Role Brief - Community First Responder

Directorate: Operations

Job Title: Community First Responder (CFR) Volunteer

Time Commitment Minimum of 20 hours per month

Accountable To: Community Partnership Lead

Reporting To: CFR Team Leader

Base: Responding from home address

Purpose of Role: To provide emergency care to patients experiencing a life-


threatening illness within their community, prior to the arrival of a
SECAmb clinician.
Key Duties: Act in accordance with the CFR scope of practice at all times.

Provide a minimum of 20 hours per month on call

Attend a minimum of 10 team meetings per calendar year

Attend planned training sessions relating to the CFR Scope of


Practice

Contact EOC to sign on/off and confirm shift times, according to


Trust procedure

At an incident, undertake a patient assessment and provide


immediate care and treatment where indicated

Utilise Trust approved equipment, ensuring it is fit for operation, used


in accordance with training received, and that medications and
consumables are in date

Carry Trust provided identification when responding to patients,


when visiting Trust premises and when representing the Trust in the
community, or when undertaking any other duties in relation to this
role.

Complete accurate and legible patient clinical records in line with


Trust guidance, ensuring they are submitted to trust clinicians upon
their arrival, in line with Trust procedure

Undertake dynamic risk assessments in order to identify the level of


risk to themselves or to the patient, and react accordingly, which may
include withdrawing from scene or taking other evasive action

Escalate clinical concerns whilst on scene, to a clinician in the


Emergency Operations Centre pending the arrival of on scene
support

Provide a brief clinical handover to the attending ambulance
personnel or other suitably qualified clinician.

Attend occupational health appointments when required to do so

Ensure that changes to personal and vehicle details are


communicated to the Voluntary Services department promptly

Maintain the road worthiness and cleanliness of vehicles being used


for responding

Drive only in accordance with the Road Traffic Act and The Highway
Code. Community First Responders are not permitted to use green
or blue warning lights/sirens on vehicles when responding on behalf
of SECAmb

Advise their Team Leader and Community Partnership Lead if they


are going to be inactive due to sickness, extended holiday or any
other personal reasons

Return Trust funded kit to Voluntary Services when standing down


as a Community First Responder within agreed timeframes, or return
team funded kit to the CFR team Leader, again within agreed
timeframes

Advise Team Leader of planned availability to book on duty as far as


in advance as possible, making every effort to maximise coverage in
conjunction with other team members

Maintain responsibility for ensuring that DBS is current, completing


and returning all DBS forms and accompanying paperwork to
Voluntary Services within 10 working days of receipt

Co-operate fully in any investigations and provide any statements


required by the Trust in relation to their CFR role

Maintain patient confidentiality at all times and adhere to Information


Governance requirements as set out by the Trust

Complete mandatory key skills training and re-certifications in line


with guidelines set by Clinical Education.

Maintain a good level of personal fitness to be able to continue in the


role, and advise Team Leader and Community Partnership Lead if
unable to fulfil the role

Participate in team events including fundraising and public


awareness

Provide support to newly qualified CFRs when requested to do so by


the CFR Team Leader

Treat everyone with dignity and respect at all times.

Special Conditions: CFRs will wear appropriate identifiable clothing (e.g. high visibility
jacket) that has been agreed and supplied to them by SECAmb.
Volunteers are expected to observe the high standards of discipline
and conduct expected of a professional service

Volunteers must uphold SECAmb’s values at all times

Volunteers must advise Voluntary Services of any convictions,


cautions, reprimands, final warnings or special circumstances, which
could affect their ability to continue to be a CFR

Volunteers must advise their vehicle insurance company that they


are volunteering on behalf of the Trust

Key Knowledge Skills Hold a UK driving licence for at least 12 months that carries no more
& Experience: than three penalty points

Good verbal and written communication skills

Ability to interact with people from a diverse cultural and social


background

Ability to develop effective working relationships with colleagues

Good timekeeping skills

Ability to maintain accurate records

Ability to keep calm in a crisis with good interpersonal skills.

Able to demonstrate initiative and solve problems

Ability to work well within a team, as well as independently

Health and Safety The volunteer will take due care in their role, reporting any accidents
or untoward occurrences.

While on trust premises the post holder will observe the ‘No
Smoking’ Policy. Smoking is only prohibited in designated smoking
areas out of the public’s view.

The volunteer will ensure that they carry out their duties in a manner
that maintains and promotes the principles of infection prevention
and control in compliance with national standards, trust policies,
guidelines and procedures.
