Program Innovation On Moral Recovery

II. PROPONENTS
This innovation aims to address moral issues among the youth, which most of them
are coming from the Secondary schools, through the construction of the Ten Commandments’
concrete blocks at the conspicusous area of the different randomly selected High Schools in
the Division of Baguio namely: Baguio City National High School, Baguio City Science
National High School, Guisad Valley National High School, Irisan National High School,
Joaquin Smith National High School, Mil-An National High School, San Vicente National
High School, Sto. Tomas National High School, and Pinsao National High School.
This concrete block is 7 feet high, 7 feet wide, and 4-5 inches thick. It will look like an
open book where the Ten Commandments of God will be encrypted. The content of the blocks
aim to remind and encourage every reader of the values expected from every human person.
IV. RATIONALE
Department of Education’s Mission, Vision, Goals, and Core Values stipulate the
formation of every Filipino learner to become God-loving person. However, these dreams for
Filipino learners are a great challenge considering the different factors: students’ different
upbringing, personal views, peer influence, and other environmental factors.
Media often contain reports on the different forms abuses that may influence the
younger generation: instances of physical abuses, bullying, gang rape, murder, and others.
These too had been reported to have been committed by high school students.
Conversations with elders revealed that their belief and love of Kabunyan (God) drove
them to be good. Their parents simply taught them the simple values of having fear on evil
and love of the Creator (Kabunyan) that motivated them to do well.
The Preamble of the 1987 Philippine Constitution ordains and promulgates that "the
sovereign Filipino people imploring the aid of Almighty God in order to build a just and
humane society and establish a government that shall embody our ideals and aspirations,
promote the common good, conserve and develop our patrimony and secure to ourselves and
our posterity the blessing of independence and democracy under the rule of law and a regime
of truth, justice, freedom, love, equality and peace. Executive Order No. 316, series of 1996
institutionalize also the Moral Recovery Program (MRP) in all government departments,
offices, agencies and government-owned and controlled corporations through the
establishment of integrity circles.
DECS Order No. 48, series 1993 advocates a moral recovery program and enjoins
active participation of the department to the country’s MRP program. DepEd Order No. 36,
series 2016 strengthens the program by including conduct awards in giving awards and
recognition to learners.
Aside from these National movements on Moral Recovery, different programs had
also been implemented by the Department of Education as a support to this national program:
My school, My home which aimed to encourage the school authorities and students to treat
the school as their home where there is sharing of accountabilities and values. In the City of
Baguio, program on Moral Recovery had also been observed. In fact, Baguio City is also
known as a Character City. This program aimed to instill the different values that human
person should possess – each month of the year contains values which are to be observed by
the citizens of the city.
In complementary with the different national and local governments, and the church in
molding the youths, and instilling good values, Baguio City DepEd division recently
instigated its Project Behave that aims to strengthen the collaboration among school
authorities and clientele in reinforcing these moral recovery programs.
While it is true that we are just humans who continuously commit mistakes and
crimes, aware or unaware, intentionally or unintentionally, it is only through our good values’
formation that will remind us to continuously reflect and improve ourselves as human person.
It is only through good values and inspires us to embrace doing better despite the challenges,
seductions, and vindictive environment that we have. Embracing good values would surely
inspire individuals to partake in preserving and valuing the nature and lives of everyone – the
main purpose of education.
These facts prompted the proponents, to find ways by which she can also help in
instilling good values to herself and to other people. Integrating such in the different lessons
in class is also good. However, some might not have this integration in their classes.
Sometimes, students are not even listening to the lessons. However, if we build something
which people may read most often, it may somehow help in reminding the good values among
the readers.
V. PRE-IMPLEMENTATION PHASE
A. Preparatory Mechanisms
The proponent first sought donors for the project/innovation. After finding a comitted
donor, necessary papers like the project/innovation proposal will be prepared for approval.
Once the proposal is approved by the superintendent, communication among the different
targeted recepients will be sought. This will be done to ensure that the school heads
understand the main purpose of the project. If school heads of the targetted recepients schools
acknowledge the project, then the proponent will confirm the project with the donor so that
construction will be started immediately if weather condition is good.
B. Budgetary Requirements
Day 1: Preparation of the site where the block is to be constructed (Levelling and digging
holes for the foundation or posts of the blocks)
Day 2: Construction of the posts for the block (curing may be within 2-3 days)
Day 3-4: Construction of the ten commandements’ block (curing may be within 2-3 days)
Day 5-6: Painting and encrypting the ten commandments of God.
Representative from each recepient school will check on the block before signing the
acceptance form. Once representatives from the receiving schools signed the acceptance form,
it means that the block is already built in their school.
To check if the block made an impact on the students, follow up research may be
conducted to find if the purpose of program has been achieved.
VIII. SUSTAINABILITY
To ensure that the blocks will be sustained, the proponent will ask volunteers every
start of the school year to check and repaint the blocks. Paints may be solicited from donors.
Manpower for repainting may also be solicited from volunteer individuals.
