Cabinet approves Rs 6809-cr Zojila tunnel project in J-K


The Zojila pass tunnel project in Jammu and Kashmir will provide all-weather connectivity
between Srinagar, Kargil and Leh which remains cut-off from the rest of the world during
winters due to heavy snowfall.
i.This project will be implemented by National Highways and Infrastructure Development
Corporation Limited (NHIDCL) under Union Ministry of Road Transport and Highways.

BSF Launches 'Operation Alert’ Along 200 Km Border to Curb Terrorist Movement
Border Security Force (BSF) has launched "Operation Alert" along 200 km long
International Border (IB) in Jammu and Kashmir to prevent infiltration attempts by
terrorists from the Pakistani side.
i. Senior officials of BSF in Jammu frontier have stated that, ‘Operation Alert’ has been declared in
wake of intelligence report pertaining to movement of militants along the border.
ii. Infiltrators have been making desperate attempts to crossover by taking advantage of the thick
cover of winter fog.

Centre sanctions construction of 14000 bunkers along LoC, International Border


Central Government has sanctioned the construction of 14460 individual and community
bunkers at a cost of Rs 415.73 crore for people living along the Line of Control (LoC) and
International Border (IB) in Jammu & Kashmir.
i. Bunkers along the LoC and IB in Jammu & Kashmir would offer protection to border resident
facing Pakistani shelling.
ii. 7162 underground bunkers would be constructed along the IB in Jammu, Samba and
Kathua districts, while 7298 bunkers would be constructed along the LoC in the twin
districts of Rajouri and Poonch.

Jammu Kashmir Student Exchange ProgrammeMaitreyiYatra concludes


Jammu & Kashmir Student Exchange programme ‘Maitreyi Yatra’ concluded on January 26, 2018
in New Delhi. Union Minister for Human Resource Development, Prakash Javadekar was
the chief guest for the closing ceremony of ‘Maitreyi Yatra’.
i. Student Exchange Programme is organized by Ministry of Human Resource
development with an objective to acquaint the youth of Jammu & Kashmir with culture,
language and development of different parts of India.
ii. Under Jammu & Kashmir Student Exchange programme ‘Maitreyi Yatra’, nearly 500 students

Jammu & Kashmir assembly passes grants of horticulture department


On 17th January 2018, Jammu and Kashmir Legislative Assembly passed grants of horticulture
department for 2018-19, for Rs 528.33 crore.
i. The grants of horticulture was passed thorough voice vote. 21 members were involved in the
discussion.
ii. Jammu and Kashmir Horticulture Minister Syed Basharat Ahmad Bukhari said the
horticulture sector is a key source of employment opportunities in Jammu & Kashmir.

Hemant Kumar Sharma appointed as Jammu’s New Divisional Commissioner


Hemant Kumar Sharma has been appointed as the Divisional Commissioner of Jammu.
i.Hemant Kumar Sharma was Commissioner/Secretary to Government in Jammu & Kashmir
Transport department. He also held additional charge of the post of administrative secretary,
science and technology department.
ii.He is now appointed as Divisional Commissioner, Jammu. This post had been vacant after
Mandeep Kumar Bhandari, who occupied this post went on central deputation.

J&K Government announces 'Muhafiz' for workers in unorganized sector


Jammu and Kashmir (J&K) Government has announced to launch ‘Muhafiz’ scheme, a major
welfare initiative for providing institutionalized socio-economic security to workers in the
unorganised sector of the state:
ii. Under this scheme, 3 lakh workers registered with Jammu and Kashmir Building and Other
Construction Workers’ Welfare Board (JKBOCWWB), will be provided accidental, life and
disability insurance cover. The premium for the same will be borne by JKBOCWWB.
iii. The registered workers will also be offered Micro Credit facility with a credit limit of Rs
10000. Counter guarantee for the same will be deposited by the JKBOCWWB with the Jammu &
Kashmir (J&K) Bank.

Centre, Jammu & Kashmir sign MoU for education reforms


On 15th January 2018, Jammu and Kashmir government signed a MoU‘School Education
Transformation Roadmap’ of educational forms. It was signed by Jammu & Kashmir’s
Department of School Education and Union Minister of Human Resource Development (MHRD)
Prakash Javadekar.
i. Jammu and Kashmir’s potential school system to provide quality education to children was
assessed and a roadmap was prepared by the Centre and Jammu & Kashmir government. This
roadmap will be implemented in 3 years.

JK government forms panel to devise horticulture development model


The Jammu and Kashmir government has formed a committee to study the scope and definition of
horticulture in Government of India and other states.
i. The committee is headed by the chief secretary of Jammu Kashmir Bharat BhushanVyas.
ii. Members of the committee are: administrative secretary finance, administrative secretary
planning and monitoring, administrative secretary horticulture.

