ACKNOWLEDGEMENT

Apart from my efforts, the success of any project depends largely on the encouragement
and guidelines of many others. I take this opportunity to express my gratitude to the people
who have been instrumental in the successful completion of this portfolio. The completion
of this portfolio gives me much pleasure.

I would like to show my greatest appreciation to Sir MANION K. ALCANTARA -my

NSTP teacher, and the school as well. I can’t even imagine if this subject was purely online
class, then it would be very hard for me because I am a working student with 26 units. I
thought this was a great idea because it’s one time but practical and wise. The idea really
helped and bought me time on some of my major subjects. I truly appreciate the quality of
this idea.

I would also like to show my appreciation to the staff of Pinsao Pilot barangay hall and
Upper Market Magsaysay barangay hall (Subdivision) for the education that they shared
with me. For my friends who invited me to other community service as well. I can't say
thank you enough for this tremendous support and help from these great people. I feel
motivated and encouraged every time I attend community service.

Without the encouragement and guidance this portfolio would not have materialized. Not
forgetting the guidance and support received from all the course mates, was vital for the
success of the project. I am grateful for their constant support and help. Last but not least,
I would like to expand my deepest gratitude to all those who have directly and indirectly
guided me in producing this portfolio.

INTRODUCTION

Hi my name is Krizamay Agger and welcome to my portfolio. Glad you are reading this;
hope you enjoy it! I am the author of this National Training Service (NSTP) portfolio and
I am studying at Baguio Central University for a Bachelor of Science in Nursing.

This Civic Welfare Training Service (CWTS) II is a sequel to NSTP-CWTS I. It is designed

to immerse/integrate students in activities that will arm them with the capability to
contribute in the up liftment of the general welfare and the quality of life of the community
and the enhancement of its facilities especially those that are devoted to improving the
health, environment, entrepreneurship, safety, recreation and morale of the citizens.

The National Service Training Program was also known as “An Act Establishing the
National Service Training Program (NSTP) for Tertiary Level Students, Amending for the
Purpose Republic Act No. 7077 and Presidential Decree no. 1706, and for other Purposes”
or Republic Act No. 9163. It was signed into law in January 23, 2002 amidst the various
calls of dissenting sectors for its abolition or reform. It invoked the constitutional provision
regarding the “duty of the state to serve and protect its citizens,” specifically Article II
(Declaration of Principles and State Policies), Section 2, which states that “The prime duty
of the government is to serve and protect the people. The government may call upon the
people to defend the state, and in fulfillment thereof, all citizens may be required under
conditions provided by law, to render personal military or civil service” (italics supplied).
This is the same principle that created and sustained the Reserve Officers Training Corps.

The university as mandated by the Law which is the Republic Act No. 9163 which is
“National Service Training Program” is obliged to comply with its objectives and one of
this is the: Community Immersion Program” during the second semester after the NSTP I.

The purpose of this project is to help people enter a friendly atmosphere and to build social
relation. Building social relation helps a lot to students and people in the community.
Therefore, this project is all about helping people to the capacity of a person. This portfolio
is a proof of action for the project conducted by the internee. This is useful in an academic
setting; demonstrates knowledge attained in a given class or throughout your school career.
5

This portfolio can be very helpful if you plan on continuing your education beyond the
undergraduate level. Useful in an academic and professional setting; shows the efforts or
steps taken to complete a specific project or independent study. If you wanted to apply for
a grant in order to do another play then you could use your portfolio as a form of proof that
you did a good job and would be a prime candidate to receive the requested grant.

The Purpose of this E-Portfolio is the collection of work that demonstrates my learning
throughout the quarter. It contains collective documentation or sample work that shows my
learning progress and evidence of what I can do as an individual. The general content of
this portfolio is my NSTP subject experiences, reflection and learning during my
community service immersion in my barangay.

Throughout my portfolio there will be emphasis on how important it is to be engaged in

community service and how these subject shapes and enhances student’s ability to face the
real world.

