APPLICATION OF PROTECT THE ARCHIPELAGO AS AN EFFORT TO

MAINTAIN NATIONAL BORDER FROM OUTSIDE THERATS


ON NATUNA ISLAND

Abstrak : Indonesia is the largest archipelago country in the world, there are
17,508 islands throughout Indonesia and inventory of 7353 named islands and 10,155
unnamed islands throughout the Republic of Indonesia1. With so much Indonesia has
maritime boundaries with other countries, in setting maritime boundaries with
neighboring countries there are still real threats to Indonesian sea including the political
conditions faced by neighboring countries and different interpretations of legal
principles.
One of the conflicts of public concern is the dispute with China which has
differing views on water boundaries, as is the case in the Natuna Islands2. The
Indonesian government has made various efforts to maintain the security of the Natuna
sea. By increasing the security of the Natuna waters, such as by adding a number of
Indonesian army troops and patrols around the border area.
But these efforts are only one-way means that it only relies on the strength of
the Indonesian army and the government apparatus so that Natuna society is less
involved, but it can also take advantage of the technology that is growing at this time,
whereas in Natuna the 4G signal has been supported. For this reason, there is a need for
innovation in the current industrial era 4.0. In this paper, penuilis poured ideas in the
form of an embodiment of Smart Governance.
In maintaining and supervising Indonesia's sea borders in Natuna an innovation
is made, that is, a government will be linked to technological advancements which
include the ease of interaction between the people and Bakamla (the sea security
agency). Jaga Nusantara application is an android-based application as a media to
accommodate complaints from the community that are directly in place to the sea
security agency, meaning that when fishermen go to sea and see a foreign ship,
fishermen will report right away, so that the sea security agency is fast and responsive
in conducting patrols and driving ships the stranger. Besides this Nusantara Guard
Application, it is also equipped with the "You're in maps" feature, which is a google
maps feature that provides a map of whether fishermen are still in Indonesia or have
entered into other countries. The Jaga Nusantara application also features educational
videos for fishermen.

With the design of this Application and intense socialization to the Natuna
community, especially fishermen, it is expected that there will be cooperation from all
levels of society and jugs accompanied by the use of technology and support from the
government and the sea security agency so that sea security in Natuna will be created
in order to safeguard the NKRI sovereignty.
