63 Part 2: Power switchgear and controlgear assemblies
64
65
66 FOREWORD
67 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
68 all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
69 international co-operation on all questions concerning standardization in the electrical and electronic fields. To
70 this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
71 Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
72 Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
73 in the subject dealt with may participate in this preparatory work. International, governmental and non-
74 governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
75 with the International Organization for Standardization (ISO) in accordance with conditions determined by
76 agreement between the two organizations.
77 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
78 consensus of opinion on the relevant subjects since each technical committee has representation from all
79 interested IEC National Committees.
80 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
81 Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
82 Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
83 misinterpretation by any end user.
84 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
85 transparently to the maximum extent possible in their national and regional publications. Any divergence
86 between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
87 the latter.
88 5) IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
89 equipment declared to be in conformity with an IEC Publication.
90 6) All users should ensure that they have the latest edition of this publication.
91 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
92 members of its technical committees and IEC National Committees for any personal injury, property damage or
93 other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
94 expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
95 Publications.
96 8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
97 indispensable for the correct application of this publication.
98 9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of
99 patent rights. IEC shall not be held responsible for identifying any or all such patent rights.
100 International Standard IEC 61439-2 has been prepared by subcommittee 17D: Low-voltage
101 switchgear and controlgear assemblies, of IEC technical committee 17: Switchgear and
102 controlgear.

103 This second edition cancels and replaces the first edition published in 2009. It constitutes a
104 technical revision.

105 This second edition includes the following significant technical changes with respect to the
106 last edition of IEC 60439-2:

263 8.2.101 Degree of protection of withdrawable parts

264 The degree of protection indicated for PSC-ASSEMBLIES normally applies to the connected
265 position (see 3.2.3) of withdrawable parts. The ASSEMBLY manufacturer shall indicate the
266 degree of protection obtained in the other positions and during the transfer between positions.

267 PSC-ASSEMBLIES with withdrawable parts may be so designed that the degree of protection
268 applying to the connected position is also maintained in the test and isolated positions and
269 during transfer from one position to another.

270 If, after the removal of a withdrawable part, it is not possible to maintain the original degree of
271 protection e.g. by closing a door,, an agreement shall be reached between the ASSEMBLY Deleted: is not maintained
272 manufacturer and user as to what measures shall be taken to ensure adequate protection.
273 Information provided by the ASSEMBLY manufacturer may take the place of such an agreement.

274 8.3.2 Clearances

275 Addition:

276 Where functional units are mounted on withdrawable parts, the isolation provided in the
277 isolated position shall at least comply with the requirements in the relevant specification for
278 disconnectors (see IEC 60947-3). This applies with the equipment in new condition, taking
279 account of the manufacturing tolerances and anticipated changes in dimensions due to wear.

280 The isolating distance between the withdrawable unit main contacts and their associated fixed
281 contacts in the isolated position shall be capable of withstanding the test voltage for the
282 declared impulse withstand voltage as specified in Table 102.

283 8.4.3.2.2 Requirements for earth continuity providing protection against the
284 consequences of faults within the ASSEMBLY
285 Replacement of last paragraph:

286 When removable or withdrawable parts are equipped with a metal supporting surface, these
287 surfaces shall be considered sufficient for ensuring earth continuity of protective circuits
288 provided that the pressure exerted on them is sufficiently high. The continuity of the protective
289 circuit of a withdrawable part shall remain effective from the connected position to the isolated
290 position inclusively.

291 8.4.5.1 Devices to be operated or components to be replaced by ordinary persons

292 This subclause of Part 1 is not applicable.

293 8.4.5.2 Requirements related to accessibility in service by authorized persons

333 8.5.101 Description of the types of electrical connections of functional units

334 The types of electrical connections of functional units within PSC-ASSEMBLIES or parts of PSC-
335 ASSEMBLIES can be denoted by a three-letter code:

336 – the first letter denotes the type of electrical connection of the main incoming circuit;
337 – the second letter denotes the type of electrical connection of the main outgoing circuit;
338 – the third letter denotes the type of electrical connection of the auxiliary circuits.
339 The following letters shall be used:

340 – F for fixed connections (see 3.101.1);

341 – D for disconnectable connections (see 3.101.2);
342 – W for withdrawable connections (see 3.101.3).
343 Addition:
344 8.101 Internal separation of PSC-ASSEMBLIES
345 Typical arrangements of internal separation by barriers or partitions are described in
346 Table 104 and are classified as forms (for examples, see Annex AA).

347 The form of separation and higher degrees of protection shall be the subject of an agreement
348 between ASSEMBLY Manufacturer and User.
61439-2 © IEC:2009 – 11 –

349 PSC-ASSEMBLIES can be divided to attain one or more of the following conditions between
350 functional units, separate compartments or enclosed protected spaces:

351 – protection against contact with hazardous parts. The degree of protection shall be at least
352 IP XXB;
353 – protection against the passage of solid foreign bodies. The degree of protection shall be at
354 least IP 2X.
355 NOTE The degree of protection IP 2X covers the degree of protection IP XXB.
356 Separation may be achieved by means of partitions or barriers (metallic or non-metallic),
357 insulation of live parts or the integral housing of a device e.g. a moulded case circuit breaker.

358 See 8.4.2.3 of Part 1 with regard to stability and durability of barriers and partitions.

359 See 8.4.5.2 of Part 1 and above with regard to accessibility for maintenance on isolated
360 functional units.
