1. Executive Summary

ETP & PCDC Building

 The Team has carried out Visual Inspection& Non-Destructive Testing of the RCC structure as per approved SOPs (ES/CMG/CIVIL/DEC/56/16)
 Visual Inspection is carried out in a comprehensive manner so as to cover all parts of the building. The deficiencies/deterioration observed are identified and
corrective actions recommended. Non-destructive tests are carried out based on the locations identified during Visual Inspection.
 This report details the actions to be taken for correcting the observed deficiencies in addition to the test results.

2. Purpose

 Assessment of overall health condition of the existing RCC Buildings.


 Obtaining quantitative values related to reinforcement & concrete’s condition/strength from Non-destructive tests.
 Recommendations to rectify any deficiency observed in the RCC structures.

3. Scope

To assess the overall structural health of the building ETP & PCDC building, identify the degree of deterioration of RCC members and associated risk on stability and
recommend corrective measures to increase the residual life of the structure. The scope includes

5.2 Definitions

 ALERT - General defects which may deteriorate in near future.

 ALARM - Major defects which may result in serious consequence.

 EMERGENCY - Defects to be attended without any loss of time.

 Deterioration: The reduction in a material's ability to perform its intended purpose. This can be caused by various deterioration mechanisms (e.g. corrosion,
cracking, spalling, chemical attack). Damage or degradation may be used in place of deterioration.

 Failure: Termination of the ability of a system, structure, or component to perform its required function. Failures may be sudden or gradual depending on the
mechanism of failure.

 Failure Mode: The manner of failure. Some examples of failure modes are flexural yielding, crushing, buckling and shear failure.

 Hazard: A physical condition or a release of a hazardous material that could result from component failure and result in human injury or death, loss or damage,
or environmental degradation. The hazard is the source of harm. Components that are used to transport, store, or process a hazardous material can be a
source of a hazard. Human error and external events may also create a hazard.

 Structural Engineer: The engineer who will carry out the Visual Inspection of the building.

 Risk: The combination of the probability of an event and its consequence.

 Risk Mitigation: Process of implementation of measures to minimize, modify or eliminate risk.

6. Inspection Methodology

Inspection is carried out both on the external and internal areas of the RCC structures. Wherever deterioration is observed it is noted along with photographic evidence.

Number and location of test points are decided based on the observations from Visual Inspection.

7. Inspection Limitations

Some of the limitations during the inspection of building are enumerated below:

 It is assumed that all the buildings have been designed for the intended loads and only visual assessment and non-destructive testing has been carried out for
them.
 Many areas of the buildings have been repaired recently and hence any structural deficiency in these areas can’t be identified now. However it is not known
whether these areas were repaired using the correct methodology and by using the appropriate repair materials. Hence re-occurrence of deficiencies at these
locations in the future is possible.
 It is difficult to understand the load transfer path accurately for those buildings whose structural drawings are not available. As drawings were not available for
many buildings, the assessment was carried out with this limitation.
 There are many equipments and process pipes at the roof level of this building. Some of these are supported directly on the roof slab. It is not known
whether the slab was originally designed for these loads or not.

8. Report Methodology

All the observations and actions required are recorded in Table 1.

Inspection observations are evaluated and analysed for the non-conformances and imperfections found and classified as below

10. Conclusion from Visual Inspection & NDT Results

The overall structure or building is in the state of EMERGENCY and requires repairs to be carried out to prevent any further damage and serious
consequences. However there are some locations which fall under EMERGENCY category and require immediate repairs.

Visual Inspection:

1. Based on the visual inspection carried out, lot of serious deficiencies is seen in the structure. The root cause for most of the deficiencies is corrosion
of reinforcement and spalling / cracking of concrete.
2. No waterproofing treatment is observed on the terrace slab. Hence waterproofing should be carried out to prevent leakage of water into the RCC
members.
3. Further all observations presented in Table 1 of the report should be reviewed and addressed using the repair methodologies suggested in
Annexure 4 of the report.

Non-Destructive Testing:

The results from the non-destructive testing are presented in Annexure 5 of the report. The key findings from the report are presented below:
Ultrasonic Pulse Velocity Tests:
The UPV tests were conducted at 27 locations in the building. Out of which 12 nos of test are from ETP and rest are from PCDC.
1) The test results show that 6 of the 12 test locations have the UPV reading of less than 3.0km/sec which makes the concrete quality as “Doubtful” for
these locations.
A doubtful quality of concrete indicates presence of cracks, voids and other imperfections in concrete. Since about 50 % of the readings fall under this
category, it can be concluded that the quality of concrete is below satisfactory in general for ETP Building.

2) The test results show that 13 of the 15 test locations have the UPV reading of less than 3.0km/sec which makes the concrete quality as “Doubtful”
for these locations.
A doubtful quality of concrete indicates presence of cracks, voids and other imperfections in concrete. Since about 86% of the readings fall under this
category, it can be concluded that the quality of concrete is below satisfactory in general for PCDC Building.

