CHAPTER 1
INTRODUCTION

1.1 Background
The Maharashtra rail infrastructure development corporation ltd has taken up a rebuilding of
existing rail over bridge in Mumbai at Tilak Road Bridge. Tilak Bridge is a Rail-over-bridge
(ROB) for vehicular movement over Western and Central Railway tracks in Dadar. Built in
1923, Lokmanya Tilak bridge (once referred by locals as Kingsway bridge as it was extended to
Kingsway road which was renamed Ambedkar road) is one of the oldest bridges in Mumbai and
connects Dadar east (Khodadad Circle) with Dadar west and even more so, between east and
west Mumbai. This is an important route for buses and other motorists for travelling from
the Western Suburbs to the Central Suburbs and vice-versa. This rail-over bridge becomes even
more critical connect for devotees during Ganesh Visarjan when Ganesh idols across eastern side
of Mumbai are brought to Dadar Chowpatty for the immersion (visarjan). Apart from this bridge,
there are few pedestrian rail-over bridges that keeps the crowd moving on foot from east and
west. This bridge is almost 100-year-old hence it is reconstructed with future lane widening and
increase span, height of bridge as per requirement.

Vehicular traffic of Dr. Baba Saheb Ambedkar Road and Veer Kotwal Udyan Chowk are facing
acute traffic problem at railway crossing bridge. Vehicular traffic on roads has grown at an
unmanageable rate over the years making travel chaotic, tiring, and time consuming and unsafe.
It is at these junctions where traffic from different directions converge and cause traffic
congestion and also accidents. The reason for this traffic congestion is overcrowding at junctions
due to the increasing density of traffic from all directions. In order to solve this traffic problem,
planning and reconstructing a Flyover Bridge over railway crossing may be a variable option. A
ROB can be reconstructed which is cost-effective, minimum demolition and safe and fast
movement of vehicle so that of traffic problem at railway crossing of Tilak Road Bridge can be
solved.

1.2 Objective
Scope of Services, as stated in Request for proposal (RFP) is fairly comprehensive and need not
be reproduced here except highlighting the main objective and scope of work with clear
understanding of task assignment for a time bound deliverable, acceptable progress of the project
with quality works and above all the final product i.e. completion and handing over of the
project with the satisfaction of the Client and meeting the requirement of the RFP.

The main objective of the consultancy, as indicated in the RFP is to undertake feasibility studies
and prepare Feasibility Report for the purpose of firming up the Authority’s requirements in
respect of development and construction of the Project and Project Facilities and enabling the
prospective bidders to assess the Authority’s requirements in a clear and predictable manner with
a view to ensure:

To establish the technical, economic and financial viability of the project as a three-lane with
footpath facility taking into account the requirements with regard to rehabilitation, upgrading
and improvement based on highway design, provision of 4-lane divided carriageway, wherever
necessary, type of intersections, /flyovers/ROB’s, road safety features, quantities of various
items of works and cost estimates vis-à-vis the investment and financial return through toll and
other revenues.

The Feasibility study would inter–alia include preliminary highway design and quantities of
various items, detailed working drawings, detailed cost estimates, economic and financial
viability analyses, environmental and social feasibility, social and environmental action plans as
appropriate and documents required for tendering the project on commercial basis for
international /local competitive bidding.

Hence, ensuring:
• Enhanced safety and level of service for the road users.
• Superior operation and maintenance enabling enhanced operational efficiency of the
Project.
• Minimal adverse impact on the local population and road users due to road construction.
• Minimal adverse impact on environment.
• Minimal additional acquisition of land.

• Phased development of the Project for improving its financial viability consistent with the
need to minimize frequent inconvenience to traffic that may be caused if additional works
are undertaken within a period of two years from the commencement of construction of the
Project.

1.3 Scope of Project


The scope of Consultancy service for ROB, as set out in the RFP includes following major tasks:

 Visit to the site for carry out the necessary physical surveys & collect data regarding the
existing bridge at the proposed location for assessing the site difficulties and possible
solutions,

 Alignment Study & Preparation of the alternative schemes for guidance. Study all
possible traffic dispersal options at the junction and take approval of MRIDC, Railways
& MCGM etc.

 Designing of Highway Geometrics.

 Conceptual designing of architectural and aesthetics of the proposed and finalised


scheme along with landscaping and urban designing.

 The BOQ is to be prepared based on schedule of MCGM. For the items not available in
schedule of MCGM the specification and rates are to be based on latest accepted rates of
mainly GOVT. / PSU / organization.

