REVIEW OF RELATED LITERATURE

According to Bea Orante(sept 09, 2015),

Some believed one’s hairstyle was a means for self-
expression; others argued that students can choose
to follow the rule or simply leave the school

According to Marita Galvez(2015) Some say

that the point of studying arts or design is to freely
express themselves in order to have inspiring
outcomes with their work. With these rules, they
are also restricted in possibly having ideas outside
of the box. While others say that students should
follow rules regardless of what they are studying.

Based on Tomas U Santos(2015) In the

University’s Code of Conduct and Discipline, the
issue is broadly stated: “Good grooming includes
the wearing of the prescribed college uniform,
authorized shoes, ID, the male haircut and other
considerations that are similar to these.” The same
guidelines state in so many words that particular
colleges and faculties may decide on how to
implement this provision. We agree with Castro
that, against the claim of students whose activism
cannot go beyond the petty and puerile, the policy
does not violate freedom of expression and
anyway, the expression of such right should go
beyond “outrageous hairstyles.” But we don’t
agree that “afro” and the other banned styles are
“outrageous” or run against the general definition
of grooming as “neat and clean.” An “afro” haircut
can be neater and cleaner than the army cut of a
person who is lice-infested, doesn’t cover his
mouth when he sneezes, or farts obliviously.

According to the Seventh U.S. Circuit Court

of Appeals, which ruled this week that an Indiana
school board discriminated against a teenage boy
who was kicked off the eighth-grade basketball
team after he refused to cut his hair.

Based on Nsenga K Burton(2017), In recent

weeks, there have been a number of news stories
about black girls being discriminated against at
school for wearing natural hairstyles. In July 2016, a
news story went viral about a school in Pretoria,
South Africa, banning black girls from wearing
natural hairstyles like Afros because they were
“untidy” and “unladylike.” In recent weeks, there

According to Kay Lazar(2017), Leading civil

rights and education groups directed a torrent of
criticism at a Malden charter school Friday for
disciplining black and biracial students who wear
hairstyles that administrators say violate the
school’s dress code. The state association of
charter schools disavowed the actions of
administrators at Mystic Valley Regional Charter
School, saying they had trampled on students’
cultural heritage. The Anti-Defamation League
questioned whether the school was equitably
applying discipline policies. And the Lawyers’
Committee for Civil Rights and Economic Justice
demanded public records from Mystic Valley to
assess the impact of the school’s dress code on
students of color.

According to Laura Clark(March 19,2012

FOR THE DAILY TIMES) Head teachers should be
barred from punishing pupils for outlandish
haircuts, the Children’s Commissioner has claimed.
Dr Maggie Atkinson said breaches of uniform rules
such as dying or shaving hair is only a 'minor' offence
and should never result in a child being sent home.
She also insisted that no child under seven should
ever be excluded.

ABSTRACT

Haircut policy is one of the principles and controls

that schools ordinarily use in basic until the point
when auxiliary school, this is an awesome approach
to train kids that they can use in their future. In any
case, others don't concur with this strategy. Our
authorized law plans to take out this arrangement
at each school in light of the fact that different
understudies don't be able to have a hair style
since they give careful consideration to their family
needs than the hair style.b