COMMUNITY BACKGROUND

Pinsao Pilot Project is a barangay in the city of Baguio. Its population as determined by the
2020 Census was 4,763. This represented 1.30% of the total population of Baguio. Pinsao
Pilot Project is situated at approximately 16.4276, 120.5812, in the island of Luzon.
Elevation at these coordinates is estimated at 1,448.0 meters or 4,750.6 feet above mean

4,520 broken down into 1,068 households or an average of 4.23 members per household

According to the 2015 Census, the age group with the highest population in the Pinsao
Pilot Project is 5 to 9, with 510 individuals. Conversely, the age group with the lowest
population is 75 to 79, with 30 individuals. Combining age groups together, those aged 14
and below, consisting of the young dependent population which include infants/babies,
children and young adolescents/teenagers, make up an aggregate of 33.38% (1,509). Those
aged 15 up to 64, roughly, the economically active population and actual or potential
members of the workforce, constitute a total of 61.84% (2,795). Finally, the old dependent
population consisting of the senior citizens, those aged 65 and over, total 4.78% (216) in
all.
The computed Age Dependency Ratios mean that among the population of Pinsao Pilot
Project, there are 54 youth dependents to every 100 of the working age population; there
are 8 aged/senior citizens to every 100 of the working population; and overall, there are 62
7

dependents (young and old-age) to every 100 of the working population. The median age
of 24 indicates that half of the entire population of Pinsao Pilot Project are aged less than
24 and the other half are over the age of 24.

The population of the Pinsao Pilot Project grew from 2,291 in 1990 to 4,763 in 2020, an
increase of 2,472 people over the course of 30 years. The latest census figures in 2020
denote a positive growth rate of 1.11%, or an increase of 243 people, from the previous
population of 4,520 in 2015.
Pinsao Pilot Project is situated at approximately 16.4276, 120.5812, in the island of Luzon.
Elevation at these coordinates is estimated at 1,448.0 meters or 4,750.6 feet above mean
sea level.
PINSAO PROPER, Baguio City -- The northern part of Baguio was occupied by a number
of Ibaloy families of Sinot, Bilag, Dalisdis, Camdas, Alinos, Bugnay, Palguos, Kiong,
Smith, Pistola, the Piraso subclans, among many others. They were not politically
influential like the Carinos, but their animals of cows, horses and carabaos roamed around
Guisad Valley, Irisan, Quezon Hill, Lucban towards La Trinidad.
In the early 1900s, these brothers and cousins had to give way to developments introduced
by the Americans and the Philippine Government as well. They had to give up large
portions of Guisad valley which is now the Bureau of Plant Industry (BPI). Other areas
were given for government school buildings like Bonifacio Elementary School, Lucban
Elementary School, Aurora Hill, and later Pinsao and Irisan Elementary Schools. They had
even given away to American Schools such as Easter School and the Philippine Baptist
Seminary. Some were declared government reservations and Pinsao Pilot Project became
a residential resettlement area.
They befriended the early businessmen, some of whom were Chinese and some were
lowlanders. They were the Tans of Benguet Lumber, the Flores of Guisad, Manzanillos,
Fernandez of EPC (Eastern Philippine College) now Baguio Central University (BCU),
and also the Americans. They were also a friend to local and national leaders of their
time. The means of livelihood of the early settlers were farming and cattle raising. After
giving up their large areas to the government, they built their houses near their farms or
kaingins, but they still had their cows and horses enclosed in common corral.
Aside from camote and coffee farms of the Sinot, Camdas, Osio, Dalisdis, and other Ibaloy
families, they occupied the mountains located along the boundaries of Baguio and La
Trinidad as graze land for their cattle, together with their relatives that lived in La Trinidad.
These mountains were called "Atol" where you can view the City of Baguio, La Trinidad
Valley, La Union and the China Sea. Beside Atol is a place that was later called "Tam-
awan".
These old folks were not as wealthy as the other Ibalois, but they were respected in the
community they lived in for being industrious and friendly. They were accommodating
that they invited and entertained their guests and visitors during their native rituals such as
8

kanyaos. They performed kanyaos when their native priest or Mambunong Dahay Paran
thinks it necessary.

During the time of Ferdinand Marcos as the President, he declared Pinsao Pilot Project as
a resettlement area and relocation site. Wesley Sinot, Walsey Camdas, Eugene Pucay, and
other Ibaloys were signatories to that Presidential declaration. Then Governor Ben Palispis
of Benguet who was a relative and a good friend to his fellow Ibaloys was given an area
within the BPI reservation that he had it titled as a private property.

Wesley Sinot Sr had his lands surveyed together with his brothers and sisters in the year
1962 but had introduced his improvements along the Tacay road, Pinsao Proper long before
World War II. He had their lands bulldozed and planted with fruit trees, aside from coffee
and camote.

