Intended Learning Outcome


At the end of the session the students are expected to:

1. Familiarize with the Vision, Mission, Core Values and Competencies, Graduate Attributes,
TIP Hymn, TIP Fight Song, and student services.
2. Discuss the coverage and requirements of the course
3. Apply 5S practices in day-to-day activities
1.1.2 CWTS Vision
To produce valuable and effective members of the National Service Corps who may serve as leaders
and intermediaries in securing a quality life, maintaining peace, harmony, and growth to Filipino
communities.

1.1.3 CWTS Mission


 Strengthen the values and traits of the youth
 Improve the students’ skills and knowledge on various endeavors
 Develop the students’ interest in community service

1.1.4 Objectives of CWTS


 To develop and promote civic consciousness, enhance the intellectual, physical, moral,
spiritual, and social being of the youth.
 To inculcate among the youth the ideals of patriotism and nationalism, and advance their
involvement in public and civic affairs.
 To instill moral values among the youth, inculcate respect for the rights of civilians and
adherence to the constitution.

1.1.5 Legal Basis of CWTS


 The National Service Training Program (NSTP) Law or the Republic Act 9163
 Implementing Rules and Regulations (IRR)
 Institutional guidelines based on the purpose of the program and the Vision and Mission

1.1.6 Guiding Principle


What is the primary duty of the government to its citizens?
The primary duty of the government is to serve and protect its citizens, in return, it shall be the
responsibility of all citizens to defend the security of the state, and in fulfillment thereof, the
government may require each citizen to render personal, military or civil service.
How does the government recognize the role of the youth in nation-building?
In recognition of the vital role of the youth in nation-building, the state shall promote civic
consciousness among them and shall develop their physical, moral, spiritual, intellectual, and social
well being. It shall inculcate the ideals of patriotism, nationalism, and the advance their involvement in
public and civic affairs.

1.1.7 Program Implementation
Who is Required to complete the NSTP component of their choice as a graduate requirement?
All incoming freshmen students, male and female, enrolled in any baccalaureate and in at least two
year technical-vocational or associate courses.

1.1.8 Components of NSTP


RESERVE OFFICERS TRAINING CORPS (ROTC)
- designed to provide military training to tertiary level students in order to motivate, train, organize,
and mobilize them for national defense preparedness. 
 
CIVIC WELFARE TRAINING SERVICE (CWTS)
  - refers to the program component or activities contributory to the general welfare and the
betterment of life for the members of the community or improving help and education and other social
welfare services. 
 
 LITERACY TRAINING SERVICE (LTS)
- refers to the program component designed to train the students to teach literacy and numeracy skills
to school children, out-of-school youth, and other segments of society in need of their services.

1.1.9 Organization of NSTP Graduates


 Graduates of the non-ROTC components of the NSTP shall belong to the National Service
Reserve Corps (NSRC) that could be tapped by the state for literacy and civic welfare
activities through the joint efforts of DND, CHED and TESDA in coordination with DILG,
DSWD, and other concerned agencies/association.
 The CHED, TESDA, and DND, in consultation with other concerned and non-government
agencies, shall issue the necessary guidelines for the establishment, organization,
maintenance and utilization of the National Service Reserve Corps.
 Graduates of the ROTC program shall form part of the Citizen Armed Forces pursuant to
R.A 7077, subject to the requirements of DND.

1.2.1 Establishment of NSRC


“Section 11 of RA 9163 (NSTP Act of 2001), specifically provides for the creation of a National Service
Reserve Corps (NSRC), composed of the non-ROTC Components: the Civic Welfare Training Service
(CWTS) and Literacy Training Service(LTS), Members of this Corps maybe tapped by the State for
literacy and civic welfare activities, through the joint efforts of DND, CHED, and TESDA.”

1.2.2 Mission
To provide a trained and motivated manpower pool that can be tapped by the State for civic welfare,
literacy and other similar endeavors in the service of the nation

1.2.3 Functions
1. To assist in the disaster preparedness, mitigation, response and rehabilitation programs
2. To serve as an auxiliary to the Disaster Coordinating Council (DCC) response unit
3. To assist in the promotion of civic welfare activities
4. To assist in the implementation of the literacy program
5. To assist in socio-economic development
6. To assist in environmental protection
7. To perform other similar endeavors
1.2.4 Composition
National Service Reserve Corps (NSRC) shall be composed of the graduates of the Civic Welfare
Training Service (CWTS) and Literacy Training Service (LTS) components of the National Service
Training Program (NSTP)

1.2.5 Activities
 Set for the betterment of life for the members of the community, enhancement of its facilities and
improvement of health, education, environment, entrepreneurship, safety, recreation and morals of
the citizenry
