1.1. GENERAL
This chapter is prepared for a 1200 MW (nominal) coal fired thermal power plant project
(Project) to be developed, constructed, commissioned and operated by the Owner in a Site
at Phu Huu A commune, Chau Thanh district, Hau Giang Province, approximately 12 Km
from Can Tho City, or 180 Km from Ho Chi Minh, Vietnam.
The Plant, as called for in this chapter, shall consist of two 600 MW nominal, gross
capacity Units, firing imported coals. The design steam conditions of the Units shall be at
super-critical levels. The Owner requires that the Project be completed within a
programme in no more than 48 months for Unit 1 and 52 months for Unit 2 from the
Commencement Date of the EPC Contract. The Bidder may propose his optimum
programme based on this minimum requirement.
The Plant shall be designed to fire bituminous and sub-bituminous coals, to be delivered
to the Site by sea going vessels. The flue gas leaving the Units shall be cleaned to comply
with the specified environmental requirements, which shall consist of adopting NOx
reduction technologies in the boilers, removal of particulates in the flue gas by
electrostatic precipitators, plus further removal of sulphur dioxide (SO2) by a lime stone
FGD system. An option to further reduce the NOx emission by means of selective
catalytic reduction shall be provided. Design of the steam generator and it auxiliaries shall
be able for future installation of the SCR. Following the above treatment, the flue gas
from the two Units shall be discharged into the atmosphere via a 200 m chimney, having
a common concrete outer windshield with internal individual steel flues for the flue gas,
one for each Unit.
Fresh water supply to the station during operation stage shall be achieved by taking from
the Hau River source.
To facilitate the execution of the work, the Owner shall provide the construction power
connection at a defined point at the Site boundary. The cost of construction power shall
be borne by the Bidder.
Ash comprising fly ash and bottom ash, as generated from the Units shall be removed by
wet removal system to an ash pond for disposal or by dry removal system to offsite for
sales.
The Plant shall deliver electric power to the grid at a voltage level of 500kV.

1.2. SITE CONDITIONS


The Facility shall be designed to operate safely and reliably, and be able to deliver the full
electrical output for each Unit at TMCR conditions. The operating points required for the
Plant design based on the anticipated ranges of Site conditions are given as follows:
 Ambient temperature range: 17 – 36.7oC
 Maximum Wind Velocity (p=1%): 38.2 m/s
 Seismic Intensity: 6 (MKS – 64)
 Air Pressure range: 1000-1019mb
 Maximum Relative Humidity: 100%
 annual precipitation: 1,615mm
 Hau river water temperatures: Maximum temperature observed is 33.1oC,
minimum temperature is 22.7oC

 Minimum water level (p=99%): - 1.72m
The Bidder shall verify the information given above on defined Site conditions, including
making all the additional arrangement and measurements (such as information search,
surveys and monitoring) as deemed necessary, at his own costs and under his sole
responsibilities, to determine the required design of the Plant so as to ensure that the
proposed design of the Facility is compatible with all the anticipated conditions to be
encountered at Site.

1.3. OWNER SUPPLIED SERVICES


To facilitate the construction of the Project, the Owner will provide a number of utilities
and services to facilitate the construction, commissioning and testing of the Plant. The
major ones are:
 Construction power connection
 Access roads
 Fuel, limestone & back energisation power
a) Construction Power
One 22kV transmission line will be provided by the Owner to the Site boundary
for the construction power supplies. The Bidder shall be responsible for providing
the appropriate step down transformers, switchgears, cables, etc. for the receipt
and distribute the power from the defined supply point. The price of construction
power shall be listed into four (4) separated items (included with: (i) step down
transformers, (ii) switchgears, (iii) cables, (iv) etc.) and shall also be negotiated
during the negotiation stage.
b) Access Roads
Access roads leading to the Site will be provided by the Owner. All access roads
within the power station Site shall be in the EPC scope.
c) Fuel, limestone & back energisation power
The Bidder shall estimate the amounts of fuel, limestone & back energisation
power required for testing and commissioning of the Plant and provide with his
Bid in the Schedule of Owner Supplied Materials and Utilities.
The Owner will provide fuel, limestone & back energisation power to the defined
delivery points within the agreed amounts and the time duration.
The Bidder shall be responsible for bearing the costs of any quantities exceeding
the agreed amounts and/or exceeding the agreed time duration (refer to the Part III
for details of conditions).
The Bidder shall be also responsible for unloading, receiving, handling and
distribution of fuel, limestone & back energisation power (from the defined
delivery points) to the Plant.