 Detailed Structural and Architectural Design of Cable stay bridges.


 It is required to the greatest extent possible for the proposed structure to be of the iconic
and aesthetically pleasing type, comprising either a cable-supported structure, a
combined steel truss and cable stay bridge, an arch bridge or a bow-string arch girder
bridge.
 In case of Non-feasibility of cable Stay Bridge then, for any other bridge then, for any
other bridge type to be approved by the Competent Authority, it would be incumbent on
the consultant to adequately demonstrate to the satisfaction of the Competent Authority
why the provision of such iconic structure is not possible at the given location.
 The consultant shall conduct the architectural as well as structural design of the approved
bridge type.

 Provision of selfie locations.

 Detailed cross sections at every pier interval, RCC detailing for superstructure &
substructure, cable detailing.

 Detailed design of inspection platform & ladders,

 Submission of Draft & Final detailed design with calculations & design parameters, list
of designs software used.

 Submission of Load calculations.

 Submission of Aerodynamic Study & wind testing with design model.

 Submission of Structural 3D Model (Output of Staad, MIDAS etc.)

 Lighting & Electrical Designs & Drainage Scheme.

 Preparation of Detailed Technical specifications and BOQ for the purpose of items rate
tenders for constructions along with stage payment scheme,

 Suggest construction methodology.

 Submission of Good for Construction Drawings (GFC Drawings),

 Discussion with the contractors for evolving scheme of construction.

 Approval of final designs from 3rd party proof checker, (generally IITs / Railways /
Government Institutions) and to make necessary changes as per their comments to make
modifications / revisions / addition / subtraction in the respective design-drawing &
resubmission. The payment will be made to IIT / Other proof checker by MRIDC.

 Presentation, submission, re-submission of designs to Railway/ MCGM / PWD &


Concern Authorities, RDSO (if required) at various stages.
 Visits to the sites as and when required for on the spot advices.
 Preparation of 3D animation, drawings and walkthrough and submitting it for
presentations and construction of structure.
 Changes in design as well as detailed drawing and its 3rd party proof checking, due to
utilities or otherwise and during construction required if any.

 Utility mapping survey / Ground Penetration Radar Survey (GPR) for finding
underground utility,
 Supervision of the construction work of ROB.

1.4 Design Philosophy


The Design Standards that will be adopted in the Design of Bridges/Flyovers/ROB shall be in
accordance with the Codal Provisions of India as stipulated by the Indian Road Congress (IRC),
Indian Standard Specifications (IS) and the Ministry of Road Transport & Highways
(MoRT&H). Deviations may be considered in Planning Parameters, if absolutely necessary,
considering the Dense Urban Conditions. These Modifications in the Design shall be adopted
based on Sound Engineering Practices.
The Detail Designs and Drawings of the Approved Concept that will be presented as part of the
Design Basis Report shall be based on the Study and Investigation carried out at Site, i.e. Traffic
Data, Geotechnical Data etc.

1.5 Stages of Completion and Deliverables


In developing the Work Plan for completing the assignment, the activities have been considered
under following stages as per Targets for Deliverables:

In this chapter, anticipated problems if any and whether the project
can be implemented or is likely to be delayed. Also, identification

ANTICIPATED PROBLEM IN IMPLEMENTATION OF THE
PROJECT

2.1 Anticipated Problems


Veer Kotwal Udyan Chowk Side
• Existing staircase, footpath and commercial shops near side of ROB approach on Matunga
side will have to be demolished because it is obstructing the proposed alignment.
• Underground utilities near side of existing approach.
• Existing hoarding structures near side of ROB approach on Matunga side will have to be
demolished because it is obstructing the proposed alignment.

Railway Portion
• Existing bridge connecting to platform no.7 Dadar station (Western Line) will be closed at
the time of construction of superstructure.
• Existing OHE, signal poles and hoardings shall be shifted and / or dismantled.

Dr. Baba Saheb Ambedkar Road Side


• Existing staircase, footpath and commercial shops near side of ROB approach on Matunga
side will have to be demolished because it is obstructing the proposed alignment.
• Underground utilities near side of existing approach.
• Existing hoarding structures near side of ROB approach on Matunga side will have to be
demolished because it is obstructing the proposed alignment.

2.2 Project can be implemented?


We don’t envisages any problem in implementing the project as above mentioned problems to be
taken care by the various authorities in time to suit the construction agency.

2.3 Debris Disposal


Except for items or materials to be salvaged, recycled or otherwise reused, remove waste
materials from Project Site and legally dispose of them in a landfill or incinerator acceptable to
authorities having jurisdiction.

