SH1PP/PMC requests copy of the latest Hamon monthly report. Advise current status (update after MPR 52) -
schedule, procurement, material delivery. LLM handed over a hard copy of the Hamon report. SH1PP/PMC further
requested soft copy pdf. LLM advised that FGD 30 month schedule remained unchanged.
Report soft copy not received. LLM to forward copy. LLM is awaiting for the new Monthly Report (16-Sept to 15

FGD Schedule LLM
Emission/Waste LLM enquired into the Variation Order (VO) for the Emission/Waste Water Monitoring System and referred to:
Water Monitoring - LLM letters: 1195/BDASH1/2018, 1513/BDASH1/2018, SH1-LLM-SH1PP-L-1057
System - SH1PP letters: SH1PP-TT/1528 dated 06 Dec 2018, SH1PP-TT/422 dated 19 April 2019.
LLM noted VO design not finalised and requested SH1PP advice/response.
SH1PP notes LLM continuing obligation to provide a complete VO proposal.
In the absence of an acceptable proposal SH1PP has proceeded with Basic Design and Cost Estimate for additional
facilities. SH1PP/PMC will advise the submission date of the design/cost estimate at the earliest opportunity. LLM
to follow/implement work in accordance with the submission. PVN informs that the basic design for the system is SH1PP/PMC
awaited together with costs. LLM stated they await SH1PP/PMC response as per information in the letter L-0422
dated 19 April 2019. Regarding VO proposal LLM still keep their opinion in the letter SH1-LLM-SH1PP-L-1057.
SH1PP/PMC responded that LLM had not submitted an acceptable VO under the terms of the EPC contract.

C Construction/Erection
SH1PP/PMC notes FF punchlist items from TOP walkdown not closed (not reviewed/approved). Not a safe
condition for FF commissioning. LLM to clarify position. LLM will expedite the closure of the punch items. LLM
to respond to SH1PP/PMC letter 1096 - give walk-down and closure status for Fire Fighting in WTP and FF Pump
house - LLM has responded by L1267 of Oct 4. SH1PP/PMC to respond. SH1PP/PMC responded by letter L-1169.
LLM replies by L-1275/15-Oct-19 SH1PP/PMC to review.
SH1PP/PMC review shows ECC Walkdown Cat A and B items not closed, yet precommissioning in progress. Also
WTP - FF room environments do not meet project requirements (I&C equipment currently energised). LLM to demonstrate LLM
Completion Status action to meet project requirements. SH1PP/PMC has advised by letter 1223 of Oct 22. LLM to respond. Status?
LLM has responded to letter 1223 by letter 1289 of Oct 29. LLM to advise current status of safety related items; to
urgently action outstanding items (Category A punch items and safe room environments).

LLM WCR Week 42 states - concern '… Government permission for Discharge Outfall. LLM to respond to
SH1PP letter 1063 of Sept 18. Clarify concern. LLM requested to clarify concerns. LLM explained that the issue is
not under competence of this meeting, is to be clarified by commercial/contractual department.
LLM has not responded to concerns either by letter or e mail. SH1PP/PMC continues to require understanding of
CW Discharge LLM concerns. LLM to respond.
LLM confirms that the reference note is an internal note between LLM and Subcontractor on which Owner should LLM

have no concern. LLM will ensure that for next submission information will be reviewed to remove internal notes.
LLM response to L-1063 is in preparation. To Close

SH1PP/PMC requested status of pipeline contractor (signing of contract and mobilization). LLM confirms that the
CW Discharge contract was signed 16-October 2019. MS is under preparation and will be submitted to SH1PP when completed.
Submerged On Monday 28-October-2019 contractor KO meeting will take place at LLM premises. To close LLM
Pipeline

SH1PP/PMC requests:
CW Discharge - status of pipeline contractor (mobilisation, MS issue, L3/L4 schedule)
Submerged - copy of MOM KO meeting LLM
Pipeline - status of dredging/temp works; impact on pipeline contractor mobilisation/schedule

SH1PP/PMC notes appreciable misalignment of CW Pumphouse inlet piping and associated flange. Refer to
Supplementary Sheet S1 (removed this Agenda Week 43) LLM to clarify reason for misalignment and remedy.
CW Pumphouse - During the meeting LLM explained the reason for misalignement and the remedy proposed. A remedial solution
Piping/Flange document was handed over during the meeting. SHIPP/PMC requested that remedial procedure (shown during the LLM
Misalignment meeting) to be submitted officially. LLM will submit remedy/procedure. SH1PP/PMC to review. To close