NARRATIVE REPORT

Day 1
21

In the first hour, like every person would do, I explained my purpose and gave them the
letter. I immediately started. I am very optimistic because of their warm welcome. They
approved my purpose along with my letter although I am alone. The captain introduced me
to the staff and explained expected responsibilities and work to do. They questioned me a
lot about me and we talked about the barangay history and all about the staff individually.
One of their staff, I think it's their SK chairman, he toured and guided me in their office.
He showed me where everything is located. For instance, the location of their bathroom,
kitchen, supplies and many more. I had fun chatting with him about his silly jokes about
their barangay and the behavior of the head staff. He was so nice and gullible that I couldn't
even control laughing every time he talked. The secretary gave me the log book and started
working at the front desk while writing some work around on the log book. I entertained
people who needed police clearance, cedula, barangay certification and many more
concerns. Mostly I assists granny concern, if they can't see clearly or write I am the one
read information or who write or fill up form for them. There are some concerns that I had
to initiate to the staff because sometimes it needs some clarification. Hey always assists or
help me as well when there is queue especially the treasurer because she’s with me at the
front desk. When there is no concern to accommodate, we have some fun chatting with the
residents with the staff outside the office or at the front desk while hearing the captain
shouting a little bit trying to solve some complaint from the residents inside the office. It
was four o'clock and I had to leave because I had classes. Before leaving I cleaned the
office and outside and informed the captain of my hours and of course thanked them after
informing them about the date that I will be around next time. It was satisfying even when
I am alone, they definitely entertain me, and what I love about the first experienced was
there are hidden lessons within community service that brings out your attribute as an
individual.

NARRATIVE REPORT

Day 2
22

I persuade two of my nursing classmates since they were looking for community service
documentation as well for their NSTP requirements. We had communication with the
captain and he approved. On that day the staff were pretty busy because they are expecting
visits from city hall ordinance. They had to do certain preparations and so our hep is very
vital on that day. First, I instructed my two colleagues because they were a little bit lost. I
instructed them to issue clearances and certifications on the front desk and accommodate
people while I am helping the secretary to do some paper works to be submitted to the city
hall. The secretary is old so it's hard for her to multitask on the computer. I did some fixing
and had to organize the files on the computer because it's a bit messy and inappropriate.
After that, we had to clean inside the barangay hall, we fixed shelves and organize them
alphabetically. We clean and re arrange their kitchen and we do some cleaning on their
bathroom. Everything and everybody were busy however despite many works to do we
were not tired because some of their staff are very gullible, laughs and chatting
accompanied with work and we just felt craziness sometimes on their jokes prior to the
visit form city hall, well maybe because we are human and we do judgements especially in
politics. We had a great lunch with the staff after many accomplishments that day, and one
nice to know was they gave us many advices about life. It's such a very fulfilling day!

NARRATIVE REPORT
23

Day 3

Grab every opportunity that knocks your door. With one of my colleagues, we went to
upper market Magsaysay prior to conducting a vaccination program from Local
Government Unit. We collaborate again with the TUPAD members of the barangay to fix
the vaccination area. After that we had a little bit of instructions and guide from the head
of the Local Government Unit prior to the vaccination program. Meet and greet with all
the staff involved. We started the vaccination program and for me I had to assists the
children because some of them were asking many questions, some were alone and just
given instructions from their parents. It's very interesting because with one of the nurses
from the LGU we had education with demonstration on how to use digital blood pressure
and other equipment's like the pulse oximeter. I had the confidence to take the blood
pressure of the residents before doing vaccination, and it’s very interesting because I was
able to handle it with no pressure. No joke, I can really say that I am a fast learner creature.
We'll after the program we also had a great lunch and we had a cool communication with
the people around.

NARRATIVE REPORT
24

Day 4

Caring is the essence of nursing. I took nursing because I have this behavior of caring for
everything especially the environment and the people. When I was little girl, I always
questioned why people have to throw their garbage everywhere and why they can't clean
their surroundings. It's true that because of our carelessness to our environment it keeps
coming back to us like a bitter vengeance and we had to admit that we just can't tolerate
this matter. Prior to conducting the cleaning program with the TUPAD members of the
upper market barangay we planned to dispersed our cleaning service into subdivisions, and
so we were divided for easy work but quality service. We cleaned posters around, many
garbage around apartments and boardings. We also cleaned the streets because they were
many poops of dogs scattering. It's a bit sad because there are still people who just throw
their garbage everywhere even though they knew that every barangay has schedule for
garbage disposal. It's called citizen responsibility and especially human responsibility and
respect towards harmony of our planet. I will always engage to environment programs
because even a little act matter. After the cleaning program it's definitely a beautiful
surrounding in the eye. Collaboration and cooperation are what’s lacking sometimes to us
that’s why we can't even come up with a solution to protect our environment.

