Project name: Abuyog WD 5 MLD Bulk Water Supply and Expansion Project
Water Point Construction Services and Supply (WPC) for Component “B”
I. Project Description
The project involves the design and construction of a 5 MLD bulk water supply system for the
Abuyog Water District, consisting of the following components:
Component “A’: Water treatment plant (WTP) with a capacity of 5 million liters/day ( 5MLD),
inclusive of all its accessories, a diversion weir, intake structure, supply of raw water and
dosing pumps, piping, laboratory and admin building, power house, chlorination pumps and
treated water pumps, steel tank as reservoir with a total capacity of 500 cubic meters (cu.m.),
supply of standby generator rated at 250 KVA, guard house, site development, perimeter
fencing with gate and other items in Brgy. Balinsasayao, Abuyog, Leyte.
Component “B”; Transmission facilities capable of transmitting 5 MLD of treated water from a
500 cu.m. ground tank located in Bgy. Balinsasayao down to a defined service area of the
Abuyog Water District (AWD) via a series of pumps, transmission and distribution lines and
ancillaries, and passing through the existing ground tank in Abuyog, Leyte. As agreed upon
during the 2nd Coordination Meeting held in AWD on 21 August 2018, the WD’s desired
minimum acceptable water pressure is 7 pounds/square inch (PSI) to 10 PSI.
The project is being implemented under two separate contracts, both between WVI and AKI.

III. Project Status and Progress
- Treated Water Reservoir: Concrete pouring for the footing of the reservoir foundation
was accomplished on 15 February 2019 and was followed by the erection of formworks
and concrete pouring for the ringwall.
- The access road including embankment from the highway to the project site was
improved.
- The following arrived at the site on 16 February 2019: two (2) transfer pumps, two
(2) distribution booster pumps, and four (4) multi-media filter tanks. Procurement is in
progress for the ultrafiltration equipment, valves and actuators, pipes and fittings,
electrical wires/cables, and PLC and controls. To complete the procurement, release
of the remaining 50% Advance Payment as per contract is requested.

- Pipe trenching works, backfilling and compaction for the installation of HDPE pipes
continued although slowed down by adverse weather conditions. Fourteen (14)
calendar days of heavy rain hit the project during the reporting period causing damage
to excavated pipe trenches and slowed down pipe jointing. For February 2019, a total
of 2,493 meters of pipes of varying sizes were installed. Cumulative total of pipes
installed to date is as follows:

IV. Action Items
Description Status
1 Facilitate the transport Nation Manufacturing and Industrial Products Corp. has completed
of the manufactured the production of all HDPE pipes. Two truckloads of pipes and
pipes and fittings from fittings will initially be dispatched to the project site. The rest of the
the Nations Plant to the pipes (about two more truckloads) will be shipped together with the
project site remaining fittings upon their completion by Nation.
2 Submit electronically For component A, hard and scanned copies of the WTP design
scanned copy of the plans/drawings will be furnished to WVI, once approved by the
approved design for Abuyog Engineer’s office. For component B, the WVI/AWD-
components A & B. approved design plans/drawings for the transmission and
distribution pipelines will be scanned by WPC and submitted to
WVI. Hard copies of the design have already been submitted
earlier to WVI.
3 Obtain Building Permit The application for building permit has not been approved by the
Office of the Municipal Engineer, pending submission of a Special
Power of Attorney from Chairman J. Dy to WVI regarding the use
of the plant site.
4 Obtain DPWH Permit WPC continues to work on the issuance of an excavation permit
from DPWH.
5 Prepare and implement The catch up plans for components A & B were prepared and
catch-up plan submitted to WVI. Activities ramped up significantly this month.
For Component “A”, release of the remaining 50% of the stipulated
Advance Payment is critical to timely completion of the project.
For Component “B”, arrangements are being made to mobilize
and engage additional equipment and pipe laying crews to meet
the catch-up schedule..
7 Resolve Right-of-Way With the support of AWD Chairman Traya, no significant ROW
(ROW) issues issue has surfaced so far. Coordination with AWD and local
officials is continuing in order to preempt ROW issues. To
minimize damages on existing rice crops, arrangements are being
made with affected farmers for pipe laying activities to be carried
out in between the harvest and planting seasons.
8 Release the remaining Release of the remaining 50% of the Advance Payment was
