Project name: Abuyog 5 MLD Bulk Water Supply and Expansion Project
Water Point Construction Services and Supply (WPC) for Component “B”
I. Project Description
The project involves the design and construction of a 5 MLD bulk water supply system for the
Abuyog Water District, consisting of the following components:
Component “A’: Water treatment plant (WTP) with a capacity of 5 million liters/day ( 5MLD),
inclusive of all its accessories, a diversion weir, intake structure, supply of raw water and dosing
pumps, piping, laboratory and admin building, power house, chlorination pumps and treated
water pumps, steel tank as reservoir with a total capacity of 500 cubic meters (cu.m.), supply
of standby generator rated at 250 KVA, guard house, site development, perimeter fencing with
gate and other items in Brgy. Balinsasayao, Abuyog, Leyte.
Component “B”;; Transmission facilities capable of transmitting 5 MLD of treated water from
a 500 cu.m. ground tank located in Bgy. Balinsasayao down to a defined service area of the
Abuyog Water District (AWD) via a series of pumps, transmission and distribution lines and
ancillaries, and passing through the existing ground tank in Abuyog, Leyte. As agreed upon
during the 2nd Coordination Meeting held in AWD on 21 August 2018, the WD’s desired
minimum acceptable water pressure is 7 pounds/square inch (PSI) to 10 PSI.
The project is being implemented under two separate contracts, both between WVI and AKI.

- Fabrication and erection of roof framing have been completed for the
Administration/Laboratory Building, Filtration House and Powerhouse. Delivery of
roofing materials, which was on hold due to payment issues, can now proceed.
- Treated Water Reservoir: The Field Density Test for the storage tank foundation
was conducted on 29 January 2019 by technicians of Quantum Materials Testing and
Inspection Laboratory Corporation. Three holes tested passed the project
specification of 95% compaction. Concrete binding for the footing of the reservoir is
already in place. Fabrication of rebars for footing and ringwall of the foundation for
the reservoir is ongoing.
- Total accomplishment as of 31 January 2019 is 18.354%. Work slowed down due
to frequent moderate to heavy rains in the area. In addition, delivery of materials and
equipment could not proceed as planned for lack of needed funds. The release of
Progress Payment #1 on 30 January 2019 paves the way for the delivery of pumps
and roofing materials by mid-February 2019. The updated Gantt Chart for Component
“A” is shown in Attachment A.

- Pipe trenching works, backfilling and compaction for the installation of 150 mm (6”)
diameter HDPE pipes at Brgy. Barayong, and 200 mm (8”) diameter HDPE pipes at
Brgy. Balinsasayaw were undertaken. Pipes installed as of 31 January 2019 were as

IV. Action Items
Description Status
1 Facilitate the transport Five deliveries of pipes were received for the month of January as
of the manufactured detailed in the above spreadsheet and delivery receipts. Three
pipes and fittings from more truckloads are expected to complete the delivery of pipes,
the Nations Plant to the valves and fittings for Component B.

2 Submit electronically For component A, hard and scanned copies of the WTP design
scanned copy of the plans/drawings will be furnished to WVI, once approved by the
approved design for Abuyog Engineer’s office. For component B, the WVI/AWD-
components A & B. approved design plans/drawings for the transmission and
distribution pipelines will be scanned by WPC and submitted to
WVI. Hard copies of the design have already been submitted
earlier to WVI.
3 Obtain Building Permit The application for building permit has not been approved by the
Office of the Municipal Engineer, pending submission of
documents for locational clearance. AKI has requested WVI for
the required documents.
4 Obtain DPWH Permit WPC continues to work on the issuance of an excavation permit
from DPWH.
5 Prepare and implement The catch up plans for components A & B are being prepared and
catch-up plan are expected to be submitted to WVI by mid-February.
Meanwhile, arrangements are already being made to mobilize
additional equipment such as butt fusion machine, and to engage
another excavator.
6 Conduct an inventory of A summary of pipe deliveries for the month of January and
manufactured and corresponding delivery receipts are included in this month’s
delivered pipes and progress report. The summary table will be expanded to include
fittings cumulative totals and for a complete inventory of delivered pipes
and fittings.
7 Resolve Right-of-Way With the support of AWD Chairman Traya, no significant ROW
(ROW) issues issue has surfaced so far. Coordination with AWD and local
officials will continue in order to preempt ROW issues. To
minimize damages on existing rice crops, arrangements are being
made with affected farmers for pipe laying activities to be carried
out in between the harvest and planting seasons.
