TERM OF REFERENCE

Title: Updating and Mainstreaming of DRR/CCA Disaster Risk Reduction


Management Plan of Maguindanao Province
Amount: Php 2,800,000.00
Duration: October-December 2019

Introduction

The Provincial Development Physical Framework Plan is basically a development plan


that translates the land use requirements of socio-economic, infrastructure and
environmental programs within the ten-year planning period. It integrates the spatial
requirements of planned sectoral requirements in the locality based on the following:

Area Profile – This comprises the socioeconomic and environmental attributes of a


given geographic area. It presents the description and analysis of existing and future
conditions of the municipality or city, including implications of future development.

This includes a situationer of the locality, including problems and development needs.
Assessment of the socio-economic condition of the locality should whenever possible,
be supported by statistical data.
And Disaster Risk Reduction Climate Change Adaptation strategies to ensure the
safety of the Maguindanao People.

Scope of Services

The consultants hired shall strictly abide by the terms and conditions of this TOR
and deliver the requires outputs as indicated, abide by the minimum information
requirements and general procedures and guidelines in developing a PDPFP and
consistent with NEDAs approved Enhanced Guidelines for the Formulation of
PDPFP.

Services and Deliverables (Output) - The following will be undertaken and delivered
to the Provincial Government of Maguindanao

Services Required for PDPFP Preparation


Scope of Work –

1) The Consultancy Services will be for the maximum of Six (6) months and the draft
PDPFP will be completed at the end of 3 months and for submission to the Provincial
Land Use Committee (PLUC) in January 2019;

2) Provide expert services in the analysis, formulation and preparation and


legitimization of the PDPFP in accordance with the existing guidelines by the
NEDA,HLURB,DENR and other agencies;

3) Conduct series of Workshops/Trainings as follows:

PDPFP Deliverables:

- Draft PDPFP mainstreaming the DRR/CCA in hard copy and softcopy;

- A3 printed of Thematic Maps, Sectoral Maps, Hazard Maps, Existing Land Use
map and other maps

Mode of payments

1st Tranche = 40% Upon conducting 1st workshop

2nd Tranche = 20% on the GIS Training

3rd Tranche = 20% Upon conducting 3rd workshop

4th Tranche = 20% Upon conducting 4th workshop

Effectivity

The Term of Reference (TOR) shall take effect upon signing by the parties and shall
be binding unless sooner terminated by either Party by reasons of material breach of
any of the provisions herein, without prejudice to obligations already incurred.