1.4. TERMINAL POINTS


The terminal points for the various plant interfaces are as defined below. The Bidder shall
fill in the information as requested in Annex B, Interfacing Requirements in responding to
this enquiry.

1.4.1. General principles


1.4.1.1. Coal Jetty & Facilities
The Bidder shall provide all marine and civil works and necessary equipment on
deck of coal unloading jetty to serve the defined purposes. The coal unloading jetty
shall be equipped with all the necessary amenities, offices, workshops, fire
protection, service supplies - water and compressed air etc to meet the local
authority’s requirements for using the jetty.
1.4.1.2. Multi-purpose Jetty
The Jetty shall be designed for multi-purpose usages to allow industrial distillate oil
unloading, lime stone unloading, heavy Equipment unloading, gypsum and fly ash
disposal by barge. The Bidder shall supply all Marine and Civil works of the jetty
and Equipment on decks to serve the defined purposes and Jetty with Equipment
shall be used commonly for the whole power plants in the Power Complex The
multi-purpose jetty shall be equipped with all the necessary amenities, offices,
workshops, fire protection, service supplies - water and compressed air etc to meet
the local authority’s requirements for using the jetty.
1.4.1.3. Ash Disposal
Fly ash and bottom ash shall be designed for re-sales of the materials. All ash silos
shall be equipped with ash unloading facilities suitable for dry removal and
transportation to the ash loading berth (when selling) and by hydraulic (when
discharge to the ash pond). All ash silos shall also be able for removal by trucks as
standby case.
1.4.1.4. Effluents and Rain Water Discharges
The Bidder shall collect and treat all effluents to minimize water discharge from the
Plant. To achieve this, the Bidder shall propose measures to treat and maximize the
reuse and recycle of all plant effluents. In case of any unavoidable discharge, the
Plant effluents shall be treated to meet the local limits before routing to the
discharge points to be agreed with the Owner. Provisions shall be allowed to
facilitate the testing and checking of the qualities of the effluents by the authorities.
Storm water shall be collected into a rain water pond with overflows before
discharging into the cooling water culverts.
During construction and commissioning periods, the Bidder shall be responsible for
the handling, treatment and disposal of all liquid effluents and solid contaminants
generated.
1.4.1.5. Construction Power Connection
The Bidder shall pick up from the defined terminal point at 22 kV supply and
provide the necessary transformer, switchgears etc to receive and distribute the
power for his construction use. In addition, the Bidder shall pay for the cost of
electrical power for the construction usage.
1.4.1.6. Construction Water Connection
The Bidder shall provide connection to Potable water (for construction activities)
supply which will be made available at the defined terminal point, and pay for the
cost of water supply during construction. Service water for construction activities
shall be taken from the Hau River by the Bidder.