Jammu and Kashmir to host international martial arts event


During the first week of October 2018 , Jammu and Kashmir will host its first maiden
international martial arts games event in the in the summer capital Srinagar.
i.Rameez Khan, general secretary of J-K State KiAiDo Association, the organisers of the event
stated that more than 15 countries were expected to participate.
i.K2 is the highest peak in India and also the second highest in the world after Mt. Everest .
ii.Dhumal and Rouff are traditional folk dances of Kashmir valley.Dhumal is for men and Rouff is
for women.

Kashmiri publishing house enters Limca Book of Records


Gulshan Books, a Kashmiri publishing house, has secured a place in the Limca Book of
Records 2018 for a huge collection of 80,000 books.
i. Gulshan Books is present at the Nehru Park in Jammu and Kashmir. It is the only bookshop-
library on a lake.
ii. It has a huge variety of books. Owner of the publishing house, Sheikh Ajaz.

Indian Army establishes skill training centre for Kashmiri youth


With an objective to empower the Kashmiri youth, the Indian Army has established a Skill
Training Centre at sector 10 Headquarters of Rashtriya Rifles (RR) in Baramulla district
of Jammu and Kashmir.
i. This skill training centre is a public-private venture and has state of the art equipments.

J&K govt sets up council for promotion of Urdu
On February 23, 2018, Jammu & Kashmir State Government constituted the State Council for
Promotion of Urdu Language (SCPUL).
i. Objective behind setting up this council is to promote J&K’s official language (Urdu).
ii. SCPUL would be headed by the Education Minister of Jammu & Kashmir State Cabinet, while
vice-chancellors of all central and state universities in J&K, administrative secretaries of finance,
school education, culture and law departments; secretary of the J&K academy of art, culture and
languages would be the official members.
iii. J&K State Finance Minister, HaseebDrabu has stated that Rs. 2 crore has been set aside for
this Council.

DP World signs pact with J-K govt to develop trade infrastructure


Government of Dubai, global ports operator DP World and the State Government of Jammu
and Kashmir have signed a Memorandum of Understanding (MoU) to explore opportunities to
develop trade infrastructure in the state.
i. Under this agreement, scope for setting up a multi-modal logistics park and hub in
Jammu will be explored.
ii. This park would have warehouses and specialised storage solutions that will encourage inter-
modal transfer of containers and bulk cargo.
iii. In 2016, 15 per cent of India's total non-oil imports and exports took place through DP Worlds
operations in India

BHEL commissions 1st unit of Kishanganga hydro project in J&K


On March 19, 2018, government-owned Bharat Heavy Electricals Limited (BHEL) announced
that it has commissioned the first unit of 110 MW of the Kishanganga hydro-electric
project (HEP) of NHPC in Jammu and Kashmir (J&K).
i. The 340 MW Kishanganga hydro project is located in Bandipora district of J&K on the
river Kishanganga (a tributary of the Jhelum).
ii. Bhel has so far commissioned 31 Hydro sets with a cumulative capacity of 1257 MW in J&K

J&K cabinet Okays adoption of WBCIS for horticulture crops


On March 20, 2018, Jammu and Kashmir (J&K) cabinet gave its in-principle approval for adopting
the Restructured Weather Based Crop Insurance Scheme (RWBCIS) for horticulture crops
such as apple and saffron in the state.
i. Under RWBCIS, farmers will be provided insurance coverage and financial support in
the event of failure of any of the notified crops due to adverse weather incidences.

Jammu and Kashmir Cricket Association (JKCA) appoints Irfan Pathan as coach-cum-
mentor
On 30th March 2018, Jammu and Kashmir Cricket Association (JKCA) appointed Irfan
Pathan as the coach-cum-mentor of its senior stateside for the 2018-19 season. JKCA
CEO Aashiq Bukhari said that, Irfan Pathan will be the coach-cum-mentor of their team for one
year.

17th Sub-junior National Wushu Championship begins in Jammu


On 29th March 2018, 17th Sub-junior National Wushu Championship started in Jammu.
i.17th Sub-junior National Wushu Championship is conducted for 4 days. It is organised by the
the Wushu Association of India jointly with J&K State Sports Council at MA Stadium.
ii The championship was inaugurated by J&K Youth Services and Sports Minister Imran
Raza Ansari at a ceremony at Police auditorium, Jammu.

Jammu gets its first tulip garden at Sanasar
Jammu's first tulip garden has been set up at Sanasar in Ramban district of Jammu
region. This is the first tulip garden in Jammu region. A tulip garden is present in Srinagar region
of Jammu and Kashmir.
i. The tulip garden was developed by the Floriculture Department. There are no time
restrictions for visiting the garden. Also, no fee is charged from visitors.
ii. This garden has been set up on half an acre of land near the Sanasar lake. Red, yellow and
white tulips have been grown in the garden this year.

