INTRODUCTION

High School English Competition 10.0 (HECTION 10.0) is an English-based competition


organized by Polytechnic English Conversation Club (PECC) of Politeknik Negeri Semarang
with four (4) competition branches namely

Debate, Speech, Newscasting, and Storytelling

This activity was carried out with the aim of providing an opportunity for
SMA/SMK/equivalent students to develop and improve their abilities in English field.
This event will be held online under the theme

"THE OCEAN OF CULTURE”

with the hope that young people in Indonesia will continue to instill Indonesian culture by
adding a touch of creativity to keep up with the times.
GENERAL RULES

1. Hection 10.0 is a national competition that is open to all SMA/SMK/equivalent students


throughout Indonesia.
2. Participants are prohibited from registering in more than one branch of the competition.
3. Each senior high school is allowed to send the maximum of two participants for each
branch of the competition, and for the debate competition, it is allowed to send a
maximum of two teams.
4. Participants who are disqualified or canceled without reason will not be refunded.
5. The maximum quota of participants in each competition is as follows::
a. Debate : 20 teams
b. Speech : 30 participants
c. Newscast : 30 participants
d. Storytelling : 30 participants
6. All participants must attend the technical meeting on March 11, 2023, via Zoom..
7. Participants must follow all applicable regulations. If a participant violates the rules,
they will be disqualified.
8. The judge's decision is final.

3. Participants are required to upload a twibbon and competition poster on their
Instagram feeds and also a competition poster on their own Instagram Story, which

• ADDITIONAL NOTES FOR REGISTRATION


1. Check your data information before registering. Errors in writing names caused by
data input errors from participants are not the committee's responsibility.
2. For input data, the participant’s companion (pendamping) is limited to one person.
3. The name of the participant’s companion is entered without a title.
4. If there is a cancellation of participation in the competition, please confirm with our
contact person before the technical meeting.
5. Participants who confirm their cancellation will receive a 50% refund of their
registration fee. For participants that cancel without any confirmation or confirm
after the technical meeting, there will be no refund.
DEBATE
1. GENERAL RULES

a. Eligibility
To be eligible to compete, competing individual must:
• Each team should consist of 3 (three) debaters
• Members of the team must be enrolled in a same senior high school
by showing the committee a student identity card at the time of
registration
• Participants are allowed to register as long as they have not graduated
during the registration period;
• Each participant must be present to compete and cannot be represented
by anything else other than themselves.
• Each team will have to appoint a team administrator to manage
the registration process. The team administrator will be the person
responsible for the online registration of the team and will be the
individual with whom the organizing committee will communicate with
for all the registration related matters.
• Each senior high school is allowed to send the maximum of 2 (two)
teams
• After the max capacity is fulfilled (20 teams), teams who register will
be on the waiting list.
• Have completed the payment of the registration fee and was
successfully registered as a participant
• Each participant must be present to compete and cannot be represented
by anything else other than themselves.
b. Relevant Dates :
• Technical Meeting : March 5th, 2022
• Preliminary Rounds : March 12th, 2022
• Elimination Rounds : March 13th, 2022

c. Dress Code
• The participants must keep their appearance neat and clean;
• Senior High School students are required to wear their school batik
uniform unless stated otherwise in the specific rules and regulations for
every competition and/or explained and allowed by the committee.

d. Rules During Competition


• The competition will be held online via Zoom App, therefore
participants should make sure that the supporting equipment and devices are
available (Laptop/PC with functioning camera and speaker, microphone, and
internet connection). The equipment needed will not be provided by the
committee. With that, participants should provide them independently;
• During the competition, the committee will mute the microphone of
all participants. Participants are only allowed to unmute the microphone when
performing and talking;
• To make sure all participants are audible before the competitions start,
there will be a microphone checking session;
• If the participants are caught cheating, the committee is entitled to unilaterally
decide to disqualify participants from the competition;
• During the competitions, the registered participants cannot be represented
by anyone else, or otherwise will be disqualified;
• All participants should respect and appreciate every judgement from
the judges;
• The judges' decisions are final and there is no correspondence pertaining to the
judging process will be reconsidered;
• When the participants make mistakes when performing, the committee does not
compromise and/or allow any pauses of duration nor provide any restart for the
participants;
• If there are technical difficulties (such as any errors in microphones/speakers or
troubled internet connection) or should any problems arise during
the performance of the participants, to which is no fault of the participants,
then the committee might allow a restart with the discretion of the committee
with the approval of the judges; and
• Every participant should be present punctually, at least 15 (fifteen)
minutes before the competition starts. We do not compromise any tardiness. If
the participant is late to be present, then the committee will decide unilaterally
to either postpone the performance or disqualify the participants from
the competition.

