Training Program (NSTP) for Tertiary Level
Students, amending for the purpose of
Republic Act No. 7077 and Presidential
Decree No. 1706, and for other purposes.
National Service Training Program (NSTP)

Refers to the program aimed at enhancing


civic consciousness and defense preparedness
in the youth, by developing the ethics of
service and patriotism while undergoing
training in any of the three (3) program
components, specifically designed to enhance
the youth’s active contribution to the general
welfare.
What are the
Program
Components of
the NSTP?
1. Literacy Training Service (LTS)
- designed to train students to teach
literacy and numeracy skills to children
2. Civic Wellness Training Service (CWTS)

- designed to train students to become


active in engagements contributory to the
general welfare of the community.
3. Reserve Officers’ Training Corps (ROTC)

- designed to improve military trainings


among students to motivate and mobilize
them for national defense preparedness.

the NSTP been
implemented?
 NSTP has been
implemented since S.Y.
2002-2003
Precedents of NSTP
 National Service Law or Presidential Decree
No. 1706 – obligatory national service for all
Filipino citizens; civic welfare, law enforcement
service, military service, controlled by President
Ferdinand E. Marcos.

 National Defense Act or Commonwealth Act


No. 1– obligatory military service for all male
Filipino citizens, controlled by President Manuel
Quezon.
What will become of NSTP
graduates?
 All graduates who are enrolled to either LTS
or CWTS shall belong to the National
Service Reserve Corps (NSRC)

 All graduates of the ROTC component shall


form part of the AFP Citizen Armed Forces,
subject to DND requirements.
What lead agencies
will monitor the
implementation of
the NSTP?
 CHED regional offices
 TESDA provincial and district offices
 DND-AFP through major service commands
and their ROTC units.
National Service
Reserve Corps
(NSRC)
 The National Service Reserve Corps, also
referred to by the acronym NSRC is a unit
composed of graduates of the Civic Welfare
Training Service (CWTS) and Literacy
Training Service (LTS) components of the
NSTP.
 In the Philippines, members of this corps may
be tapped by the state for literacy and civic
welfare activities. In 2010 the NSRC was
mandated to be accredited and mobilized the
delivery of disaster risk reduction programs
and activities.
 MISSION – to provide highly trained,
motivated and organized manpower reserve
that can be tapped by the state for DRRM
(Disaster Risk Reduction Management), civic
welfare, literacy, national emergency,
environmental protection and other similar
endeavors in the service of the nation.
Functions (School Based):
 Help in organizing the list of NSTP graduates
to be submitted to the National Directorate
Office under (DND), CHED and Municipal
Disaster Risk Reduction and Management
Council (MDRRMC) up to the Barangay
Development Councils (BDCs).
 Assist in Emergency Rescue procedures inside
the school that might need their assistance.
Functions (School Based):
 Serves as Marshalls or Honor guards during
school activities.
 Help in maintaining peace and order on the
school.
 Planning of different activities that can be done
regarding Environment protection and Disaster
Risk Reduction Programs.
 Assist NSTP Instructors in conducting training for
Rescue procedures and other activities related to
Personal Security up to National Security.
Functions (Community
Based):
 To assist in the disaster preparedness,
mitigation, response and rehabilitation
programs.
 To serve as an auxiliary to the Disaster Risk
Reeducation and Management Councils
(DRRMCs) response units.
 To assist in the promotion of civic welfare
activities.
 To assist in the implementation of literacy
programs.
Functions (Community
Based):
 To assist in socio-economic development.
 To respond in case of mobilization for
national emergency.
 To assist in environmental protection and
to perform other similar endeavors.
