Method Statement on Earthwork Construction

a) Survey and setting out

A licensed surveyor approved by the Owner will be engaged for setting out the works.
Reference points and TBM will be set up for ease of referencing along the whole of the rail
alignment.

b) Site Clearing

The surveyor will set out the center line of the rail alignment at an interval of 25m and the
distance of the site clearing will be measured from the center line to the limit of the clearing
at both sides of the center line. After completing of the setting out, bulldozer and hydraulic
excavator will carry out the site clearing by felling the trees and cutting them into lengths
suitable for transportation. All the shrubs, roots and vegetation will be heaped together to be
removed from the site.

c) Stripping of top soil

The top layer of approximately 150 mm will be stripped and heaped together by bulldozer for
disposal or stockpile for later use. Any unsuitable top soil or surplus will be removed from the
site by dump truck.

d) Bulk excavation / Cut excavation

After the completion of the top soil, the surveyor will set up batter pegs indicating the extent
of the cut. The hydraulic excavator will carry out the bulk excavation and load the excavated
materials onto dump truck to be transported to areas of fill.

The excavation of cutting shall be carried out using the machinery mentioned in earlier
section. All cuttings shall be in accordance with the drawings and to the slopes, levels,
depths, widths and heights shown therein.

Erosion protection measures shall be carried out as soon as practicable following trimming of
the cutting slope. Necessary temporary watercourses, ditches, drains, pumping or other
means of maintaining the earthwork free from water shall be provided. Adequate means of
trapping silts on temporary system discharging into permanent drainage system shall also be
arranged. In carrying out the work of forming the cuttings, it will be in such a manner that
their surfaces have at all times a sufficient minimum cross fall and where practicable, a
longitudinal gradient to enable them to shed water and prevent ponding. All cut slopes shall
be trimmed in a transverse direction.

e) Embankment / Backfilling

Prior to the construction of embankment, drainage blanket shall be placed as in accordance
with the drawings. Only selected suitable materials will be used for the construction of the
embankment. The selected materials will be spread evenly by bulldozer into layers and
compacted as soon as practicable after disposition by vibrating compactor as in accordance
to specification until it reached the specified compacted density. The embankment shall be
built up evenly over the full width and shall be maintained at all times with a sufficient
camber and a surface sufficiently even to enable water to drain readily therefrom. Damage to
compacted layers by constructional traffics shall be controlled by directing constructional
traffic uniformly over their full width. Embankment shall be constructed to a sufficient width to
permit adequate compaction at the edges before trimming back. Bulldozer will be used to
spread and level lose earth deposited before being compacted with a vibratory roller of 20
tons or more.

In the course of earth filling and compaction, the moisture content of the earth fill shall be
controlled or processed by suitable means to achieve the required density.

f) Removal of unsuitable materials

Upon the instruction of the Owner to remove the unsuitable materials, a joint survey with the
Owner representative will be carried out to determine the levels or depth of excavation.
Hydraulic excavator will be used to excavate the unsuitable materials and load onto the
trucks for disposal off-site. After the unsuitable materials have been removed, suitable
excavated materials will be brought in to replace the unsuitable materials to the required
level.

g) Work in swampy areas

Where site conditions permit, earth drains may by dug to drain away the stagnant water. If
the swamp areas are still too soft or water logged for normal excavator to work, hydraulic
excavator attached with super long arm (with reach distance of about 20 m) will be deployed
to excavate the unsuitable soft materials. The excavated area may then be replaced with
selected suitable fill or granular materials as directed by the Owner. If the excavated areas
remain water-logged, granular materials will then have to be imported to fill the excavated
areas. The excavation and replacement with granular fill will be carried out simultaneously so
that the hydraulic excavator can progress forward. In more adverse situation, lighter and
wide track excavator may be used to do the job. Alternatively, articulated timber platform
may be used to spread the load.

h) Rock Excavation

Upon confirmation by the Owner that the normal bulk excavation cannot be carried out
further on the materials encountered and that he is satisfied that the materials are hard as
according to the specification of the contract, bigger capacity excavator attached with rock
bucket will be deployed to carry out the work. Hydraulic excavator attached with breaker and
bulldozer attached with ripper will assist in breaking up the hard materials for excavator to
load them onto the dump truck. Rock blasting will only be carried out as a last resort if the
mechanical machinery fail to break-up the soft/hard rocks. Any blasting proposed shall be in
compliance with the requirement of the contract specification. The broken rocks of suitable
sizes will be used for rock fill at designated areas.

i) Quality Control

A soil laboratory will be set up at the site to monitor the compaction of the earthwork as in
accordance with the specification and Inspection and Test Plan.

j) Erosion and Silt Control

Detailed proposal of the silt traps and earth drains will be submitted to the Owner for
approval prior to the commencement of earthwork. The approved silt traps will be
constructed immediately before the earthwork commences. The earth drain and silt traps will
be maintained regularly until the construction of the permanent drainage work. Completed
embankment will be turfed as soon as practicable to reduce the erosion of slope.