D Schedule
Noted from L3 MPR 51 that coal delivery delayed 3 months (March to June 2020) - compared to MPR 50. CHS
commissioning delayed. LLM to clarify schedule changes.
LLM noted a number of concerns regarding CHS completion (local procurement, local construction contractor
financial difficulty) and so the change required for 1st coal delivery and CHS completion (from March to June
2020)
LLM further stated that erection completion of CHS should be brought back to March 2020
SH1PP/PMC were concerned that LLM in MPR 51 did not advise the schedule changes/risks and that it was
SH1PP/PMC review of schedule which realised the changes
LLM required to always advise SH1PP/PMC of such project risks and measures to mitigate.
LLM letter 1600 of Sept 17 gives coal delivery July 12 2020. This is a further month's delay over that given June
2020. LLM to respond to SH1PP/PMC letter 1059 of Sept 17 on subject. Clarify current position.
LLM clarified that the schedule will be updated based on site progress and advised that Unloader 1 will be
completed by begining of March 2020 (meeting requirement for testing of CHS prior to 1st coal fire). LLM will
reply the letter L-1059/17-September-2019
Coal Delivery LLM advised they have responded to letter 1059 by letter 1256 of Sept 24. SH1PP/PMC to review and respond.
SH1PP/PMC enquires into the specific delivery delay for the CSU/conveyor, the reasons for delay. LLM statement SH1PP/PMC

in letter 1256 stating only ....late material delivery.... is not acceptable
Contrary to 1256 implying CHS commissioning with coal from July 12 2020 (at 1st coal delivery), LLM to
recover all the current CHS delay (to achieve March 2020 CHS completion as given MPR 50). LLM indicated that
schedule recovery back to March 2020 may not be possible . LLM is searching for solution to expedite the
completion. LLM has presented their continuous efforts to identify solution to return to previous announced date
for coal receiving (March 2020) but considering the work sequence and fact that both unloaders need to be
completed before removal of the installation crane - no possbility for time reduction could be considered. July
2020 remains CHS commissioning completion date. See new item below. This item to close

LLM to advise solution for earlier Coal Unloader completion. To clarify (from LLM letter 1256)
- reason for further delay on CSU erection

LLM requested to advise schedule routes to shorter COD timescale. Advise actions to achieve U1 COD earlier than
current planned May 29 2021. LLM will evaluate and inform. SH1P/PMC has advised by letter 1224 of Oct 22

LLM responded by letter 1286 of Oct 25 - but without requested advice on routes to shorter COD. As such, LLM LLM

L4 schedule Week 42 gives WTP commissioning complete Nov 29. From original schedule (LLM L1235)
completion was Oct 22. A delay exceeding 1 month after only 1.5 months into start of commissioning phase. LLM
Weekly Progress Meeting Agenda states - there are commissioning problems and that further delays possible
LLM/DHI to clarify situation. Issues + risks to delay/actions to mitigate. LLM to address. LLM clarified that 3
issues are the cause of delays: 1-Delays on 22 kV backfeed CCC approval. 2-Motor solo run test procedure
approved late. 3- delays on concrete basin laying. Parties disagreed. Continues.
SH1PP/PMC refers to Supplementary Sheet S1 where LLM statement is not accepted. Commissioning is delayed
WTP Commission into 2020 from the L4 schedule issued Sept 15 (all planned complete 2019) LLM
SH1PP/PMC further notes from MPR 53 WTP commissioning (demin system test at Dec 16 2019) is delayed by 1
month over that stated MPR 52. The new date is not reflected in the cuurent L4 Week 44
LLM continuing notification delays a cause for concern. LLM to recover delays, demonstrate commissioning
management improvement

In the week queries raised as to the steps/approvals required from erection complete (ECC) to start of
commissioning. SH1PP/PMC wishes to clarify/discuss. Refer to Supplementary Sheet 1 (S1) for steps (S1 removed
from this agenda Week 41)
All parties to discuss/agree. Issue will be discussed with DHI in the upcoming meeting.
Parties held meeting Sept 30 to discuss. SH1PP/PMC has drafted official letter. Will be issued. SH1PP/PMC has
issued letter 1145 of Oct 4. LLM/DHI to respond.
From letter 1145, key issue is LLM precommissioning deliverables and SH1PP/PMC permission to start
commissioning. SH1PP/PMC requested reponse to letter 1145 (the letter providing advice on the key issue). The
issue was discussed and agreed to be further discussed in a dedicated meeting. Date to be proposed by the
SH1PP/PMC.
LLM responded to letter 1145 by letter 1285 of Oct 25 - but did not respond on the steps as requested
Meeting was held Oct 28 2019 - with outcome as follows:
Commissioning - follow the EPC contract terms regarding steps from precommissioning to commissioning
Steps - ECC to - LLM to apply to SH1PP/PMC for 'permission' to move from precommissioning to commissioning LLM
Commissioning - there is no specific project Acceptance Dossier for the precommissioning stage of work
- certificates to be prepared for each test
- for permisssion to start commissioning SH1PP/PMC to check cerificates, precommissioning tests, undertaken
against the list of approved procedures
- individual tests/certificates can be accepted by signature
- where certificates not individually signed then an overall acceptance signature ('permission') would be given after
confirmation, verification that certificates exist/tests have been undertaken in accordance with procedures. To