1.4.1.7. 500kV Connection


The Bidder shall provide two (2) outgoing feeders for connection to 500kV
switchyard. The terminal point of the scope of Bidder is at the gantries of 500kV
switchyard.
The Bidder shall provide the necessary Equipment for back energisation via the
500kV system for commissioning and starting purpose.
1.4.1.8. Telecommunication, Telemetry and Protection
The provision of telephones lines for external use will be arranged by the Owner.
The Bidder shall provide suitable telephone exchange facility to receive the lines at
the defined terminal points located at the Site boundary.
The Bidder shall apply for the use of the external lines, provide suitable telephone
exchange system within the Site area, and pay the telephone charges for his own use
during the construction period.
The Bidder shall provide all line relay, communication system and RTUs, etc. to
interface with 500kV switchyard, the National Load Dispatching Center and
Regional Load Dispatching Center, as required by the Owner and EVN. The
requirements of such relays, RTUs & communication equipments, etc shall match
with the Equipment to be adopted by Owner and EVN during the contract execution
period.
The Bidder shall provide a station Central Control Room (CCR) to allow that the
operators to supervise the operation of the Units and common perform switching
process and arrange operation for load dispatch. Also, the design of the station
Distributed Control System (DCS) shall meet the requirements of the national grid
code regarding any interfaces with the related equipment.
The Bidder shall provide tariff metering systems as required by this project and
shall also comply with the Vietnamese and International codes, regulations and
standards of Vietnam.
1.4.1.9. Access Roads and Entrances
The Bidder shall provide the roads within the Site boundary to the defined terminal
points 1m away from the Site entrances.
The number of road entrances shall allow for the proper access of vehicles, heavy
plant delivery and waste disposals etc. In addition, the number of entrances etc
should also comply with the local fire-fighting requirements for safety access and
evacuation. At least two entrances shall be allowed to meet such requirements.
1.4.1.10.Site Fencing
The Bidder shall provide both the temporary /permanent fencing during
construction and operation. The permanent fencing wall shall be made of concrete.
At each of the entrance gate, suitable security guard houses shall be provided to
ensure security controls.
1.4.1.11.Landscaping
The Bidder shall provide all required landscaping work within the station to meet
local environmental requirements.
1.4.1.12.Laydown Area
Approximately 12.5 ha of land to the west of the Project Site is identified and to be
made available by the Owner as the laydown area for the project. The Bidder shall
prepare the areas for usage during the construction period. Insufficient areas for

laydown, fabrication yards, stores, housing etc shall be arranged separately offsite
by the Bidder at his owned costs.
1.4.1.13.Services to Owner’s off site facilities
The Bidder shall provide power supplies including all the supply switchgears etc for
the Owner’s usage outside the Site boundary at the defined terminal points by
Owner during the contract execution period.
1.4.2. Technical corridors

1.5. SCOPE OF WORK


The Bidder shall provide a complete and fully operational Facility complying with all the
applicable safety and environmental rules and regulations related with operation of Plant.
All Equipment and services not expressly specified in the Contract, but necessary for the
complete and proper installation and required operations of the Facility, shall be deemed
to be included.
The Bidder shall perform all Works, including supply of all Equipment associated with
the design, fabrication, installation, construction, training, startup, factory testing, site
testing, documentation, performance determination and quality assurance of the Facility.
The Bidder shall design the Plant in accordance with the acceptable international
standards and codes. In addition, all design shall meet the defined local Vietnamese
standards, codes and regulations. In case of a difference in requirements, the mandatory
local codes and standards shall be followed. When required, the Bidder shall submit the
relevant design calculations and reference to the relevant codes and standards to the
Owner for review to demonstrate that he has met the required codes and standards.
All construction at the Site shall be carried out as per the defined Vietnamese standards
and this OTR, whichever is more stringent.
The general scope of work shall include, but not be limited, to the following:
1.5.1. Civil and Structures
The leveling of the Site is to be provided by third party to EL +3.2m in the Plant Area
and switchgear area; EL +2.75m in the coal storage area and EL +2.55m in the
construction area (Hon Dau level system). Design, construction and testing of all
necessary buildings, foundations, superstructure and infrastructure required for the
complete operating Plant shall include, but not be limited, to the following:
1) Detailed geological investigation;
2) Preparation works including soil improvement works, hard standings, storage
facilities, and temporary/permanent materials/Plant unloading facilities;

3) Application and cost of construction water;


