during the month of Ramadan

Scope of applications: :‫ﻣﺠﺎل اﻟﺘﻄﺒﻴﻖ‬

These conditions shall apply to temporary tents in 4 and 5 5 ‫ أو‬4 ‫ﺗﻄﺒﻖ ﻫﺬه اﻟﺸﺮوط ﻋ�ى اﻟﺨﻴﻢ اﻟﻤﺆﻗﺘﺔ ﻓي اﻟﻔﻨﺎدق اﻟﺘﻲ ﺗﺼﻨﻒ‬
starts hotels to obtain smoking areas temporary permits. ‫ﻧﺠﻮم ﻟﻠﺤﺼﻮل ﻋ�ى ﺗﺼﺮﻳﺢ ﻣﺆﻗﺖ ﻷﻣﺎﻛﻦ ﻣﺨﺼﺼﺔ ﻟﻠﺘﺪﺧﻴﻦ ﺧﻼل‬
.‫ﺷﻬﺮ رﻣﻀﺎن‬

Technical Rules & conditions: :‫اﻟﺸﺮوط واﻷﺣﻜﺎم اﻟﻔﻨﻴﺔ‬

1. The tent should be within the boundaries of the ‫ ﻳﺠــﺐ أن ﺗﻜﻮن اﻟﺨﻴﻤــﺔ اﻟﺮﻣﻀ ـ ـ ـ ـ ــﺎﻧﻴــﺔ ﺿ ـ ـ ـ ــﻤﻦ ﺣــﺪود اﻟﻔﻨــﺪق‬.1
hotel, isolated and completely closed. .ً ‫وﻣﻌﺰوﻟﺔ وﻣﻐﻠﻘﺔ ﺗﻤﺎﻣﺎ‬
2. The decor plan of the tent must be approved by ‫ ﻳﺠﺐ اﻋﺘﻤﺎد اﻟﻤﺨﻄﻂ اﻟﺪﻳﻜﻮري ﺑﺒﻠﺪﻳﺔ دﺑي ﻟﻠﺨﻴﻤﺔ اﻟﺮﻣﻀﺎﻧﻴﺔ‬.2
Dubai Municipality, showing the size and number of ‫اﻟﻤﺆﻗﺘﺔ ﻣﻮﺿﺢ ﺑﺎﻟﻤﺴﺎﺣﺎت واﻷﺑﻌﺎد وﻋﺪد اﻷﺷﺨﺎص )ﻣﺘﺮﻳﻦ‬
persons (2 square meters per person) and the place ‫ﻣﺮﺑﻊ ﻟﻜﻞ ﺷــﺨﺺ( وﻣﻜﺎن ﺗﺤﻀــﻴﺮ اﻟﺸــﻴﺸــﺔ )ﻳﺠﺐ أن ﻳﻜﻮن‬

