party audit dt. 19.11.2018) Work involves - (1) Scrutiny of
past history - Study of records of inspections of various
officers recorded in Bridge registers, collecting previous
repairs or strengthening details, study of bridge drawings
with respect to current loading standards and anticipated
speed potential. (2) Inspection, defect survey and
photography - Inspection and condition assessment of
structural components Photographs and sketches be
submitted to show extent of damages or defects. (3)
Structural analysis - with respect to specified loading
standard and speed and working out load rating factors for
identified critical components. Method of analysis, type of
software to be used and other boundary conditions taken in
analysis shall be listed and advised for arch bridges standard
methods of analysis such as MEXE method or finite Element
Analysis or other effective methods as per national/
international practices (Other than load test ) can be used.
Result of analysis to be verified based on result of load test
conducted on other Railway bridges, (4) NDT and load test -
Requirement of Non - Destructive testing (NDT) including
load test, if any to be assessed and specified. The item to be
paid separately if considered necessary and asked for
execution. (5) Report preparation Compilation of data in
tabular/ graphical form with photographs for illustrations of
defects / damages and preparation of report with
recommendation for repairs/ rehabilitation etc. Detailed
sketches for undertaking repairs / rehabilitation will be given
with rough estimates (BOQ) and specification. Method
statement with correct execution shall be appended with

(a) Three similar works costing not less than the amount equal to 40% of advertised
value of the tender, or Two similar works costing not less than the amount equal to 50%
of advertised value of the tender, or One similar work costing not less than the amount
equal to 80% of advertised value of the tender. (b) (i)In case of composite works (e.g.
works involving more than one distinct component, such as Civil Engineering works,
S&T works, Electrical works, OHE works etc. and in the case of major bridges -
substructure, superstructure etc.), tenderer must have successfully completed any of
the following during last 07 (seven) years, ending last day of month previous to the one
in which tender is invited: Three similar works costing not less than the amount equal to
40% of advertised value of each component of tender, or Two similar works costing not
less than the amount equal to 50% of advertised value of each component of tender, or
One similar work costing not less than the amount equal to 80% of advertised value of Allowed

each component of tender. Note: Separate completed works of minimum required values (Mandatory)
for each component can also be considered for fulfillment of technical eligibility criteria.
(b) (ii) In such cases, what constitutes a component in a composite work shall be clearly
pre-defined with estimated tender cost of it, as part of the tender documents without any
ambiguity. Any work or set of works shall be considered to be a separate component,
only when cost of the component is more than 2 crore each. (C) Similar Nature of work-
(1)The tenderer should be a consultancy firm/ company which have experience in
structural analysis /designing of at least one major Road/ Railway bridge of minimum
18.30m span for Railway (IRS) / Road (IRC) loading standard in last 3 years. (2)Tenderer
should submit a list of qualified personnel working under them along with their
qualifications.(3) The bio-data of key person along with experience of structural Audit/
Analysis or design should be attached.
