Bangladesh Civil Service Administration Academy (BCSAA) has assigned the participants of

70th Foundation Training Course (FTC)

To know the activities and work culture of all district level offices for twenty-one days (21)

Field Attachment under the Module-4 at Jhenaidah District.

These offices have been selected by the Deputy Commissioner and Chairperson.

Evaluation Committee of concerned district (Jhenaidah) with the assistance of Additional

Deputy Commissioner (General) as our focal point.

Jhenaidah (Bengali: ঝিনাইদহ) is a district in the southwestern part of Bangladesh. It is a part of the
Khulna Division. It has an area of 1964.77 km. The population of Jhenaidah is 17, 11, 304 (As per the
population census of 2011) Jhenaidah has 6 Upazilas, 67 unions, 945 Maujas, 1144 Villages, 6
Pauroshavas, 54 Words and 136 Mahallas. Population density 602 sq. k.m. This land is blessed with 12
rivers.

On 23 February, 1984 Jhenaidah

became district

It was liberated from Pakistani Occupation on 6th December, 1971.

Agricultural Extension Office

Providing Agricultural Extension services to all categories of farmers

Supporting farmers regarding the modern technologies and varieties of crops

Challenges

Uncontrolled use of chemical fertilizers that deteriorate soil health

Storage and processing facility for agro products

Prospects

More use of organic fertilizer to protect nature.

Agro based industries and Uprising agro Economies.

Public Works Department


Public Works Department (PWD), under the Ministry of Housing and Public Works, is the pioneer in
construction arena of Bangladesh.

Over about Two centuries, PWD could

successfully set the trend and standard in

the country's infrastructure development.

It plays a pivotal role in the implementation of Government construction projects

Roads and Highways Department

The mission of RHD is "To Provide a safe, cost effective & well-maintained road network".

Functions of District Council:

The construction and maintenance those type of property not reserved by the Upazila Parishad,
the municipality or the government.
Planting and conserving trees on the roadside and in public places.

Provision and maintenance of parks, playgrounds and open spaces for public use.

Management and control of the Khayaghat.

Post-bungalow, inn and restroom maintenance and maintenance.

Islamic Foundation
Bangabandhu Sheikh Mujibur Rahman, the father of the great architect of the nation,
established the "Islamic
Foundation" on March 22, 2005 in an ordinance to promote the spread of Islam

LGED

Functions

Making infrastructures in rural areas and providing technical support to the rural and the urban local
government institutions (LGIs)

Coordination with local leaders

Opportunity
Planning and implementation of infrastructure development projects in the rural and urban areas to
improve communication and transport network, job creation, and poverty reduction.

Collecting direct taxes from individuals and companies

Performing Audit activities to prevent tax fraud

Encouraging Tax payers through different events

Organizing and promoting tax fares

Learnings

How different government offices in district works to serve people

How government plans for development are implemented in district levels

How marginal and vulnerable groups are being benefitted from social safety net programs

How government offices innovating ideas and making the service delivery system easier at their
doorstep

Farmers are adapting new agricultural practices, like Orange, Malta, cut flower, Kashmiri Jujube, Thai
guava etc.

Observations

Favorable geographic location with fertile land and Baors.

Decent Communication system

Agricultural produce is excellent here and farmers are adapting new practices.

Less prone to natural calamities

Inadequate manpower in different government offices.

Lack of publicity of government services.

Government offices are need to be brought under one umbrella.
