WADD AD 2.20 LOCAL TRAFFIC REGULATIONS


2.20.1 Airport Regulation

2.20.2 Taxiing to and from stands


a. For taxiing to and from parking stands instructed by NGURAH Ground.
b. More detail information are shown on aircraft parking and docking chart
c. Distance Security Line Apron Taxiway : 47.5m.
d. Aircraft parking stands Nr. 10, 12, 14, 16, 17 until 27 are Avio-Bridge
available.
e. Aircraft parking stands Nr. 38 until 53 normally for Code B and C aircraft.
However for bigger aircraft, configuration and clearance determined under
supervision from Apron Movement Control (AMC).

2.20.2.1 Procedure for Start-Up and Pushback of Aircraft


1. Ground crew must ensure that the area behind an Aircraft is clear of
vehicles, equipment and other obstruction before the start-up or
pushback of Aircraft commence.
2. When the pilot is ready for start-up and pushback, he shall seek
confirmation from the ground crew that there is no hazard to his Aircraft
starting up. He shall then notify the Ground Movement Controller (Call
Sign: NGURAH GROUND) that he is ready for pushback. On being told

by NGURAH Ground that pushback is approved he shall coordinate


with the ground crew for the start-up and pushback of the Aircraft.
3. The following table describes the procedure for the pushback of Aircraft
from the various parking bays. When it becomes necessary to vary a
procedure to expedite Aircraft movements. NGURAH Ground will issue
specific instructions to the pilot.
4. All Aircraft test engine with full power shall depend on Airport Duty
Officer for the position.
5. Taxi procedure follow guidance line at own discretion until holding point
India.
6. All pilot shall report parking stand, aircraft registration and person on
board before starting engine to Ngurah Ground.
7. Aircraft on Parking Stand Nr.1 shall pushback facing south and pull
forward until abeam parking stand Nr. 2, then start up, except for
aircraft with failure at Auxiliray Power Unit (APU).
8. Aircraft on Parking Stand Nr. 54 shall pushback facing south and pull
forward until abeam Parking Stand Nr. 55, the start up.
9. Aircraft on Parking Stand Nr. 2 until Nr. 5 and Nr. 55 until Nr. 59 shall
pushback facing south, start engine only at Apron Taxiway.

WADD AD 2.22 FLIGHT PROCEDURES


2.22.1 RESPONSIBILITY OF ATS
a. All Aircraft operating within control airspace shall be equipped with
transponder.
b. The operator shall ensure that in-flight procedures, crew manuals and training
programmes are established in accordance with SID and STAR RNAV-1
requirement.
c. Pilot shall inform ATC when on board equipment does not meet the
requirements of RNAV. Pilot can then expect radar vector from ATC.
SID AND STAR
a. The SIDs and STARs RNAV-1 are designed in accordance with the ICAO
RNAV (GNSS) Arrival criteria as stipulated in the ICAO PANS OPS (Doc 8168)
volume II.
b. For SIDs and STARs RNAV-1 operation, the aircraft shall be GNSS equipped
and the navigation system shall meet the ICAO RNP-1 standard of accuracy,
or equivalent.
c. Operators/pilots who are not approved to fly the STARs and SIDs RNAV-1 shall
inform to ATC at initial contact and expect radar vectors by ATC.

2.22.2 DEPARTURE PROCEDURES


SIDs RNAV-1
a. During the flight, All departing aircraft from I Gusti Ngurah Rai Airport
experiencing communication failure shall follow procedures as follow:
- Set transponder to Mode Code A/C 7600
- After take off follow the cleared SID following assigned RNAV departure
and the current flight plan.
- After take off, under radar vectoring follow assigned heading and last
assigned level for 2 minutes or maintain MSA, then climb to Flight Plan
level and intercept Flight Plan track (as amended by ATC if applicable).
b. SIDs are presented in diagrammatic and textual format on a chart which
comprised two main elements :
- A TRANSITION route; and
- A DEPARTURE route
c. A TRANSITION starts at the end of departure route and then requires a
Waypoint to join the ATS route.
d. Additional elements on the SID chart include the following :
- Vertical restriction, designed to contain aircraft in controlled airspace and
to separate aircraft from obstacle and to avoid, to the degree possible,
conflict with other traffic.
- Minimum Safe Altitude (MSA), designed with reference to BLI VOR/DME.
e. Vertical Restrictions
Pilot shall comply with an ATC assigned level. Pilot shall also adhere to the
vertical restrictions depicted on the cleared Transition and SID RNAV-1. ATC
clearance will take precedence when the ATC clearance does not allow the
pilots to adhere to the vertical restriction depicted on the Transition and SID
RNAV-1

f. A RNAV-1 SID is planned ATC departure procedure, published in the AIP,


for the pilot’s and controller’s use in graphic and textual form. SIDs provide a
transition from the terminal to the appropriate enroute structure.

g. SID RNAV-1 shall be issued by ATC in the following order :

2.22.3 ARRIVAL PROCEDURE


STARs RNAV-1
a. During the flight, All arriving aircraft to I Gusti Ngurah Rai Airport which
are communication failure shall follow procedures as follow:
- Set transponder to Mode Code A/C 7600
- If under pilot navigation, follow STAR and continue to land

- If under radar vectoring, maintain vector for not more than 1 (one)
minute then track to intercept cleared or previously assigned STAR
and land.
b. Aircraft which level is below the assigned level at the entrance way
point, shall maintain its level until way point appropriate to its level.
c. STARs are presented in diagrammatic and textual format on a chart
which comprised two main elements:
- A TRANSITION route; and
- An ARRIVAL route
d. A TRANSITION starts at a Waypoint on the ATS route and then
requires VOR/DME or RNAV-1 tracking to position the aircraft for the
ARRIVAL route.
e. Additional elements on the STAR chart include the following:
- Vertical restriction, designed to contain aircraft in controlled airspace
and to separate aircraft from obstacle and to avoid, to the degree
possible, conflict with departing traffic.
- Speed restriction, designed for flow control purpose. Note that current
speed procedures shall be superseded by the speed restricted
depicted in the STAR RNAV-1 charts.
- Minimum safe altitude (MSA), designed for referring to Aerodrome
Reference Point (ARP).
f. Vertical and Speed Restrictions
Pilot shall comply with an ATC assigned level. Pilot shall also adhere to
the vertical and speed restrictions depicted on the cleared Transition
and STAR RNAV-1. ATC clearance will take precedence when the ATC
clearance does not allow the pilots to adhere to the vertical and speed
restriction depicted on the Transition and STAR RNAV-1
g. STARs RNAV-1 shall be issued by ATC in the following order:
- Callsign;
- Aerodrome Destination;
- Arrival identifier;
- RWY-in-use
Example: (Callsign) cleared to (Aerodrome Destination) via GASPA
2B ARRIVAL expected (RWY in use)
h. Non compliance STAR RNAV-1, arriving aircraft to I Gusti Ngurah Rai
Airport can expect radar vectors to intercept the localizer for an ILS
approach after the initial approach fix on the STAR RNAV-1.

2.22.4 INSTRUMENT APPROACH PROCEDURE

a. All Aircraft operating within control airspace shall be equipped with
transponder.
b. Operators/pilots who are not approved to fly the Instrument
Approach RNAV (GNSS) shall inform to ATC at initial contact and
expert radar vectors by ATC.
