Subject: Complaint Against the Hazardous Environment Impacts by PARCO MCR
I am working in PARCO MCR (A Pak-Abu Dubai Joint Venture) Oil Refinery at Mahmood
Kot District Muzaffarghar as an Environment (HSE) Officer since last 5 years, I had 12 years’
experience in oil & gas sector in Saudi Arabia and closely watched the all environment or
hazardous activities and their impacts on the environment and also on the employs, and those
hazardous activities remedial so closely.
As PARCO MCR is one of the major oil & gas refinery in Pakistan which produced the
1200000 Barrels per day. But with this huge daily production PARCO MCR also produced the
environment problems on the daily bases, which effects most of the employs itself or their
families and also polluted the surrounding environment and nearing locally allocated families.
Recently DESCON Engineering Limited was working on the Revamp & TA Projects job in
PARCO MCR (2018-2019), it was noticed that most of the contractor firm employs were
affected by some serious hazardous gases or chemicals directly which was a serious issue.
These are some major hazardous aspects or activities mention below:
 Use of expiry or old gas masks
 No any monitoring or alarm system for the H2F toxic gas
 No any proper inspection of heat exchangers
 No any proper inspections of smoking chambers
 No any proper solid waste disposal system
 No any proper chemical solid waste disposal system
These are some major hazardous activities which are mentions above having the serious impact
on the employs itself and also on the environment mention below:
 Serious health issues
 Major berthing or lungs problems
 Toxic gases mix with the air & polluted the environment
 Under ground water also affected
 Violation against the national & international environment laws
 Chemical wastes also polluted the neighboring land
These major environment impact are damaging the natural environment and effects the
precious man life. As an Environment (HSE) Officer I took some serious actions against all the
hazardous activities which are mention below:
 Use of proper or latest gas masks
 No entry without gas mask in the toxic gases area
 Installation of H2F toxic gas detector and alarms
 Daily, weekly, monthly bases environment report against the smoking chambers
 Proper heat exhaust mechanism
  Proper solid waste disposal system
 Weekly based environment training for the operational staff
 Proper HSE training sessions for the labor staff
 Proper chemical waste disposal system under qualified staff and monitoring
 Strictly implementation of HSE rules for every PARCO MCR person
 Monthly environment impact report and counseling with operational staff members
 First aid services
 Yearly based staff member’s health checkup
 Third part auditing
 Hiring of staff members according to global environment laws
 Monthly based HSE and Higher Staff members meeting on topic of hazardous activities
 Case study and training sessions on the environment aspects and impacts according to
Pakistan Environmental Protection Act, 1997
These are some major contribution by my side for the protection of environment from the
serious hazardous gases or chemicals.
I have a request to you please take a serious action against the environments aspects and their
impacts so we can save our global environment and theirs precious inhabitants, and have a
request to arrange environment impact meeting on every month end with seniors operational
and nonoperational staff members for our secured lives.
