RULES OF THE COMPETITION
I. LANGUAGE
The language of the Competition shall be in English only.

II. ELIGIBILITY CRITERIA


The Competition shall be open for all the students affiliated to any recognized university of India.

III. STRUCTURE OF THE COMPETITION


The competition shall comprise of four stages:
(i) Stage 1 - Preliminary Rounds
This shall be open to all the teams who will register for the competition. There shall 4
preliminary rounds and the teams with most no. of wins and highest total speaker scores shall
proceed to Stage 2.
(ii) Stage 2- Pre- Semi finals
Top 8 teams of the preliminary rounds shall be eligible to participate in the Pre- Semifinals. It
will be a knock out round and the winner of each room will proceed to stage 3 of the
competition.
(iii) Stage 3- Semi finals
The winners of each rooms of the Quarter-finals shall be eligible to participate in the Semi-
finals round. It will also be a knock round and the winner from both the rooms will qualify for
the final stage of the competition.
(iv) Stage 4- Finals
The winners of both the rooms of Semifinals round shall be eligible to participate in the finals.
The team procuring the highest marks will be declared as the winner of the competition.

IV. TEAM COMPOSITION


1. Each team shall consist of maximum of 3 members. This no. cannot be modified under any
circumstances.
2. There can be a maximum of 2 adjudicators and minimum 1 accompanying the team. The
adjudicator shall be 'A' level Adjudicator.
3. Independent adjudicators are also eligible to participate in the competition. They shall also be
'A' level Adjudicators.
NOTE: Each team must contain at least 1 'A' Level adjudicator.

V. REGISTRATION
The participants must register online by 25/12/2019. Online registration will be open from
25/11/2019. The participants will receive an acknowledgment cum approval as confirmation their online
registration and participation periodically after registration. The teams will be registered on a first-cum-
first serve basis with a maximum of 24 teams.

REGISTRATION AMOUNT:
(i) Without Accommodation
a) n+1= Rs.2400/-
b) n+2= Rs.3000
c) Independent Adjudicators = Rs. 600/-
(ii) With accommodation
a) n+1= Rs. 6400/-
b) n+2= Rs. 8000/-
c) Independent Adjudicators = Rs. 1600/-
where, n= no. of teams

Once online registration is done, no changes in names will be possible and the amount paid will be
nonrefundable. However, in exceptional circumstances, if a change is inevitable it might be made at the
discretion of the organizing committee.

VI. Accommodation
1. Accommodation will be provided to the teams from 27/02/2020 from 02:00 PM till
01/03/2020 11:00 AM.
2. If any team requires the accommodation on timings other than the ones specified above then
they need to pay an extra amount of Rs. 1000/- per room for each day. Also, the same
requirement is to be conveyed to the organizing committee atleast 7 days before the event.
3. No accommodation will be provided to the teams from the institutes in Delhi NCR.

VII. Rules and Regulations


1. PREPARATION
i. Match-ups and venues will be announced before motions are revealed.
ii. The debate should commence 20 minutes after the motion is announced
iii. Teams should arrive at their debate within five minutes of the scheduled starting time for that
debate.
iv. Members are permitted to use printed or written material during preparation and in the debate.
Printed material includes books, journals, newspapers and other similar materials. The use of
electronic equipment is not prohibited during preparation but in the debate.

2. TIMING OF THE SPEECHES-


i. It is the duty of the timekeeper, or of a panelist or Chair (in absence of a timekeeper), to time all
the speeches in each round.
ii. The timing of each speech starts at the moment that the member begins speaking.

3. TIMINGS OF SUBSTANTIVE SPEECHES


i. Preliminary Rounds: 6+1 minutes
ii. Quarter Finals: 6+1 minutes
iii. Semi-final: 7 + 1 minutes
iv. Finals: 8 + 1 minutes
v. Reply Speeches: 3+1 minutes in all Rounds, and 4+1minutes in the finals.
4. ADJUDICATOR'S TEST
i. The link of the video for adjudicator's test will be sent by mail to all the registered adjudicators.
ii. The Google form containing the question of the adjudicators test will also be sent via mail to all
the adjudicators.
iii. The mail will be sent on 22/02/2020 and the adjudicators must fill the Google form by
23/02/2020, latest by 6:59 pm.
iv. The adjudicators who will not participate in the adjudicators test will not be eligible to
participate in the competition.
v. There will be no changes with respect to the dates and timings of the test. However, the final
discretion rests with the organizing committee.

5. Time signals will be given in the following manner:


1. Preliminary Rounds
i. End of first minute - Single knock
ii. End of Fifth minute - Single knock
iii. End of sixth minute – Double knock

2. Quarter Finals
i. End of first minute- Single Knock
ii. End of sixth minute- Single Knock
iii. End of seventh minute- Double Knock

3. Semi-finals
i. End of first minute - Single knock
ii. End of seventh minute- Single knock
iii. End of eighth minute- Double knock

4. Finals:
i. End of first minute – Single knock
ii. End of eighth minute - Single knock
iii. End of ninth minute - Double knock

5. Reply Speeches:
i. End of third minute – Single knock
ii. End of forth minute – Double knock

6. Reply Speeches in the Grand Final:


i. End of fourth minute – Single knock
ii. End of fifth minute – Double knock

VII. PRIZES & CERTIFICATES


i. Winning Team: Cash Prize Rs.21000, Trophy and Certificate.
ii. Runner up Team: Cash Prize Rs.15000, Trophy and Certificate.
iii. Best Adjudicator: Cash Prize Rs.5000, Trophy and Certificate.
iv. Best Speaker: Cash Prize Rs.5000, Trophy and Certificate.
v. 2nd Best Speaker: Cash Prize Rs.3000, Trophy and Certificate.
NOTE
1. All the participating team members shall be issued Certificate of Participation.
2. Evaluation of adjudicators is subjected to the discretion of organizers.
3. Certificate of participation will be provided to the adjudicators.
4. At any point of conflict the decision of the administration will be final & binding.
5. Any or all of the above rules, regulations, and guidelines are subject to change at the
discretion of the organizers.
