TOWARDS VISION ZERO – AN IMPOSSIBLE JOURNEY? by MR CHAN YEW KWONG
TheVision Zero(VZ)movement wasstarted in 2015 at the launch of the national WSHCampaign
2015. The Campaign’s message was “I can prevent all injuries and be healthy at work”. Through the
movement, MOM, WSHC and strategic industry stakeholders aim to bring all employers and
employees together to embrace the mindset that all injuries and ill health at work can be prevented
and abelief that zeroharm ispossible.

VZ was started from Sweden. In 1997, the Swedish Parliament introduced a VZ policy that requires
fatalities and serious injuries on its roads be reduced to zero. Its VZ’s concept changes the focus,
from the prevention of accidents, to inculcating the view that no one should lose their lives or be
seriously injured on theroad.

Is VZ at workplaces an impossible journey? This paper shares the ongoing VZ journey for WSH in
Singapore.
With more than 35 years of experience, Mr. Chan Yew Kwong is currently with the Workplace Safety & Health Council
(WSHC), Tripartite Alliance Ltd. Prior to his current position he served as a senior consultant where he retired in April 2019
from Ministry of Manpower’s Occupational Safety & Health Division (OSHD).

His experience includes oversees the development and execution of enforcement strategies and programmes for
regulatory compliance and surveillance across all industries, and the effective implementation of OSH standards at the
workplace from Oct 201 3 to Mar 2018. He was also responsible for the national WSH competency framework and
capability building efforts in organisations and individuals and oversees the roll-out and implementation of the Council’s
first WSH culture building programme, CultureSAF from Nov 11 to Sep 13. As a Head of the Work Injury Compensation
Department, he was responsible for the development and implementation of policies and programmes on work injury
compensation for employees from Apr 2001 to Jun 2003.
Mr. Chan was involved in the development and promotion of WSH-related Singapore Standards of the EnterpriseSG
(formerly SPRING). He was a Member of the Singapore Standards Council from Apr 2011 to Mar 2017. He is currently the
Advisor to the Singapore Standards Council’s Quality & Safety Standard Committee (Apr 2017 - Mar 2020) and also a
Member of MPA’s National Maritime Safety at Sea Council (1 Jun 2015 - 31 May 2021).

EMBRACING VISION ZERO WITH TECHNOLOGY AND GOOD JUDGMENT by MR STANLEY JOSEPH
Work environments should be predictable places where people are risk-conscious and
trained to apply functional precautions without compromises - employers have an obligation
to ensure safe work environment for employees.

While Functional Safety standards define Safety as the absence of unacceptable or


unreasonable risk, it might sound idealistic to base strategy-selection for protective systems,
on the core principle of Vision Zero that "it can never be ethically acceptable that people are
killed or seriously injured while working". The collective aim is to make possible, a world of
work without accidents and serious injury through a transformational approach to
Prevention.

The advent of the Industry 4.0 and IIoT is propelling new capabilities and approach, which
focuses heavily on interconnectivity, automation, machine learning, and real-time data, but
the challenge is to use these capabilities (and information) in the best possible way.
Likewise, it is important to realize that the need for tried and tested visual and physical
means to prevent harm still holds true even today. Some examples of use of Technology in
the Machinery space as well as simple yet highly effective traditional Safety Solution will be
discussed.
Mr. Stanley Joseph is with Rockwell Automation as Consulting Manager (Functional Safety), Asia-Pacific. His main area of
involvement is in Failure Analysis, Asset Integrity Management, IDMS; Risk-Reduction, Failsafe design and Fault-tolerance
in engineered hardware and software control systems (Safety IS). He has experience in Auditing conformity to International
Safety Standards including IEC 61608, IEC 61515, IEC 62061, CENELEC 50126, 50128 & 50129 standards, best practices for
safety and local regulation in basis-of-design (BoD), procedures, worker and public safety. Stanley is a Functional Safety
Expert, SIS (TUV Rheinland).
VISION ZERO: FROM CONCEPT TO CONCEPTUALISE BY MR MOHD. ZULKAFLI (ZUL)
For over 25years with Samsung C&T Corporation, he has been assigned to managed the
Safety, Utilities and Stakeholders department in various infrstructure projects such as the
MRT North East Line project, PUB Deep Sewer Tunnel Project, Kallang Paya Lebar
Expressway Projects, MRT Downtown Line Project, MRT Marina East Line Project, Doha
Metro Mshereib Station Project and currrently assigned to manage the MRT Thomson East
Coast Line Project.

Prior to joining Samsung C&T Corporation, Zul has been involved in the Platformer 4 project in Pulau Ular with Chiyoda and
the construction of Changi General Hospital with Hyundai Construction & Engineering Co. Ltd.

Successfully integrate Safety resources with the vast on-the-job experience in construction processes.

DIMENSIONING AND TRANSFORMING WSH ROADMAP THROUGH VISION ZERO – JOURNEY OF DIAP JV @
TUAS MEGAPORT PROJECT by MR BHUPENDRA BALIYAN
Vision Zero is a mindset ingrained with a philosophy where everyone accept that there is a
foreseeable cause for incidents and all incidents are preventable. Vision Zero is a concept started
way back in 1997 in Sweden and very much adopted by Singapore in 2014 as a strategic thrust to
improve WSHperformance. Diap Daelim JVembarked on vision zero journey in year 2017.

Vision Zero was strategized at the workplace by adopting 3 Dimensions namely; Engage, Educate and
Enable. Every dimension was strategically implemented in the vision zero programme(s)
throughout year where every stakeholders right from the top management to the rank and file
were committed. Presentation discuss the management approach and 3 dimensions adopted to
inculcate safety mindset. Detail data analysis was carried out to identify critical improvements to
be achieved and plan the vision zero programme . With 2500 personnel working 24/7, Vison zero
achieved its target goals in each subsequent years where there were no reportable incidents
during the programme and workplace achieved significant improvement in WSHperformance.

Mr. Bhupendra Singh Baliyan, registered safety and health officer, a WSH auditor and a chartered member of IOSH, currently heads
the Health, Safety, Environment and Security department at Tuas Terminal Project Phase 1 in short “Tuas Mega Port” worth of
S$2.47Billion.

He has been working in the field of occupational safety and health and environment for last 24 years and served on various HSE
committees and organisation and represent in Spring Singapore standards asworking group member. He is a member of the Health
and Safety Engineering Technical Committee Institute of Engineers, Singapore and actively participates and represents IES and IOSH.
Besides his full time employment, Mr. baliyan volunteered to be a workshop safety officer in Singapore Armed Force. He is an
immediate past chairman of IOSHSingaporebranch.

Mr. Baliyan hasobtained academic degreesin M.Sc.(Transportation Engineering)from NanyangTechnological University, M.Sc.
