The LTFRB is a sectoral agency of the Department of Transportation (DOTr) which is mandated

under the law to regulate land-based public transportation, and to safeguard the welfare and

interests of the commuting public.


LTFRB Functions

To prescribe and regulate routes of service, economically viable capacities and zones or areas of

operation of public land transportation services provided by motorized vehicles in accordance with

the public land transportation development plans and programs approved by the Department of

Transportation and Communications;

To determine, prescribe and approve and periodically review and adjust, reasonable fares, rates

and other related charges, relative to the operation of public land transportation services provided

by motorized vehicles;

MISSION

Rationalize the land transportation services and facilities and to effectively implement the various

transportation laws, rules and regulations. It is the responsibility of those involved in the public

service to be more vigilant in their part in the over-all development scheme of the national

the LTO.

Statement Of Policy

Metropolitan Manila as a special development and administrative region shall delineate and

consider basic services affecting or involving Metropolitan Manila. The Authority shall plan,

supervise, regulate, monitor, coordinate or implement policies, programs and projects where

appropriate, in conformity with the national government policies without prejudice to the

autonomy of metro local government units.

Highway Patrol Group (HPG)

This group enforces the traffic laws and regulations, promote safety along the highways, enhances

traffic safety consciousness through inter- agency cooperation concerning Police Traffic Safety

Engineering, Traffic Safety Education and Traffic Law enforcement functions and develops reforms in the

crime prevention aspect against all forms of lawlessness committed along National Highway involving the

use of motor vehicles

Road Speed Limiter Act of 2016 (Republic Act 10916)

Under this law, public utility vehicles, closed vans, cargo trailers, shuttle services, or tanker trucks are not

allowed to ply roads without a standard speed limiter approved by the Department of Transportation.

These vehicles will also be barred from acquiring registration or franchise without the required speed

limiters.

Anti-Distracted Driving Act of 2016 (Republic Act 10913)

Motorists are banned from “using a mobile communications device to write, send, or read a text-based

communication or to make or receive calls,” and “using an electronic entertainment or computing device

to play games, watch movies, surf the Internet, compose messages, read e-books, perform calculations”

while the vehicle is in motion or stopped at a red traffic light.

Using a mobile communications device is not considered distracted driving if done using a hands-free

function or similar devices.


Anti-Drunk and Drugged Driving Act of 2013 (Republic Act No. 10586)

Under this law, motorists cannot drive if they are under the influence of alcohol, dangerous drugs,

or other inebriating substances.

Law enforcement officers are mandated to assess whether a driver is under the influence of alcohol

and dangerous drugs. Usual warning signs include the evident smell of alcohol or if the driver has

reddish eyes or a flushed face.
