BSF Launches 'Operation Alert’ Along 200 Km Border to Curb Terrorist Movement
Border Security Force (BSF) has launched "Operation Alert" along 200 km long
International Border (IB) in Jammu and Kashmir to prevent infiltration attempts by
terrorists from the Pakistani side.
i. Senior officials of BSF in Jammu frontier have stated that, ‘Operation Alert’ has been declared in
wake of intelligence report pertaining to movement of militants along the border.
ii. Infiltrators have been making desperate attempts to crossover by taking advantage of the thick
cover of winter fog.

Jammu and Kashmir Cricket Association (JKCA) appoints Irfan Pathan as coach-cum-
mentor
On 30th March 2018, Jammu and Kashmir Cricket Association (JKCA) appointed Irfan
Pathan as the coach-cum-mentor of its senior stateside for the 2018-19 season. JKCA
CEO Aashiq Bukhari said that, Irfan Pathan will be the coach-cum-mentor of their team for one
year.

Nirmal Singh resigns as J-K Deputy CM & Kavinder Gupta sworn in as Deputy CM
On 29th April 2018, Nirmal Singh resigned as Deputy Chief Minister of Jammu and Kashmir and
Kavinder Gupta (Gandhinagar MLA) took oath as the Deputy Chief Minister of Jammu and
Kashmir.
i. The following persons took charge as ministers of state:
Mohammad Khalil Band (Pulwama MLA)
Sat Paul Sharma (BJP's state unit chief)
Mohammad Ashraf Mir (Sonwar MLA)
Rajiv Jasrotia (Kathua MLA)
Devinder Kumar Manyal (Sambha MLA)
Shakti Raj (Doda MLA)
ii. Sunil Kumar Sharma, who was the minister of state for transport, was promoted to the rank of
cabinet minister.
iii. On 17th April 2018, BJP had asked all its nine ministers in the Jammu and Kashmir state
government to submit their resignations to introduce new faces.

project is 1000MW.This project is funded by both the Government of India and the Government
of J&K.The cost of the project is Rs.8112.12 Crore.
Objective of the Pakul Dul:
It will employ a total of 8000 people directly/indirectly.It will give the Govt of J&K 12% of the
free power after 10 years of commissioning. Additional 1% will go towards Local Area
Development Fund(LADF).The improved connectivity of roads due to this project will be
beneficial to local population also.
J-K govt approves scheme for placement of JKPS officers in higher scale
On May 12, 2018, Jammu and Kashmir State Cabinet chaired by Chief Minister Mehbooba Mufti,
approved a notification of the non-functional (monetary) scheme (NFS) and its
implementation for members of the general executive cadre of the Jammu and Kashmir Police
Service (JKPS).
i. This scheme seeks placement of Jammu and Kashmir Police Service (JKPS) officers in
higher scales.
ii. As per the scheme, a junior scale JKPS officer, in the pay band of Rs 9300-34800 with Grade
Pay (GP) of Rs. 4800 with 10 years in the junior scale will be eligible for placement in the time
scale (non-functional) of Rs. 15600-39100 with GP of Rs 6600 after assessment by the selection
committee.
iii. Similarly, a time scale JKPS officer with four years service will be eligible for placement in the
selection grade-II (non-functional) of Rs 15600-39100 with a grade pay of Rs 7600 after
assessment.
iv. This scheme shall be effective, retrospectively from January 1, 2018.
Roll out of e-Way Bill system for intra-State movement of goods in Chhattisgarh, Goa,
Jammu & Kashmir, Mizoram, Odisha, Punjab, Tamil Nadu and West Bengal
Chhattisgarh, Goa, Jammu & Kashmir, Mizoram, Odisha and Punjab are implementing e-way bill
system for intra-state movement of goods from 1st June 2018.

i. Tamil Nadu will implement e-Way Bill system for intra-State movement of goods on 2nd June
2018 and West Bengal on 3rd June 2018.
ii. The e-Way Bill system for inter-State movement of goods was launched from 1st April 2018.
iii. It is said that, the e-Way Bill system for intra-State movement of goods will be implemented
all over India latest by 3rd June 2018.
22nd edition of 3-day annual Sindhu Darshan Festival begins today in Ladakh region of
J&K on the banks of Indus
On June 23,2018, A three-day annual Sindhu Darshan Festival celebrates on the bank
of Indus River starts from today in Ladakh region of Jammu and Kashmir.
i. This year marked the 22nd Sindhu Darshan festival and it was started by the former Deputy
Prime Minister L K Advani in 1997.The Festival organised by Sindhu Darshan Yatra Samiti and
Ladakh Phandey Tsogspa, Leh.
ii. The event focused on national integration, communal harmony and national pride. It was
marked by holy dip in the Indus River, hosting of national flag and cultural programme of different
areas of the country.
KVIC created a world record for distributing maximum number of bee-boxes (2330 bee-
boxes) at Kupwara in Kashmir
KVIC (Khadi and Village Industries Commission) has made a world record of distributing
maximum number of bee-boxes in one day.
i. This record was made by the KVIC in the Zangalee Army area at Kupwara in Kashmir. KVIC has
broken its previous record of distributing 1000 bee boxes in Kaziranga forest area among the
Mishing tribe on World Honey Bee Day (21 May 2018).
ii. 2330 bee-boxes were distributed to 233 beneficiaries in the Zangalee Army area. Jammu and

