Usage Instruction;
Use appropriate respirators.
Use tight fitting goggles.
Use gloves, boots & protective clothing to protect skin from prolonged
contact with wet cement.

Precautions, health & safety;


Dry cement in normal use has no harmful effect on dry skin. When
cement is mixed with water, alkali is released. Precautions should
therefore be taken to avoid dry cement entering the eyes, mouth and
nose and to prevent skin contact with wet cement. Repeated skin
contact with wet cement over a period may cause irritant contact
dermatitis. The abrasiveness of the particles of cement and aggregate
in mortar or concrete can contribute to this effect. Continued contact
during a working day can lead to cement burns with ulceration but this
is not common. Some people are sensitive to the small amounts of
chromate, which may be present in cements and can develop allergic
contact dermatitis, but this is rare. Clothing contaminated with wet
cement, mortar or concrete should be removed and washed before
further use. If cement enters the eye it should immediately be washed
out thoroughly with clean water and medical treatment should be
sought without delay. Wet mortar or concrete on the skin should be
washed off immediately.

1 Introduction
1.1 Purpose

To establish and define a documented plan for the production and delivery of ready-mixed concrete
and ensure that these processes are carried out under controlled conditions, in consideration of
applicable requirements for quality, health & safety, and environment

1.2 Scope

This procedure is applicable to all processes directly affecting the product and service quality, as well
as relevant support processes for product realization and fulfilment of customer, statutory,
regulatory, and other requirements.

2 Responsibilities
2.1 The Technical and Sales Manager shall be responsible for the set-up and implementation
of controls in the receipt and inspection of raw materials and the inspection of final
product prior to dispatch.
2.2 The Production Manager shall be responsible for the set-up and implementation of
controls during the actual batching process and in the transportation and delivery of
ready-mixed concrete.
2.3 The QHSE Manager shall be responsible for the set-up and implementation of controls
related to Health, Safety and Environment (HSE).
2.4 The HSE Officer shall be responsible for the verification of the effective implementation
of HSE controls and programs.
2.5 The Technician shall be responsible for the inspection of raw materials and final product.
2.6 The QA/QC Engineer shall be responsible for the disposition of final product.
2.7 The Laboratory Supervisor shall be responsible for the retention of documented
information related to raw materials inspection and product testing.

4 Procedure
4.1 Controls for Quality
4.1.1 The Technical and Sales Manager shall ensure that controls are in place for the receipt
and inspection of incoming materials. This is covered by AWC-IMS-011 Control of
Externally Provided Products and Services.
4.1.2 The QA/QC Engineer shall ensure that the specifications and acceptance criteria for the
final product (i.e. fresh concrete) are clearly defined and communicated with the
operations personnel.
4.1.3 In case of planned changes, i.e. updates in the customer requirements or amendment in
the contract, the QA/QC Engineer with the Technical and Sales Manager shall facilitate
the review of the changes in consideration of the organization’s capability to meet the
new requirements. Refer to AWC-IMS-006 Contract Management and AWC-IMS-021
Change Management.
4.1.4 The Production Secretary shall communicate the production schedule to relevant
personnel.
4.1.5 The Production Manager and the Technical and Sales Manager shall respectively
implement the controls for the actual batching process for concrete production and
delivery, and the inspection of the fresh concrete to ensure conformance to customer,
legal and other applicable requirements. These include the controls related to the risks
identified in AWC-IMS-008 Risk Management and logged in AWC-F-MR-16 Risk Register
for Quality Management System (QMS). Refer to Figure 1 Al Wataniya Process Flow
Chart for an overview of the processes with corresponding check points.
4.1.6 Once the batching process is complete, the Technician shall conduct the testing of fresh
concrete according to AWC-TE-QCTP-01 Quality Control Test Plan for Concrete and
Constituents. Where necessary, samples shall be taken and sent for third-party analysis.

