Project  Status  Report  for  Month  Ending  May  2019      

Project  name:   Abuyog  WD  5  MLD  Bulk  Water  Supply  and  Expansion  Project  

Client:   Watermight  Ventures  Incorporated  (WVI)  

Contractor:   Aquaterra  Konstrukt  Inc.  (AKI)  

Sub-­Contractors:    Naturelink  Industries  Corporation  (NIC)  for  Component  “A”  

  Water  Point  Construction  Services  and  Supply  (WPC)  for  Component  “B”  

I.    Project  Description  

The  project  involves  the  design  and  construction  of  a  5  MLD  bulk  water  supply  system  for  the  
Abuyog  Water  District,  consisting  of  the  following  components:    

Component  “A’:    Water  treatment  plant  (WTP)  with  a  capacity  of  5  million  liters/day  (  5MLD),  
inclusive  of  all  its  accessories,  a  diversion  weir,  intake  structure,  supply  of  raw  water  and  dosing  
pumps,  piping,  laboratory  and  admin  building,  power  house,  chlorination  pumps  and  treated  
water  pumps,  steel  tank  as  reservoir  with  a  total  capacity  of  500  cubic  meters  (cu.m.),  supply  
of  standby  generator  rated  at  250  KVA,  guard  house,  site  development,  perimeter  fencing  with  
gate  and  other  items  in  Brgy.  Balinsasayao,  Abuyog,  Leyte.  

Component  “B”;;  Transmission  facilities  capable  of  transmitting  5  MLD  of  treated  water  from  
a  500  cu.m.  ground  tank  located  in  Bgy.  Balinsasayao  down  to  a  defined  service  area  of  the  
Abuyog  Water  District  (AWD)  via  a  series  of  pumps,  transmission  and  distribution  lines  and  
ancillaries,  and  passing  through  the  existing  ground  tank  in  Abuyog,  Leyte.  As  agreed  upon  
during   the   2nd   Coordination   Meeting   held   in   AWD   on   21   August   2018,   the   WD’s   desired  
minimum  acceptable  water  pressure  is  7  pounds/square  inch  (PSI)  to  10  PSI.        

The  project  is  being  implemented  under  two  separate  contracts,  both  between  WVI  and  AKI.

III.  Project  Status  and  Progress  

A.  Component  “A”  (Intake  and  Water  Treatment  Plant)      

-­      Filtration  House:  Filtration  Building  is  100%  complete.    WVI  has  decided  against  
using  the  fiberglass  multi-­media  filter  tanks  that  have  been  delivered  at  the  site.    The  
reported  percentage  accomplishment  has  been  adjusted  accordingly  to  exclude  the  
tanks.   Multi-­media   filter   tanks   made   of   steel   have   already   been   ordered   as  
replacement.   CAN   WE   SAY   THAT   FABRICATION   OF   THE   STEEL   OR  
CONCRETE???  TANKS  TO  REPLACE  THE  DISALLOWED  FIBERGLASS  MULTI-­
MEDIA   TANKS   IS   ONGOING????     IS   THE   TANK   HERE   OR   UNDER   TREATED  
WATER  RESERVOIR?  

-­        Powerhouse:    Construction  of  the  foundation  for  the  generator  set  is  in  progress.    

-­      Treated  Water  Reservoir:    Steel  plates  for  the  treated  water  reservoir  are  on  site  
and   fabrication   of   the   steel   reservoir   will   start   as   soon   as   power   supply   becomes  
available.     Additional   electrical   layout   clearance   was   sought   from   the   Abuyog  
Municipal  Engineer’s  office  as  a  requisite  to  obtaining  an  electrical  connection  for  the  
Balinsasayao  plant  site  from  DORELCO.  

-­        Sludge  Lagoon/Intake  Structure:    Fabrication/erection  of  forms,  erection  of  rebars,  


and  concreting  of  intake  structure/sludge  lagoon  is  in  progress.  However,  excavation  
of  trench  for  the  raw  water  conveyance  pipe  from  the  weir  to  the  intake  structure  was  
suspended   due   to   a   dispute   on   the   lot   ownership   along   the   pipe   route.     Close  
monitoring   by   the   caretaker   of   activities   at   the   disputed   lot   is   preventing   the   sub-­
contractor  from  proceeding  with  the  work  at  the  site.      

-­        Progress  Payment  No.  2  and  partial  release  of  the  balance  of  the  Advance  Payment  
were  received  on  8  May  2019  and  30  May  2019,  respectively.    With  the  infusion  of  
funds,   the   sub-­contractor   proceeded   with   the   procurement   of   equipment   for   the  
treatment  plant.    

