Justin Ng is the Manager of the Portable Equipment Team at Innerspec
Technologies, Inc. He leads all engineering development plus sales and
marketing efforts involved in the successful launching of a portfolio of
next generation, portable NDT instruments.
Prior to Innerspec, he was involved in the design of nuclear power plants
in the U.S., Finland, France, and China.  Throughout his 12 years in the
nuclear industry, he held increasingly senior roles in leadership,
including as the Manager of the Overall Fluid Systems Engineering
Group for the Taishan Nuclear Power Plant in Taishan, China, where his
group played an instrumental role in the successful commissioning and
start-up of the plant.
Justin holds an MBA from the Sorbonne Graduate Business School in
Paris, France, and an MS in Mechanical Engineering from North Carolina
State University.

Toni Bailey is the owner of TB3 NDT Consulting LLC which provides NDT Training, Level III NDT
Examiner, Auditing and Business Development Services. Previously, Toni was Associate Instructor
for Hellier NDT & the ASNT Center for Excellence from 2011 to 2018, former prior General
Manager / Vice-President for Structural Testing Systems, Inc. (STS) in NY, and worked for Gulfst-
ream/General Dynamics as well as Honeywell Wheels and Brakes, both in TX. She has been
providing NDT services in the Northeast Region for the past 19 Years for numerous Airframe,
Landing Gear and Jet Engine manufacturers as well as providing services for several inspection
laboratories. Born in Beaumont, TX, Toni graduated Cum Laude with Honors from Huntsville High
School. She joined the United States Air Force (USAF) in 1989, went to USAF Basic Military
Training in San Antonio,TX and then she went on to USAF Technical Training School at Chanute Air
Force Base where she studied NDI and obtained Level II Certifications in PT, MT, ET, UT, RT, VT
and OA. From 1990-97, Toni was stationed and performed NDT at Bitburg AFB Germany on F-15
Fighter Jets, Castle AFB California with B-52 Bombers and KC-135 Air Re-fuelers and finally
Tyndall AFB Florida with F-15 Fighter Jets. During her tenure there, she was deployed with her
squadron’s F-15 aircraft to Saudi Arabia and fought in the Gulf War during the Desert Shield and
Desert Storm Military Campaigns and was awarded many medals for her service as a Gulf War
Veteran. After achieving the rank of Staff Sgt., in 1997, she received an honorable discharge from
the USAF to pursue NDT employment in the civilian sector. Toni is an ASNT Level III in RT, ET, UT,
PT, MT & ASNT IRRSP, X-ray. NAS-410 / SNT-TC-1A / CP-189 Level III Certified in RT, UT, BT, ET, PT
& MT, and Qualified in Nital Acid Etch, Spectrometric Oil Analysis, & Visual Testing. Toni has been
the recipient of the ASNT Award for the Advancement of Women in NDT and the Hellier NDT
Award for Outstanding Level III Services and Technical Expertise.
