PROCEDURE, GUIDELINES AND FORM (PGF)


NSTP CROWD MANAGEMENT – PANAGBENGA FESTIVAL 2019

1. Saint Louis University – National Service Training Program (SLU-NSTP) aggressively supports one of the major
thrusts of the National Service Training Program Act of 2001 which is the promotion of Nationalism and
patriotism among students. Indeed it is ushering the youth for good citizenship and passion for one’s rich
Filipino Culture, heritage, and traditions. A true Filipino can only be patriotic and nationalistic when he or she
is able to recognize, appreciate, share and live by the richness of his indigenous identity and culture;
2. SLU NSTP also supports one of the Missionary thrusts of the CICM missionary-founders of SLU on Indigenous
People and Culture. As a shared mission, SLU NSTP commits itself to promote welfare on indigenous people
and culture. SLU-NSTP as missionary in character promotes culture in its mission to transform and mission
beyond borders. A Louisian who deeply love and feel proud of his indigenous identity and roots is a Louisian
who is transformed and can live beyond borders.
3. The yearly Panagbenga Festival of the City of Baguio is another avenue for Louisians to develop the above
thrust. The festival is a festival of the richness of one’s culture. And as students are involved, they learn their
integral function in the preservation, promotion, and sharing of such richness of culture. They continue to
grow in knowledge, in attitude, and in skills in handling responsibilities and other concrete dimension of
community life;
4. The main involvement of interested students is to serve as support in crowd management group during the
street dancing parade (March 2, 2019) and the float parade (March 3, 2019) along the parade route. They
will act as human cordon to help ensure that the viewing audience and other persons will not obstruct the
parade route as the parade is going on. Said students will be grouped into smaller teams and will be
supervised by instructors and police contingents;
5. As the above exposure is beneficial to the students, to the event, and to the city community, some students
may not be able to feasibly attend. Hence, participation herein is voluntary for the enrolled SLU-NSTP this
semester. But if only to recognize feasible efforts, sacrifices and volunteerism of students who can participate,
students who will successfully participate and complete their task in the event will be given remedial points.
These remedial points may be used to offset deficiency in attendance hour requirements or may be
converted into points as additional class standing score by the concerned student;
6. The schedule of the above involvement is March 2 and March 3, 2019 during the street dancing parade and
float parade, respectively. Call time when participating students must already be present at the assembly
area is 4:30 am in the early morning of each day. The assembly area is at the entrance of the athletic bowl.
The dismissal will be soon as the parade is done. But students are required to report to the NSTP meeting place
for appropriate reminders before dismissal.
The venue specifically assigned for SLU-NSTP is from the
A. PAG-ASA to DILG;
B. COMPAC 4 to DBP Lower Session, Km 0, Tiongsan Harrison to Patriotic School
Failure to report therein means absence and cancellation of completed hours;
7. In their assigned place, students form a human cordon reinforcing the installed rope and will be facing the
audience or the crowd watching the parade. Since the focus is to closely monitor the crowd and control
them, students are required to fully concentrate on the crowd and not be watching the parade;
8. You are not allowed to be taking pictures or to serve as photographers should someone in the crowd request
you to do so. Courteously decline and explain to them the need to focus on your crowd control function;
9. Required dress code: head cap, NSTP t-shirt, SLU student ID, long pants, rubber shoes, handkerchief, and bag
pack (required content: jacket/sweatshirt, umbrella, drinking water, cookies-bread snack). Also, no wearing
of jewelries and bringing of unnecessary valuables. If you are bringing your cell phone as you may need to
use it, keep it well secured in your pocket. Please be reminded that lost personal valuables will not be the
accountability of the NSTP Office or the festival organizing team. Bring a ball pen and paper too;
10. Personal necessities must be done before reporting during call time. Once you are in your area of assignment,
you are discouraged from leaving the area. Should you need to go to the rest room, ask permission from the
NSTP instructor near you.
11. Follow additional or other provisions provided by the festival organizers to ensure success of the event and
safety of every one. Additional reminders will be given every now and then;
12. You must complete serving in the two days function specified above. Participation of student who will not
complete such will not acknowledged;
13. As personnel and students being groomed in our University, we are all required to observe and follow the
policies, rules and regulations of the University as stated in the Student Handbook regarding a bonafide
Louisian and his/her conduct and behavior specially during events we represent the University. Please
observe exemplary manners and conduct. Let us all be reminded again that our participation in this activity
is an opportunity for us to be our motto, “wisdom builds”, “knowledge edifies” and our mission statement
“mission to transform…beyond borders” –our professional character and behavior.
14. To ensure success of the activity and your safety, observe and follow additional regulations and instructions
given by the Instructor and the police supervisor before and/or during the activity.

15. During the event, you are responsible for any act or untoward incident if the cause is: due to negligence on
your part; violation of rules and regulations or instructions; or not covered by the period and supervision duties
and responsibilities of the instructor.
16. Your attendance in the festival will be monitored and recorded throughout the event.
17. This copy of procedure, guidelines, and form (PGF) automatically serves as your waiver. Read, understand,
accomplish and follow properly. You must always have this PGF with you during the event. NO PGF, your
participation is invalidated. This PGF serves as your attendance listing when signed by any of the NSTP
instructor all throughout the events
18. Make sure that you have already reported to the NSTP Office to enlist yourself in the log sheet. No enlistment,
no attendance;
19. By signing this guideline in the blanks provided, both the student and the guardian will not hold the University
or its representatives, instructors and staff for any untoward incident that may happen to the student which
is beyond the control of the University, its representatives, instructors or staff. The NSTP instructors and staff
supervising the students will exert all their diligent efforts to ensure safety of students and the successful
learning participation of students to the said activity.
20. Sleep early the night before the above schedules.
21. Be sure you eat early breakfast before you report. Bring cookies or bread in your bag pack so in case you go
hungry during the engagement, you can eat right there and then. Once in the assembly, you are not allowed
to leave in the middle of the engagement or to dismiss early. Otherwise, your attendance will be cancelled
right away.
22. Take note of the contact number of the nstp coordinator as specified herein so that you can easily keep in
touch as the need arises.
23. For contingencies and other on the spot concerns, be instructed to coordinate with the instructor assigned
to you.
24. In case of safety or security emergencies, immediately get instruction and follow the orders of the police
supervisors in the area.
