SOOT BLOWER PLC SPECFICATION
Item Code: I1700001 – SB PLC, QTY.: 1 Set.
A. GENERAL REQUIREMENTS:
1. This specification calls for design, manufacture, testing at shop, delivery and Commissioning for 1
Sets of PLC-based Soot Blowing System for Flue gas cooler at BPCL Kochi.
2. Vendor shall offer the suitable hardware type and quantity as per system-specific requirements to
meet this specification. Vendor shall ensure that all required hardware has been provided to make
the PLC system reliable and working.
3. An independent failsafe, hot standby PLC-based system for Soot Blowing System shall be
provided. The PLC shall be used for implementing Soot Blowing Operation for 55 Soot blower:
a) Soot blower Start / Stop
b) Normal Operation
c) Auto operation
d) Emergency Stop of Soot Blowers
4. SB PLC shall have following basic features:
Redundancy at CPU Level
Redundancy at Power Supply Level (110 VAC redundant power supply from end
customer will be provided)
Redundancy at I/O Level
Redundancy at Communication Level
5. SB PLC shall be configured as per SB Logic Drawing: - 9276-T-IF-INS669-00001 (TL DOC
NO. D84-4WH-001719E) and SOOT BLOWER I/O LIST & ALARM & TRIP SUMMARY
Document: - 9276-T-IF-INS672-00003 (TL DOC NO. D65-WH-CS-61677) (Rev.01).
6. Soot blower will be started / stopped from soot blower operating cum engineering station & also
form DCS operating consoles kept in SRR#5 as well as from Field through Local control station
MCC Panel(s).
7. PLC shall have necessary hardware and software for direct two way redundant modbus with RS
485 (Rev.01) link communications with DCS. All signals as per the SB Logic Drawing shall be
communicated to and from DCS.
All necessary support for configuration of above requirements in DCS shall be provided by the PLC
vendor.
8. PLC System shall be complete with a Engg Cum operating Station to enable Program and
configuration changes to the SB PLC system. The Engg Cum operating Station shall be complete
with a station with configuration program duly loaded on to same. Online downloading of SB
software changes shall be possible from the station without affecting logic operation. Key lock
facility through software password for programming shall be provided. Status display for logic
inputs and display of ladder diagram shall be possible. All necessary licenses shall be provided.
Further 2 nos. PLC software licenses to be provided (Rev.01).
9. Vendor shall carry out engineering of system hardware and software to meet the functional
requirements outlined. The system shall be freely expandable to a reasonably high level by adding
hardware and / or software without in any way, compromising the system capability with respect
to system communication and memory to handle additional software.
10. Vendor shall provide Soot Blowing System with Processor, I/O and Marshalling Cabinets to be
installed in a cabinet room. All interconnecting wiring diagrams shall be prepared by vendor. PLC
processor shall be hooked up to DCS using Serial Link.
The vendor shall generate and provide complete Bill of Materials with respect to system offered in
order to meet all requirements of this specification, along with System configuration, which shall be
approved by TL.
Note: EIL documents will get precedence & vendor to clearly list out the deviations if any
based on the attached documents.
B. DETAILED SPECIFICATIONS:

SOOT BLOWER PLC SPECFICATION
The SB PLC vendor shall be responsible for mounting and wiring up of all equipments in PLC cabinets. All
the analog inputs shall be from 2-wire transmitters. Transmitter powering arrangement (24V DC) shall be
provided by vendor. Model numbers for major items in the BOM shall be as per approved vendor list.
A) PLC Specs
PLC shall be supplied, with the following features as minimum.
1) Hardware:
The PLC system shall consist of Redundancy at all level i.e. CPU, Power supply, Digital inputs, Digital
Outputs, Analog inputs, Communication. The PLC shall be provided with protection against overload
current and line voltage spikes. CPU shall retain its memory in the event of power failure. CPU shall have
battery back up. CPU shall be provided with sufficient memory for the initial configuration plus 40%
additional for future expansion. The minimum I/O scan times of PLC shall be 10 msec per rack. In
addition to this -
a) Processor word length shall be (minimum): 32 Bit
b) Capacity of processor memory for storage of applications Programme: 8 MB
c) Processor switchover timings from main to backup & vice versa: 50 ms
d) Maximum Loading:
Input / Output Capacity: 65% ; Processor: 50%; Communication Interfaces: 60%
e) OLCS Loop cycle timings: 100 ms
f) CLCS Loop cycle timings
g) Critical loops: 100 ms
h) Other loops: 250 ms
i) Main data highway speed: 100 M Baud Deterministic Bus
2) Software:
The vendor shall implement logic or ladder diagrams into a programming language using ladder logic
type of format. PLC vendor shall provide programming software, license documentation and compatible
programming computer. The system shall be capable of adapting to ONLINE program changes without
affecting the hardware. Programs shall be protected from accidental changes by use of password. Any
data table entry made in primary processor shall automatically be reflected in the backup processor