-­    Total  accomplishment  as  of  31  May  2019  is  33.955%.    Resolution  of  the  ownership  
of   the   location   of   the   weir   and   raw   water   conveyance   will   help   speed   up   work   for  
Component  “A”.

B.  Component  “B”  (Transmission  Pipelines)  

  -­    Trenching,  backfilling  and  compaction  for  the  installation  of  HDPE  pipes  continued  
although  slowed  down  by  inclement  weather.    For  May  2019,  a  total  of  1,212  meters  
of  pipes  were  installed  as  shown  below.

-­   At   present,   there   are   four   (4)   units   of   backhoes   and   three   (3)   units   of   butt-­fusion  
machines,  all  operational.    Intermittent  rain  continued  to  adversely  affect  the  progress  
of   work.     Excavation   and   pipe   laying   of   200   mm   diameter   HDPE   pipes   were  
temporarily   suspended   due   to   Right-­of-­Way   (ROW)   problems   along   the   National  
Road.    
 
-­      To  address  the  ROW  issues,  AWD,  WVI  and  AKI  officials  are  scheduled  to  meet  
with  the  DPWH  District  Engineer  and  other  DPWH  officials  on  3  June  2019.    This  will  
be  followed  by  a  joint  inspection  of  the  proposed  pipeline  alignment.  

-­      Total  accomplishment  increased  slightly  to  33.9331%.    Early  resolution  of  the  ROW  
issues  is  critical  to  project  implementation.

IV.  Action  Items  

  Description   Status  

1   Facilitate  the   Nation  Manufacturing  and  Industrial  Products  Corp.  (Nation)  has  
manufacturing/transport  completed  the  production  of  all  HDPE  pipes.    WPC  is  waiting  for  
of  fittings  by  Nation   Nation  to  complete  the  fittings  so  they  could  be  shipped  together  
with  the  remaining  two  truckloads  of  HDPE  pipes.    Meanwhile,  
WPC  started  negotiating  for  the  purchase  and  delivery  of  G.I.  pipes  
and  fittings  from  Cebu  City  for  the  bridge/drainage  crossings  and  
interconnections.  

2   Submit  electronically   For  component  A,  hard  and  scanned  copies  of  the  WTP  design  
scanned  copy  of  the   plans/drawings  will  be  furnished  to  WVI  once  approved  by  the  
approved  design  for   Municipal  Engineer’s  Office.    For  component  B,  hard  copies  of  the  
components  A  &  B.   design  plans  and  drawings  for  the  transmission  and  distribution  
pipelines  have  been  submitted  earlier  to  WVI.      

3   Obtain  Building  Permit     The  Abuyog  Municipal  Engineer’s  office  also  requested  
submission  of  a  copy  of  the  DPWH  permit  together  with  the  
  WVI/AWD-­approved  design  drawings  of  component  B  as  a  
requisite  for  the  issuance  of  the  Building  permit.    

4   Obtain  DPWH  Permit   The  joint  inspection  of  the  pipeline  route  by  DPWH,  AWD,  WVI,  
AKI  and  WPC,  which  is  a  requisite  for  the  issuance  of  the  DPWH  
  permit  has  yet  to  be  scheduled  by  DPWH.  AWD/WVI/AKI  planned  
to  meet  with  DPWH  official  on  June  3  to  speed  up  the  issuance  of  
the  DPWH  excavation  permit.  

5   Prepare  and  implement   The  catch  up  plans  for  components  A  &  B  were  prepared  and  
catch-­up  plan   submitted  to  WVI.  However,  ROW  concerns  and  delayed  payment  
releases  severely  affected  work  progress.    A  meeting  was  held  
between  WVI  and  AKI/NIC/WPC  to  discuss  and  formulate  action  
plan  to  address  especially  the  ROW.  

6   Resolve  Right-­of-­Way   Last  30  May  2019,  WPC  sent  2  notices  of  work  stoppage  due  to  
(ROW)  issues   ROW  concerns.    NIC  also  wrote  last  May  31  to  inform  about  
stoppage  of  excavation  for  the  river  weir  and  raw  water  
conveyance  since  April  17  due  to  an  ownership  claim  on  the  
excavation  site  by  a  Balinsasayao  resident.    A  trip  to  Abuyog  is  
scheduled  on  3  June  2019  to  discuss  and  evaluate  the  issues  with  
AWD  and  DPWH.      

7   Release  the  remaining   WVI  released  Progress  Payment  #2  for  Component  “A”  in  the  
50%  of  the  stipulated   amount  of  Php  4.111  million  on  8  May  2019.    The  amount  of  Php  
30%  Advance  Payment    2.5  million  was  also  released  on  30  May  2019  as  partial  payment  
for  Component  “A”     for  the  remaining  50%  of  the  Advance  Payment  for  Component  
“A”  stipulated  in  the  Construction  Agreement.
