1.1. GENERAL
This chapter is prepared for a 1200 MW (nominal) coal fired thermal power plant project
(Project) to be developed, constructed, commissioned and operated by the Owner in a Site
at Phu Huu A commune, Chau Thanh district, Hau Giang Province, approximately 12 Km
from Can Tho City, or 180 Km from Ho Chi Minh, Vietnam.
The Plant, as called for in this chapter, shall consist of two 600 MW nominal, gross
capacity Units, firing imported coals. The design steam conditions of the Units shall be at
super-critical levels. The Owner requires that the Project be completed within a
programme in no more than 48 months for Unit 1 and 52 months for Unit 2 from the
Commencement Date of the EPC Contract. The Bidder may propose his optimum
programme based on this minimum requirement.
The Plant shall be designed to fire bituminous and sub-bituminous coals, to be delivered
to the Site by sea going vessels. The flue gas leaving the Units shall be cleaned to comply
with the specified environmental requirements, which shall consist of adopting NOx
reduction technologies in the boilers, removal of particulates in the flue gas by
electrostatic precipitators, plus further removal of sulphur dioxide (SO2) by a lime stone
FGD system. An option to further reduce the NOx emission by means of selective
catalytic reduction shall be provided. Design of the steam generator and it auxiliaries shall
be able for future installation of the SCR. Following the above treatment, the flue gas
from the two Units shall be discharged into the atmosphere via a 200 m chimney, having
a common concrete outer windshield with internal individual steel flues for the flue gas,
one for each Unit.
Fresh water supply to the station during operation stage shall be achieved by taking from
the Hau River source.
To facilitate the execution of the work, the Owner shall provide the construction power
connection at a defined point at the Site boundary. The cost of construction power shall
be borne by the Bidder.
Ash comprising fly ash and bottom ash, as generated from the Units shall be removed by
wet removal system to an ash pond for disposal or by dry removal system to offsite for
sales.
The Plant shall deliver electric power to the grid at a voltage level of 500kV.
laydown, fabrication yards, stores, housing etc shall be arranged separately offsite
by the Bidder at his owned costs.
1.4.1.13.Services to Owner’s off site facilities
The Bidder shall provide power supplies including all the supply switchgears etc for
the Owner’s usage outside the Site boundary at the defined terminal points by
Owner during the contract execution period.
1.4.2. Technical corridors
The Bidder shall arrange the Plant in accordance with the defined technical corridors
below:

26) Passenger and goods lifts for central control building (1000kg passenger lift)
and administration building (1000kg passenger lift); power house (3000kg
passenger cum goods lift); FGD (3000kg passenger cum goods lift) for each
Unit and chimney (rack and pinion type, 400kg passenger lift).
27) Landscaping works ;
28) Workshops and equipment required for essential maintenance of electrical,
mechanical and instrumentation systems, also for building maintenance;
29) Fully furnished laboratory with sufficient facilities to carry out & analyze at
least all the regular tests related with O&M of the power station;
30) Station garage including gasoline storage facilities and covered compound for
coal vehicle maintenance;
31) Permanent stores, warehouse facilities and other storage buildings with internal
storage facilities and cranes;
32) Various services (lighting, HVAC, water etc) for each building; and
33) Other structures and ancillary buildings, which shall include, but not be limited
to: control buildings for coal and ash plants and ESP’s, control buildings for
FGD, fuel oil and water tanks, water treatment plant building, hydrogen
generation plant building, fire pump-house, diesel generator building,
compressed air building, dangerous goods store, control building for station
switchgear yard etc
1.5.2. Boilers and Auxiliaries
Each pulverized coal boiler shall include all necessary relating pressure parts, coal
mills & feeders, ESP’s, fans, air pre-heaters, burners, sootblowers, ductwork, dampers,
complete with start up fuel supply system (including boiler startup separator flash tank,
water tank, delivery pump, recirculation pumps, if necessary etc), fire detection,
cooling system, anti-plugging system for coal bunkers and all other associated
ancillary systems. All outdoor Equipment, corrosion protection, painting, walkways
and ladders, electrical and C&I equipment shall be designed for a coastal Site and
outdoor conditions. Outdoor Equipment such as pumps etc shall be protected by
suitable enclosures or rain canopies with provisions to facilitate maintenance.
