19. BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE UNIT OR SECTION
Oversees and implements the Philippine Wholesale Electricity Epot Market (WESM); formulates policy
recommendations relating to sustainable electricity market transformation; evaluates and monitors performance of
the electricity market; undertakes research and studies to further develop and strengthen the Philippine electricity
market; implements and facilitates technical assistance projects related to the WESM; and represents the
department in the ff. inter- agency committees: a.) WESM technical working groups; b.) NEDA technical working
committees relating to power (NEED BASIS); c.) provides secretariat support to the WESM technical working
groups; d.) coordinates with various government agencies, electric power industry participants, consumer groups,
ETC. (E.G., DOF, NEDA, NEA, ERC, NPC, PSALM, TRANSCO, VARIOUS IPPs, MERALCO, ECs) on matters related to
the above enumerated functions; and e.) performs AD HOC functions as may be assigned.
20. BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE POSITION (Job Summary)
Perform research and studies related to electricity market to provide policy recommendations for the improvement
of the Philippine WESM; make recommendations and reports on the monitoring and evaluation of WESM to further
improve its technical and governance aspects; review change proposals on WESM Rules/Market Manuals; observe
or represent DOE in WESM Committee Meetings; and provide support to various activities in relation to WESM (i.e.
Information, Education and Communications Campaigns, Focus-Group Discussions and Hands-on Trainings,
Public Consultations of Draft Department Circulars, attend and organize meetings as instructed).

85% A. Perform tasks, functions and other activities of the
Electricity Market Development Policy Section:
1. Conducts research and studies on current and emerging
technologies to be incorporated in policy papers and circulars for
ensuring the security and reliability of electric power supply;

2. Conducts evaluation/assessment on the reports and/or data


gathered related to operations of the Wholesale Electricity Spot
Market (WESM) such as the outages;
3. Conducts research, analysis, and disseminate electricity
market related data such as prices, demand, supply and other
wholesale and retail electricity market indices to support scientific
research/studies and for use of the general public specifically
Cost - Benefit Analysis of the Feed - In Tariff Implementation in
the Philippines
4. Analyzes the performance of the WESM and Retail Market
through market monitoring indices as specified in the Market
Rules with an end view of identifying potential and actual abuses
of market power;
5. Assists in the development of performance metrics of the
electric power industry participants such as market operator
performance standards;
6. Evaluates and recommends actions on the proposed
amendments to the market rules (e.g. WESM Rules, Retail
Rules, Market Manuals and policy recommendations endorsed
by the stakeholders;

7. Provides technical assistance and oversee the implementation
of operational and technical audits of the Market Operator,
System Operator and Metering Service Providers for the
improvement/ advancement of their efficiency and technologies
and to further promote competition in the country’s electricity
market;
8. Conducts evaluation and analytical monitoring of the
compliance of electric power industry participants (e.g. Market
Operator, System Operator, Transmission/Network Service
Provider, NEA, Distribution Utilities, Generation Companies,
Suppliers and other participating agencies) on the information
and reportorial requirement prescribed under the DOE Circulars,
policies and programs for the EPIRA implementation; and

9. Provides technical support to the various WESM Governance


Committees such as Market Surveillance Commitee to monitor
and report the activities conducted by WESM Participants in the
spot market.

10% B. Other tasks performed:

1. Prepares required reports, communications and other


correspondences;
2. Coordinates with relevant entities such as, but not limited to,
IEMOP, PEMC, NGCP, TRANCO, NPC, PSALM, ERC, NEA
and Distribution Utilities to ensure continuous, updated and
accurate market and power industry information;
3. Conducts various Fora, Public Consultations; Information,
Education and Communication Campaigns relative to EPIRA
implementation and acts as presenter/resource speaker; and
4. Participates in the trainings relevant to the field of work.
