1.1 ABOUT PROJECT

Super Biogas Organization is a non-government organization, which works without profit party
affiliation.

1.1.1 Aim of project

The aim is reduce a task for women who walk long distance to collect firewood, promote health
status of women due to smoke produced by firewood and promote environmental preservation
and conservation for sustainable development

“To be the leading change agents towards environmental protection for sustainable
development”.

1.1.3 Mission statement

“To develop and provide biogas technology as alternative source of energy to all community
members with the intent of protecting and conserving the environment by being the change
agent’s role model for sustainable development”.

1.2 EXECUTIVE SUMMARY

Tanzania population of 37 million people is growing at 2 % per year. Nearly 80% of Tanzanians
live in rural areas where they meet 94% of their energy needs with biomass, particularly by
burning wood. This dependency on fuel wood has led to a rapid deterioration of Tanzania’s
ecosystems. Collecting fuel wood requires difficult time-consuming work primarily done by
children and women. Smoke from burning fuel wood also leads to respiratory and eye diseases.
Renewable energy technologies, like domestic biogas, can improve the present situation.
The high consumption of wood fuel contributes to deforestation and soil degradation. Nearly
80% of the national energy consumption is applied for domestic energy (cooking and lighting).
Poor households spend a considerable higher share (up to 35%) of their income on domestic
energy.
Domestic biogas contributes to sustainable development and reaching the UN Millennium
Development Goals. Domestic biogas installations provide benefits in the fields of (rural) energy
supply, agriculture, health, sanitation, gender and environment. The programme joins-in well
with the development intentions of the Government of Tanzania. Notably, a national biogas
programme will support realization of Government policies in the fields of energy, poverty
reduction, livestock development, rural development.

1.3 INTRODUCTION

Biogas is the energy generated from animal manure that can be used by individual, households
for cooking, lighting and agricultural respectively.

Project Proposal for Promoting Biogas Technology in Mororgoro Region in Tanzania is the
project to be carried out in partnership terms with Tanzania Domestic Biogas Programme
(TDBP). The aim of carrying out the project with TDBP is that TBDP has much experience on
Biogas Technology and invites different groups with the intent of promoting biogas use in
different regions of Tanzania.

Project aim is to develop a commercial practical domestic biogas sector, providing access to
clean energy at individual, household and institution level through the implementation of
biodigesters while substituting the use of firewood, increasing agricultural production through
the application of bioslurry (the liquid effluent from the biodigesters).

Further, improving living conditions by reducing the workload and improving health and
sanitation from mostly women and children while increasing employment and income and
contributing to the reduction of greenhouse gas emissions. The technology is expecting to
expand its operation and use in Southern Highlands Zone w to enable a good number of
households to benefit from the direct and indirect benefits from domestic biogas.

2.1 PROJECT CONTEXT

Morogoro region has five districts. The districts are divided into thirty divisions, these in turn are
further sub-divided into 140 wards. There are 457 villages in the region. Ulanga district is the
largest, being 33.6 percent of the total regional area, but it is the one with the least number of
villages (14.2 per cent of the total). Morogoro rural has the most of the divisions (33%), wards
(30%) and villages (47%).

The main ethnic groups in Morogoro region are the Waluguru, Wasagara, Wakaguru, Wandamba
and the Wapogoro. The 3 Walugulu dominate in Morogoro rural district, Wasagara/Wakaguru in
Kilosa, Wandamba are the majority in Kilombero and Wapogoro in Ulanga district.

2.2 PROBLEM STATEMENT

The problem to be addressed is environmental destruction due to cutting down of trees for
charcoal and fired gathering for cooking at homes.

Impacts brought about include

i) Shortage of rainfall and change of climatic condition.


ii) Eye disease and lung cancer.
iii) Deterioration of ozone layer.

The use of Charcoal and Firewood by People

Data shows 78% of women are suffering of eye problems due to fumes released by firewood
during cooking hours. And most of the women are found in rural areas of Morogoro region.

The stated problem has priority over other problems because the rate of environmental
destruction is increasing so fast compare to previous years also health status of women who are
first producers in rural areas is deteriorating at a very rate.

Women and Children belong to social groups which are more vulnerable to diseases. The
organization gives special priorities to addressing women and children care and protect them
from health problems which might hinder or affect their development and life in general.