REFLECTION
25

Day 1

In every student's coursework community service as it gives the student a clearer picture
of the outside world. Community service calls for volunteer work where we help those who
need help for example homes for the aged, children's homes, hospitals and schools in slums
and for students they usually help in papers and assisting programs of the barangay.
Participating in community service not only makes a difference to the organization and
people being served, but also makes a difference to every student’s career prospects.
Participating in community service activities helps to enhance student resumes by allowing
students to obtain work-related skills prior to graduation, builds good references for
employers in regards to community involvement, and provides a forum to network with
future potential employers. It also helps students develop civic and social responsibility
skills and become more aware of what their community needs. I have learnt that happiness
is a choice even with little things. I have also learnt to appreciate the little that I have after
hearing some friendly advice from the residents. I have learnt to appreciate everything in
life and not to take anything for granted. Community service has helped me manage my
time better even with the hectic schedule that I have. I always find time to make sure that
I will engage with the community service because it gives me excitement and makes me
satisfied as an individual. Volunteering has helped get experience in my area of interest.
Being a nurse student, it has given me the opportunity to practice important skills such as
team work, communication, problem solving, task management and other useful skills that
are important in the job market today. Community service was such an eye opener.
Community service has helped shape and develop interpersonal skills and have compassion
when dealing with people.

REFLECTION
26

Day 2

Collaboration is the paradigm in which the artistic world has shifted into. I want to be a
collaborative artist so I can learn, explore, and work in a creative, and ever-changing and -
moving, environment. Collaboration creates the fundamental building blocks of learning.
Education is not necessarily a deviance from ignorance, but an opportunity to develop skills
that help you understand and adapt to most situations. It is essentially creating the
ingredients for one’s own formula for success. While I do not believe that learning can
only be done in a classroom, systematic education is important to me because it sets rules
that can be played with and explored. And the best form for this exploration is
collaboration.
27

REFLECTION

Day 3

Man is not just an individual, an island, left to himself and sufficient to himself, on his
own. Man is essentially community. I grew up in a community that upheld a belief that it
is only in the community that the life of an individual acquires true meaning, not in living
as an isolated being but in mutually interacting with other members of the community. I
am grateful I had the time and ability to contribute to the community. It truly makes me
appreciate everything I have been given and it makes me more willing to give back to those
who are ‘less’ fortunate than I am especially about healthcare service. Volunteering has
provided me with a new perspective in my life, by caring people prior to checking their
health before taking the vaccine, I am able to help them through my small service.
28

REFLECTION

Day 4

An environment is a place we conduct every activity. It is the natural space where humans,
animals, and plant species operate and lives. The apparent health of the environment
provides those that live in it a healthy existence. However, if the environment is unhealthy,
we face a dire consequence. It is a proven fact that human beings are responsible for the
poor state of the planet. Therefore, while we consider the environment, it is essential to
develop strategies to make our cities environmentally sustainable. One must remember that
every social movement starts with a catalyst, and every collective action starts with the
individual. Every piece of litter that is picked up, catalogued, and put away during this
initiative brings us one step closer to creating public policy and modes of advocacy. Fifty-
one years has passed since the first Earth Day, and while it is important to push for systemic
change every single day, little victories deserve to be celebrated. Indeed, community
service which is one requirement to students is vital and this is one way of nurturing our
mind to engage to protecting our environment.
29

CONCLUSION

The Civic Welfare Training Service is geared towards activities that have social impact
through activities that could contribute to “health, education, environment,
entrepreneurship, safety, recreation and morals of the citizenry”, thus the CWTS
component of the NSTP stressed the importance of youth involvement in broad programs
or activities that will benefit the people. While the CWTS focused on programs to enhance
the living conditions of the people, the Literacy Training Service has a more limited yet
equally useful objective that is to “train students to become teachers of literacy and
numeracy skills to school children, out of school youth, and other segments of society in
need of their service”. LTS thus specializes in the education of the people, strengthening
the education sector to empower the people through education. I have done Office works
such as reviewing files like data, preparing for assessment, Barangay Beautification,
community engagement and even engaging to healthcare program where I did to learn a
lot. On this journey of learning I believe that I did a great work and indeed I learned a lot
that may the school can’t teach its learners and that is experience. Without NSPT 2 I may
not know my capabilities and possible actions that I can do. Engaging on different works
may lead us to learning by doing and it does so. I have known ordinances of the Barangay
that I am not aware of, but by this civic internship I did to know a lot of the laws of the
Barangay. Therefore, I conclude that my journey is much challenging but a natural aspect
of development for me as a learner and as a youth the Barangay.