• Except as otherwise specified, do not allow waste materials that are to be disposed of to
accumulate on site.
• Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and
areas.
• Do not burn or bury waste materials on or off site. Appropriate onsite topical application of
ground gypsum or wood, or use of site paving as granulated fill is considered reuse, not
waste.

CHAPTER 3
PROPOSED APPROACH AND METHODOLOGY

3.1 General
The Design Basis report involves carrying out preliminary designs and cost estimation based on
surveys, inventories, investigations etc. The methodology adopted for different tasks is discussed
in this Chapter. Consultancy services have been divided into following tasks to prepare Design
Basis Report:
 Review of all reports made available by MRIDCL pertaining to this particular project.
 Detailed reconnaissance made available by MRIDCL.
 Identification of possible improvements in the existing alignment
 Traffic studies including traffic surveys made available by MRIDCL.
 Preliminary engineering design

3.2 Engineering Surveys and Investigations

3.2.1 Road and Pavement Condition Surveys


The physical survey at the site will be carried out by MRIDCL and preparation of the PPD &
GAD shall be done accordingly, once it is finalized then road and pavement survey for
approaches will be carried out as per codal provisions.

3.2.2 Inventory Survey

It deals with detailed inspection of ROB and collection of comprehensive data. Current project
deals intra-city connectivity with suburban railway station at Dadar in Mumbai city. Hence,
inventory survey will be conducted along the transport network influencing the study area.
Following data will be collected during inventory survey.

 Traffic operation system and travel pattern along the corridors


 Pedestrians movement along the network
 Details of all intersections, type of operation and its approaches viz. width, carriageway
details, pavement type etc.
 Details of existing structures such as Road Over Bridge (ROB), Foot Over Bridge (FOB),
etc. with their structural details, angle of crossing, etc.

In order to complete the inventory survey in adequate manner, pre-set survey format will be

3.2.4 Geometric Design

 Geometric design is proposed to be carried out using “AutoCAD CIVIL3D” or any similar
software for which the consultants holds the user licenses.
 The following activities will constitute the design process:
 Finalizing the final centerline of the existing road with due regard to flattening sharp
horizontal curves to the extent possible
 Finalizing the final profile for the existing road duly interfaced with pavement
strengthening requirements, after carrying out possible improvements to stretches with
unacceptable grades/sight distance.
 Fixing final profile for the new carriageway compatible with that corrected for the existing
carriageway and interfaced with pavement design.
 Developing the final alignment for the improved facility, showing centreline, carriageway
and roadway lines, toe lines, etc. Visibility splays at inside of curves will be designed to
provide needed sight distance.
 Design of bypasses roads decided in the context of traffic operation and safely and cost
comparison with respect to the alternative option of widening the existing road.

 Design of intersections/interchanges including turning curves, ramps, loops etc.

Road Alignment Design:


The road alignments will be designed in a way that the existing road will be utilized to the
maximum extent. Sharp curves will be improved and minimum sight distance requirements will
be taken care of. Loss of properties will be minimized in the alignment finalization.

3.2.5 Design of Rail Over Bridge and Structures


Design Standards:
The existing approaches in good condition will be retained and shall be widened to required
width, if required. The provision of median would be as per actual site conditions.
Suitable foundation type will be selected based on geotechnical investigations report available
from MRIDCL. Design of bridges will seek
a) The requirement of footpath for pedestrian;
b) Suitable provision for carrying the utilities;
It is envisaged that the contract documents may permit bidders to propose alternatives, which
offer advantages in terms of cost and/or construction time.
The alternatives for the structural system, span arrangements, type of superstructure, foundation
system etc. will be explored keeping in view the aesthetic and environmental requirements,
functionality, physical and sub-soil conditions. The foundation systems for the existing bridges
on or in the vicinity of the project links will be studied while deciding the requirements for the
new facilities. Efforts will be made to adopt similar type of structures and standard structural
system in order to facilitate fast and easy construction.
The design standards and loadings to be considered for ROB shall be those laid down in the
latest IRC codes and/or IS codes and IRC: SP:73-2018. ROB shall be planned and designed in
consultation with the concerned Railway Authorities.
1. The Indian Road Congress (IRC) codes will be the basis of ROB. For items not covered by
latter, provisions of Special Publications and Specification for Roads and Bridges
published by IRC shall be followed.
2. Grades of Concrete for superstructures will be as per MoRTH Specifications and IRC
Standards. Generally, the grade of concrete shall be as per design requirements.
3. Loading shall be considered as per IRC-6:2017.