1) The design of the boiler shall be in full compliance to an acceptable
international boiler code of ASME or BS. The boiler shall be stamped with the
ASME Code Symbol "S" Stamp. The semi outdoor boiler design shall include
all the necessary canopies at top and cladding protection at the sides to cover
the burner levels. Tube to header joints shall be achieved by full penetration
welds. All boiler materials shall meet the requirements of the relevant boiler
codes of BS or ASME and shall be in strict compliance with the local
Vietnamese codes and standards;
2) Low NOx burners shall be provided to meet emission requirements; with over-
fire nozzles;
3) Mills for Performance Coal, at BMCR rating, with dynamic classifier, mill
inerting system and pyrite removal system. Mill type with capacity in the
proven range shall be selected suitable for the coal used for this Project;
4) Gravimetric coal feeders + 1 standby feeder for Performance Coal at BMCR
shall be provided, equipped with electronic weighing, flow and totalizer
system;
5) Fuel oil start up system; facilities for the import, transfer, storage, handling and
supply systems for fuel oil system shall be provided ;
6) 2 sets of FD fans, ID fans, and PA fans;
7) Unitized cooling water systems for boiler auxiliary systems;
8) SCR for NOx reduction (Option)
9) ESP;
10) Regenerative tri-sector air heater and pre-heater;
11) Sootblowers;
12) Flame scanner systems with duty / standby fans;
13) Nitrogen preservation system;
14) An appropriate system based on mini-oil ignition to minimize oil consumption
during commissioning and start up;
15) Boiler tube leak detection system;
16) Online carbon-in-fly ash analyzers for each stream of flue gas before passing
through ESPs; and
17) Mini-oil ignition system or plasma ignition system.
1.5.3. Turbine and Auxiliaries
1) Steam turbine complete with condensers, steam turbine bypass system of
HP/LP bypass at 60% BMCR plus spray flow, air extractions Equipment,
circulating cooling water systems, and all other associated ancillary plant and
equipment;
2) Feed water pumping and pre-heating system, including deaeration Equipment,
and chemical dosing Equipment, to transfer and condition condensate from the
steam turbine condenser hot well to provide boiler feed water suitable for the
boiler;
3) Auxiliary steam system, complete with auxiliary steam boiler and pipe work;
4) Unitized cooling water systems for turbine auxiliary systems;
5) Electronic governor control with interfaces to DCS and grid controls;
6) Two 50% Turbine Driven Boiler Feed Pumps and one 50% Motor Driven Start
Up Pump;
7) Condenser with its associated inlet and outlet pipework and valvings;
8) Online condenser ball cleaning system;
9) Turbine hall cranes;
10) Duty and standby condensate extraction pumps;
11) Unitized condensate polishing plant;
12) Condenser vacuum (liquid ring) pumps;
13) Control fluid system;
14) Gland sealing system with duty / standby exhaust fans;
15) LP exhaust cooling system;
16) Turbine steam pipe drain system;
17) Turbine control and supervisory system;
18) Turbine protection and supervision system;
19) Lubricating and control oil system; and

central control room (CCR) and engineer room;
5) Remote measurements and controls for electrical switchgears and auxiliaries;
6) Complete interfaces with plant programmable logic controllers (PLC), turbine
electronic governor, SCADA, RTU, National Load Dispatching Center,
National Load Dispatching Center, etc.;
7) Instrumentation system including all plant instruments, sensors, and actuators;
8) CCTV system;
9) Master clock system;
10) Telecommunication systems including fixed line telephone, radio, LAN cabling
for computers,
11) Turbine generator shaft vibration monitoring system;
12) Performance monitoring system
13) Machinery management system
14) Continuous emission monitoring system (CEMS);
15) Control cubicle and cable wiring;
16) Power supply system for control and monitoring system;
17) Air supply system for instrument and maintenance;
18) Control instrumentation laboratory and testing equipment;
19) Etc.
1.5.7. Balance of Plant Systems
1.5.7.1. Coal Handling Systems
Materials handling systems for coal with environmental control systems, including:
1) All Equipment and Facilities on deck of jetty;
2) Continuous ship unloaders (Bucket chain or Screw type);
3) Bucket Wheel Combined Stackercum Reclaimers;
4) Conveyor system;
5) Mobile plant;
6) Coal Storage;
7) Wind barriers;
8) Equipment for reclaim and stockpile management, complete with
environmental control measures. The system shall be capable of
simultaneously off loading and feeding the boiler bunkers;
9) Totally enclosed conveyor system with walkways, fire detection and fire
protection equipment inside the enclosure and transparent side panels;
10) Coal processing (screens, crusher and magnetic separators, etc);
11) Coal bunker for boiler;
12) Coal sampling and weighing system; and
13) Associated facilities of coal handling system.
