The purpose of this document is to describe the activation limitation of the emergency unlock on
a Ericsson LTE1 site

The emergency unlock action will only work if a preexistent LTE cell is already created.

Please note that the emergency unlock requires at least one active LTE cell on site

One of the actions in the auto integration process is to validate the existence of a valid license (LKF3), if
none exist and no LTE cell exist on site, the process will fail.

Therefore, for the 1st LTE cell on any site there is a need to have a LKF in advance. After that the
emergency unlock can be used as normal on any other cells or band
