1.0 SCOPE
The scope of work cover the activities related to Method of Statement for Installation of Access
ladder, Cable Rack, Painting and its necessary works in (AL HASSA AREA) AMI/AMR
INSTALLTION PROJECT, NG Contract No – 4400011486. This also includes the Inspection,
Safety Measures & Material handling.

2.0 PURPOSE
The purpose of this document is to outline the sequences and methods of works of the electrical
equipments and associated activities to satisfy with all the relevant specifications and
requirements.

3.0 HSE REQUIRMENTS


3.1 Permit to Work ( PTW )
 NG Permit to Work system (LOA, PTW, STW) shall be implemented to control the
activities in safer manner for the protection of all personnel, assets and environment.
 Description of nature of work involves tools, equipment & work location details.
 Job performers shall be aware of the activities and regulations.
 Permit shall be available at all the time nearby the work area.
3.2 Personal Protective Equipments (PPE)
 The contractor shall provide necessary personal protective equipment as required for
various operations.
 All PPEs shall be in good quality and condition.
3.3 Tool Box Talk (TBT)
 Prior to start the work Engineer along with the Foreman and the Safety officer shall
conduct toolbox meeting.
 They have to present in detail the task, potential risk, safe activity procedure &
implementation and the preventive control measures, PPE requirements, HSE regulations
and conditions to prevent incident.
 All concerned workers shall attend TBT and the related records shall be maintained.

3.4 Safe Work Practices


 All activities shall be planned, supervised and carried out in a safe manner under the
control of a competent person, who knows the responsibility.
 It’s essential that all personnel can communicate in same language.
 Working area shall be maintained good housekeeping and disposal of wastes once
accessories are dismantled.
 All equipment shall be suitable for the specific works.
 Ensure availability of all PPE required for the work. All hazards have to be assessed
before stating work.

4.0 TOOLS & EQUIPMENTS


 Hand tools
 Manual Crimping Tools
 Cable Rollers, Cable Spindle and Jacks
 Cable Drum Trolleys
 Pulling wires rope, Lubricant (Soap based, Wax based)
 Hand Tolls-gloves, Cable Cutter
 Measuring tape, Screw drivers, Puncher, Cutting saw, Spanner and etc
 PPE, Safety barrier, Helmet & Safety shoes.
 Boom Truck.

5.0 RESPONSIBILITY
 Site Engineer/ Site Supervisor shall be responsible person in supervising the above activities on
site.
 Safety Officer must be available full time to monitor the safety aspects during the activity at site.

6.0 GENERAL INSTRUCTION FOR WORK IN CONFINED SPACE (MANHOLE)


 Manhole is an open topped, partly enclosed space with a single hole for entry. So it’s considered
as a confined space & it’s hazardous. Hence it needs more precaution while doing any activity in
inside manhole.
 If the air could be contaminated, for example, gas, smoke or fumes could fill the space to an
unsafe level. Leaking services in the space and stagnant water could cause this.
 Some work, such as welding may contaminate a space once started. Risks of being in
contaminated spaces include falling unconscious and in some cases may include a fire &
explosion in the space depending on the contaminant.
 If water or sewer enters the space, the area could fill quickly creating a risk of engulfment.
 Work in confined space is ,ore risk because of the following possibilities,
1. Unsafe atmosphere, fire and explosion.
2. Fall from height (in to space or within a space)
3. Hazardous energy sources (gas, electricity, machinery, water), Engulfment / Drowning,
Entrapment, Impaired communication ability.

7.0 PRECAUTIONS AND CONTROL MEASURES FOR WORK IN CONFINED SPACE


(MANHOLE)
 Competent person availability is must for entering a confined space.
 Ensure Oxygen level and other atmospheric contaminants are within permissible level.
 Ensure there are no ignition sources near the entrance/exit or ventilation points.
 If Entrance/Exit or Ventilation points are sealed, open all of these and ensure appropriate
warnings are communicated and/or marked for others.
 Restrict access where possible.
 Turn off and (where possible) isolate any services (water, gas, electricity) or moving
equipment/machinery that may be in the space.

 Arrange for atmospheric testing using an appropriate gas tester. Test at each entry/exit and
ventilation point and at remote parts of the space.
 Determine if any specific monitoring plan is needed to track changes in atmosphere and other
possible changes (i.e rising water)
 Establish a suitable emergency response plan and appoint a competent rescuer/standby person (to
be located outside the space) & emergency vehicle.
 Ensure there is a process for communication between workers in the space, the standby person,
network control and emergency services.
 Ensure the communication devices are appropriate for the space and in working order.
 Maintain log-sheet separately and monitor continuously by concerned person.

8.0 ACCESS LADDDER, CABLE RACK AND PAINTING PROCEDURE


8.1 Access Ladder
 Establish the access ladder route on walls, and mark with chalk liner. Ensure that the
route conform with the latest coordinated services drawings.
 Mark the locations of supports. For vertical installation, spacing between supports shall
not exceed 105m for access ladders.
 Install the threaded rod and angle bar supports for horizontal installation and unistruct
channel for vertical supports.
 Make sure the supports are properly anchored, rigged and aligned.
 Install ladders ensuring that it is properly fixed to its supports. If necessary to cut the
access ladders, the cutting line of the ladders shall be through continuous metal parts and
not through the perforation. Burrs and sharp ends shall be removed prior to the
installation of ladder section or accessories.
 Ladder shall not be joined and shall be grounded with the copper conductor.

8.2 Cable Rack


 Extract the unistruct channel position on walls, and mark with chalk liner. Ensure that the
location conform for cable rack with the latest coordinated services drawings.
 Mark the location of supports. Make drilling in the marked locations.
 Fix the base plate with unistruct channel as per requirement.
8.3 Painting
(i) Safety & Health requirements
 All employees shall be provided with complete PPE
 All employees must attend induction training to identify all hazard associated works.
 MSDS (Material Safety Data Sheet) shall be displayed at work location as appropriate.
(ii) Procedure
 Thinning and mix ratio shall be in accordance with the manufacturer’s recommendation
 Apply paint under adequate illumination
 The primer shall be applied as per manufacturer’s recommendation with correct thickness
required.
 All priming and filler shall be rubbed down to a smooth surface with fine abrasive paper
and cleaned off all dust before the applying the next coat.
 Care shall be taken to avoid brush marks, sags and others defects.
 Spilled, splashed or spattered paint shall be removed as work proceeds upon completion.
 Apply required number of coats as per specification and manufacturer recommendation.