4.1.7 Should workability adjustment be applicable, the Technician, with the Laboratory
Supervisor’s or QA/QC Engineer’s advice, may re-temper the concrete by adding up to
1L/m3 of the same admixture.
4.1.8 Once the desired characteristics are attained, the test results shall be endorsed to the
QA/QC Engineer, who shall review the data against the customer specifications and
provide approval to release the concrete for dispatch to the designated site.
4.1.9 The Laboratory Supervisor or Technician shall retain documented information as
evidence of product conformity to the specified requirements.
4.1.10 In case of nonconformity, the product shall be handled according to AWC-IMS-012
Control of Nonconforming Products and Materials.
4.1.11 The Services Manager and Plant Maintenance Manager shall ensure that all plants,
equipment and vehicle necessary for the production and delivery of concrete are
properly maintained. Refer to AWC-IMS-014 Plant, Equipment and Vehicle Maintenance.
4.1.12 The Laboratory Supervisor shall ensure that all equipment used for the measurement
and testing of raw materials and final products are calibrated and maintained for
suitable use as outlined in AWC-IMS-010 Control of Measuring and Test Equipment.

The concrete supply and delivery is planned according to customer demand. Only approved materials (aggregates, OPC, GGBS, micro-
silica, water, ice, and admixture) are used in the concrete batching process. The material inputs are sequenced as follow:
- Aggregates (10 mm Gabbro or Limestone, 20 mm Gabbro or Limestone, and Washed Sand): Weighed separately in a hopper scale
and conveyed into the central mixer
- Ice (flaked): Weighed and added into the conveyor
- OPC, GGBS, fly ash, and micro silica: Transferred from the cement silos through a screw conveyor installed at the bottom of the silos
and into a separate weighing scale, then dumped into the central mixer
- Water and admixture: Weighed separately then dumped into the central mixer through a pipe
Mixing is continued until the concrete properties (i.e. slump) are achieved, i.e. not less than 60-90 seconds from the time all ingredients
are in the mix. The freshly-mixed concrete are then dumped into the awaiting transit mixer. Once batching is completed, the loaded transit
mixers are sent to a checkpoint area where the concrete properties are verified prior to dispatch to end-user.

4.2 Controls for HSE


4.2.1 The QHSE Manager shall prepare the overall program for Health, Safety and
Environment. This includes, but are not limited to, the following:
i. Risk assessment
ii. Permit to work system
iii. HSE bulletin boards
iv. HSE meetings
v. HSE inspections
vi. Toolbox talks
vii. Use of PPE
viii. Incident reporting and investigation
ix. Emergency Response Plan
x. Traffic management
xi. HSE trainings
4.2.2 The program shall be aimed at protecting the environment, preventing employee ill-
health and injury in the conduct of AWC activities, and where applicable and practicable,
adapting work to employees.
4.2.3 The guidelines for the program shall be reflected in AWC-HSE-OPC-001 Health, Safety,
and Environment (HSE) Plan and AWC-HSE-OPC-002 Environmental Management Plan
(EMP). Additionally, controls are detailed for critical tasks such as Working at Height
(AWC-HSE-OPC-003), Lock-Out Tag-Out (AWC-HSE-OPC-004), Confined Space Entry
(AWC-HSE-OPC-005), Welding and Hot Works (AWC-HSE-OPC-006), and Lifting Operation
(AWC-HSE-OPC-007).
4.2.4 Based on AWC-IMS-008 Risk Management, the process owner, department head or
manager shall lead the following:
i. Identification of occupational health & safety hazards and risks;
ii. Identification of environmental aspect, impacts, risks and opportunities
associated with AWC activities; and
iii. Determination, set-up, and implementation of necessary controls to address the
significant risks.
4.2.5 The HSE controls shall be logged in AWC-F-MR-16HS Risk Register for Occupational
Health & Safety Management System (OHSMS) and AWC-F-MR-16E Risk Register for
Environmental Management System (EMS).
4.2.6 The HSE Officer shall conduct periodic inspection of his assigned site to ensure effective
implementation of the controls and compliance to other HSE requirements from
relevant interested parties. In case of nonconformity, the HSE Officer has the authority
to request for immediate action to correct the nonconformity and escalate to upper
management, as necessary.

1. INTRODUCTION

i. Company Profile
Through an uncompromising approach to Quality and Services and with
unrivalled industry experience, Al Wataniya Concrete has become the leading
producer and supplier of Ready-Mixed Concrete and its related products in
Qatar.