4) Site formation, piling and foundation treatment;
5) Access entrance gates, with main gate house designed with facilities for safety
briefing room for 50 persons and a waiting room;
6) Provision of weight bridges for ash transportation and records;
7) Boiler house structures and foundations (with one lift per boiler);
8) Powerhouse (including deaerator and coal bunker bays…), weatherproofed and
ventilated, suitable for location of the turbine generator and auxiliary
equipment with suitable areas for plant lay down during periods of major plant
maintenance.
9) Foundation and buildings for electrical equipment including gantry, cabling
and security fencing;
10) Fire station building equipped with firemen shifting room, provision of one fire
engine with water and foam facilities, parking and other facilities for the fire
engine and other mobile fire fighting equipment;
11) Coal handling system structures and foundations, junction houses, coal
handling facilities (transfer tower, belt conveyer, pipe/cable rack foundations
and trenches…), dry coal shed, covered coal storage buildings, coal effluent
settling pond, crusher house, coal sample preparation room;
12) Marine and civil works of coal unloading jetty (10,000DWT);
13) Marine and civil works of multi-purpose jetty;
14) Foundations & structures for fuel oil tanks and bund walls, oil pump house
including covered shed for pumping equipment, oil pile.
15) Transformer compound partitioning with three-sided blast walls (for main
transformer only), soak pits & associated galvanized fencing/gates;
16) Supports of pipe work, instrumentation and electrical cabling and foundation;
17) Reinforced concrete chimney structure and foundation;
18) Construction of all necessary roads and hard standing inside the defined station
boundaries;
19) Removal of temporary works after construction is completed and reinstatement
of the Site as directed by the Owner;
20) Structure and foundation for cooling water systems, pumphouse, culverts and
pipelines, dewatering systems with draining, pipework, and culverts for
maintenance and venting facilities;
21) Marine works of CW intake and discharge pipelines & pipe connection to the
discharge and diffusers;
22) Central control room including offices areas and meeting rooms (fully
equipped with central air conditioning facilities and furniture etc);
23) Administration building with associated services (including furniture etc);
24) Medical clinic (including portable medical facilities and one fully equipped
ambulance). Round-the-clock nurse-attended medical clinic shall also be
provided during construction stage;
25) Canteen with cooking utensils and catering facilities meet the requirements of
the plants O&M work force;

28) Workshops and equipment required for essential maintenance of electrical,
mechanical and instrumentation systems, also for building maintenance;
29) Fully furnished laboratory with sufficient facilities to carry out & analyze at
least all the regular tests related with O&M of the power station;
30) Station garage including gasoline storage facilities and covered compound for
coal vehicle maintenance;
31) Permanent stores, warehouse facilities and other storage buildings with internal
storage facilities and cranes;
32) Various services (lighting, HVAC, water etc) for each building; and
33) Other structures and ancillary buildings, which shall include, but not be limited
to: control buildings for coal and ash plants and ESP’s, control buildings for
FGD, fuel oil and water tanks, water treatment plant building, hydrogen
generation plant building, fire pump-house, diesel generator building,
compressed air building, dangerous goods store, control building for station
switchgear yard etc
1.5.2. Boilers and Auxiliaries
Each pulverized coal boiler shall include all necessary relating pressure parts, coal
mills & feeders, ESP’s, fans, air pre-heaters, burners, sootblowers, ductwork, dampers,
complete with start up fuel supply system (including boiler startup separator flash tank,
water tank, delivery pump, recirculation pumps, if necessary etc), fire detection,
cooling system, anti-plugging system for coal bunkers and all other associated
ancillary systems. All outdoor Equipment, corrosion protection, painting, walkways
and ladders, electrical and C&I equipment shall be designed for a coastal Site and
outdoor conditions. Outdoor Equipment such as pumps etc shall be protected by
suitable enclosures or rain canopies with provisions to facilitate maintenance.
1) The design of the boiler shall be in full compliance to an acceptable
international boiler code of ASME or BS. The boiler shall be stamped with the
ASME Code Symbol "S" Stamp. The semi outdoor boiler design shall include
all the necessary canopies at top and cladding protection at the sides to cover
the burner levels. Tube to header joints shall be achieved by full penetration
welds. All boiler materials shall meet the requirements of the relevant boiler
codes of BS or ASME and shall be in strict compliance with the local
Vietnamese codes and standards;
2) Low NOx burners shall be provided to meet emission requirements; with over-
fire nozzles;
3) Mills for Performance Coal, at BMCR rating, with dynamic classifier, mill
inerting system and pyrite removal system. Mill type with capacity in the
proven range shall be selected suitable for the coal used for this Project;
4) Gravimetric coal feeders + 1 standby feeder for Performance Coal at BMCR
shall be provided, equipped with electronic weighing, flow and totalizer
system;

