official proceeding, a document

6. Florida Statute 418.20 " Creation of recreat onal districts author zed." states
clearly that" Each such District shall be established by ordinance approved by a
vote of the electors in the District in accordance with s. 165.041." The requirement
is for the electors to vote, not the " registered voters". I am an elector in Manatee
County and own property in University Park, yet I was not allowed to participate
regarding the creation of a Recreational District. This is a serious breach of my right
of suffrage, and represents many possible crimes including Breach of Oath o*
Office, Breach of Duty, Deprivation of Rights and therefore makes the recent UP RD
election results void ab initio.
7. Further, Statute 418.20 states " The e ectors residing in a Droposed district may
petition the governing body of the city or county to create a recreational district. If a
majority of electors has signed the petition, no referendum shall oe required to
create the district." Since electors were barred from signing the petition, clearly
there was not a "majority of electors has signed the petition" as required by statute
418.20.
8. I hereby demand a copy of the list of ail the electors, not registered voters, who
signed a petition. STRICT PROOF IS HEREBY DEMANDED.
9. In April 2018 I communicated directly with our Sloane Gardens neighoorhood chair
and, after making it clear to him I was not going to be coerced into imoairing my
existing contract, I asked to speak with someone about my requirement to opt of
the RD. Instead of responding constructively, he launched an personal attack on

10. IMPORTANTLY, Article 1 Section 19 of the CONSTITUTION. OR FORM OF

GOVERNMENT ,for the PEOPLE OF FLORIDA (1838/1845) states "That no law
impairing the obligation of contracts shall ever be passed " Also. Section 27
prohibits this Article 1 Sections 1-26 from ever being charged.
11. MOST IMPORTANTLY, in our Constitution of The United States, the Supreme Law
of Our Land, which all Public Servants in Florida swear an oath to support and
defend: Article 1, Section 10 "No State shall...pass any.,.Law moajinq the
Obligation of Contracts." I and many others have an exjgtinq contract w th the
Homeowners Association which was signed many years aqo^ No entity, including
the Manatee County Board of County Commissioners, has the authority to impair
our oxistinq contract. Any action to impair my existing contract wiiTbe prima *a^
evidence of the crime of Contempt of Constitution, a very serious cr me. I am not
alone as many, if not all, homeowners have an existing contract which likewise can
not be impaired. Existing contracts can only be modified to allow tor the creation of
a Recreational District by ttie free will decisions by doth oarties to each contract.
