Now let's move on to the legislative framework related to transportation engineering. Here in the
Philippines the national economic and development authority or NEDA created the national transport
policy that aims to provide the rules and regulations that will become the guidelines in anything that
involves transportation. but first what is neda the national economic and development authority is an
independent cabinet level agency of the Philippine government responsible for economic development
and planning with that said let's focus on economic development and planning we all know that
transportation has a direct relationship with economic development that's why neda created the
national transport policy to make sure that transportation here in the Philippines undergoes proper
planning and consideration to make sure it is effective in serving its purpose here in the Philippines.

now let us have a deeper understanding of what is the national transport policy the national transport
policy is a policy in which all elements of the transport system and all subsectors of transportation shall I
by and use as guidance in transport development management operation and use. with that definition
we can know that the projects of a transportation engineer is guided by this policy. The development of
the country's transport system must be guided by a comprehensive national transport policy in order to
ensure effective and efficient inter government coordination local government participation and
stakeholders collaboration. meaning in creating a transport system this policy makes sure that this
system it's managed accordingly, built properly, and beneficially used as an advantage by all people
concerned.

since this policy is made-up of guides and laws we will only discuss its major areas of coverage first is
resource generation allocation and cost sharing National Transportation agencies and local government
units we will work together to address transport sector needs new investments shall be supported by
regular maintenance allocations over the economic life of the asset while asset preservation shall be
accorded appropriate attention. this coverage makes sure that the resources in creating transportation

development goals and priorities compliant with international commitments supported by adequate
studies, convergent with comprehensive frameworks and plans, technically and economically feasible

hindi basta basta na ginagawa projects are studied and thought carefully. projects have to go through
many considerations for them to be approved and built.

next is cost recovery and subsidies fairs and charges for transportation services as determined by the
appropriate Regulatory agency shall as far as practicable be cost based and shall recover at a minimum
the operational and maintenance cost of eligible subsidies. This means that yung mga project is need na
makarecover for their building cost it may be economic cost, environmental, or other things that total
the overall building of the transport structure for example is tollgates.

regulation of passenger transport services transport agency shall primarily be guided by public interest
and safety in the regulation of passenger transport services. this coverage covers the mass
transportation aspect of the national transport policy this regulates the services of mass transportation
units with the overall goal of public interest and safety. All transport agencies in LG use operating in
managing transport facilities shall strictly enforce and regularly update standards on safety, security,
level of service and environmental sustainability. ( For Example Jeepneys)

Transportation management in urban and regional areas the focus of this coverage is moving more
people than vehicles public mass transportation in urban areas shall be given priority over private
transport. in addressing traffic congestion in urban roads cost effective mobility management measures
will be preferred over more expensive infrastructure facilities. in urban areas interconnectivity and
multimodality within the amount public transfer modes shall be integrated in the development of the

Transportation shall coordinate with government agencies and the private sector in establishing a

transport modes are integrated and intermodal.

Implementation of the National Transport Policy.

The National Economic and Development Authority (NEDA), DOTr and the

Department of Public Works and Highways (DPWH), through the Inter-

Agency Technical Committee on Transport Planning (IATCTP) and NEDA

Board-Committee on Infrastructure (INFRACOM), shall undertake the

necessary measures to implement the National Transport Policy.

Departments, agencies and instrumentalities, including Government

Owned and/or Controlled Corporations exercising transportation

development functions shall prepare their respective plans, projects,

and programs for submission to the IATCTP/INFRACOM for review in

accordance with the approved methodology and procedure and the

provisions of this Resolution. Plans, projects, and programs prepared

in violation hereof shall be deemed unauthorized, and any expenditure

therefor shall be deliberated.


To ensure that the National Transport Policy guides the long-term

development of the transport sector, NEDA, DOTr, and DPWH shall

undertake appropriate measures for legislative action to achieve said

purpose.

communications infrastructure. Of course it is connected to transportation engineering because
it is the main agency for transportation in the philippines
o Department of Public Works and Highways
Being the countries engineering and construction arm, The DPWH is mandated to undertake (a)
the planning of infrastructure, such as national roads and bridges, flood control, water resources
projects and other public works, and the design, construction, and maintenance of national roads
and bridges, and major flood control systems. DPWH conducts transportation projects that will
surely be needing transportation engineers
o Inter- Agency Technical Committee on Transport Planning
They are concerned in transport planning that will adhere to the standards and guidelines for the
preparation of agency plans for transport development. Develop a transport information system
that shall serve the information needs of all transport planning and other relevant agencies
o NEDA Board-Committee on Infrastructure
infraCom is responsible in providing the Council with appropriate information and
recommendations on matters concerning regional development, particularly in the following
areas Land, Air and Sea Transportation, Water Resources, Communication, Power and
Electrification, Public Buildings.
o Land Transportation Office
inspection and registration of motor vehicles, issuance of licenses and permits, enforcement of
land transportation rules and regulations, and adjudication of traffic cases. Transportation
engineers play a part in creating the rules and regulations that is enforced by the LTO. ( for
example speed limit, Road signs, Road Markings.
o Local Government Offices
Local government offices provide authority in construction of transport projects.