during the next scan. The PLC shall be provided with hardware and software that allows the user to enter,
add, delete or modify networks.
The printout shall be in ladder format using user's tag numbers to identify all inputs and outputs. Printout
shall also contain a "remarks” column.
Software shall be provided to record the user logic programming on CD disks. Each ladder shall have the
capability of self testing by forcing inputs and outputs.
Self Diagnostics is required with proper indications for CPU Fault, Power Supply Fault, I/O rack Fault, I/O
card Fail Fault, CPU changeover alarm. Timer based alarm shall be generated in DCS/PLC to detect DCS-
PLC communication failure. These indications shall be transferred to DCS on serial link.
B) I/O MODULES
The Input / Output modules shall be mounted by the PLC vendor in the I/O cabinets. Replacement of I/O
modules shall be possible without disconnecting field wires. It shall be possible to accommodate any type
of I/O module in any of the I/O rack slots in free mix. On line replacement of I/O cards should be
possible. All I/O modules shall have indicating light on field side of I/O. Maximum I/O capacity per PLC
shall be stated by the vendor; 20% SPARE I/Os shall be duly wired up in the panel. 20% spare slots for
I/O modules shall be provided in I/O rack.
1) Digital Inputs:
The inputs to the PLC shall be from limit switches or Potential free contacts. Contact interrogation voltage
shall be 24 V DC.

2) Analog Inputs:
The Modules shall accept 4-20mA signals from the 2-wire and 4-wire field transmitters. Each analog input
shall be isolated from other. 24V DC power required for powering 2-wire transmitters shall be supplied
from a redundant power pack in vendor scope. Analog input loop resistance shall be less than 600Ω and
at transmitter span output; voltage shall not drop below 20 VDC.
In case of voltage failure or analog input failure, output shall be 4mA or below.

3) Digital Outputs:
The outputs from the PLC modules shall drive the interposing relay modules mounted in the respective
switch gear or MCC or for 240VAC indicating lamps available on MCC.
All outputs going to field shall be fused for overload and short-circuit protection and shall have blown fuse
indicators.
Discrete outputs from the PLC shall be energized on true logic. Output modules shall have selectable
failure action on all output contacts so that they all go to shutdown position upon PLC failure.
Power supply to each output modules shall be isolated using MCBs.

