Executive summary
Project namely Impulse to the Development of the Renewable Energies Industrial Sector, in
particular Solar Energy, based on the Spanish experience was implemented by General
Directorate of Energy (GDE) and Spanish Agency for International Development Cooperation
(AECID since 16 January 2013 till 31 January 2015. The project achieved all major intended
outputs: (i) solar energy potential map; (ii) FiT study report; (iii) the installation of the two
Photovoltaic Systems in Con Dao Power Plant in Con Dao Island and on the roof of the GDE’s
building, 23 Ngo Quyen street, Hanoi respectively; (iv) a study tour to Spain in January 2015;
(v) 01 Launching Ceremony, 01 inception workshop, 01 training course, two seminars and 01
Inauguration Ceremony. By 28 February 2015, total disbursement was EURO 690 thousand
per total budget of EURO 1 million. Disbursement achieved 96% of total contract value.
Disbursement achieved 69% of total budget. Remaining budget (about kEURO 300) has been
sent back to Spain. The project was extended at one time from 31 January 2014 to 31
January 2015. The project implemented all planned activities with excellent outputs. The
project performance is evaluated as Excellent.
The project has three problems for lesson learnt including: i) long process by internal Vietnam
sides; ii) insufficient written project documentation; and iii) limit communication in the end of
the project period.

1. Introduction
This report summarizes the findings of the Final Evaluation Mission conducted during March -
April 2015 for “Impulse to the Development of the Renewable Energies Industrial Sector, in
particular Solar Energy, based on the Spanish experience” (IDREIS project) implemented by
General Directorate of Energy (GDE) and Spanish Agency for International Development
Cooperation (AECID). The Project Document (Prodoc) of January 2013 provides details to
remove key barriers to solar energy in Vietnam. The project field operations commence in
January 2013. The Project was expected to have 2-year duration with the completion date of
31 January 2015.

Review best practices and lessons learned to recommend suitable policies and
programs which will help to accelerate solar energy development in Vietnam given
current conditions and on-going efforts of the Government and donors in Vietnam.
Based on lesson learnt from this project, identify possible follow-up projects or
programs to scale up solar energy.
Solar energy potential map and report: Development of the map was started in May 2013 with
leading by CIEMAT. The meteorological information, both the satellite images and the data
from the on-site meteorological stations, were acquired by the PMU from the from Department
of Meteorology, Hydrology and Climate change of the Ministry of Natural Resources and
Environment (MONRE) from 161 stations. The data collected was sent to the Spanish
Consortium to use it in the developing of the maps cited above. The first draft of solar
radiation map of Vietnam was presented on 23 June 2014 in Hanoi. The final maps of solar
resource and potential in Vietnam were published by GDE and AECID on 21 January 2015 in
Hanoi and 23 January 2015 in Ho Chi Minh City. PDF file of the report was uploaded in GDE
website for free download. The report covers maps of annual daily GHI, monthly average of
daily Direct Normal Irradiation (DNI), monthly average of daily Global Horizontal Irradiation
(GHI), theoretical potential for CSP and PV in Vietnam, technical potential for CSP & PV
system. The potential map report is excellent in high technology format (GIS), detail
information (daily and monthly map), entire country of Vietnam, public disclosure. It will be the
first priority for researcher, developer and investor in solar energy section. It would be good if
there is a verification of the map by actual recorded data from existing solar PV systems in
Vietnam. Worldbank Vietnam is interested in receiving the solar energy potential map in order
to uploading the map in WB website, and incorporating this solar potential map with potential
maps of wind, small hydropower, biomass to be available in 2015. It is proposed the GIS map
(and raw database if possible) will be sent from MOIT to WB. WB expresses willing to find a
grant for validation of the map by recorded data of solar PV systems in entire Vietnam.
FiT study report was prepared by local consultant (IE) in January 2015. That is a very
comprehensive report including 9 subjects & 500 pages. It includes levelized cost of
electricity, proposed FiT for grid-connected solar PV, supporting policies. The report is good
reference for MOIT in development suitable supporting policies.
GDE solar PV system was installed on the roof of GDE building No 23 Ngo Quyen Street,
Hanoi city in November 2014 with capacity of 22 kWp. Expected annual generation is 25.5
MWh. The solar PV system is connected with internal GDE power system. The PV system
includes thin film & poly crystalline panel with purpose of comparison of performance between
two panel types. After construction and installation completion, the PV system has been
handed-over to GDE building operator for O&M. Now, all recorded data is automatically sent
to Trama Company (Spain) through mounted-3G internet device. Trama Company is
responsible for after sale service within 2 years. This is a good solar PV system for visiting by
interested parties on solar PV in Hanoi.
Con Dao solar PV system was installed on the ground An Hoi power station in the end of
November 2014 with capacity of 36 kWp. Expected annual generation is 51 MWh. The solar
PV system is connected with diesel generators and increased voltage to 22 kV power system