ii. Similarly, it also fined Rs 30 million on The Jammu and Kashmir Bank Ltd for non-compliance
with the directions issued by RBI on IRAC norms and KYC/AML norms.
J&K Bank to be brought under purview of RTI as per guidelines of CVC and J&K State
Legislature: Governor of J&K
On November 23, 2018, as per the Chief Vigilance Commissioner (CVC) guidelines and the State
Legislature, the Jammu and Kashmir bank was brought under the purview of the Right to
Information (RTI) act.
i. The decision was taken by the State Administrative Council (SAC) chaired by Governor Satya
Pal Malik.
ii. The objective of the decision was to strengthen better corporate governance.
iii. As per the proposal, hereafter, the J&K Bank Limited will be treated as a Public Sector
Undertaking (PSU).
iv. It shall be accountable to the State Legislature like other state PSUs and the Annual Report of
the bank shall be placed before the State Legislature through the State Finance Department.
v. It is the only state government promoted bank in the country, with the Jammu and Kashmir
government currently holding 59.3 per cent of the shares.

Jammu and Kashmir becomes first state to have law banning sexual exploitation of
women
On 14th December 2018, Jammu and Kashmir became the first state in the country to enact a
law banning sexual exploitation of women “by those in positions of authority, having a fiduciary
relationship or a public servant”.
Key Points:
i. The decision in this regard was taken by Jammu and Kashmir Administrative Council (SAC)
headed by Governor Satya Pal Malik by approving the Prevention of Corruption (Amendment)
Bill, 2018, and the Jammu and Kashmir Criminal Laws (Amendment) Bill, 2018.
ii. The Jammu and Kashmir Criminal Laws (Amendment) Bill, 2018 seeks to amend the Ranbir
Penal Code (RPC)-a criminal code, whereby specific offence under section 354 E is being inserted
to provide for the offence of ‘Sextortion‘.
iii. ‘Sextortion’ is a physical or non-physical form to extort sexual favours. People entrusted with
power use ‘sextortion’ in a form of ‘corruption’.
iv. Prevention of Corruption Act was amended to cover the definition of misconduct and to provide
that demand for sexual favours would also constitute misconduct within the meaning of Section 5
of the act.
v. Anyone found guilty of sextortion (“non-bailable” and “not compoundable” offence) will be
punished with monetary fine and a minimum jail sentence of three years, which may extend
to five years.
vi. The amendments are the outcome of the Jammu and Kashmir High Court Chief Justice Geeta
Mittal and Justice Alok Aradhe order, which directed the state to examine the concept of
‘Sextortion’ in the context of applicable laws.

President’s rule was first imposed in the state in 1986, whereas the previous instance of President
rule was in 1996, 22 years ago.
i. Under Article 92 of the Jammu and Kashmir Constitution, the state will be under the
governor’s rule for 6 months under political crisis situations.
ii. The Governor has to dissolve the Legislative Assembly after six months after which it
directly comes under President’s rule for another six months after which elections have to be held
in the state.
iii. President’s rule can be extended by another six months.
iv. Also, no Presidential proclamation shall in any case remain in force for more than three
years except for the intervention of Election Commission of India.
Background:
i. According to Indian Constitution, President’s Rule is the imposition of Article 356 of the
India Constitution on a state which gets incapable of running the constitutional machinery.
ii. The Indian states have faced the President’s Rule a total of 124 times.
iii. Jammu and Kashmir state has a separate constitution.
Former KU VC and Padma Shri awardee Prof Hamidi Kashmiri passes away
On 26th December 2018, Former Kashmir University (KU) Vice Chancellor (VC) and Padma Shri
awardee Professor Hamidi Kashmiri passed away at his residence in Srinagar, Jammu and
Kashmir at the age of 86.
i. He was the reciepient of Ghalib Award, Sahitya Akademi in 2005 and Padma Shri in 2010.
ii. He was a writer, educationalist and poet who had written 50 books.