In addition SH1PP/PMC requests commissioning reporting as set out by letter 1073 of Sept 23. LLM to comment,
respond. LLM to advise CCC template LLM will address the issue.
Parties involved in meeting Sept 30 to discuss. LLM to respond to SH1PP/PMC letter 1073. LLM is preparing the
Weekly reply. SH1PP/PMC requests LLM/DHI meeting input/status on this issue. LLM to improve reporting submission.
Commissioning LLM has responded by L1271 of Oct 14. Under SHIPP/PMC review. LLM
Reporting SH1PP/PMC has responded by letter 1218 of Oct 21. LLM to respond SH1PP/PMC notes further that WCR Week
43 does not meet requirements as set out by SH1PP/PMC letters 1073/1218.
LLM to respond to L-1218. Continues. Status?

CCC Content
LLM to submit CCC monitoring control log. LLM to respond. LLM has informed that by 09-October 2019 subject
dedicated meeting between LLM/DHI and SH1PP take place and agreement was riched. MoM is under preparation
and will be signed by parties. CONTINUES
SH1PP/PMC noted that the list omitted the 11/0.415kV Aux Power System, and CCC packages other than M01.
LLM confirmed that the missing items will be clarified by LLM. Status of amended list?
For the remaining packages LLM will review/submit individual set of documents.
LLM advised updating is continuous.

LLM requested to submit list of ECC package documents
LLM noted that an MOM (between SH1PP/PMC and LLM), related to ECC lists has been signed by LLM and

review/respond. LLM stated that in order to provide a consistent list the MoM from October 9 shall be finalized
and signed. MoM signed.LLM is responding as per MoM. Parties noted that MOM had been signed. LLM advised

Commissioning 1257, SH1PP/PMC to respond. EVN/Vinaincon is responding to LLM letters 1257 and L 1070. SH1PP/PMC will
communicate EVN/Vinaincon responses. Continues. Status?

SH1PP/PMC advised that an FF Motor Solo Test had been conducted without RFI notification to SH1PP/PMC.
SH1PP/PM required RFO notification for all prokect packages. LLM clarified that the test referred to was a
FF Motor test contractor internal test. For the official test RFI will be submitted. To Close

For continuation of commissioning steps on the WTP, LLM requested SH1PP/PMC to accept the use of lining on
completed basins (overall basin lining work incomplete). SH1PP/PMC will address SH1PP/PMC civil department
and will advise outcome/decision on allowing commissioning progress at completed basins
With reference to acceptance of WTP basins (where lining installation completed) - Lilama can proceed to
WTP basins commissioning at LLM risk. After the testing results are available (and if pass), SH1PP/PMC will review/sign the SH1PP/PMC
record acceptance. To close

8 WTM Sept 19 - SH1PP/PMC noted commissioning delays. LLM clarified that the start of commissioning
cannot follow the original plan due to late 22kV energization (15 August 2019).
SH1PP/PMC Comment
L4 was determined based on backfeed August 2019. Backfeed was achieved at the planned date. LLM
maintained the schedule up to mid September. At this date, commissioning daets start to slip. The L4
schedule reflects actual backfeed date
Backfeed CCC approval date has no impact on schedule as SH1PP/PMC has accepted the 22kV backfeed
and accepted that commissioning should proceed based on:
- individual elements of the backfeed had been SAT tested
- a backfeed ops procedure was established/accepted
- the backfeed items/arrangement were considered safe

LLM comment stating that delay from SH1PP/PMC late approval of document is not consistent with
history above. SH1PP/PMC advises:

- LLM has long period between document submissions (7 months between revision B to C,
20 days between revision C to B)
- LLM informs SH1PP/PMC late regarding urgency of document review at end Sept 2019

Understood this is delays to tank lining. LLM/subcontractor issue