of Con Dao Island. The PV system includes only poly crystalline panel. After construction and
installation completion, the PV system has been handed-over to SPC (then Con Dao district
PC). Now, all recorded data is automatically sent to Trama Company (Spain) through
mounted-3G internet device. Trama Company is responsible for after sale service within 2
years. Con Dao solar PV is being an interesting demonstration clean energy project with many
site visits by EVN, SPC within only 4 months. Due to Con Dao district PC has expertise in
power sector so O&M of the solar PV is easy for them. If there is any procurement of replaced
equipment1, SPC could pay for it quickly. It is noted that there is no spare parts for the solar
PV system. Con Dao district PC assigned two staffs (trained by the project) to take care for
the solar PV system. Ba Ria Vung Tau PC promulgated an O&M manual in Vietnamese based
on O&M material in English from Trama Company. Con Dao solar PV system is not only a
demonstration clean energy model but also providing additional electricity (1-2%) to people in
Con Dao Island where 100% electricity is from expensive diesel. It let reduce subsidy for
electricity by SPC. Additionally, solar PV power source is valuable for Con Dao district PC in
diversification of power sources2 in Con Dao Island.
Two solar PV systems at GDE building and Con Dao Island invested by the project were
handed-over to GDE and SPC on 6 December 2014 and 29 January 2015. They became
asset of GDE and SPC. GDE and SPC are responsible for O&M as well as repair if needed
within 10 years till 2025.

The project funded (i) project experts: international consultant, local consultant, international
technical assistant; accountant; (ii) data for establishment of the potential map; (iii) equipment
for 2 solar PV systems; and (iv) project events and others. The total budget for the project was
EURO 1 million.
At mid-term (March 2014), total disbursement was EURO 191,106. At the project closure
(February 2015), total disbursement was EURO 690 thousand. Disbursement achieved 96%
of total contract value. It is a good disbursement. Gap between disbursement & contract
caused mostly due to contract termination between GDE and IE. Disbursement achieved 69%
of total budget. Remaining budget (about kEURO 300) has been sent back to Spain. It is
noted that budget is sufficient but pending activities are exist.
The project was financial audited two times: April 2014 and March 2015.

5. Performance of Stakeholders
The key stakeholders to the project were: i) GDE, AECID; ii) international consultant
(CIEMAT, CENER, and IDEA), international technical assistant (Mr. Pablo), and local
consultant (IE); iii) SPC, Ba Ria Vung Tau provincial power company, and Con Dao district
power company.
AECID was the coordinator of Spain government with MOIT. AECID approved the project
document, procurement plan, project extension, site selection, etc. AECID conducted the
bidding of international consultant, solar PV systems. AECID was active in the project with the
great contribution. However, AECID is not familiar with solar energy sector so the contribution
is more for administration tasks rather than technical supports.
International consultant (CIEMAT, CENER, and IDEA) played an important role in the project
with high satisfaction, especially CIEMAT. International consultant is leading player in
development of the potential map, site selection, presentations at workshop & trainings, and
technical supports.
International technical assistant (Mr. Pablo) was very helpful in providing technical assistance
to the project. International technical assistant was important connection point between GDE,
AECID, international consultant, local consultant. When he was in the project, project
communication was difficult. International technical assistant was recommended to provide
more technical assistance to AECID (not familiar with solar power) and project monitoring.
Local consultant was designed with important role. However, their contribution was active in
the beginning and limited in the end of the project. Local consultant provided useful comment
on development of the potential map (kind of needed data, where to buy data, methodology),
site selection and design, installation of Con Dao solar PV system. Since July 2014, the
performance of local consultant was almost zero without following activities: installation of
GDE solar PV system, training and workshop preparation, design and involvement of the
study tour, verification of the potential map. The contract was terminated between GDE and IE
with payment only 50% of total contract value.
SPC, Ba Ria Vung Tau provincial power company, and Con Dao district Power Company
received Con Dao solar PV from the project & GDE. Con Dao district Power Company has
been assigned in O&M of the solar PV system. At the site visit by consultant, Con Dao district
PC expressed that they were no difficulties in O&M. Actually; there were two small technical
problems with the solar PV system and they already by themselves. Con Dao district PC

