Line Breaking Safety Procedures Guide

The document describes line breaking procedures to improve safety when isolating and draining pipelines during maintenance work. It lists examples of line breaking jobs that involve the risk of hydrocarbon releases. It then outlines a 5-step Sh.LARS procedure for safely performing line breaks which involves marking up diagrams to identify isolation points, using appropriate SOPs to isolate, drain, and blind the line, tagging equipment, handing over to maintenance, and final checks before putting the line back in service. Maintaining records of isolation plans is also recommended.

LINE BREAKING

Line breaking means………jobs which

involves chance of loss of hydrocarbon
containment leading to spill /splash or
toxic gas release.
Some examples are:
1. Opening end blind
2. Putting blind in line
3. Dropping a spool
4. Dropping a PSV
5. Dropping a control valve
*****************************************
Follow the following 5 steps procedure (Sh.LARS) for Line Break, improve
safety significantly

1. Mark up line diagram or P&ID (if limited to one or two pages) where
isolation valves should be closed, which drains and vents to be used and
which blinds to be removed or provided. Longer term keep standard
diagram in equipment SOP. Make blind list and prepare blind tags with
sequential number.
2. Take out SOP for the Isolation, draining/purging/flushing/gas freeing,
first Line Break, and blinding. Assess risk for first Line Break. If SOP
not available write a step wise procedure.
3. Execute as per 2. Tag valves DNO and Blinds with numbered blind
tag.
4. Hand over equipment to maintenance
5. Take back also as per SOP or written instruction. Final check once more
that all blinds are normalized before charging. Remove all tags.

Maintain records made in step 1 until system normalized.