2. COMPETITION SEQUENCES
The competition has 2 (two) sets of rounds:
a. Preliminary Rounds (3 (three) rounds)
All teams will compete in three rounds to win the most, with the highest
score possible to get to the elimination rounds which are known as breaking teams.
In Debate Session 3 you will be having Silent Round, the chair will not announce
the rankings to the debaters or give oral adjudication right after the round. The
breaking teams consist of 8 teams with the most win (victory points), highest team
scores, and highest margin in order. There will be 2 teams for reserves break (the
team in the rank of 9th and 10th) which would proceed to elimination round only in
the case that one of the team in the breaking teams bailed or is disqualified for
elimination rounds.
b. Elimination Rounds
• Quarter-final : 8 (eight) teams from the octo-final round will compete in
order to win, only 4 teams that wins this round will proceed to the next round. ∙
Semi-final 4 (four) teams will compete in order to win, only 2 teams that wins
this round will proceed to the next round
• Grand Final : The last round in which the best two teams from the
tournament will meet in a battle to determine the winner of the competition

3. SPECIFIC RULES
a. Asian Parliamentary Format
1) Teams There are two teams in an Asian Parliamentary format of debate
whereas each side is composed of three members, which are:
o Government side: proposes and defends the motion;
o Opposition side: refutes and negates the motion.

2) The Members of the Government Side


o Prime Minister (PM) Opens the debate, defines the motion, and
advances arguments;
o Deputy Prime Minister (DPM) Refute at first instance the case of
the opposition, re-establish the government's claim, and advances
arguments; and
o Government Whip (GW) Makes an issue-based rebuttal of the
opposition's case and summarizes the case of the government.

3) The Members of the Opposition Side


o Leader of the Opposition (LO) Responds directly to the case of
the government by giving a direct clash, and advances arguments.
May challenge the motion if the definition is challengeable;
o Deputy Leader of the Opposition (DPL) Refutes the case of the DPM, re
establishes the case of the opposition, and advances an argument; and
o Opposition Whip (OW) Makes an issues-based rebuttal of the
government's and summarizes the case of the opposition.

4) Time of Speeches
Each speaker is given 7 (seven) minutes and 20 (twenty) seconds to deliver
their constructive speeches. One speaker from each side (For the
Government: PM/DPM, for Opposition: LO/DLO) is given four minutes and
twenty seconds to deliver a reply speech. The speakers will be speaking in the
following order:
For every 7 (seven) minutes and 20 (twenty) seconds speeches, there will
be reminders by the Liaison Officer (“LO”) that will help the speakers to
identify their time and time-manage their speeches.
o First Reminder : 1st minute;
o Second Reminder : 6th minute;
o Third Reminder : 7th minute;
o Fourth Reminder : 7 (seven) minutes and 20 (twenty) seconds.
For every 4 (four) minutes and 20 (twenty) seconds (reply speeches):
o First Reminder : 1st minute;
o Second Reminder : 3rd minute;
o Third Reminder : 4th minute;
o Fourth Reminderr : 4 (four) minutes and 20 (twenty) seconds.

5) Point of Information
Every speaker must inform the other speakers they Point of
Information’s (“POI”) method preference such as through chat, unmute
microphone, etc. During the constructive speeches, POI may be raised by the
opposing side after the first minute up to the sixth minute. POI may be refused
or accepted by the speaker. During reply speeches, no POI may be raised. POI
can be asked more than once as long as not disturbing the speech.

