1. Objective:

This Method statement establishes the procedure to replace the single Suspension strings
with Double suspension strings on existing Towers, crossing the highways/roads as pre-
determined by TRANSCO.
The procedure covers all the activities involved in replacing the Insulator strings from
dismantling the Single Suspension string, ground assembly of the new Double suspension
string to lifting of the strings in a safe manner by taking shutdown on each OHL circuit for
a limited time period.

2. Scope:

Scope of work for this method statement is replacing the single suspension strings with
new Double suspension strings complete including all the necessary fittings and Insulators
on the existing 400 and 220 kV OHLs in Western region, Abu Dhabi and Northern Emirates
region.

The names of the OHL and its corresponding Towers and circuits is mentioned in the
annexure ‘B”.

Scope involves:
1. Dismantling the existing single suspension strings complete from the Twin/Quad
bundled conductors and lowering to the ground.
2. Packing the old single suspension strings (insulators and fittings) in boxes and
transporting back to INABENSA/TRANSCO store.
3. Inspection of the existing hinge attachment bracket on cross arm with respect to
width, diameter of hole, bolt size and length of the bolt.
4. Transporting to site and assembling new Double suspension strings with new
Insulators and fittings.
5. Lifting of assembled double suspension string upto the cross-arm level to connect
with hinge
6. Clamping in position the conductors with suspension clamps, armor rods and
complete fittings.

This document gives due consideration to Inabensa HSE requirements and TRANSCO HSE
System safety rules with the objective to follow the good HSE practice to perform this
works safely without any incidences at site.

3. Start date and completion date

The overall project activities are scheduled to commence from 24.11.2019 and expected
completion by 14.04.2020 as cited in the shutdown schedule included under annexure
“D”.

The tentative starting and finishing dates for each circuit is indicated in the Shutdown
schedule but exact date for receiving the outage and commencement of works is
dependent on the document approval process and approval of the PTW by TRANSCO/
LDC.

4. Requirement of Permit and circuit numbers:


The insulator replacement works will be carried out under outage with a valid “Permit
to work” approved and issued by TRANSCO Authorized person.

before attending to the towers falling under CICPA and Military zones.

Circuit: Electrical System Containing 3 – Phases (i.e. R, Y, B)

Portable Earth: To discharge the induced voltage from OHL. The Portable Earth
must be minimum 95 Sq.mm Copper conductors and applied both sides of
working Area.

OHL: Overhead Transmission line.

Competent Person: A person is having suitable & sufficient technical knowledge


& experience to recognize & avoid danger, use safe method of works & use
appropriate PPE, receives and clears the safety document.

Rope Ladders: To be used by technicians for reaching the elevated conductor


position without moving on Polymer insulators. The ladders are made of High
Quality polymer yarn and be hanged from Cross arm.

7. Reference to any other interface processes:

As this activity is limited to the individual tower locations within TRANSCO network, no
other inter phase points are envisaged. However, care shall be taken to identify if
any new modifications are carried out by TRANSCO on existing old lines by close
coordination with TRANSCO O&M Engineers. Further as the insulator replacement work
involves OHLs networks interconnected to different substations in northern Emirates,
TRANSCO will ensure the coordination with other utilities while issuing the permit to
work. Necessary safety documents are to be obtained from CICPA, GHQ, other
agencies while trespassing the OHL route.

9. Responsibilities:
• Project Manager: Overall control and management of all activities at Project level.
Distribution of resources & finance, Review and implement procedure for meeting
statutory and quality requirements. Co-ordination with construction team and
client, consultants, sub-contractors, local statutory bodies and shall have the final
responsibility on HSE.

• Construction Manager: is responsible for ensuring the implementation of this


method statement, the quality control of work, supervision of the work and
scheduling and monitoring the site activities in coordination with the site Engineer
and field staff. Meeting and discussions from time to time with the project Manager
and the site team for completing the works safely and efficiently.

• Site Engineer: for ensuring all the activities are undertaken and implemented as per
the drawings, coordinates for necessary work permits, all approved QC
requirements are met by the construction team and ensure that all necessary
resources are available to meet the schedule targets. Reporting to the construction
manager.

• Competent person: To receive and clear the necessary safety document from
TRANSCO. The competent person must be present at the working area full time.
Reporting the progress of work to the Authorized person. To ensure proper
barricading of the safe working area and implement the safety precautions laid
down by TRANSCO systems safety rules and the safety document.

• Storekeeper: To control the receipt and dispatch of materials in and out of store,
coordination with the transportation of materials from store to site and record
keeping of all returnable dismantled line materials to store. Arranging the material
dispatches according to the request from the site crew.