The organization has a role of addressing the stated problem in order to protect the environment
and the health of women and children while promoting good living condition, increasing
employment, sanitation and work load for women and children.

3.1 PROJECT GOAL

The project goal is to develop a commercially viable domestic biogas sector, providing access to
clean energy through the application of bio-slurry while improving living conditions by reducing
the workload and improving health and sanitation for mostly women and children for sustainable
development in 3 years to come.

4.1 PROJECT OBJECTIVES

Environmental Protection, the project objective is to make sure the environment is protected by
reducing fire wood use and emissions of green house gas and promote cattle under zero-grazing
condition in order to reduce overgrazing
Sanitation, another objective is to promote environmental sanitation whereby cattle dung will no
longer be stored in the farm yard, but is fed directly to the biogas digester which reduces the rate
of house flies around the house.

Job creation, also the project has the objective of creating job opportunities to youth who are
jobless by training them on biogas plant construction, after sales management and business
development.
Improved Agriculture, further the project has the objective of improving agriculture activities
especially farming activities whereby the use of bio-slurry which is a powerful fertilizer, which
is better than cow manure and expensive industrial fertilizers, will be used in farm yards to make
the soil more fertile and increase yields.

4.2 BENEFITS OF THE PROJECT.

It will reduce laborious for women who walk long distance to fetch firewood for cooking
especially in rural areas, women will be spare time to gather firewood and get time of doing
other economic activities.

Employment is a key benefit especially to the youth who will be trained on how to construct
biogas plant. They will be used by the project in helping themselves by been given tenders in
different areas to construct biogas plants. Also women who stay at home they will be trained on
how to use bio-slurry for extension activities so that they can get income for their sustainability.

Additionally low cost for cooking and lighting will be met, this is saving of up to 375,000
Tanzania shillings on annual energy expenditure by replacing charcoal and firewood.

Construction of biogas plants will help in reducing indoor pollution avoiding respiratory and eye
diseases caused by smoke inherent to traditional cooking especially for women and children.
Also the construction of biogas plant will help in reducing a good number of house flies around
the house since cattle dung will no longer be stored in the farm yard but fed directly to the biogas
plant digester.

Installation of biogas plant will help in protecting the environment for sustainability. Introducing
Morogoro people on biogas use will reduce the cutting down of trees for burning charcoal and
firewood too. Also keeping of cattle under zero grazing will reduce overgrazing and preventing
soil degradation.

Biogas is a feasible option for the domestic energy needs of Tanzania’s rural population and
offers in general the following socioeconomic and environmental advantages.
Biogas:
 Provides a low cost energy source for cooking and lighting, because it’s produced by
readily-available animal dung and human waste.
 Improves sanitation in the home, farmyard and surrounding environment.
 Eliminates respiratory and eye diseases caused by indoor air pollution resulting from
traditional cooking with wood, because it eliminates the need for an indoor wood fire.

 Saves time for women and children, because they don’t need to collect wood.
 Creates rural employment, particularly for biogas masons and entrepreneurs.
 Produces an effluent called bio-slurry which is an excellent organic fertilizer.
 Lessens the pressure on rangeland as biogas stimulates zero-grazing practices. As a
result, the ecosystem becomes more resilient
 Reduces greenhouse gas emissions on a global level.
 Reduces deforestation and forest encroachment by providing a realistic substitution for
fuel wood

5.2 MONITORING AND EVALUATION

Monitoring exercise for Super Biogas Organization Group will be conducted after six month of
the project operation. Internal Monitoring evaluator will have the duty of submitting the
documents showing the operations of the project activities in a period of six month.

Intensive Monitoring and Evaluation activity will be conducted after two years of the project
operations. The activity will be carried out by the Internal Monitoring and Evaluation Officer
and External Monitoring and Evaluation Officer from Tanzania Domestic Biogas Programme
(TDBP).

The exercise of Monitoring and Evaluation for six month will be conducted in the duration of
three weeks so that the office can be in a position of preparing the work plan for the next phase.

And for the intensive Monitoring and Evaluation exercise, it will be conducted in the duration of
One month so that Internal and External Monitoring and Evaluation Officers can manage to cross
check all the project activities in detail.