Half Cell Potential Tests:


1) Half cell potential results show that probability of corrosion in reinforcement is 50% & 90% for most locations. Hence it is necessary to monitor the
condition of reinforcement at regular intervals in the future as reinforcement is prone to corrosion in ETP Building.
2) Half cell potential results show that probability of corrosion in reinforcement is 50% for most locations. Hence it is necessary to monitor the
condition of reinforcement at regular intervals in the future as reinforcement is prone to corrosion in PCDC Building.

Carbonation & Rebar Cover Meter Tests:


Carbonation test was carried out at 11 locations in the PCDC building. The average depth of carbonation was obtained as 17.3 mm. The carbonation
depth is lower than concrete cover available for column and shear walls, hence the reinforcement can be considered as protected for these members.

Chemical Tests:
The results of sulphate tests show that this parameter is within the permissible limits of Indian Standards. However some readings for chloride test are
above the specified limit which indicates the presence of an environment which will lead to corrosion of reinforcement.

Core Cutting & Rebound Hammer Tests:


The results obtained from core testing gives the average concrete strength value as 26.83 MPa. The minimum strength obtained is 15.93 MPa. This
shows that the strength of concrete is adequate at most of the locations, but there are some members whose concrete strength is on a lower side, (grid
Between P1-P2).

The rebound hammer test results provide an average strength of 19.5 MPa and 22.10 MPa respectively for ETP and PCDC building. The readings are
lower as compared to core test results. This indicates the surface concrete is weaker as compared to the internal core concrete. At many locations, the
surface concrete has strength lower than even 15 MPa which indicates that the strength of surface concrete is low in general.

Estimated Repair Cost:


Based on this structural assessment, the repair cost of the building is estimated to be Rs. 20, 00,000. This is an approximate value only and detailed cost
estimate will have to work out by Tata Steel prior to carrying out repair works.

Repair methodologies for different type of defects observed in this building are presented below in sub-sections.
Annexure 4A:

Treatment for Exposed Reinforcement and Spalling of Concrete / Cracks in concrete members due to corroded reinforcement
(When new reinforcement is not required to be added)
When corrosion of reinforcement occurs, it exerts pressure on the concrete leading it to cracks in concrete. When the corrosion is severe, concrete
portions break apart from the main member which is called spalling of concrete. Spalling of concrete will lead to complete exposure of reinforcement,
which becomes susceptible to further corrosion. This makes the reinforcement ineffective and reduces the life of the concrete member.

When the loss in cross sectional area of reinforcement is not considerable, then the repair methodology suggested in this annexure can be adopted.
However if after removal of surface concrete and removal of rust from corroded reinforcement, it is seen that the bar diameter has reduced by more than
20% for beams and slabs, and 25% for columns, then additional rebar will have to be provided. In this case refer Annexure 4B for repair methodology
instead of this Annexure.

Recommendation:

 Use light chipping hammers to remove concrete from the affected area. Clean the surface thoroughly and remove all dirt & loose dust and
aggregate.

 Clean the exposed steel reinforcement with mechanical wire-brushing and by using a rust remover compound.

 The reinforcement should then be protected against corrosion by applying two coats of epoxy based zinc primer as per manufacturer’s
instructions.

place. The bonding agent has to be applied as per the manufacturer’s instructions.

 Apply Polymer modified mortar (PMM) to repair the concrete member and bring it to its original shape and size. The PMM should be applied while
the bonding agent is still tacky.

 Cure the repaired concrete member adequately.

Note:
1) Speed and time for application of any chemical or PMM should be as per manufacturer’s instructions.

2) It is not advisable to place PMM above 30 deg Celsius. Newly prepared surface should be protected from rainfall and other source of water. However
it should be moist cured for 1 to 3 days under ambient temperature or as per manufacturer’s instructions.

When the reinforcement has corroded considerably and the rebar diameter has reduced by more than 20% for beam& slab, and 25% for columns, the repair

 The existing and new reinforcement should then be protected against corrosion by applying two coats of epoxy based zinc primer as per
manufacturer’s instructions.

 The concrete surface shall then be shotcreted using the wet mix process of shotcreting:
I. Thoroughly mix all ingredients.
II. Feed the mixture into the delivery equipment.
III. Jet the mixture from the nozzle at high velocity on to the surface which has to receive the shotcreted.

 Cure the shotcreted surface adequately at least for seven days minimum. Curing can be done using wet burlap and hose pipes.

Annexure 4C
Cracks in masonry walls/plaster

Since the building is an RCC framed structure, a crack in the masonry wall or plaster does not directly affect the structural integrity of the building.
However cracks on the external walls will lead to seepage of water into the walls and can also allow water to go to the concrete members which is not
desirable. Moreover the aesthetics of the buildings is affected due to the cracks in the wall.

Masonry walls also serve an important purpose in resisting the seismic forces during an earthquake and if cracks are present in the walls, they are not as
effective in taking the seismic forces.

Cracks in masonry walls are to be treated as per the procedure below:


 Cracks in the body of the masonry will have to be opened up and V-grooves should be created (of minimum width 5mm) with the help of
grinder.

 Clean the groove to remove all loose particles and wash with water. The surface must be free from dust, oil, grease, loose particles, etc.