10. Detail Procedure:

10.1 General
• Before starting the activity, the towers where Suspension string has to be
replaced shall be identified.

• Slings , pull lifts and ropes attached to the towers shall be covered with
heavy duty flexible plastic pipes or gunny sacks to avoid damage to the
galvanized/painted tower parts.

• The work schedule shall be prepared in advance of commencement of


each day activity.

• All equipment and hardware fittings shall be transported from store to the
work site and stacked with proper care.

• As Polymer new insulators are used in the line, care shall be taken while
hoisting the insulators and during overall operations. Technicians will use
clipping ladders for reaching the conductor position on suspension
insulator strings. Utmost care shall be taken so that no metal part will rub
the insulator sheds. The insulator shall be placed on plastic/canvas sheets
while assembling the hardware fittings on the ground. Before hoisting,
the Insulator shall be cleaned with cotton cloth for removing dust/foreign
particles deposited.

• Required outage permits shall be arranged from concerned authorities.

• After availing outage on an existing OHL ckt, which will be availed one
circuit outage at a time as listed in the shutdown schedule, live circuit will
be demarcated with Red flag and warning tape at ground level.

• All works shall be carried out under strict supervision of site Engineer
/Supervisor in coordination with competent person. The Competent
person will be in the site full time and supervise all activities.

• The dead (De-energised) circuit must be checked using suitable voltage


detector before applying portable earth.

• Portable Earths will be applied at both sides of working area. Further


portable Earths will be applied at work space. Hot Sticks (Insulated Sticks)
will be used for applying Earth clamps on conductor, in addition the
Technicians must use insulated Hand gloves of 33kV rating.

• It is seen that there is no provision for double suspension strings on towers


in some OHLs and in such cases a separate PTW will be obtained on such
OHLs from TRANSCO to do the physical inspection of the hinge
attachment point. After availing outage two technicians will approach the
attachment point on the cross arm with the proposed hinge type to check
the existing arrangement of the hinge bracket, measure the dimensions
and check if there is provision to accommodate new hole, modifications if
any required for the existing bracket or requirement of new hinge bracket.

• If there is provision to drill hole on the existing bracket and if the size is
suitable to accommodate the proposed new hinge, then hole will be
drilled to accommodate the second hinge bolt maintaining the correct
spacing between the suspension insulators as shown in the drawings.

• If the existing hinge attachment bracket is not suitable for the proposed
type of double suspension string, then a new bracket will be studied and
fabricated in workshop to match its fitting on the existing cross arm
members.
• Incase no modification is required then the works will continue following
the below procedure which is also applicable to towers with correct
double suspension string attachment provision.

10.2 Removing and lowering down the existing Single Suspension String

• After receipt of the PTW from TRANSCO and once the portable earths are
installed on the phase conductors, 3 to 4 Technicians will climb the tower
using the life line and double hook lanyards. Another 4 technicians will
remain at the ground. A vehicle will be available on standby at the tower
location.

• Raise the rope ladders to the cross-arm Level with the help of P.P. rope. All
required tools will be lifted with use of Single sheave pulley using PP rope
handled by technicians on the ground.

• Fix the Ladder on the cross arm and 2 Technicians will reach to the
conductor level with the help of ladder to enable releasing of the
conductors from the suspensions clamps.

• Fix the clipping fixture (nylon endless round rope and yoke plate) on the
conductor and attach the one end of 6-Ton Pull lift to cross arm with the
help of 1 m. wire rope slings and D-Shackles. Other end of the Pull lift will
be connected to clipping fixture. 2 sets of clipping fixture and 6T pull lift
will be used to suspend the phase conductors on either side of the
insulator string.

• A single sleeve pulley shall be attached to the cross arm of the tower and
a 20 mm dia P.P rope shall be passed through the same. Fasten the yoke
plate and top end cap of the Insulator with the PP rope which will pass
through the single sheave pulley on the cross arm and the other end of
the PP rope will be passed through another sheave pulley attached at pile
cap level. The rope will be firmly held by technicians on the ground.

• Lift the conductors upward by tightening the 6T pull lift in order to free
the conductor load from the insulator string. After tightening the chain
pulley, the insulator string will become loose.

• After ensuring the insulator string is gripped firmly by the PP rope, the
technicians will then open the bottom suspension clamp to release it from
the conductors and the unbolt the hinge connection from the tower cross
arm, transferring the entire weight of the insulator string on the PP rope.

• By releasing the P.P. rope slowly, the insulator string will be lowered to the
ground and the dismantled insulator and the HW fittings will be stored in
wooden boxes and transported back to Inabensa store for later handing
over to TRANSCO store.

10.3. Hoisting the new double suspension string as replacement

• The new Double suspension string will be kept completely assembled and ready
on the ground as per the approved drawings.

• By using the same rope pulley arrangement and with the PP rope fasten to the
top yoke plate, the new double suspension string will be lifted to the cross-arm
level to attach the hinge.