4. Minimum Vertical clearance required for Railway span shall be decided as railway
standards.
5. The deck will have 2.5% bi-directional camber/cross fall and the wearing course will be
65mm thick comprising of mastic asphalt of 15mm over two layers of asphaltic concrete as
per MORTH Specifications.
6. Pile/open foundations may be adopted for ROB, depending on the properties of the strata
based on sub-soil investigation reports.

3.2.6 Traffic Safety Features, Road Furniture and Road Signs


Suitable designs will be furnished for traffic safety features and road furniture including traffic
signals in urban areas, signs, markings, overhead sign boards, crash barriers, delineators, street
lighting etc.
The locations of these features will be given in the reports and also shown in the drawings.
The design will be given for adequate safety measures required for safe and smooth traffic and
pedestrian movement, keeping in view the guidelines given in MORT&H Manual for Safety in
Road Design.

3.2.7 Preparation of BOQ and Cost Estimates


 The BOQ is to be prepared based on schedule of MCGM. For the items not available in
schedule of MCGM the specification and rates are to be based on latest accepted rates of
mainly GOVT. / PSU / organization.

INCEPTION REPORT
4.1 Inception Report
This Inception Report has been prepared in response to Section 6.10.1 of the Terms of Reference
(RFP). The report brings out a brief background of the project, scope of project, implemented of
the project, General arrangement drawing for alternative options etc. of the project essentially
based on study of available secondary data/reports and a detailed reconnaissance survey.
Approach and methodology relating to surveys/investigations, detailed design; design standards
and typical cross-sections also have also discussed.

We have carried out feasibility study of alignment for three different options as following.
A) Feasibility of Proposed Cable-Stay Bridge in two tiers, second over the existing ROB
and the first at about the same level of existing ROB.
B) Feasibility of Proposed Cable-Stay Bridge parallel to the existing ROB, in this case
designer has to consider the minimum or nil land acquisition and suitable working
space availability without disturbing the existing structures, traffic etc.
C) Feasibility of Proposed Cable-Stay Bridge on the same location after dismantling the
existing ROB.

A) Feasibility of Proposed Cable-Stay bridge in two tiers, second over the existing ROB
and the first at about the same level of existing ROB

1) This option will provide through & through traffic on proposed bridge.
2) The proposed alignment has two options at each approach arrangement on East and West
of ROB as follows:
i) Start / End of proposed approach on Veer Kotwal Udyan Chowk (West) side which
will have up ramp (Fig.4.1) on N C Kelkar road from Sena Bhavan Junction and
down ramp with two options
a) Option 1, down ramp (Fig.4.2) on N C Kelkar road towards Kabutar khana Circle
up to Axis bank at Bhavani Shankar Road.
b) Option 2, down ramp (Fig.4.3) on N C Kelkar road towards Shree Hanuman
Mandir up to Aradhana Bhuvan Jain Temple at S K Bole road.
ii) Start / End on Dadar TT Circle (East) side parallel to Dadar TT flyover, which will
have up ramp on Eastern Express Highway (EEH) from Dadar Head Post Office and
down ramp on Express Highway (EEH) to Dattray Shankar Nandkarni Chowk. The
option of crossing Dadar TT flyover on EEH side is not feasible because the DP
width available on Tilak Road is approximately 10m.
3) In this alignment, the required vertical clearance of Second tier ROB is approximately
13.5m above rail top level at Railway Portion and 5.5m on junctions of N C Kelkar road
and Eastern Express Highway. The First tier level of ROB will be at same level of
existing ROB or as minimum vertical criteria given as the railway standard.

6) Geometry alignment & viaduct pier at approaches:
 On Veer Kotwal Udyan Chowk Side
For up and down ramp at N C Kelkar road, Bhavani Shankar road and S K Bole road, the
available DP width is 27.45m (including footpath). The Proposed Bridge is of 2+2 lane
having total carriageway width of 19.50m and for up and down ramp shall be of 2 lane,
each having total width of 8.0m. The existing N C Kelkar road, Bhavani Shankar road and
S K Bole road are approximately of 21m, 19m and 21.5m respectively, which is of 2+2
lane with median and footpath on both sides of the road. For proposed up and down ramp,
approaches of 2 lane with width of 8.0m on this roads will entirely occupy the existing
road width, hence the traffic movement on existing roads will get obstructed, as only 1 lane
width shall be available of service road on either side of N C. Kelkar road, Bhavani
Shankar road and S K Bole road i.e. with footpath. Hence, due to in-adequate availability
of land / space for construction of structures such as piers & approach it will block the
traffic, as the traffic load is higher on this road so the traffic congestion will increase more
on service roads. In addition, the alignment passing through Shree Hanuman Mandir
towards Aradhana Bhuvan Temple on S K Bole road will have a sharp curve (almost a 90°
curve) which is not feasible from geometry point of view. Considering the above point
regarding the traffic load and in-adequate availability of land / space the proposed
arrangement is not feasible.

