GUIDE FOR PRESENTERS
General Session - 2020

1. INTRODUCTION
Study Committee C5 (SC C5 - Electricity Markets and Regulation) has now held five Market
Disturbance Workshops, four at the General Sessions in Paris and one at the Symposium in
Sydney Australia in 2011.

In 2013, the Technical Council proposed this workshop be combined with the Large
Disturbance Workshop that was being successfully conducted by Study Committee C2. The
workshops were combined for the General Session 45 in 2014 and again at the General
Sessions 46 and 47 in 2016 and 2017 respectively. The combined workshops have been
increasingly successful, and the two Study Committees have decided to retain the combined
format for General Session 48 in 2020.
This guide covers the market disturbance part of the workshop but presentations covering
large disturbances to the power system that also result in market disturbances are particularly
welcome.
This document is intended to provide guidance to potential presenters on:
• Workshop objectives.
• Presentation content.
• Timing and Q&A interaction.
• The call for presentations.

2. WORKSHOP OBJECTIVES
A market disturbance is an event (or series of events) or circumstances that see an electricity
market and/or regulatory arrangements being tested, challenged or undergoing change. The
objective of the workshop is to share these experiences and focus on the lessons learnt and
how markets and regulatory settings respond to real life events, as well as encouraging a
broad range of views during the Q&A period.
Power system events may involve extreme or cascading circumstances, complex technical
interactions and human responses. The Large Disturbance part of this Workshop is intended
to focus on the technical and power system response to these events while the Market
Disturbance part will focus on the market and regulatory response (for example, how did
pricing and dispatch respond, how was congestion management dealt with and were
regulatory settings effective and efficient?).

In addition, while power system events may last from milliseconds to a several days market
disturbances may cover a much longer period of time and involve circumstances where there
is no initiating physical event at all – such as
• moving from one market design to another market design;
• introducing new market rules or changing regulatory arrangements; or
• experiences of unforeseen policy settings, market failure or sub optimal outcomes or
unusual market events or interactions.

Examples of past presentations in the Market Disturbance Workshop include:


• Deployment and Pricing of demand response in PJM.
• Creation of intraday and day ahead markets in Ireland.
• Wind Power and Negative spot market prices in Germany.
• Generator Direction to Reduce Load Shedding in the Australian National Market.

3. PRESENTATION CONTENT

Each presentation should include:

Description
Short Context • What is the nature of the market and/or regulatory arrangement?
Each presentation should include some background to inform the
audience who may not be familiar with the relevant market and
regulatory arrangements of that region/country.
• For example: does a market exist at wholesale and/or retail levels?
Size & form of market including pricing and dispatch? Level of
interconnection? Nature of market institutions?
Driving Event • What were the specific circumstances, problems or set of issues that
lead to the market disturbance event? What drove the need for
regulatory change?
Outcome • What was the response of the market and regulatory arrangements
to the driving event?
• How did pricing, dispatch, interconnection or different technologies
respond?
• How did the Market and System Operator respond?
• How did participants respond?
• How did market institutions respond?
Observations/ Lessons/ • What observations can be made?
Opportunities • What were the lessons?
• What questions have arisen because of the market disturbance?
• What changes have occurred?
• What issues still exist?
• What challenges lie ahead?

4. COMBINED TOPICS

Proposals are particularly invited where both the power system and the market have been
disturbed. If you wish to present on a combined disturbance or provide two presentations for
a related event (both a Large Disturbance and a Market Disturbance), please also contact the
Secretary of Study Committee C2 for assistance on the Large Disturbance aspects.

5. INTRODUCTION, TIMING AND QUESTIONS & ANWERS (Q&A)

The Chairperson will introduce each presenter based on a short biography provided by the
presenter with their presentation (up to 10 dot points, half an A4 sheet of paper).

Each presentation will be strictly limited to 20 minutes. At 15 minutes the presenter will be
reminded that they have 5 minutes remaining.

After each presentation, the presenter will remain at the lectern and the Chairman will invite
5 minutes of questions and discussion from the floor.

All presentations must be given in English. Presenters must provide an electronic copy of the
presentation in PowerPoint format. No more than 12-16 slides are recommended depending
on the presenter’s style.