3. NOC from Civil Defense should be obtained to serve ‫ ﻳﺠﺐ اﻟﺤﺼـ ــﻮل ﻋ�ى ﻣﻮاﻓﻘﺔ إدارة اﻟﺪﻓﺎع اﻟﻤﺪ�ي ﺑﺘﻘﺪﻳﻢ ﺧﺪﻣﺔ‬.3
cigarettes smoking or shisha inside temporary tents. .‫اﻟﺸﻴﺸﺔ داﺧﻞ اﻟﺨﻴﻤﺔ اﻟﺮﻣﻀﺎﻧﻴﺔ اﻟﻤﺆﻗﺘﺔ‬
4. Temporary tents should have FAHU, ventilation and ‫ ﻳﺠﺐ ﺗﻮﻓﻴﺮ ﻣﻨﻈﻮﻣﺔ اﻟﺘﻬﻮﻳﺔ واﻟﺘﻜﻴﻴﻒ ﺣﺴـ ـ ـ ــﺐ اﻻﺷـ ـ ـ ــﺘﺮاﻃﺎت‬.4
air conditioning schemes established based on the .‫واﻟﻠﻮاﺋﺢ وﻗﻮاﻧﻴﻦ ﻣﻜﺎﻓﺤﺔ اﻟﺘﺒﻎ واﻟﺘﺪﺧﻴﻦ‬
rules and conditions of Anti-tobacco and Anti-
smoking laws.
5. The service should be provided in the temporary ‫ ﺗﻘﺪﻳﻢ اﻟﺨﺪﻣﺔ ﻓي اﻟﺨﻴﻤﺔ اﻟﺮﻣﻀــﺎﻧﻴﺔ اﻟﻤﺆﻗﺘﺔ ﻳﻜﻮن ﺧﻼل ﺷــﻬﺮ‬.5
tents during the month of Ramadan and days of Eid ‫رﻣﻀــﺎن وأﻳﺎم اﻟﻌﻴﺪ ﻓﻘﻂ ﺑﺎﻹﺿــﺎﻓﺔ ﻟﺨﻤﺴــﺔ أﻳﺎم ﻋﻤﻞ ﻟﺘﻌﺪﻳﻞ‬
plus 5 working days to remove tents/ modify .‫ إرﺟﺎع اﻟﻮﺿﻊ إﻟى ﻣﺎ ﻛﺎن ﻋﻠﻴﻪ‬/‫ إزاﻟﺔ اﻟﺨﻴﻤﺔ‬/‫اﻷوﺿﺎع‬
locations.
6. All other requirements for the issuance of smoking ‫ ﻳﺘﻢ اﻻﻟﺘﺰام ﺑﻜﺎﻓﺔ اﻻﺷ ــﺘﺮاﻃﺎت اﻷﺧﺮى ﻟﺨﺪﻣﺔ إﺻ ــﺪار ﺗﺼ ــﺎرﻳﺢ‬.6