The PLC and I/Os cards shall be provided in cabinets and shall be located as required. All equipment shall
be suitable for a safe environment with minimum IP52 or equivalent enclosures for PLC.
All PLC modules and power supplies shall be isolated from body of the cabinets. Separate earth shall be
provided for 4-20mA signal shield earth. Some additional points for panels are listed as below:
Panels shall be shipped with all instruments and components installed and fully wired.
Panels shall be built by specialised panel manufacturers approved by Thermax.
Access shall be provided within panel for all components requiring operation and maintenance.
Panel finish shall be of a high and durable quality suitable for the environment. This will normally be
an air-dried epoxy type paint of semi-gloss texture to the colour given in the equipment
specification. Seller shall submit a painting specification for approval prior to proceeding with
manufacture. Blemishes, scratches or chips in the finished surface shall not be accepted.
Nameplate of the laminated plastic type shall be provided under each instrument at both front and
rear of panel. On the front, they shall be engraved with tag number and duty and at the rear with
tag number only. Nameplates shall be secured with self-tapping screws. A nameplate schedule shall
be provided by Seller for approval prior to manufacture.
Panel Tag Numbers –
Soot Blower PLC: IF-CA-2201 for Processor & I/O Panels; IF-CA-2202…. & so on.
Panel lighting shall be provided
All the TAPS to be tagged. Identify CPU and all the hardware in a detailed configuration diagram.
Each system cable to be tagged and identified in the configuration drawing.
All the interface points to be specified with connection details.
1) Wires carrying different voltage shall be grouped separately. Analog and Digital signals shall be
isolated from each other, while IS and non-IS wiring shall also be separated from each other.
Wiring Material - Insulated copper stranded conductor
Wire Sizes - Internal signal wiring shall be min. 1 mm2
Internal Power wiring shall be min. 2.5 mm2
2) Wiring shall be arranged to ensure free access to all devices for maintenance services.
3) No wiring shall be routed across face or rear of any device which may restrict opening of covers or
obstruct access to leads, terminals, etc.
4) Tapping or splicing between terminal points is not permissible.
5) Groups of wires shall be bunched with cable straps at suitable distances.
6) Common connections limited to 2 wires per terminal.
7) Ducting: PVC channels with covers for internal wiring. Suitably grouped wires shall be placed in wiring
trays with covers. The ducting shall be adequately sized to keep 40% spare space after all field and
panel wires are terminated. Ducting for IS and non-IS cabling shall be separate, colour distinguished
as:
IS Cable Ducting - Blue
Non-IS Cable Ducting - Grey
8) Terminal Lugs: Compression insulated sleeve, pin type or U type lugs of suitable sizes shall be used
for termination of all cables.
9) Identification: Wire number of each termination shall be by means of number and letter ferrules.

10) Power Supply Isolation: Individual MCBs shall be used for each power consuming device mounted in
the panel.
11) Terminals: Terminals shall be mounted on DIN Rail. Knife-edge terminals for field isolation shall be
provided.
a) Terminal size shall be one size higher than wire size but min 2.5 mm2
b) Make / Type of terminals shall be Wago, Phoenix, Klippon; Spring-loaded type with LED indication for
fuse blown.
c) Terminals shall be segregated accordingly to voltage levels & intrinsically safe / normal connections.
12) Following wire colour code shall be followed panel internal wiring:
Power Distribution
1no. Engineering Station cum. Operator Station PC being provided with SB PLC.
The same shall be used for program storage, fault diagnostics and alarm monitoring. The PLC / Graphics
programming & Boiler Operation, shall be configured in the same PC being provided. It shall also be
possible to have the programming functionality in the PC and all functionality of the PC shall be by using
suitable passwords. It shall be able to print alarms (system and process), Events and documentation.
All required hardware / cables to interface the laptop with PLC CPU shall be provided by vendor. License
documentation for PLC software & computer shall be provided on the name of end user (BPCL).
Please note: SB-PLC system cabinets & 1no. Engineering cum Operator workstation will be
located in the SRR#5 control room. The system cabinets will be approximately located 70 mtrs
away from the Engineering cum Operator workstation.
Hence vendor to consider the necessary hardware required for the interconnection between
the various systems.
6) Utility Requirements:
PLC vendor shall furnish the following information:
a) Space requirement for complete system. (GA Drawing)
b) Power Supply requirement
c) Heat Load of complete PLC system
d) Inrush current during start-up
7) Documentation:
The vendor shall submit with his proposal, the drawing submission schedule for the documents to be
provided by him. All drawings shall be subject to review/approval of M/s. Essar/EIL/BPCL & TL. A bar
chart representing schedule of all activities shall be furnished with the bid.
Following documentation shall be supplied by PLC vendor as a minimum (Rev.02):
The Serial Link List shall provide details of PLC type, device address, all jumper settings, cable and
connector types with port pin definitions, interface type, protocol, baud rate and parity bit and data bit.
All alarms, analogue variables, diagnostic and status registers, permitted remote commands and timer
accumulators shall be stored in contiguous registers and be available for transmission to the DCS. For
this data the following details shall be supplied as a minimum for each signal.