1.5.7.2. Ash Handling Systems
Complete Ash Handling Plant including Bottom Ash mechanical Conveying and
pneumatic pressure conveying; Fly ash conveying system, 2 Bottom Ash silo and 2
Fly Ash silos, Fly ash and bottom ash barge loading arrangement, Lean slurry

system below remote silos and water recovery from ash pond area for recycling to
plant area, and equipment and systems as detailed in Chapter 8. For detailed scope,
refer to Chapter 8.
1.5.7.3. Lime stone Handling Plant
Complete Lime stone Handling Plant consisting of grab type ship unloaders, belt
conveyors, Lime stone storage building, motorised trippers, steep angle conveyors,
limestone storage silos, conveying from limestone silo to FGD Plant, dust
extraction and suppression systems, along with all equipment and all auxiliaries, as
detailed in FGD Chapter.
1.5.7.4. Gypsum Transportation Systems
Gypsum (FGD by product) after being dried in FGD plant shall be conveyed by
conveyors to the Gypsum storage facility/Gypsum dewatering house (stotage
capacity for about twelve (12) operation days). From the storage, Gypsum shall be
conveyed to the loading port. Here, the port is equipped with ship loaders for the
barges.
The gypsum transportation, storage and loading systems comprise of following
main items :
1) 2x100% gypsum conveyors from the drying system to the storage.
2) Gypsum storage and reclaimer
3) 2x100% gypsum conveyors from the storage to loading equipment at the
port
4) 01gypsum loading equipment. Loading equipment shall be used commonly
for the whole power plants in the Power Complex.
1.5.7.5. Flue Gas Desulphurization (FGD) systems
Complete Flue Gas Desulphurization (FGD) Plant for the two boilers, along with all
equipment and all auxiliaries including Gypsum drying cum dewatering system as
detailed in FGD Chapter.
1.5.7.6. Cooling Water System
Complete cooling water system consisting of, but not limited to, the following
major equipment:
1) 4 nos. (2x50% for each unit) Condenser Circulating Water (CW) pumps,
drives and accessories.
2) Traveling Water screens with screen wash pumps, bar screens, stop logs and
accessories for each pump bay.
3) On-load condenser tube cleaning system (for each unit).
4) Debris Filters for CW lines inlet to Condenser.
5) Auxiliary Cooling Water (ACW) Booster pumps, drives and accessories
(2x100% for each unit).
6) Closed circuit DM cooling water pumps, drives and accessories (2x100%
for each unit).
7) Heat exchangers for closed circuit DM cooling water systems (2x100% for
each unit).
8) CCCW Expansion Tank (one for each unit)
9) DM Water pumps, and Condensate Transfer Pumps and condensate storage
tank.
10) Sodium Hydroxide dosing system for closed cycle cooling water.
11) The protection, control and monitoring of the CW system including the CW
pumps, butterfly valves, any other equipment in the system shall be
implemented through DCS. The central control room operator shall be able
to start and stop the CW pumps and its auxiliaries sequentially and shall also
be able to operate and control them individually from the operator stations
from central control room.

1.5.7.7. Service Water System
Service water system and its distribution system shall be provided.
1.5.7.8. Potable Water System
The potable water system shall be provided to supply treated potable water for the
operating personnel. A common potable water system shall be provided for all two
Units. The potable water system shall receive service water from the service water
tanks, it shall be conditioned, filtered and chlorinated to fulfill the local potable
water quality standards.
1.5.7.9. Demineralized Water Treatment Plant
Demineralized water treatment plant and condensate storage facilities shall be
provided to produce boiler quality feed water for boiler make-up, with adequate
storage capacity (at least 1 day demineralized water consumption at BMCR) to
prevent disruption of either the demineralized water treatment plant or the water
supply system.
1.5.7.10.Waste Water Treatment Plant
1) Effluent from the station water treatment plant;
2) Coal contaminated water;
3) Oil handling area runoff water;
4) Waste water from air heater washing & acid cleaning of boiler;
5) Clarifier sludge;
6) Sewage water from Facility, canteen etc.
1.5.7.11.Compressed Air System
Air compression and conditioning plant to supply instrument quality air to the
boiler and steam turbine plant and other auxiliary plant shall be provided. In
addition, a separate system of generating general service compressed air supply
shall also be provided. The air compressor systems shall be piped in a ring-main
arrangement with sectional valves at suitable intervals.
1.5.7.12.Other BOP Systems
1) Air conditioning and ventilating system; centralized AC systems shall be
provided for administration building and central control building.
2) Station inert gas systems, (N2, CO2, etc.);
3) Station vacuum cleaning systems for coal / particulate removal from
junction houses, coal bunkers;
4) Fire protection systems, including fire detection panel in the central control
room, together with fire water pumps and main, and fire engine;
5) All necessary lifting and handling equipment for plant operation and
maintenance.