General instructions: :‫ﺗﻌﻠﻴﻤﺎت ﻋﺎﻣﺔ‬

• The permit shall be considered null and void, regardless ‫ﻳﻌﺘﺒﺮ اﻟﺘﺼ ــﺮﻳﺢ ﻻﻏﻴﺎ ً وﺑﺼ ــﻮرة ﻓﻮرﻳﺔ ﺑﻐﺾ اﻟﻨﻈﺮ ﻋﻦ ﻓﺘﺮة ﺻ ــﻼﺣﻴﺔ‬ •
of the period of validity of the permit in the event of any ‫اﻟﺘﺼــﺮﻳﺢ ﻓي ﺣﺎل ورود أي ﺷــﻜﻮى ﻋﻦ اﻟﻤﺆﺳــﺴــﺔ أو وﻗﻮع ﺿــﺮر أو‬
complaint or the occurrence of damage or inconvenience. .‫إزﻋﺎج‬
• The permit is not valid in case of violation of one of the ‫ﻳﻌﺘﺒﺮ اﻟﺘﺼﺮﻳﺢ ﻏﻴﺮ ﻧﺎﻓﺬ ﻓي ﺣﺎﻟﺔ اﻹﺧﻼل ﻹﺣﺪى اﻟﺸﺮوط اﻟﻮاردة ﻓي‬ •
requirements of Federal Law No. 15 of 2009 on Tobacco ‫ ﺑﺸﺄن ﻣﻜﺎﻓﺤﺔ اﻟﺘﺒﻎ وﻻﺋﺤﺘﻪ‬2009 ‫ ﻟﺴﻨﺔ‬15 ‫اﻟﻘﺎﻧﻮن اﻹﺗﺤﺎدي رﻗﻢ‬
Control and its Executive Regulation No. 24 of 2013. .2013 ‫ ﻟﺴﻨﺔ‬24 ‫اﻟﺘﻨﻔﻴﺬﻳﺔ رﻗﻢ‬
• The municipality reserves the right to cancel or revoke ‫ﺗﺤﺘﻔﻆ اﻟﺒﻠﺪﻳﺔ ﺑﺤﻖ إﻟﻐﺎء أو ﻋﺪم ﺗﺠﺪﻳﺪ اﻟﺘﺼ ــﺮﻳﺢ ﻷﺳ ــﺒﺎب ﺗﺘﻌﻠﻖ‬ •
the permit for reasons related to updating the health ‫ﺑﺘﺤﺪﻳﺚ اﻟﺴـ ـ ــﻴﺎﺳـ ـ ــﺎت اﻟﺼـ ـ ــﺤﻴﺔ ﻓي اﻹﻣﺎرة واﻟﺤﻔﺎظ ﻋ�ى اﻟﺼـ ـ ــﺤﺔ‬
policies in the Emirate and the maintenance of public .‫اﻟﻌﺎﻣﺔ‬
health.
• A "no smoking" sign should be placed in all locations ‫ﻳﺠﺐ وﺿــﻊ إﺷــﺎرة "ﻣﻤﻨﻮع اﻟﺘﺪﺧﻴﻦ" ﻓي ﺟﻤﻴﻊ اﻟﻤﻮاﻗﻊ اﻟﺘﻲ ﻳﻤﻨﻊ‬ •
where smoking is clearly prohibited. .‫ﻓﻴﻬﺎ اﻟﺘﺪﺧﻴﻦ وﺑﺸﻜﻞ واﺿﺢ‬
• Clear signs must be placed at the entrances indicating ‫ﻳﺠﺐ وﺿ ــﻊ ﻋﻼﻣﺎت واﺿ ــﺤﺔ ﻓي اﻟﻤﺪاﺧﻞ ﺗﺒﻴﻦ اﻟﻤﻜﺎن اﻟﻤﺨﺼ ــﺺ‬ •
the smoking and the non-smoking areas. .‫ﻟﻠﻤﺪﺧﻨﻴﻦ واﻟﻤﻜﺎن اﻟﻤﺨﺼﺺ ﻟﻐﻴﺮ اﻟﻤﺪﺧﻨﻴﻦ‬
• Persons under the age of 18 years are not allowed to ‫ ﺳـ ـ ــﻨﺔ‬18 ‫ﻻ ﻳﺴـ ـ ــﻤﺢ ﺑﺪﺧﻮل اﻟﺸـ ـ ــﺨﺎص اﻟﺬﻳﻦ ﺗﻘﻞ أﻋﻤﺎرﻫﻢ ﻋﻦ‬ •
enter and a warning sign indicating that must be placed ‫وﻳﺠ ــﺐ وﺿــ ـ ـ ــﻊ ﻟﻮﺣ ــﺔ ﺗﺤ ــﺬﻳﺮﻳ ــﺔ )ﻣﻠﺼـ ـ ـ ـ ـﻖ( ﻋ�ى ﻣ ــﺪﺧ ــﻞ اﻟﻤﻜ ــﺎن‬
at the entrance. .‫اﻟﻤﺨﺼﺺ ﻟﻠﻤﺪﺧﻨﻴﻦ ﺗﻮﺿﺢ ذﻟﻚ‬
• Ashtrays should be removed from all non-smoking areas. ‫ﻳﺠﺐ إزاﻟﺔ ﻣﻨﺎﻓﺾ اﻟﺴــ ـ ــﺠﺎﺋﺮ ﻣﻦ ﺟﻤﻴﻊ اﻟﻤﻮاﻗﻊ اﻟﺘﻲ ﻳﻤﻨﻊ ﻓﻴﻬﺎ‬ •
.‫اﻟﺘﺪﺧﻴﻦ‬
• Seats of smokers must be at least three feet away from ‫ﻳﺠﺐ أن ﺗﺒﻌﺪ اﻟﻤﻘﺎﻋﺪ اﻟﻤﺨﺼــ ـﺼـ ــﺔ ﻟﻠﻤﺪﺧﻨﻴﻦ ﻋﻦ ﻏﻴﺮ اﻟﻤﺪﺧﻨﻴﻦ‬ •
non-smokers. The location of smokers is determined so ‫ ﻳﺘﻢ ﺗﺤﺪﻳﺪ أﻣﺎﻛﻦ اﻟﻤﺪﺧﻨﻴﻦ ﺑﺤﻴﺚ‬.‫ﺑﻤﺴــﺎﻓﺔ ﻻ ﺗﻘﻞ ﻋﻦ ﺛﻼﺛﺔ أﻗﺪام‬