• The insulator string will be received up at the cross-arm level by


technicians and connected by hinge to the hinge attachment provision on
the cross arm. The bolt nut connection will be tightened properly and
secured with lock pin.

• Armor rod will be placed around the conductor and the suspension
clamps will be fasten over the armor rod ensuring verticality of the
insulator.

• Lower the conductors downwards by releasing the load from the 6T pull
lift to transfer the load of the conductor on to the double suspension
Insulator string.

• The above procedure will be repeated for hoisting of new Double


suspension strings for other phases of the circuit.

10.4. Final Checking


• After Installing the Double suspension insulator strings on towers, final
checking crew will inspect the insulators and connecting hardware fittings.
Shortfall or improper workmanship, if any, shall be rectified. Then the new
Double Suspension Insulator strings will be offered for inspection to
TRANSCO Engineer. Once the inspection is done and all manpower, tools
and equipment’s are withdrawn from the work place, the PTW will be
cancelled in coordination with TRANSCO Authorized person.

10.5. Packing, transportation and returning the Old Suspension Insulator


and fittings
• The dismantled single suspension strings with all fittings will be packed in
wooden boxes and returned to Inabensa store on daily basis.
• Upon completion of the full scope of works, Inabensa will do the line wise
packing of the Insulators and hardware fittings and hand over to
TRANSCO store.

11. Safety measures to be implemented during the activities

• All site crew shall be provided with safety helmets, hand gloves & safety
shoes and Linesmen who will work on the towers shall be provided with
double hook safety lanyards.

• Proper portable earths shall be used on conductors.

• Great care shall be taken for anchoring the machines & temporary
anchoring of conductor.

• Pulling and lifting devices shall be well maintained in order to keep the
tools & plants site worthy.

• Suitable / proper caution notice boards / warning boards shall be provided


near the vicinity of work area where the replacement work is under
progress to avoid any trespassing.

• Competent person must be available at work place all times.

12. Control Measures: Refer Task Based Risk assessment – Annexure -1.

Specific control measures for the work Location:

• Demarcation of “Live” Circuit using Red Flag to be carried out under


supervision of competent person prior to start of any work on conductor.

• All operatives to be fully aware of “Live” Circuit

• Tool Box talk to be conducted at site before starting of work.

• Usage of Hot sticks and Insulated Gloves (33kV Rating) during applying
and removal of Portable Earths.

13. Emergency Instructions

If you notice an emergency (accident, fire or incident), proceed in the following manner:
• Verbally inform others still in the area.
• Give the alarm signal calling the Head of Emergencies.
• If you have contacted the Head of Emergencies, follow his/her instructions.
• If you have not contacted the Head of Emergencies, inform the appropriate emergency
service.

In addition, depending on the type of emergency, follow the instructions below:

In the event of accident.


• You will give all possible aid to the injured party to the full extent of your knowledge.
• You will follow the instructions of the Emergency Medical Service at all times.

In the event of fire.


• If possible, try to extinguish it with the fire extinguishers.
• If you cannot extinguish the fire, stop it from spreading.
• When the firemen arrive, you will await their orders.

Never put yourself at risk of bodily harm. If there is such a risk, evacuate the area and
gather at the Meeting Point, which will be located near the scene of the emergency in a
danger-free zone.

Important
Mandatory PPEs and other HSE requirements to be provided and to be
followed prior and during the to work.
1. Full body harness with double lanyards and shock absorber, with valid 3rd party
certificates. It should be 100 percent tie-off while working on heights everytime.
2. 2 Lifelines to be installed on each tower having a working at height activity, for
the safe ascending and descending of workers on the tower, with valid third party
certificates.
3. Each workers must be having rope-grab with valid third party certificates.
4. Rescue kits must be provided in each working at heights activity (this is very
important, our client Transco is very strict on this), with valid third party
certificates.
5. First Aider must be available on site along with first aid box with valid contents.
6. Fire warden must be available at site along with DCP fire extinguisher at least
6kg.
7. Stand-by vehicle must be on site always during the execution of work and the
seating capacity of it must be equal/ appropriate to the number of workers.
8. Tool Box talks must be conducted by the competent person on a daily basis, with
specific topics related to the activities (workers must be aware and understand
all the precautions against all the hazards indicated/written in approved RA and
PTW.)
9. Appropriate Signages to be installed in each work places as an administrative
control.
10. Bottom of the tower must be barricaded no person is allow to stand/ cross on the
barricaded area. (it must be discussed to all workers through PPEs.
11. Follow safety clearance, work only on the area which is allowed written on the
permit.
12. Follow Transco SSR.
13. All the safety requirements needed e.g. documents and materials written on this RA must be
followed and must be provided prior to start the work. To avoid any unwanted events that may
hinder us towards the completions of the project.