1.5.3. Turbine and Auxiliaries
1) Steam turbine complete with condensers, steam turbine bypass system of
HP/LP bypass at 60% BMCR plus spray flow, air extractions Equipment,
circulating cooling water systems, and all other associated ancillary plant and
equipment;
2) Feed water pumping and pre-heating system, including deaeration Equipment,
and chemical dosing Equipment, to transfer and condition condensate from the
steam turbine condenser hot well to provide boiler feed water suitable for the
boiler;
3) Auxiliary steam system, complete with auxiliary steam boiler and pipe work;

1.5.7.1. Coal Handling Systems
Materials handling systems for coal with environmental control systems, including:
1) All Equipment and Facilities on deck of jetty;
2) Continuous ship unloaders (Bucket chain or Screw type);
3) Bucket Wheel Combined Stackercum Reclaimers;
4) Conveyor system;
5) Mobile plant;
6) Coal Storage;
7) Wind barriers;
8) Equipment for reclaim and stockpile management, complete with
environmental control measures. The system shall be capable of
simultaneously off loading and feeding the boiler bunkers;
9) Totally enclosed conveyor system with walkways, fire detection and fire
protection equipment inside the enclosure and transparent side panels;

1.5.7.2. Ash Handling Systems

Fly Ash silos, Fly ash and bottom ash barge loading arrangement, Lean slurry

system below remote silos and water recovery from ash pond area for recycling to
plant area, and equipment and systems as detailed in Chapter 8. For detailed scope,
refer to Chapter 8.
1.5.7.3. Lime stone Handling Plant
Complete Lime stone Handling Plant consisting of grab type ship unloaders, belt
conveyors, Lime stone storage building, motorised trippers, steep angle conveyors,
limestone storage silos, conveying from limestone silo to FGD Plant, dust
extraction and suppression systems, along with all equipment and all auxiliaries, as
detailed in FGD Chapter.
1.5.7.4. Gypsum Transportation Systems
Gypsum (FGD by product) after being dried in FGD plant shall be conveyed by
conveyors to the Gypsum storage facility/Gypsum dewatering house (stotage
capacity for about twelve (12) operation days). From the storage, Gypsum shall be
conveyed to the loading port. Here, the port is equipped with ship loaders for the
barges.
The gypsum transportation, storage and loading systems comprise of following
main items :
1) 2x100% gypsum conveyors from the drying system to the storage.
2) Gypsum storage and reclaimer
3) 2x100% gypsum conveyors from the storage to loading equipment at the
port
4) 01gypsum loading equipment. Loading equipment shall be used commonly
for the whole power plants in the Power Complex.
1.5.7.5. Flue Gas Desulphurization (FGD) systems
Complete Flue Gas Desulphurization (FGD) Plant for the two boilers, along with all
equipment and all auxiliaries including Gypsum drying cum dewatering system as
detailed in FGD Chapter.
1.5.7.6. Cooling Water System
Complete cooling water system consisting of, but not limited to, the following
major equipment:
1) 4 nos. (2x50% for each unit) Condenser Circulating Water (CW) pumps,
drives and accessories.
2) Traveling Water screens with screen wash pumps, bar screens, stop logs and
accessories for each pump bay.
3) On-load condenser tube cleaning system (for each unit).
4) Debris Filters for CW lines inlet to Condenser.
5) Auxiliary Cooling Water (ACW) Booster pumps, drives and accessories
(2x100% for each unit).
6) Closed circuit DM cooling water pumps, drives and accessories (2x100%
for each unit).
7) Heat exchangers for closed circuit DM cooling water systems (2x100% for
each unit).
8) CCCW Expansion Tank (one for each unit)
9) DM Water pumps, and Condensate Transfer Pumps and condensate storage
tank.