Any other Hardware / Information /Documentation as required by TL /Essar/EIL/BPCL shall be provided
by PLC vendor. The documents attached to these specifications are preliminary. Final documents shall be
forwarded along with the order. All the above documents may require corrections during various stages
of contract execution. The vendor shall supply the same after corrections at least at the following stages.
1st set after correct engineering (Hardcopy & Softcopy)
2nd set after inspection as built (Hardcopy & Softcopy)
3rd set as commissioned
Final documents 8 SETS + 1 SET OF CDs for above shall be submitted. Two sets of floppies / CDs for user
program and operation software shall be provided by Vendor. For any original equipment supplied as a
bought-out item, its manufacturers operation and maintenance manual shall be supplied.
The vendor is requested to indicate / quote any special testing instruments / test kits required for
operation and maintenance of equipment supplied.
8) Training:
Vendor shall arrange training free of cost for 2 owner's engineers and 2 TL engineers at their works. The
training shall include the following:
a) Configuration familiarisation
b) Hardware familiarisation
c) Hardware maintenance
d) Trouble shooting
10) Post Warranty Annual Maintenance Contract:- Vendor shall include Post Warranty Annual
Maintenance Contract for 5 years for Soot blower PLC in his offer.

1 Introduction
1.1 Purpose
The purpose of this document is to set forth the objectives, methodology, and documentation
verification and test activities necessary to complete the Factory Acceptance Test for the
Programmable Logic Controller for Project.
1.2 Objectives
The objectives of the Factory Acceptance Test are to establish that the control system can be
expected to be commissioned at site within a reasonable time and that it will perform as
defined in the contract specification and approved documents. The Complete system will be
tested during the FAT. Internal FAT will be conducted as per approved FAT Procedure.
Daily schedule will be between 09:30 hours to 17:00 hours with last one hour reserved for
daily review meeting.

The FAT shall be conducted at GE Intelligent Platforms, India. The tests shall be performed by
GEIP (person(s) identified in Section 1.6), and it will be witnessed and approved by Customer /
Consultant / End User / Third part Inspection Authority nominated by Customer or End User. The
personnel executing must follow the applicable procedures of the phase.
Record the signature and organization of the personnel qualifying the system in the
Signature Identification Log Sheet available on the next page.
Any errors in the Test Protocol shall be struck-off and the corrected text will be written. The
GEIP engineer and Representatives witnessing the FAT shall initiate the correction. The change
made in Test Specification shall be recorded in the ‘Comments/Observations’ section of
corresponding test. The test will be repeated based on the corrected procedure/ expected
results, and the results recorded accordingly.
Any test outcome meeting the acceptance criteria or the established expected result is
considered “Pass”. Any test outcome that does not meet the acceptance criteria or established
expected result is considered “Fail”. The test outcome is recorded by ticking the appropriate
check box for Pass/ Fail.
For any test, which is considered “Fail”, a separate written notification (Exhibit III –
Fault\Change Log Sheet) explaining the situation shall be made and distributed to the
appropriate signatories. The Error Log Report number shall be recorded in the space provided
beside fail conditions for the respective test. Also, all the Error log report numbers shall be
documented in the Exhibit II – Fault\Change Log Index section.
All tests accepted shall be marked in “YES” checkbox with Blue Pen, while tests not accepted
will be marked in “NO” checkbox and details mentioned with Red Pen.
“NOT APPLICABLE” marking to be done on respective sheets wherever, tests not required or not
a part of package.
Once an Error Log report is raised, it can be resolved in one of the following methods
Performing a retest (after correcting the fault)
Changing documentation (e.g. Test specification error)
Moving it to Punch Point incident list (in case the fault cannot be resolved within the
stipulated schedule of FAT).

At the commencement of the FAT, the names and positions of the GEIP India personnel
conducting the tests and the Customer’s representatives attending will be entered in the
spaces below. This identifies the persons authorised to sign off the satisfactory completion of
each test, final acceptance of the FAT, and any qualifications there to.
The FAT shall have been successfully completed when all of the required functions defined in all
sections of this FAT Protocol have been demonstrated and all parties have signed off the
appropriate items.

