ROTC: No Need to Be Mandatory

A Reaction Paper

The Reserve Officers` Training Corps (ROTC) is one of the components of the National
Service Training Program, the civic education and defense preparedness program for college
and university students. The program aims to provide military training to students in order to
motivate, train, organize and mobilize them for national defense preparedness. (R.A. 9163,
n.d). Based on Senate Bill no. 1131 and Senate Bill No. 200, the ROTC should be mandatory
to all colleges, universities and technical or vocational schools or students in the tertiary level.
Both the bills say that it is to improve a student`s national spirit, self-confidence and to
discipline the youth. I stand AGAINST this bill. I believe that making this program mandatory
is not the only way to amend the students` patriotism or nationalism and discipline.

As a student, I know how hard it is to balance time and allocating sufficient time in
every subject we have, to the extent that we are sacrificing other things, and if this ROTC will
be added on the list it will be too much to bear. College students should just focus on the courses
they are taking.

One more thing that makes me go against this bill is the history of ROTC in the
Philippines. It is evident that the program has failed in promoting nationalist consciousness and
protecting the safety of students who participate on it. One of the few evidences of violence
inside this program is the death of Mark Welson Chua, a student in the University of Sto.
Tomas, who is killed by his ROTC officers because of exposing the corrupt practices inside
the UP-ROTC program.

I think these bills are underestimating the capability of Filipinos in doing something
great for the country, without it being a requirement. I can say that ROTC should not be
abolished but simply not mandatory. We do not need any requirement to protect the sovereign
and peace of the country. There`s this program in high schools known as the Citizen Army
Training (CAT) that trains and teaches basics military and means of survival to students before
leaving high school. This program should be the one strictly implanted, to have at least the
most basic just in case we are called upon to do duties as citizens of our country.

To conclude, there`s no need for ROTC to be mandatory besides a person`s love for his
country can not only be expressed through learning how to fight in a war and students should
be given the freedom to choose and decide.

Revocation of Scholarships of Anti-Government Students

National Youth Commission (NYC) Chairman Ronald Cardema earlier urges President
Rodrigo Duterte to issue an executive order removing the financial subsidy of students
suspected to be allied with communists. I`m in favour of this revocation of scholarships of
“rebellious anti-government” students, provided there must be a concrete evidence that
students are part of forces fighting the government. This is not a way of suppressing their rights
and freedom of dissent but part of disciplining.

The government have clearly stated that they will not be reckless in revoking
scholarships. It is not true that this will discriminate rights and freedom of dissent of the
students because Presidential spokesperson Salvador Panelo stresses out that mere membership
alone will not suffice. Those who are joining rallies and expressing dissent against the
government`s policies could not be a basis for the revocation of the student`s scholarship.

Those who are rebutting on this issue say that the free education and government
scholarships are funded by taxpayers` money, and that scholars are indebted to the Filipino,
not to the government. But the government is undeniably playing the biggest role in promoting
free education and scholarships.

The Filipino people formed the government to govern, to regulate, to discipline, to

collect taxes and to allocate the Filipino funds into government scholarships and programs. So
if the students go against the government in reckless manner, then they are also fighting against
the majority of Filipino people.

I am in favour of the process because I believe that the government of laws and not a
government of speculations. The government will do innocent process of revoking scholarships
against those anti-government students that are proven part of rebellious and reckless anti-
government group.

SANAYAN 4: BULAG NA PAG-IBIG

1. Ang paksa ng kwento ay tungkol sa walang pasubaling pagmamahal ng

isang ina sa kanyang anak. Maaaninag sa kwento kung gaano kamahal ng ina ang
kanyang anak sa kabila ng mga panunumbat at pagsasawalang bahala sa kanya ng
sariling anak. Naisakripisyo nya ang kanyang mata upang hindi ang kanyang anak
ang maghinagpis. Hindi niya inisip ang kanyang sarili at isang patunay na ang pag-
ibig ng isang ina ay kailanman di mabubulag. Mabulag man ang kanyang mga mata,
ang kanyang pag-ibig ay mananatiling makakaramdam.

2. Galit si Jeff sa kanyang ina dahil siya ang dahilan kung bakit lagi siyang
kinukutya at napapaaway sa mga tao. Iniisip ni Jeff na ang kanyang ina ang dahilan
ng kanyang pagkamiserable kung kaya`t ganun na lamang ang galit niya sa kanya.

3. Ang tanging naging sandata ng ina ni Jeff ay ang tibay ng loob na

hinuhugot nya ito mula sa kanyang pagmamahal sa anak. At wala nang mas lalawak
pa kaysa sa pag-unawa na meron ang isang ina sa kanyang anak.

4. Kung ako ang nasa posisyon ni Jeff ay hindi ko kailanman gagawin ang
kanyang ginawa sa kanyang ina. Hindi ko kailanman magagawang sirain ang buhay
ng taong nagbigay sa akin ng buhay maski anumang pagsubok ang dumating sa
amin. Hindi nararapat ang ginagawa ni Jeff na pagsumbat sa kanyang ina dahil isa
itong larawan ng kawalang respeto. Hindi ko din magagawang iwan ang aking ina
lalo na`t alam ko na mas kailangan niya ako ngayong tumatanda na siya.Dapat mas
inaalagaan ni Jeff ang kanyang ina dahil alam naman nya na mayroon itong
dinadamdam.

5. Ang pakikitungo ni Jeff sa kanyang ina ay hindi makatarungan.

Maraming mga sitwasyon ngayon ang gaya ng nangyayari sa mag-ina. Sa
henerasyon ngayon, nagiging agresibo na ang mga kabataan at hindi na sila
natatakot na sumbatan hindi lang ang kanilang ina kundi ang kanilang mga
magulang. Hindi ko rin maipagkakaila na minsan ay nasusumbatan ko ang aking
ina dahil sa mga di pagkakaintindihan pero pinagsisihan ko din agad-agad at
sinasabi ko sa sarili ko na di ko na uulitin yon. Madami ding matatanda na nakatira
na lang sa lansangan dahil di kinupkop at pinabayaan na lang dahil wala na silang
pakinabang.

6. Naging emosyonal ako sa kwento lalo na noong nagkaroon na ng

pagkakataon si Jeff na Makita muli ang kanyang ina ngunit imbes na pinagsisihan
niya lahat ng kanyang ginawa ay tinakwil niya pa ito. Nagsisi lamang siya nung
nalaman niya na pumanaw na ang kanyang ina at ang dahilan ng pagkabulag nito
ay siya.