The Company established in July of 2005; is a group of a very well Qualified and
Experienced Engineers and Professionals in the Ready-Mixed Industry. Al
Wataniya prides itself for being the first company in the market to acquire the
NRMCA Certification, in addition to QGSM (Qatar General Organization for
Standard and Metrology) Certification. Al Wataniya’s commitment to excellence
and quality is sustained and empowered by the dedication of its team-oriented,
high-qualified and long-experienced team of Engineers and Professionals, who
knowledgeably utilize their know how of the gulf market dynamics to deliver
efficiently and in a timely manner.

ii. Line of Business and Service


The essence of Al-Wataniya Concrete Corporate strategy is integrating processes
and services to deliver the best-value, high-quality, customer-centric and just-
on-time product, adopting its long renowned 6 P’s Rule philosophy.

To this effect, Al-Wataniya Concrete has positioned itself strongly as one of the
leading producers and suppliers of ready mix concrete in Qatar. Al-Wataniya
currently operates its batching plants that are spread across the State of Qatar
to fulfill Qatar’s escalating demand to Good Concrete, by persistently optimizing
its Quality Control Program to deliver Durable and High performance Concrete
(HPC).

Al Wataniya Concrete is actively engaged in continuous technological research


and education. Research and development activities include the qualification and
selection of raw materials, admixture analysis, new product design and
development, and applications research. Education programs are conducted in
conjunction with the local chapters of engineering, standards organizations and
American Concrete Institute (ACI).

Al Wataniya Concrete produces and supplies Ready-Mixed Concrete to


customers through a national network of Three (3) fixed commercial outlets
and when required project-specific on-site batching facilities. At each location, a
team of experienced and fully qualified experts is on-hand to offer technical
advice and assistance to customers.
With Six (6) batching plants, 118 transit mixers, 28 pumps and a supporting
fleet of cement bulkers; Al Wataniya Concrete is considered as one of the
largest Ready-Mixed Concrete producing companies in Qatar, with a total
production capacity exceeds of One Million Cubic Meter per Year.
Totaling more than 750 Management, Administrative, Technical and Operational
Staff; Al Wataniya Concrete team is highly qualified and widely experienced. All
Staff benefit from an on-going comprehensive training and development
programme(s) together with a progressive working environment which
encourages initiative and career advancement. Supported by the most modern
and well-maintained equipment fleet in the industry and an advanced state-of-
art technology platform. With such impressive human and technical resources,
Al Wataniya Concrete is uniquely placed to customers with the highest level of
services and satisfaction.

iii. Certification
The first in the market to achieve National Ready Mix Concrete Association
(NRMCA) accreditation in addition to quality and conformity certificate from
ministry of environment. The Company’s commitment to total quality
management has resulted in recent certification of the Quality Management
System ISO 9001:2015 and the organization is also certified to OHSAS
18001:2007, ISO 14001:2015, BES 6001 (BRE), and Gulf Green Mark
(GORD)

12. MANUFACTURING PLANT FACILITIES

Al Wataniya Concrete operates Three (3) commercial location plants around Qatar
State as follows.

1. Smaisma Plant
Located in Simaisima near at Al Khor High-way, for Lusail Palaces Project Consisted of two
(2) fully computerized plants with automatic control systems and provided with the latest
technology of electronics and data processing system. One (1) plant manufactured by
Command Alkon (Spectrum VI) - USA with a capacity of 270 m3 per hour and one (1)
manufactured by IMER (ORU) – Italy with a capacity 120m3 per hour. Total production for
the 2 plants is 390m3 per hour.

2. Industrial Area Plant


Located in Industrial Area Street No. 41, Gate No. 35 with two (2) batching plant. Each
plant is fully-computerized with automatic control systems and provided with the latest
technology of electronics and data processing system, manufactured by IMER (ORU) - Italy
with total production capacity of 280 m³ per hour.

3. Messaieed Plant
Located in messaieed consist of two (2) fully-computerized plants with a fully automated
system, manufactured by (ORU-brand) – Italy. The branch holds a total production capacity
of 240 m³ per hour.
