A. Project Title
Binhi: Kalidad na Pag-aaral para sa pangkalahatan
(College Scholarship program for the IPs/ICCs)

B. Project Description
The right to education is internationally and globally recognized to bring changes in the
world and among individuals. The Right to Education of ICC’s / IP’s are also promoted and
projected in the Philippines. This indicates that the Philippines is aware of the needs of its
marginalize community and are creating policies that are responsive to it, especially in the aspect
of social rights, with the right to education doing among it. It is a right not only of those who can
afford to pay for good education but by anyone. Regardless of language or religion, whatever the
circumstances of birth or social origin. Indigenous Peoples (IPs) are a large group of people in
many communities. They could be beneficial to national development if properly "recognized"
and given positive attention through holistic education. Scholarship grants, rights to use language
and methods relevant to their cultural orientation, and equal access to diverse cultural
opportunities ICCs/IPs must be offered the mechanisms of educational system. The realization of
ICC's / IP's right to education is a step towards complete human liberation. As more IPs get
educated, they will be better able to govern their communities’ utilizing systems that preserve
their culture and traditions while also allowing for economic growth.

C. Objectives
The following are the main objective and goals of this project that we are aiming to
achieve throughout the planned time period;
A. Financial Assistance
Since they are part of the ICC/IP community, they have limited resources since a lot of
them are still living like the old days. Giving financial assistance can further help their children
to have a bright future when it comes to their education.
B. Quality Education
Quality Education plays a big role when it comes to shaping a person’s background.
When applying for a job, some companies prefer to have an employee with a good educational
background. The objective of this program is to help ICC/IP to have an opportunity to receive
quality education from different schools that they want to go to.
C. Parental Help
Many parents from the ICC/IP sector are trying their best to provide for their children
who wants to go to school. Some of these parents are working non stop to be able to provide the
necessary money for their children/s education. The objective of this program is not just to give
help to the students but also to their parents. Since financial assistance will be given throughout
their educational period, this can help the parents to provide enough with just minimal effort on

working. It doesn’t mean that the financial assistance will help their daily expenses. It is just a
way for them to be able to take a breather and be able to save money for the future.

D. Target Audience
The main target audience of this communication plan is the Indigenous people nationwide of
any age because they are the ones who are affected by financial education here in the
Philippines. The next target audience is the government which will provide them with an
educational assistant to help them go through college to earn or have a degree.

E. Message
This communication plan aims to help those indigenous people to go through college and
earn their degrees. Some of them can’t afford the financial expenses so they tend to stop and help
their families to work and earn money. The educational assistance program could be very helpful
for them because they can go and choose any course or program, they want in college. But it also
comes with some qualifications for them to apply for this kind of scholarship. First, they need to
pass the exam which will be the basis if they are qualified to take the scholarship, the grade
result of the exam should not be lower than 80. Second, they need to show an identification that
they are part of any indigenous group. Third, their yearly household income should not exceed to
₱30,000 - ₱40,000. They need to have a maintaining grade or GWA for every semester which
should not be lower than 1.75 to apply for this scholarship. They will receive ₱8,000 allowance
every 4 months to sustain their school needs and some for themselves.

F. Media
First, a video presentation will be presented which will discuss why the project was
initiated. Most IPs (Indigenous People) are not interested in going through college, let alone
secondary education (high school). As soon as they learn how to read and write, they stop their
studies. Some of their reasoning is that they already learned the most important thing they need
in life (reading and writing) and pursuing their studies beyond that is just an expensive and
unnecessary thing to do. Another point to show the IPs in this video material is to inform them of
their rights as part of the community and through proper education, they will fully understand
how they can stand for their rights and fight against resourceful but abusive people (examples are
businessmen taking down ancestral domains for infrastructure projects). Another informative
video will be produced to show what the process on how the scholarship program will operate.
First, this material is to discuss the rules and the qualifications needed for an IP to become a
beneficiary of the educational assistance program. Then the amount of financial assistance to be
given each beneficiary is to be discussed and finally the timetable of the educational assistance
program’s effectiveness. An encouragement video is to be produced also to increase the IP’s
interest with the program. NCIP Administrative Service (AS) Director Rosanna L. Lingating is
to encourage IPs to apply for the educational assistance program and to raise awareness for other
people to support this project. Through this encouraging message from Ms. Rosanna L.

Lingating, it is expected to boost the morale of the IPs and see better opportunities ahead in the
future if they managed to have access with proper education.

G. Methods of Communication
The main channel that this project will use is the Social Media Platforms. Since it is
timely to what is happening right now which is the virtual classes or online class. The target
audience is set to educate by informing and helping them get through this kind of situation. This
educational assistant program is to give them the privilege that they deserve as a part of society
who wants to study even though they are the one who is affected by the financial crisis here in
the Philippines. By posting and boosting the projects aim online, it will reach to the group of
peoples who are in need of financial assistance for education. The next channel that we will use
to spread this project is by going to their barangays or municipalities to gather information for
the specific audience that we choose to help.
H. Team members
NCIP Administrative Services Director Rosanna L. Lingating – Ms. Lingating is to
ensure that the NCIP is coordinating with everyone involved in this project and to supervise the
team members with instructions necessary for the project’s goal. Congressmen – to become the
voice of indigenous people and further seek more attention from the government and the public
to support the project in to prolong its effectivity. Commission on Audit – to secure that the
funds spent for the project is audited and for a transparent transaction. LGU Officers (Mayors,
Barangay Captains, Governors) – to inform ICCs and IPs in their proximity about the program’s
existence and approval that they accept the events that might take place in their area. Indigenous
Community Leaders – to further support and encourage their community about the benefits of
the program for their status in the community. Content Creators – to provide publication
materials such as video/audio/graphic presentations in social media. Researchers – to identify the
ICCs and IPs location that are qualified for the program.

J. Project Cost
The goal of this project is to help our indigenous people to keep on studying for their
future. And by doing that this project will cost a lot to support these people. We finalized the
monthly budget allowance for the students who will pass the scholarship exam, every four (4)
months the students will receive ₱8,000. But it's not just the allowance of every student in the
scholarship program, the making of this project also counts to the budget. The process of making
this project, the number of students that will pass the exam, the boosting of information online
and gathering/meetings to their place to secure and execute this project well. For the college
students that is enrolled in schools that charges more than ₱10,000 per year in tuition fees, the
financial assistance that will be given to them is provided by a voucher that is equal to a one
school year.

PROJECT BUDGET
1. Staffing/ project oversight

K. Feedback

come up with an idea to create a designated section on our website for FAQ's, or frequently
asked questions. The same content of the article about the FAQ's or frequently asked questions
on the website will be available on our social media platforms, mainly on our Facebook page.
Our social media accounts' message options are also open for all types of inquiries that will be
handled by an assigned representative from our organization to get all the answers necessary. As
our organization values feedback, this way of sharing information on what can and needs to be
improved helps us optimize the work process and get things done in less time. All types of
feedback can be sent through messages and can be posted within the feedback and rating section
on our Facebook page. You can also reach us via our official organizational email and phone
numbers. Message inquiries will be responded to from time to time.