6) Reply Speech
Reply speech is a comparative analysis of the strength and weaknesses
of the case of both sides. The aim of the speech is to give a bias judgment
as to why should the people support the team's claim. The speech is first
delivered by the opposition side and followed by the government side
that will close the debate
7) Case Building
During the case building:
o The time given for case building is 30 minutes for each team at the same
time;
o Printed materials, books, dictionaries and news are allowed during
case building;
o Participants are not allowed to search for materials using internet during the
case building session; and
o The case building is only done by the three members of the team and they
cannot get any help from anyone else (no coaches, teachers and spectators
are allowed to be involved).

8) Scoring
Scores are an objective approximation of how an individual
speaker performed in that round.

67 The speaker is visibly very confused and very confusing. No


structure, no role fulfillment, no relevant content.

68 The speaker rarely makes relevant claims. The speech is difficult to


follow, has little to no structure and shows lack of awareness of the
speaker's role.

69 The debater is often relevant but rarely makes a complete argument.


The speech is frequently unclear and confusing, has problematic
structure, but reflects awareness of the speaker's role.

70- Th speaker frequently makes relevant argument, but with very


71 simplistic explanation. The speech is understandable most of time
altough difficult to follow, has poor structure, and indicates poor
attempt in role fulfillment
72- The arguments are generally relevant with several explanation, but
74 obvious logical gaps. The speech may have multiple simplistic or
irrelevant explanation. The speech is clear but not compelling, shows
incomplete role fulfillment, and has imperfect structure

75 Average in every aspect

76- The arguments are almost exclusively relevant and frequently


78 persuasive, although the speaker occasionally slips into lack of
explanation and simplistic arguments prone to strong response. The
speech has clear structure and successful role fullfillment

79- The speech is almost completely clear with relevant arguments and
80 sufficient explanation. The speaker is persuasive and has successfully
fulfilled their role. The structure is unlikely to be problematic.

81 The speaker has very good arguments that engage well with the most
important issues in the debate and is very compelling. The speaker has
clear delivery and is very persuasive, with almost-flawless role
fulfillment and structure. Opponents need to provide sophisticated
responses to refute the speaker's arguments

82 The speaker has very brilliant arguments-very well explained-and


successfully engages with the main issues in the debate. The speaker is
very clear and very compelling. Opponents need to provide extremely
sophisticated responses to refute the speaker's argument.

83 Best speech you have and will ever hear your current and next life.
Completely flawless. Literally life changing. Almost impossible to
rebut.

For reply speech, the scores will be divided by two. For instance, the
reply speech has average fulfilment (75 speech), therefore the score for
reply speech will be 75:2, which is 37.5.
b. Iron Person Policy
1) An Iron Person shall be defined as any person who delivers two
substantive speeches in one round to substitute one of their teammates who
missed that particular preliminary round for any reasons.
2) A team can only Iron Person in one of the preliminary rounds by informing
the Adjudication Core before the match up and motion launch. This means that
in the team is eligible for breaking to the elimination round. However, the
teams that use the “Iron Person” in more than one of the preliminary rounds are
not eligible for breaking.
o The team who had an Iron Person reserves the right to keep the Victory Point
and their original team score that get got from that particular round without
any forms of deduction.
o The Iron Person will be given the highest of two speaker scores on
that particular round.
o For speaker awards, the speaker who misses the debate will be given the
score of 69 on the round they missed.
o
c. Rules of Online Debating
1) General Requirements Throughout the Competition:
o All participants are obligated to install Zoom on their personal devices.
o All debaters are obligated to use the name format of “[Round]
[Room] [Team Name] [Name]” upon entering the zoom building. For
example, “R2 A3 SMAN 1 Somi”
o All adjudicators are obligated to use the name format of “Adj
“[Round] [Room] [Team Name] [Name]” upon entering the zoom
building. For example, “Adj R2 A5 Joanne”
o All participants are obligated to have access to a stable internet connection
during the entirety of the competition. However, in case of emergency, the
committee has provided a Standard Operating Procedure (SOP) to address
the flow of the competition with regard to the issue.
2) Motion Launch and Motion Preference:
o Matchups will be shown for at least 5 minutes before the first
motion launch of the day through the Herokuapp. Debaters must be on time
and we will not tolerate any reasoning for not being punctual.
o After clicking the link provided on Whatsapp Group, debaters will gather
around in the Debaters Hall for the motion launch and roll call. Motion
launch will be announced by the Adjudication Core.
o Debaters must change their name according to the format that has
been given on this RnR in order to be allocated to chambers.
o The operator will then split the debaters into their debate
chambers respectively, through the breakout room feature in Zoom. Please
wait in the Debaters Hall until the operator moves you into your room.
o Motion preference will be conducted inside of your respective
debate chamber with the Liaison Officer (LO) waiting inside the
chamber. Debaters will be asked to give their motion preference through
the private chat feature in Zoom to the LO.
o After the motion preference, debaters are allowed to casebuild.