 Shrink free crack filler material such as Dr. Fixit Crack-X Powder / Paste or equivalent can be used to repair the cracks. The crack filling material
shall be pushed into the crack with a spatula or a putty knife. The surface can then be leveled off. Allow it to dry in ambient conditions for 1-2
days before application of plaster & paint.

 Manufacturer’s instructions related to ambient conditions should also be followed.

Annexure 4D
Separation cracks in between masonry walls & concrete columns/beams

Separation cracks have been observed at beam-wall and column-wall junctions. These cracks manifest themselves at changes in material, changes in
geometry such as openings for windows or doors and adjacent to corners.

At junctions of masonry walls with column or beam, chicken mesh should be used during plastering to prevent any shrinkage cracks due to change in
material. However when this is not done, separation cracks begin to appear.

Separation cracks should be filled using Polymer Modified Mortar (PMM). The manufacturer’s instructions should be followed for the application of PMM
and its curing.

Annexure 4E
Dampness in external masonry walls

If dampness is observed in periphery / external masonry walls of a room, it indicates that the exterior plaster is damaged due to which ingress of water into
the masonry walls is occurring.
To repair the damaged plaster, following steps can be followed:

 Chip off the damaged portion to obtain a sound surface with straight edges
 Wash the area with water & apply 1 primer coat of Acrylic or SBR based polymer mixed with cement. Primer coat to be prepared based on the
manufacturer’s instructions.
 Prepare Polymer Modified Mortar (PMM) by mixing sand, cement, water and SBR based polymer. The mix ratio has to be as per manufacturer’s
recommendations.
 Apply PMM while the primer is tacky.
 Mixing & application of PMM should be as per manufacturer’s instructions.
 Allow the repaired patch to cure adequately

Annexure 4F
Leakage from Toilet Plumbing Lines

It was observed that water seepage is occurring from toilet plumbing pipes at certain locations. This may be due to:
 damage in plumbing pipes
 poor workmanship leading to gaps at pipe junctions
 choking of pipes restricting free movement of water

This water seepage is going into the masonry walls and concrete members. Where the seepage is occurring in the concrete members, it will lead to
corrosion of reinforcement which will lead to reduction in strength of the rebar as well as development of cracks in concrete.

Recommendation: All such locations where plumbing lines are leaking should be identified and the plumbing lines should be checked for damage,
blockages or gaps in connections.

Based on the findings, suitable steps should be taken to prevent any further leakage into the concrete members and walls.

1. Top cover of concrete to be removed and rusted reinforcement should be exposed. The exposed reinforcement to be cleaned of concrete and rust.

2. A bond of Polymer modified cement (PMC) slurry is to be applied all over the surface of concrete and reinforcement before covering it with repair
material.

3. This is to be covered in layers with polymer PMM 1:2:5 modified with 5% SBR by weight of concrete.

4. Flooring to be re-laid as per standard specifications making sure that all joints are grouted properly.

Annexure 4G
Termite Infestation/White ants
The termites originate from the ground and move in mud tubes. Termites live in the soil and invade buildings in search of their favourite food i.e. wood and
paper (anything containing cellulose). They are known to be hidden invaders. Generally during new construction anti termite treatment is done, but the
treatment lasts only for 10 years. So termite problems generally arise in old buildings.

Recommendation:
1. Eliminate moisture problems in and around the structure by identifying the cause of moisture such as cracks in plaster, masonry wall or concrete
members. Presence of water can also occur due to leaking plumbing lines or damaged terrace waterproofing and external plaster in walls.

2. Keep proper ventilation in both the attic and the crawl space areas.

3. Use chemical such as Rentokill to kill the white ants.

4. Generally it’s better to do anti termite treatment along the plinth level soil along with the rooms where the infestation is observed. This is because
termites live in soil and find their way to the structure from the plinth level only.

Dampness in Chajja

 Open verandah and balconies should have a slope of 1 in 100 to drain off the water effectively.
 Proper dripcourse/ throting should be provided to throw of the water effectively.
 Fillet should be provided at the junction, point of wall and chajja as shown in Figure below.

Annexure 4I
Leakage from Terrace Slab due to Damage in Waterproofing

At some places it was observed that leakage is occurring in the slabs through the terrace slab. This is happening due to deterioration in waterproofing.

Recommendation:
1. Fresh brickbat coba waterproofing should be carried out for the building. A specialized waterproofing contractor should be appointed to carry out
the waterproofing work. However prior to carrying out the waterproofing, the design of the terrace slab must be checked to make sure that it has
sufficient load carrying capacity to take the weight of the brickbat coba.

2. The new waterproofing should be laid such that the slope is towards the down take pipes so that water can easily exit the terrace without any
stagnation.

3. In case complete new waterproofing is not opted for at this stage, chemical waterproofing membrane or bitumen sheets should be overlaid on the
current surface. Products such as Dr. Fixit’s new coat or other similar products can be used.

4. Even if chemical waterproofing or bitumen sheets are opted for, it will be required that the slope of the terrace be towards the outlet drains.
Wherever this is not the case currently, a layer of cement slurry can be used to correct the direction of slope prior to using the chemical
waterproofing or bitumen sheets.