• The smoking area must be at least 25 feet away from the
entrances or exits of buildings, windows and air
conditioning and ventilation systems.
• The number of persons present at the same time should
not exceed the allowed number.
• Doors must be self-closing and kept closed at all times
except when entering and leaving.
• Exhausted air must be externally discharged by
mechanical means and ventilation should be maintained
throughout working hours.
• The place should not contain services needed by non- ‫ﻻ ﻳﺠﻮز أن ﻳﺤﺘﻮي اﻟﻤﻜــﺎن ﻋ�ى ﺧــﺪﻣــﺎت ﻳﺤﺘــﺎﺟﻬــﺎ ﻏﻴﺮ اﻟﻤــﺪﺧﻨﻴﻦ‬
smokers (such as telephone, entertainment, games ...).
• Provide an emergency exit and clear signs to be
identified.
• Training the personnel on emergency situations and
safety conditions and providing fire extinguishers in a
clear location in addition to providing a first aid kit.
• Do not cause any inconvenience to the building,
neighborhood or area in general, traffic or public parking.
• Disposable mouth pieces should be used.
• It is prohibited to serve shisha inside cabins which are
closed from three or more sides.
• Shisha can not be provided outside the tent (shisha
delivery service to offices, homes or cars).
• All employees must have valid occupational health cards.

• To comply with the federal specifications that include the ‫اﻻﻟﺘﺰام ﺑﺎﻟﻤﻮاﺻ ـ ــﻔﺎت اﻻﺗﺤﺎدﻳﺔ اﻟﻤﺘﻀ ـ ــﻤﻦ ﺻ ـ ــﻼﺣﻴﺔ اﻟﻤﻨﺘﺞ )اﻟﺘﺒﻎ‬ •
validity of the product (Almeassel tobacco), which states ‫اﻟﻤﻌﺴــﻞ( واﻟﺘﻲ ﺗﻨﺺ ﻋ�ى أﻻ ﺗﺰﻳﺪ ﻓﺘﺮة ﺻــﻼﺣﻴﺔ ﻫﺬا اﻟﻤﻨﺘﺞ ﻋ�ى‬
that the shelf life of this product shall not exceed six .(‫ﺳﺘﺔ ﺷﻬﻮر ﻣﻦ ﺗﺎرﻳﺦ اﻹﻧﺘﺎج‬
months from the date of production).
• The permit is not valid in the event of any change in the ‫ﻳﻌﺘﺒﺮ اﻟﺘﺼ ـ ـ ــﺮﻳﺢ ﻏﻴﺮ ﻧﺎﻓﺬ ﻓي ﺣﺎﻟﺔ ﺣﺪوث أي ﺗﻐﻴﻴﺮ ﻓي اﻟﻤﻜﺎن أو‬ •
location or adjacent sites. .‫اﻟﻤﻮاﻗﻊ اﻟﻤﺠﺎورة‬
• Rules and conditions listed in federal law no. 15 of 2009 ‫ﻳﺠﺐ اﻻﻟﺘﺰام ﺑﺎﻟﻘﻮاﻋﺪ واﻟﺸ ـ ـ ـ ــﺮوط اﻟﻮاردة ﻓي اﻟﻘﺎﻧﻮن اﻻﺗﺤﺎدي‬ •
on tobacco control and its executive regulation no. 24 of ‫ ﺑﺸـ ـ ـ ـ ــﺄن ﻣﻜﺎﻓﺤﺔ اﻟﺘﺒﻎ وﻻﺋﺤﺘﻪ اﻟﺘﻨﻔﻴﺬﻳﺔ‬2009 ‫ ﻟﻌﺎم‬15 .‫رﻗﻢ‬
2013 should be complied in addition to what listed .‫ ﺑﺎﻹﺿﺎﻓﺔ إﻟى ﻣﺎ ﻫﻮ ﻣﺬﻛﻮر أﻋﻼه‬2013 ‫ ﻟﻌﺎم‬24 ‫رﻗﻢ‬
