I. RATIONALE

The Department of Education with it’s mandate “To protect and promote the right of

every Filipino to quality, equitable, culture-based, and complete basic education

where: Students learn in a child-friendly, gender-sensitive, safe, and motivating

environment. The Schools Division of Nueva Ecija has also taken into consideration

incorporating a gender perspective into development programs, often referred to as

"gender and development," is grounded in several key principles and objectives.

When program implementers prioritize gender considerations, they are addressing a

variety of social, economic, and human rights issues, which can lead to more

equitable and sustainable development outcomes. Here are some key reasons for

integrating gender into development programs:

Promoting Gender Equality: Gender and development programs seek to address

gender disparities and promote gender equality. By recognizing that men and

women often have different roles, opportunities, and access to resources, these

programs aim to reduce gender-based discrimination and empower women and

marginalized groups.

Human Rights and Justice: Gender equality is a fundamental human right.

Incorporating gender perspectives in development programs helps uphold the

principles of justice, dignity, and non-discrimination enshrined in various

international agreements and conventions.

Economic Development: Women make up a significant portion of the global

workforce and play a critical role in economic development. Empowering women

economically can lead to increased productivity and improved living standards for

communities and nations.

Social Inclusion: Gender and development programs aim to promote social inclusion

by ensuring that the voices, needs, and contributions of all community members,

regardless of their gender, are considered and valued.

Improved Health and Education: Gender disparities often result in differential

access to healthcare and education. Integrating a gender perspective in development

efforts can improve health outcomes and educational opportunities for women and

girls.

Enhanced Decision-Making: Gender-inclusive development programs aim to

increase the participation of women and marginalized groups in decision-making


processes. When diverse voices are heard and considered, policies and programs are

more likely to be effective and sustainable.

Poverty Reduction: Addressing gender disparities is closely linked to poverty

reduction efforts. Women, particularly in many developing countries, are more likely

to live in poverty. Gender-sensitive programs can help break the cycle of poverty and

lead to more equitable economic growth.

Sustainable Development: Sustainable development requires the equitable

distribution of resources and opportunities among different population groups.

Gender-sensitive development efforts are vital for long-term sustainability and

resilience, as they address the root causes of inequality and vulnerability.

Conflict Resolution and Peacebuilding: Gender perspectives in development

programs are critical for post-conflict or fragile states, as they can help build trust,

reduce conflict, and support peacebuilding efforts by addressing the needs and roles

of women in such contexts.

As a realization of the Core Values Makatao, the following legal basis were also

considered:

1987 Philippine Constitution: Article II, Section 14: This section of the constitution

states that the State recognizes the role of women in nation-building and ensures

that women are provided equal opportunities and protection under the law.

The Magna Carta of Women (Republic Act No. 9710): Enacted in 2009, this

comprehensive law is a landmark piece of legislation that serves as the legal


framework for women's rights and gender equality in the Philippines. It mandates

the integration of a gender perspective in all development policies, programs, and

activities.

Philippine Plan for Gender-Responsive Development (1995-2025): This long-term

plan, developed by the National Commission on the Role of Filipino Women

(NCRFW), outlines the country's strategy for promoting gender equality and women's

empowerment. It provides a comprehensive framework for GAD activities and

initiatives.

Local Government Code (Republic Act No. 7160): The Local Government Code

mandates local government units (LGUs) to allocate a portion of their budget for

GAD programs and projects. It institutionalizes gender mainstreaming at the local

level.

Reproductive Health Law (Republic Act No. 10354):

While primarily focused on reproductive health, this law also recognizes the

importance of addressing gender issues related to reproductive health. It emphasizes

the importance of informed choices and comprehensive health services for women.

Honoring retirees is a meaningful and important practice that serves several

significant purposes.

Recognition and Appreciation: Retirement marks the end of a long and dedicated

career. Honoring retirees is a way to express gratitude and appreciation for their

years of service and commitment to the organization. It acknowledges the retirees'

contributions and their value to the company.


Boosts Morale: Recognizing retirees positively impacts the morale of current

employees. It sends a clear message that the organization values and respects its

employees, not just during their active service but also in their retirement. This can

boost employee engagement and motivation.

Preserves Institutional Knowledge: Retirees often possess a wealth of institutional

knowledge and experience. Recognizing them provides an opportunity for current

employees to tap into this knowledge and learn from their predecessors, ensuring

the continuity of critical skills and information.

Legacy Building: Honoring retirees helps build a positive organizational legacy. It