involved the project since site selection, training, installation. There is high confidence that
Con Dao district PC could well manage the solar PV system.
Problem 1 - Long internal process of Vietnam side in the project preparation phase.
AECID approved the Project on 23 November 2011and fund arrival on 30 January 2012.
However, MoIT could approve the project on 16 January 2013. More than one year was
needed for internal Vietnam approval processing. That is too long for an ODA project while
sponsor has approved already.
Lesson learnt: It looks the approval process includes several authorities (MoIT, Prime
Minister, Ministry of Finance, State Bank of Vietnam, etc.). However, it seems that deadline for
sending comments/feedbacks is not highly considered by government authorities. Slow
approval for an ODA (grant or loan) project is often in Vietnam. Additionally, the approval of
ODA project requires review and no-objection of President Office. It takes a longer process.
It is recommended that the government of Vietnam pays more attention for a quick approval.
Problem 2 - Insufficient documentation of the project. There are only some important
project reports including Interim report, technical design of GDE solar PV system without other
reports such as: inception report, yearly report, important meeting reports, site visit reports,
event factsheet/report, technical design of Con Dao solar PV system, etc. They are important
basics for project managers to make the decision. Other hand, translation of document should
be adequate. Document might be only English or Vietnamese: such as O&M manual, training
materials, detail design report and as-built drawings, MOIT’s official decision: project approval
& project document outline, project extension, etc.
Lesson learnt: PMU would ask staffs to seriously require submitting needed reports after any
activities: site visit, meeting, workshop, and training. If it is important document, English and
Vietnamese version must be requested. Template of project document should be developed in
the beginning of the project.
Problem 3 – Limit communication in the end of the project. In the beginning of the project
implementation, communication between international consultant, TA and local consultant was
smooth. Weekly face-to-face meeting was conducted to solve difficulties, plan working plan,
and discuss the design & drawings & reports. Skype communication was used. However,
since July 2014 (international technical assistant left the project), the communication seems to
be not frequent, especially for local consultant. The local consultant was very active till July

2014 (also mentioned in Interim report). After July 2014, local consultant had no information
on the project schedule, so they did not involve GDE solar PV installation, workshop & study
tour preparation.
Lesson learnt: Beside communication by email & official letter, official monthly (or quarterly)
meeting with all parties should be organized. International consultant could attend the meeting
through Skype or teleconference.

school & university, and annual solar PV international solar energy exhibition and conference.
It would promote clean energy label for hotel & resort using solar energy.
R&D and manufacturing in Vietnam: Vietnam would support R&D and manufacturing solar
PV components in Vietnam.
Recommendation: It is recommended to AECID to set-up new project as follows:
Component 1: Development of national solar power development master plan for 2016-2025
with outlook 2030, issuance of supporting incentives for solar power including FiT.
Component 2: Development of a national solar power center including solar power database
and illustration model & demonstration solar power systems.
Component 3: A financing budget for investment of solar power projects in Vietnam with target
of 20-30 MW.

1. Background
Within the framework of the bilateral cooperation between the Spanish and Vietnamese
Government, the Spanish Agency for International Development Cooperation (AECID), who is
the main management body of the Spanish cooperation, has supported the Ministry of
Industry and Trade of Vietnam with a non-reimbursable grant of up to € 1,000,000 to develop
the renewable energies industrial sector, in particular solar energy based on the Spanish
experience. The General Directorate of Energy (GDE) has been assigned by the Ministry of
Industry and Trade of Vietnam as project owner and project Implementing Agency.