3) Casebuilding:
o After motion preference, participants must stay in the debate
chamber throughout casebuilding time (30 minutes). Mute your
microphone and turn off your camera in the zoom room for the duration of
the casebuilding time but you must not leave the chamber.
o The committee will not provide a room for the team’s case building,
so every teams are required to find their own way to conduct their
case building session (eg. Via WA Group Call or a Zoom/G-meets room
of their own)
4) Debate:
o Throughout the Debate:
- You are obliged to turn on the camera at all times during the debate.
However, under exceptional circumstances, you are allowed to turn off
the camera as long as prior notice is given to the LO of the debate
chamber.
- Your microphone must be muted unless it is your time to give your
speech or if you are giving a POI.
- To avoid echoes and other sound issues, participants are encouraged to
wear headphones during the duration of the debate.
- A timer will be shared on the screen to show the time that has elapsed
during your speech.
- The LO and Adjudicator(s) have the right to pause or stop the debate at
any time to fix any technical issues that may occur.
o Point of Information (POI)
- In order to raise a POI, participants must following the POI preference
from the speaker. Either it using chat box, using raise hand fiture, or
unmuting the microphone. You may raise a POI more than once as long
as the POI doesn’t disturb the speaker speech.
- If the POI is accepted, participants are allowed to turn on
their microphone and conduct the POI.
- If the POI is rejected, participants must immediately turn off their
microphone and continue listening to the debate.
- A different method for giving and receiving POI’s may be used
if agreed upon beforehand by the chamber. If you prefer a different POI
method please notify the chamber before the debate starts.
o Post-Debate:
- During the result deliberation, participants must remain in the zoom
room but are allowed to turn off their camera and mic.
- Once the verbal adjudication has concluded, all participants must leave
the zoom meeting immediately.
-
- Personal constructive from adjudicators can only be given out during
lunch break or after the competition for the day has ended. Participants
can ask for the constructive to the adjudicators (ask your adjudicator
right away the prefered platform for later session).

5) Emergency Scenarios
Understanding the unstable nature of the internet and the constant possibility
of participants disconnecting from the debate, these are the scenarios that
will apply in those cases. Note that this only applies if you are disconnected
from Zoom. This scenario will not cover other technical difficulties as its
within your due diligence to make sure your connection is stable before
the competition starts.
o If you are disconnected from Zoom before or after your turn to
present your speech:
- Notify your room LO as soon as possible. You or your teammates must
notify your LO via the Zoom chat function. The LO will keep track of
it at all times and they will notify the room that you are disconnected.
- We will pause the debate (including if there is a speech) and you will
be given maximum 2 minutes to reconnect.
- If you fail to reconnect within the allotted time, the debate will resume
and if you have not given a speech, you will be expected to do so when
it is your turn.
o If you are disconnected from Zoom during your turn to present
your speech:
- If you cannot reconnect to do your speech within 5 minutes,
your teammate is obligated to call you with a loudspeaker
thus allowing you to continue your speech via call with your
teammate connecting your speech to the zoom.
- If instruction above does not work:
i. If you are disconnected before 4.30 minutes of your speech: the
Iron Policy applies. Your teammate can replace your place to do
your speech instead. However, there will be no extra time for
your teammate to construct the speech in your place. The speaker
score for the tabulation will be given to your teammate that
replaces your position.
ii. If you are disconnected after 4.30 minutes of your speech: you
will still be scored according to the speech you have delivered
and there is no need for iron policy. The debate will not wait for
you.
4. MOTIONS
Preliminary rounds on the 1st day consist of 2 rounds using prepared motions and 1
round using impromptu motions. All final rounds on the 2nd day will be conducted
using impromptu motions. Materials for the prepared motions will be announce on
