Title: BUDGET HEARING AND DELIBERATION FOR THE PROPOSED ANNUAL

BUDGET FOR 2019

Rationale:

Government budgeting is important because it enables a government to

plan and manage its financial resources to support the implementation of various
programs and projects that best promote the development of the country.
Through the budget, a government can prioritize and put into action its plants,
programs and policies within the constraints of its financial capability as dictated
by economic conditions.

Therefore, it is vital that a sound budget plan be prepared by a

government, in our case, the Local Government, for implementation, in order to
maximize the potential of its financial means, thus allowing more projects and
programs to be put into action which will be of considerable help to many.

Pursuant to the provisions of Article 413, Rule XXXIV of the Implementing

Rules and Regulations of Republic Act No.7160, which directs the submission of
the budget proposals of respective government offices, the Sangguniang Bayan
has scheduled a Budget Hearing and Deliberation on August 30, 31and September
1, 2018 at Baguio City.

OBJECTIVES

This training design aims to enhance the capabilities of the Local

Sangguniang Bayan in formulating a sound and well thought budget plan that will
be an indispensable tool in efficiently managing the financial resources of the
Municipality of Licab thereby making the implementation of programs and
projects rather smoothly.
MODULE and METHODOLOGY

The budget hearing and deliberation will be undertaken on August

30, 31 and September 1, 2018.

DATE AND VENUE

The proposed activity is scheduled on August 30, and 31, and September 1,
2018 at Baguio City.

FINANCIAL ALLOCATION
Expenses for the activities are computed as follows:
TEV for 23 Persons (SB MEMBERS AND ITS STAFF) P 32,660.00
Transportation (PUJ) @P 700 (back and forth) P 16,100.00
Accommodation for 3 days P 70,940.00

Total 119,700.00

Source of Fund

Members of the Sangguniang Bayan provided in its 2018 Budget an

allocation for Training which can be used for this activity.