The project entitled “Impulse to the Development of the Renewable Energies Industrial Sector,
in particular Solar Energy, based on the Spanish experience” has been implemented since
January 2012 to January 2015. The overall objective of the project is to contribute to
Vietnam’s National Plan for Renewable Energies 2010-2020 with vision to 2030 with specific
targets to: (i) Enhance capacity of policy makers of the Vietnam’s Government agencies on
solar energy; (ii) Promote technology transfer and awareness of solar energy through the
piloting installation and operation of the solar power systems and (iii) Exchange and share
experiences and knowledge between Vietnamese and Spanish experts
The project consists of 03 main components which are:
Component 1- To strengthen the capacity of the Vietnamese Government to take
decisions on matters related to solar energy topics; to assess solar radiation and
solar potential; to provide insights of the required economic supportive framework to
the decision makers through a comprehensive Baseline Study and a financial viability
study which will assess costs of solar energy as well as a suitable feed-in-tariff
mechanism to promote solar energy.
Component 2- To impulse transfer of technologies and knowledge in solar energy by
providing solar equipment required for setting up a Pilot Center of Excellence and
increase awareness of Solar Energy.
Component 3- To promote and facilitate Public Private Partnership (PPPs) on solar
energy via thematic seminars in Vietnam and a study tour to Spain.
The expected project outcomes consist of: (i) Report on mapping the solar radiation and solar
energy potential in Vietnam; (ii) Installation of 02 pilot PV systems - one in Hanoi and one in
Con Dao; (iii) Establishment of the relationship between public-private research institutes and
partners between Vietnam and Spain and (iv) Capacity building for relevant stakeholders in
the PV sector of Vietnam including, experts, domestic consulting companies.
After 2 years of implementation, the project has achieved remarkable results through
successfully-deployed activities, namely: (i) the installation of the two Photovoltaic Systems in
An Hoi Power Plant in Con Dao Island and on the roof of the GDE’s building, 23 Ngo Quyen
street, Hanoi respectively and a 2-day training on design, installation, maintenance of PV
system; (ii) a study tour to Spain in January 2015; (iii) two seminars on solar radiation map of
Vietnam and solar energy policy dialogue in Hanoi and Ho Chi Minh city; (iv) training
programs and related activities.
To asses overall achievements of the project and to help lessons learnt from the design,
implementation and results of the project, GDE would like to hire experienced locally based
consultant(s) or consulting company to conduct an evaluation of this project.
2. Objective of the assignment:
To evaluate the design, implementation and results obtained from the project in order
to crystallize these into recommendations for the scale up of the Donor support to Vietnam
in solar energy.
3. Approach and Scope of the work:
The selected consultant(s) or consulting company shall conduct an external evaluation and
lessons learned from the project by
Reviewing all project documents including legal documents, aid memories, project
implementation progress reports, financial disbursement status reports, consulting

services contracts , cost estimation as compared with those originally focus and final
deliverables,
Documenting project costs and costs of each activity as budgeted and carried out.
Reviewing and documenting the activities carried out with high attention to the planned
and real activities.
Then based on the document review, the selected consultant(s) or consulting company shall
draw out the main features of the design and implementation of three components, in
particular:
Reviewing performance of each of the main stakeholders in the project, with a
particular emphasis on analyzing the incentives for each and how they changed
Identifying accomplishments, problems, and lessons learned during project
preparation, implementation and completion.
The selected consultant(s) or consulting company shall accordingly provide recommendations
on follow-up stage. This will include:
Review best practices and lessons learned to recommend suitable policies and
programs which will help to accelerate solar energy development in Vietnam given
current conditions and on-going efforts of the Government and donors in Vietnam.
Based on lesson learnt from this project, identify possible follow-up projects or
programs to scale up solar energy.
4. Study methodology
4.1. Methods
The methodology and techniques that the selected consultant(s) or consulting company shall
use to collect and analyze relevant data such as meetings, meetings or questionnaires to
name a few must be described in detail in the desk study report and the final report,.
Information sources will include but not limited to:
‐ Project documents;
‐ Project implementation progress and financial disbursement reports;
‐ All documents related to activities under three components: consulting services
contracts, cost estimation, implementation process, final deliverables;
‐ Other documents related.
4.2. Review Process
The review process will include but not limited to:
‐ Meeting and consultation workshops with different groups of stakeholders including:
(i) Spanish Embassy and AECID; (ii) GDE and RE Department; (iii) Institute of Energy
(local consultant); iv) Southern Power Corporation, Con Dao District People’s
Committee, Con Dao district Power Company; v) Spanish institutions and enterprises
involved in the project; vi) GIZ, UNDP, etc.

6. Level of Effort
It is expected that this assignment will require a level of effort of about 30 days for the local
consultant.
7. Requirements:
The consultant is expected to have the following qualifications:
A Bachelor’s Degree in Energy/Renewable Energy/Energy Economics or a related
field. A Master’s Degree would be an advantage.
At least ten years' experience in the energy sector with at least five years’ experience
working in renewable energy development.
Ability to work effectively with governmental authorities, enterprises, project developers
and private sector. Experience in working with MoIT and foreign donors would be an
advantage.