10) Sodium Hydroxide dosing system for closed cycle cooling water.
11) The protection, control and monitoring of the CW system including the CW
pumps, butterfly valves, any other equipment in the system shall be
implemented through DCS. The central control room operator shall be able
to start and stop the CW pumps and its auxiliaries sequentially and shall also
be able to operate and control them individually from the operator stations
from central control room.
For detailed scope, refer to Chapter 4.
1.5.7.7. Service Water System
Service water system and its distribution system shall be provided.
1.5.7.8. Potable Water System
The potable water system shall be provided to supply treated potable water for the
operating personnel. A common potable water system shall be provided for all two
Units. The potable water system shall receive service water from the service water
tanks, it shall be conditioned, filtered and chlorinated to fulfill the local potable
water quality standards.
1.5.7.9. Demineralized Water Treatment Plant
Demineralized water treatment plant and condensate storage facilities shall be
provided to produce boiler quality feed water for boiler make-up, with adequate
storage capacity (at least 1 day demineralized water consumption at BMCR) to
prevent disruption of either the demineralized water treatment plant or the water
supply system.
1.5.7.10.Waste Water Treatment Plant
1) Effluent from the station water treatment plant;
2) Coal contaminated water;
3) Oil handling area runoff water;
4) Waste water from air heater washing & acid cleaning of boiler;
5) Clarifier sludge;
6) Sewage water from Facility, canteen etc.
1.5.7.11.Compressed Air System
Air compression and conditioning plant to supply instrument quality air to the
boiler and steam turbine plant and other auxiliary plant shall be provided. In
addition, a separate system of generating general service compressed air supply
shall also be provided. The air compressor systems shall be piped in a ring-main
arrangement with sectional valves at suitable intervals.
1.5.7.12.Other BOP Systems
1) Air conditioning and ventilating system; centralized AC systems shall be
provided for administration building and central control building.
2) Station inert gas systems, (N2, CO2, etc.);
3) Station vacuum cleaning systems for coal / particulate removal from
junction houses, coal bunkers;
4) Fire protection systems, including fire detection panel in the central control
room, together with fire water pumps and main, and fire engine;
5) All necessary lifting and handling equipment for plant operation and
maintenance.

7) Pipework, valves and fittings for all systems;
8) Chemical laboratory with furniture, utilities (power, lighting, phone, LAN,
central type air-conditioning), Equipment and instrument;
9) Clinic including emergency equipments and ambulance;
10) Workshop and garage with necessary tools;
11) Hydrogen generation plant ; and
12) All mechanical works specified above shall be furnished complete with
piping, valves, fittings, support and hangers, insulation and lagging where
ever necessary for a complete and functional unit.
1.5.7.13.Miscellaneous
1) Operation and maintenance training for Owner's personnel at manufacturer's
work and Site;
2) Supply of spare parts (including commissioning, operating and routine
spares for first two years of operation with scope and quantities as defined in
the O&M chapter) ;
3) Maintenance tools and test equipment;
4) Supply of all consumables required during erection and testing , including
initial and final clean charges of all lubricating oils and greases, fuses,
indicating lamps, filters, lubricants, gases, and chemicals etc. till to Plant
taking over;
5) An inspection and testing plan shall be submitted for Owner’s review;
Manufacture and shop test report shall be submitted for Owner’s review;
6) Submission of test reports of tests during construction;
7) Design, operating, maintenance and systems manuals for all systems and
equipment supplied;
8) Reports, documents, as built drawings on completion for record purposes,
etc;
9) Storm water drainage system;
10) Clean drains collection, tanks and pumps; and
11) Oil/water separation systems.
