 1. COMPETITION INFORMATION
1.1. Purpose of this competition: to promote swimming and foster grassroots
swimming training program throughout the Philippines and introduce the
Philippines B.E.S.T. (Behrouz Elite Swim Team) as the governing body of
grassroots program towards professional level of a Filipino swimmer’s career.
1.2. Event: FINIS SHORT COURSE SWIMMING CHAMPIONSHIP 2019
1.3. Date: DECEMBER 14 - 15, 2019
1.4. Day: SATURDAY & SUNDAY
1.5. Venue: Colegio San Agustin Southwoods Ecocentrum Ave., Biñan City,
Laguna, Philippines
1.6. Pool Facility: 25m pool, 6 lanes
1.7. Referees decision is FINAL.

 1.8. One-Start rule shall apply.
1.9. Individual events will be swum as Timed Finals.
1.10. Competition shall be seeded from the slowest to fastest.
1.11. Separate medals and certificates will be given to the swimmers of the three
different categories. Class AB, C and Motivational.
1.12. Championship trophy will be given to the team who garnered the highest
points and the MOS trophies be awarded to TOP 12 CHAMPIONSHIP FINALIST,
CLASS AB, C and MOTIVATIONAL (Note that C & Motivational Swimmers are
in the same class category).
1.13. This competition is a basis of pre-qualifying for international competition of
grassroots program.
2. GENERAL RULES
2.1. There shall be Three competing categories, Top 12 Finalist from leg series,
Class AB, C and MOTIVATIONAL and they shall be given separate medals and points
for individual and team.

 2.2. No parents, guardians or guests are allowed to approach the Technical
Committee and Organizers Committee tables. Only the Official Coaches who
were issued official IDs will be allowed to approach the officials table. They
too are the only ones allowed to file protest in writing. Otherwise, the team
shall be fined Php2,000.00.
2.3. Deadline of entries shall be 2 WEEKS before the competition and each team
must provide complete details of each swimmers requested by the
registration committee. Entry fees will be paid on the competition day itself.
(See. ENTRY FEE AND REGULATION).
2.4. In case of timing device malfunction, no protest shall be entertained if the
result is from the fact of the competition (chief timers, judges, and referees).
2.5. While all reasonable precautions will be taken, the management or the
Organizing Committee will not be responsible or in any way liable for any
death, disability, personal injury, loss of property or any other loss howsoever

 arising from any cause whatsoever at any time during the course of this
competition.
2.6. In the event of any question or matter arising out from any point which has
not been expressly provided for in any of the rules governing this competition,
the decision of the Organizing Committee will be final.
2.7. Each participating team shall be responsible for their first aid and medical
coverage.
2.8. In the event of harsh weather conditions that could cancel the meet, the SLP
reserves the right not to refund entry fees or any other charges submitted by
the teams and/or individuals at the meet for it is not per event payment
scheme.
2.9. The team/s is/ are responsible to carry their own trash out of the venue; any
violators shall be fined Php2,000.00 or the sanction to participate in any
future SLP events, unless the payment of the said amount has been made.

2.10. The Top 12 qualifiers are selection of swimmers from grassroots competitions (1st, 2nd
and 3rd Leg of Philippines B.E.S.T.) Visayas, Mindanao swimmers points will be based
on the previous competitions participated in and shall be required entry time (only
traceable competition results will be accepted).
3. AWARDS
3.1. GOLD, SILVER and BRONZE medals will be awarded to the top three finishers
respectively. CLASS AB, C and Motivational by age bond, (6yo-under, 7, 8, 9,
10, 11, 13, 14, 15, 16yo-over).
3.2. MOST OUTSTANDING SWIMMER certificate, medal and trophy will be
awarded by age bond per gender.
3.3. MOST OUTSTANDING COACH certificate and medal will be awarded by age
bond per gender.
3.4. MOST VALUABLE SWIMMER certificate, medal and trophy will be awarded to
top swimmers regardless of age per gender in each category.

 3.5.MOST VALUABLE COACH certificate, medal and trophy will be awarded for
each Category per gender.
4. SCORING SYSTEM
4.1. Point System
4.2. Class AB Individual and Top 12 – (1st - 12), (2nd – 10), (3rd – 7), (4th – 5), (5th –
4), (6th – 3), (7th - 2), (8th – 1).
4.3. Class C Individual and Motivational - (1st - 10), (2nd - 8), (3rd – 6), (4th – 5), (5th
– 4), (6th – 3), (7th - 2), (8th – 1).
4.4. Relay – (1st – 20), (2nd – 14), (3rd – 12), (4th – 10), (5th – 8), (6th – 6), (7th – 4),
(8th – 2).
4.4.1. In case of a tie, the following will prevail accordingly:
4.4.1.1. Number of Gold, Silver and Bronze medals won.
4.4.1.2. Number of Meet Records Broken.
4.4.1.3. Closest to Final Time.
4.4.1.4. Closest to FINA Points.

 5. ENTRY FEE AND PAYMENT
5.1. Individual Entry: Php1,000.00.
5.2. Top 12 swimmers can swim maximum of 7 events.
5.3. None Top 12 swimmers MAY ONLY SWIM MAXIMUM OF FIVE (5) EVENTS.
5.4. Registration and payment of entry fees to be settled on the day of
competition.
5.5. The Team MUST PAY their swimmers entry fee who are in the official meet
program, whether they swim or not.
5.6. Meet program shall be posted on Philippines B.E.S.T. official Facebook page 5
days before the competition.
5.7. PWD swimmers are free from entry fee.
6. ENTRY REGULATIONS
6.1. Entries Submission for VISAYAS and MINDANAO Closing Date is on
December 01, 2019 at 7:00PM.

 List of top 12 swimmers will be posted on December 05, 2019 in our
FACEBOOK page, Philippines B.E.S.T., and will also be notified via email.
6.2. Deadline of submission of entries of all the other teams including official
entries of top 8 swimmers will be on December 07, 2019.
6.3. Changes/Scratches/Additional Closing Date: 5:00PM on December 07, 2019.
6.4. Submission of Entries
6.4.1. Verifiable times must be submitted. Only the guest team shall
submit required time while the time all the teams who participated
in the Philippines B.E.S.T. Leg Series will be based on Philippines
B.E.S.T. 1st, 2nd, 3rd Swim Challenge records.
6.4.2. Entries submitted with no seed time, the existing time in the
database will prevail.
6.4.3. Entries NOT in the database will be declared NT and be placed in the
early heats.

6.3 Swim up is not allowed in all the events.
7. AGE ELIGIBILITY
7.1. SINCE THE MEET IS A BASIS FOR INTERNATIONAL EVENT,
Age as of DECEMBER 31, 2019 will be used. (FINA Age Reckoning)
7.2. Coaches must make sure all ages entered are true and correct. It is the Team
Coaches’ responsibility.
7.3. The team may be asked to produce birth certificates. In case the date of
Registration of birth certificate is dated more than one (1) year after the date
of birth, the swimmer MUST submit the following additional documentation.

 7.3.1. Certification of TRUE AGE from organizer’s appointed dentist or
physician or whichever body of the organizer so decides to appoint
at the time the certification may be needed.
7.3.2. The Organizer is not responsible for expenses incurred from
acquiring said documents. Expenses will be shouldered by the
parents/club of the said swimmer.
8. PROTESTS
8.1. PROTEST/S is not allowed during the event, the management and the coaches
will settle the issue. Protest shall be submitted by the Team’s Head Coach in
writing and will be entertained after the Meet.