2 Review of Tools
Purpose:
To verify that the measuring equipment used for testing or inspection are calibrated:

Analog Input Simulator

Oscilloscope
Thickness Gauge
Procedures:
Check that all the tools used for testing and intended to be used for inspection have a valid
calibration report.
A photocopy of each calibration certificate is attached to the test sheet.
Acceptance Criteria:
The calibration certificate of each tool is present and the calibration due date is later than the first
day of inspection.

5 PANEL WIRING
To verify the wiring and terminal arrangement of the panel is as per approved wiring drawing.

The purpose of this test is to verify the terminal arrangement of the panel is as per approved
wiring drawing.

6 Panel Earthing
Purpose:
To ensure the safety of the personnel while handling the panel, and safety of the installed equipment
from any electrical hazards/ short – circuits.
Procedure:
Check that the panel chassis is connected to the earth bar (Multimeter).

specified by the manufacturer.
Purpose:
The purpose of this verification is to ensure the mains incoming supply is operative and can be
sourced for use with the PLC/ DCS system. Also to verify all AC to DC power supplies are operative
and functioning properly.

1. Ensure appropriate connections to the Power Distribution.
2. Verify the input single-phase power provides for 110/230 VAC, 50Hz per phase when
checked.
3. Isolate the output MCB’s (distribution to cabinets).
4. Document results in the “Power distribution check” table.

9 I/O Operation
For 4-20 mA inputs, connect “current source” to the termination block as per the wiring drawings.
Observe corresponding values with respect to PLC/ DCS Input address through programming
terminal.
With the point in this condition, the following will be checked.
1) Controller, Card, Channel, range. Engineering units, Value read is within the tolerance given by
the data sheet.
2) Verify all AI cards function normally by simulating signal at the System/marshalling cabinet
input barrier/terminal and checking the same on the workstation.
Inject the 24VDC to digital input field termination block as per wiring drawings to toggle field input.
Observe corresponding status in the PLC/ DCS input memory address on programming terminal.

Correct operation of the various functions of the CPU like Online programming, Starting/stopping of CPU etc,

13. PLC REDUNDANCY TEST
OBJECTIVE
PLC system provides automatic switch over from primary to back-up processor when a fault occurs in the primary.
Then, when the faulty processor is repaired, it can be re-installed as the back-up processor without affecting the
operation of the primary processor. Normally, the primary PLC processor controls the logic execution while the other
performs standby operation.
REFERENCE
None.
PROCEDURE
Check the Master PLC by observing the status of PLC for Master whether A or B on HMI Status for the master by
connecting the programming terminal to the master PLC.
Stop the primary processor (power off / stop mode)
CRITERIA
Check that the standby processor takes up the control by observing the Master Status bit for the standby processor by
connecting the programming terminal to the standby PLC.
Verify that I/O state is maintained during switchover & out puts are not dropped during switchover.

15. BULK POWER SUPPLY REDUNDANCY TEST
OBJECTIVE
Redundancy is checked by switching off one of the Power Supplies at a time and checking for the System Status for
drop-out.

Switch off the MCB of a single power supply.
Check that all modules are powered on & unaffected with one power supply failure.
CRITERIA
The fault shall be correctly identified and indicated on the corresponding PLC input led.

17. PROCESSOR MEMORY RETENTION
OUTLINE
The PLC processor is provided with battery backup, so that in case of power supply fail, the
Program and register contains are retained in the CPU.
OBJECTIVE
The purpose of this test is to verify that in spite of failure of the power supply of CPU program is retained in the CPU.
REFERENCE
1. As built Datasheet.
PROCEDURE
1. Download program in PLC processor.
2. Check the CPU battery is fitted in it.
3. Switch OFF the power supply of main PLC rack and wait for 10 minutes.
4. Switch ON the power supply of CPU.
5. Check with programming station that CPU has retained program last downloaded to it.
6. Simulate the “Battery fail” indication by removing the cells.
CRITERIA
CPU should retain the last downloaded program.
