The Competent Authority has approved to engage qualified and experienced Consultant in
Fire Department, NER. The Parameters of Engagement of Consultant in Fire Service is given
below:-
1. Candidate should be retired from Airport Fire Service at the level of AGM (FS) or above.
2. He shall be medically fit and having age not more than 65 years as on the date of notification.
3. He shall have minimum 10 years of executive level experience in Airport Fire Service. Out of
which, he shall have worked at AAI Regional Headquarter/ARFF Category-9 Airport/In-Charge
at Fire Training Establishments for minimum of 03(three) years.
4. The eligible candidate should be clear from vigilance/disciplinary angle at the time of retirement.
In this regard, the candidate has to submit supporting document from his concerned Deptt.
5. Before engaging as consultant, one month cooling period is required after superannuation.
6. The categories for engagement of consultants are fixed to five levels. Consolidated fixed
monthly honorarium (all inclusive) shall be paid to the consultants as per their level.
7. There should be no criminal case pending against the eligible candidate and this will be self-
certified by the respective candidate.
8. In case of Selection through interview, the eligible candidates should be pass in interview and
should be selected based upon merit ranking.
PERIOD OF ENGAGEMENT
1. The duration of engagement of consultant shall be for 01(one) year with review and renewal of
each case every year.
2. Maximum duration of engagement of consultant shall not exceed 03(three) years i.e. not more
than 02(two) renewals.
3. The appointment of consultants would be on full-time basis and they would not be permitted to
take up any other assignment during the period of consultancy.
4. Consultant can resign or both AAI and consultant can terminate the services during the period of
engagement by giving one-month notice period or one-month remuneration in lieu of notice
period.

STATEMENT OF OBJECTIVES/JOBS TO BE CARRIED OUT:-
1. To assist Regional Executive Director and Regional Fire Officer in all Operational,
Administrative, Planning, Organizational Policy Matters, related to maintaining Level of Fire
protection at Airports. Fire prevention/protection at Terminal & Related Building and Vital
Installation.
2. To assist/guide Regional Executive Director/Regional Fire Officer in maintaining Level of Fire
Protection at RCS Airports.
3. Assist in ensuring the compliance on observations of regulatory bodies by necessary remedial
measure wherever required.
4. All duties assigned by Regional Executive Director/Regional Fire Officer.
5. To assist in executing various long term & short-term plan related to Fire Safety and Airport
Disaster Management.
6. To assist & advise in preparing budgetary plans of purchasing of new equipments, replacement
of old equipments, construction of Fire Station, Emergency Medical Centre & related
infrastructure.
7. To assist RFO in implementing policies, procedures at Airport, civil enclaves, communication
installations & vital installations under respective region.
8. To co-ordinate, Liaising and advice to station for activities with other organization like City Fire
Brigade, State Fire Services, Police, hospital, State Disaster Management Authority/District
Disaster Management Authority etc. under Airport Emergency/Disaster Plan.
9. To Conduct training and provide guidance to perform demonstration/drills on for Fire Service
Personnel as well as Fire Awareness Training to other staff.
A. REMUNERATION
1. The Income Tax or any other tax liable to be deducted, as per the prevailing rules will be
deducted at source before effecting the payment, for which the Department will issue TDS
Certificate Service Tax/GST as applicable shall be payable extra at the prevalent rates.
B. ALLOWANCES.
1. Consultants shall not be entitled for any allowance such as Dearness Allowance (DA),
Residential Telephone, Transport-Facility, Personal Staff, Residential Accommodation, Medical
Reimbursement etc.
C. TA/DA
(i) No TA/DA shall be admissible for joining the assignment or on its completion.
(ii) However, Consultants will be allowed TA/DA for their travel inside the country in connection with
the official work after approval of competent authority.
(iii) Retired Government Servants and Retired officials from PSUs appointed as consultants would
be entitled as per his/her last entitlement drawn at the time of retirement.
(iv) For Individual Consultants/Professionals other than Retired Government/PSU Officials, their
entitlement for TA/DA will be decided on case to case basis after approval of the Competent
Authority.
(i) Consultant will be required to mark their Biometric/manual attendance daily at the place of
reporting in line with AAI employees’ attendance system at the place of engagement.
(ii) Consultants shall be eligible for 15 days leave in a calendar year on pro-rata basis.
(iii) Therefore, a consultant shall not draw any remuneration in case of his/her absence beyond 12
days in a year (calculated on pro-rata basis).
(iv) Un-availed leave in a calendar year cannot be carried forward to next calendar year or
encashed at the end of the tenure.
(v) In case of absence from duty other than holiday and permissible leaves, proportionate payment
would be deducted from the consultancy fee.
(vi) AAI will be free to terminate the services in case consultant remains absent for more than 15
days beyond the entitled leave in a calendar year.
E. TERMINATION OF AGREEMENT:- AAI can terminate the agreement on the following grounds:-
(i) In case the information furnished by the applicant is found to be false at any stage the same will
invite disqualification and or action as deemed appropriate by AAI whose decision shall be final
and binding.
(ii) The Consultant is unable to address the assigned tasks.
(iii) Quality of the assigned works is not to the satisfaction of the Department.
(iv) The Consultant fails in timely achievement of the milestones as decided by AAI.

F. Interested candidates may send their application (in sealed envelope) in the enclosed format
(Annexure-I) and on the top of envelope, it should be clearly mentioned/marked as
“Application for Consultant in Fire Department,” NER, Guwahati.
G. The applicant for consultant should reach the following address by Registered/Speed
post/Scanned mail copy on or before 21/10/2019 positively. In case forwarded by scanned mail
copy that should be followed by hard copy duly signed.
