Job Discerption for Cluster Level Federation (CLF) Consultant.

Background and General Description:


The Government of India has launched The Deendayal Antyodaya Yojana -National Rural Livelihoods
Mission (NRLM) under the Ministry of Rural Development (MoRD). The Mission aims at creating efficient
and effective institutional platforms of the rural poor enabling them to increase their household income
through sustainable livelihood enhancements and improved access to financial and public services. The
agenda is to mobilize the rural poor and vulnerable people into self- managed, federated institutions and
support them for livelihood collectives. In addition, the poor would be facilitated to achieve increased
access to their rights, entitlements and public services, diversified risk and better social indicators of
empowerment.
Further to these objectives, the Government of Maharashtra has constituted the Maharashtra State Rural
Livelihoods Mission (MSRLM), registered under the Societies Act 1860. A State Mission Management
Unit has been constituted as a dedicated support structure to deliver the mission in the State. The MSRLM
aims to build a team of high quality professionals for providing technical assistance to the districts in
various thematic areas such as social inclusion, rural livelihoods human resource management, creating
human and social capital, Economic Inclusion, Financial Inclusion, Sustainable livelihoods, monitoring
and evaluation, MIS etc.
In order to ensure that no poor household is excluded, the MSRLM would adopt an inclusive approach to
social mobilization. The Mission would use different strategies for mobilization of all identified Poor
households into functionally effective, self-managed institutions. Particular emphasis would be laid on
mobilizing vulnerable sections such as the Scheduled Castes, the Scheduled Tribes including particularly
vulnerable tribal groups, religious minorities, single women and households headed by women, persons
living with disabilities, the landless, migrant labourers, isolated communities and those living in vulnerable
areas. Facilitating peer support and social mobilization campaigns by community resource persons
(CRPs) have proved to be successful in achieving high levels of social inclusion across the state. A similar
approach would be adopted in achieving social inclusion under MSRLM.
Creating an institutional platform for social and economic empowerment is a critical pre-requisite for the
poor to effective participation over time in any program addressing their development needs. A Self Help
Group (SHG), of 10-20 persons in general area (5-20 persons in difficult areas) is the primary building
block of the MSRLM institutional design. Systematic handholding support and guidance would be provided
to SHGs both through the external support structures and their own federated structures. The primary
source of financial assistance for the institutions of the poor is bank credit.
The rural poor’s gets mobilised through institutions i.e. at village level the SHGs (Self Help Groups) and
Village Organisation (VO – Federation Executive of SHGs) and at the cluster level; Cluster Level
Federation (CLF- Federations Executive of VOs). CLF work is being implemented through Executive
Committee from members of VOs. Responsibility of Executive Committee and Board of Directors is as
follows: 1. Execute Policy level decision 2. Social, economic and integrated development of poor HHs in
the jurisdiction of Cluster 3. Making efforts for availability of 100% sustainable livelihoods to the HHs
4.Review of various programmes implemented through Community cadre in the cluster. Overall CLFs has
to manage the portfolio of mission objectives and administer the overall work related to SHGs in the
cluster. Each Cluster Level Federation (CLF) consultant will work for two CLFs in the Mission.
The contract of this position will be for 11 months and renewed further based on performance and
requirement of the Mission.
Posting:

The posting will be at cluster level (Sub block – Zilla Parishad Constituency Level) in Palghar, Thane,
Ratnagiri, Sindhudurg, Solapur, Osmanabad, Jalna, Beed, Chandrapur, Gadchiroli, Gondia, Wardha,
Yawatmal, Nandurbar and Nashik.

Duties and Responsibilities

The following are the indicative Duties and responsibilities of CLF Consultant.

 He/she will be responsible for managing two cluster level federations in block.
 Developing vision, goal, values, objectives for their development and Training CLFs to make them
self-reliant and self-sustained
 Provide guidance and simplify processes for CLFs for socio- economic, gender equity and women
empowerment.
 Planning and implementation of activities of CLFs to make them economically viable and take
initiative for social development within three years duration.
 Plan strategy and coordinate for credit/business/ convergence/livelihood (farm/non-farm)
micro plan saturation/backward and forward linkages of CLFs
 Help to establish financial identity of CLF and link them to financial institutions
 Prepare a strategy and execute the same for financial strengthening of 100% HHs.
 Establish systems, processes and documentation in CLFs.
 Monitoring and support for administration and financial management of CLFs.
 Keeping transparency in all the transactions of VOs and CLFs.
 Preparation and implementation of credit plan, business plan, convergence plan of CLF and
propose it for sanction in GBM/AGM
 Area/Field visit for consistence field monitoring and handholding to the CLF and ensure that, CLF
progress as per the monthly/Quarterly and Annual Plan.
 Ensure that, sub committees of VOs and CLFs are active and working as per the work plan and
ensure CLF level review mechanism.
 Follow guidelines given by BMMU, DMMU and SMMU office.
 Training and Capacity Building of CLF’s OB/EC, staff and cadre as per the DAY-NRLM Capacity
Building architecture and CLF Development Planning.
 Preparing best practices documents and submit monthly, quarterly, six monthly and annual
progress reports.
 Participating CLF executive committee meetings of CLF and facilitate planning and guiding them
to achieve their objectives
 Provide exposure to EC/GB to build capacities and perspective on livelihoods/marketing/credit ,
governance etc.
 Management and analytical assessment of CLF progress/ Development based on CLF MIS data,
HH data & other data and monitor, output, outcomes and impact of work done.
 Any other task given by SMMU, DMM, BMM and BM or any higher authority.

Reporting:

The person recruited will be reporting to the Block Mission Manager (BMMU) of MSRLM any other
delegated authority.

Essentials qualification and Experience - CLF Consultant.


Master of Business Administration or Master in Management Studies or Master of Business Management
or Master in Entrepreneurship Development or Master of Business Administration - Rural Management or
Master in Management Studies - Rural Management or Master of Business Management - Rural
Management or Post Graduation Diploma in Rural Management (Two years) or Post Graduation Diploma
in Rural Development (Two years) Post Graduation diploma in Agri Business Management (Two Years)
or Post Graduation Diploma in Management (Two years) or Post Graduation diploma in Finance (Two
Years) or Post Graduation diploma in Marketing (Two Years). Experience in business development,
Institution building, micro finance, rural enterprise Development, rural development or financial inclusion
will be preferable. Knowledge of Marathi and MS Office is essential.

Age limit:
 Age Limit : Candidates would not be more than 30 years as on 1st Sept 2019.

Desired Domain Knowledge:

1) Knowledge and experience of work in multi-disciplinary sectors including financial/credit model


in rural setting in the state having successfully led teams at various levels.
2) Knowledge of working with different departments with track records implementing programmes
under convergence model.
3) Sound knowledge of planning, budgets, fund-flow mechanism of livelihood and poverty
alleviation projects.

Desired Competency and Attributes

1) Ability to work in rural environment and difficult working conditions, self-starters, motivators,
facilitators with right attitudes and willingness to work for the poor and vulnerable
communities.
2) Experience of having worked with vulnerable groups i.e. Women, differently disabled, PVTGs,
SC/ST etc. and aligning all their needs for livelihoods.
3) Strong written and spoken Marathi and English
4) Knowledge of documentation, reporting and analysis.

Monthly CTC: Rs 24,000/-.

Exam Fee: For open category candidates Rs. 374/- and reserve category candidate Rs. 274/-