 On Dadar TT Circle Side Parallel To Dadar TT Flyover
For up and down ramp on Tilak road, Dadar TT Circle and Eastern Express Highway the
DP width are 32m, 73.46m and 48.76m respectively. On Tilak road, the existing
approaches can be widened as the existing road is of 18m width footpath, therefore there
will be no problem for piers at centre & approach as it will not block / obstruct the traffic
on Tilak road. The Bridge is proposed to be 2+2 lane having total carriageway of 19.5m
(including footpath) and for up and down ramp shall be of 2 lane each having total width
of 8.0m. Alignment passing through Dadar TT Circle parallel to Dadar TT flyover will
have a sharp curve (almost a 90° curve) on both sides (up and down ramp) this will slow
down the traffic and create a traffic jam, which is not feasible from geometry point of
view.

The proposed ROB alignment parallel to existing one will be connected to the existing
approaches on both sides of East and West of ROB so there will only one intersection
i.e., Bridge connecting to platform no.7 Dadar station (Western Line) from existing ROB.
6) DP width along the alignment:
Refer figure 4.6 and 4.8 above.
7) Geometry alignment at approaches:
As the required vertical clearance above rail top level over railway portion may increase
than that of existing one. In addition, the proposed ROB alignment will be diverted and
connected to existing approaches on both sides, therefore the gradient slope required will
be steeper than the existing one to utilize the existing approaches.
8) On Dadar TT flyover side approach, total DP width available is 32m (Fig. 4.8). The
approaches can be constructed having width approximately 14m.
9) On Matunga Side, no obstruction for construction of substructure and superstructure.
10) Existing footpath and staircase on both sides of approaches at Matunga side may be
require to dismantle at the time of execution of proposed bridge.

11) Bridge connecting to platform no.7 Dadar station (Western Line) will be closed at the
time of construction of superstructure.

12) Existing OHE, signal poles and hoardings shall be shifted and / or dismantled.

13) Tree cutting shall be required on both sides of approaches at Matunga side.

14) In first phase of project, ROB of 2-Lanes parallel to existing ROB will be constructed.
After completion of execution of proposed bridge, the traffic will be diverted from
existing bridge to the proposed bridge via the existing approaches.
15) In second phase of project, after diversion of traffic to proposed bridge, the existing ROB
will dismantle and reconstructed with arrangement of 2-Lanes.
16) In this option bridge parallel to existing ROB shall not be proposed on Elphinstone Road
/ Parel side because there is no availability of DP width, it require additional land
acquisition for construction and execution of proposed bridge and it also requires
dismantle existing skywalk.

C) Feasibility of Proposed Cable-Stay bridge on the same location after dismantling the
existing ROB

1) In this option, existing ROB to be dismantled & new ROB is proposed at same location.
Hence, no additional land will be required.
2) Starting and end point of proposed ROB will be same as exiting ROB.

3) For this alignment, no nearby existing structures need to be dismantle. As at Kodadad
Junction side approach on Eastern Express Highway (East), total DP width available is
32m and towards Plaza side approach on Veer Kotwal Udyan Chowk (West), 27.5m DP
width is available.
4) DP width along the alignment:
Refer figure 4.6 and 4.8 above.
5) Vertical clearance of existing ROB is less than given in railway standards. Vertical
clearance need to be increased by approximately 1.0m. The gradient at approaches will
be steeper than existing ROB.
6) Existing ROB carries very dense traffic. Traffic need to be divert during construction of
ROB, need to be done during entire construction period. Traffic diversion of this road
shall be done on Elphinstone ROB, Lower Parel ROB and Matunga flyover. Elphinstone
ROB & Lower Parel ROB are approximately 2.5km away from this ROB. All the
proposed diversion are already having dense traffic situation. Considering the in-
adequate diversion of traffic proposed scheme is not feasible.
7) Bridge connecting to platform no.7 Dadar station (Western Line) will be closed at the
time of construction of superstructure.