Nirmal Singh resigns as J-K Deputy CM & Kavinder Gupta sworn in as Deputy CM
On 29th April 2018, Nirmal Singh resigned as Deputy Chief Minister of Jammu and Kashmir and
Kavinder Gupta (Gandhinagar MLA) took oath as the Deputy Chief Minister of Jammu and
Kashmir.
i. The following persons took charge as ministers of state:
Mohammad Khalil Band (Pulwama MLA)
Sat Paul Sharma (BJP's state unit chief)
Mohammad Ashraf Mir (Sonwar MLA)
Rajiv Jasrotia (Kathua MLA)
Devinder Kumar Manyal (Sambha MLA)
Shakti Raj (Doda MLA)
ii. Sunil Kumar Sharma, who was the minister of state for transport, was promoted to the rank of
cabinet minister.
iii. On 17th April 2018, BJP had asked all its nine ministers in the Jammu and Kashmir state
government to submit their resignations to introduce new faces.

Three-day martial arts competition concludes in Srinagar


On 24th April 2018, National Muaythai Federation Cup, a martial arts competition, ended
at the Indoor Stadium, Srinagar.
i. National Muaythai Federation Cup was a three-day martial arts competition. It was organised
by Jammu and Kashmir Muaythai Association with the support of Muaythai India National
Federation together with Jammu and Kashmir State Sports Council.
ii. Male and female martial art players from 15 states of India participated in the competition.
iii. This is the first time, this kind of national event of martial arts was held in Kashmir.
iv. Muaythai is a combat sport that originated from Thailand. It uses stand-up striking along with
many clinching techniques.
v. It is also known as 'the art of eight limbs' as it is involves the combined use of fists, elbows
knees and shins.

PM Narendra Modi inuagrates Kishanganga Hydroelectric project in J&K
On May 21, 2018, the Prime Minister Shri Narendra Modi inaugurated Kishanganga
Hydroelectric project in Jammu & Kashmir. He also laid the foundation to the Pakal Dam.It
is located in theBandipora District of Jammu & Kashmir.The capacity of this project
is 330MW.The cost of the project isRs. 5882 crore.
About Pakal Dul Hydro Power Project:
It is the largest project and the firststorage project of Jammu & Kashmir.The capacity of this

project is 1000MW.This project is funded by both the Government of India and the Government
of J&K.The cost of the project is Rs.8112.12 Crore.
Objective of the Pakul Dul:
It will employ a total of 8000 people directly/indirectly.It will give the Govt of J&K 12% of the
free power after 10 years of commissioning. Additional 1% will go towards Local Area
Development Fund(LADF).The improved connectivity of roads due to this project will be
beneficial to local population also.

J-K govt approves scheme for placement of JKPS officers in higher scale
On May 12, 2018, Jammu and Kashmir State Cabinet chaired by Chief Minister Mehbooba Mufti,
approved a notification of the non-functional (monetary) scheme (NFS) and its
implementation for members of the general executive cadre of the Jammu and Kashmir Police
Service (JKPS).
i. This scheme seeks placement of Jammu and Kashmir Police Service (JKPS) officers in
higher scales.
ii. As per the scheme, a junior scale JKPS officer, in the pay band of Rs 9300-34800 with Grade
Pay (GP) of Rs. 4800 with 10 years in the junior scale will be eligible for placement in the time
scale (non-functional) of Rs. 15600-39100 with GP of Rs 6600 after assessment by the selection
committee.
iii. Similarly, a time scale JKPS officer with four years service will be eligible for placement in the
selection grade-II (non-functional) of Rs 15600-39100 with a grade pay of Rs 7600 after
assessment.
iv. This scheme shall be effective, retrospectively from January 1, 2018.

PM Modi to lay foundation stone for construction of Zojila Tunnel in J&K


On May 19, 2018, Prime Minister Narendra Modi will lay the foundation stone of 14.2-km-long
tunnel under the Zojila Pass in Jammu & Kashmir.
i. This tunnel will provide all-weather connectivity from Baltal in Kashmir to Minamarg near Gumri
in Ladakh.
ii. Located at a height of above 11000 feet, Zojila Pass is the gateway to Ladkah region and
connects Kargil and Leh with Srinagar. However, during winters, it remains inaccessible due to
heavy snowfall.
iii. The tunnel will have immense utility for tourists. It also has a strategic significance as it will
facilitate quick mobilisation of troops in case of any incursion from across the border.

Roll out of e-Way Bill system for intra-State movement of goods in Chhattisgarh, Goa,
Jammu & Kashmir, Mizoram, Odisha, Punjab, Tamil Nadu and West Bengal
Chhattisgarh, Goa, Jammu & Kashmir, Mizoram, Odisha and Punjab are implementing e-way bill
system for intra-state movement of goods from 1st June 2018.

22nd edition of 3-day annual Sindhu Darshan Festival begins today in Ladakh region of
J&K on the banks of Indus
On June 23,2018, A three-day annual Sindhu Darshan Festival celebrates on the bank
of Indus River starts from today in Ladakh region of Jammu and Kashmir.
i. This year marked the 22nd Sindhu Darshan festival and it was started by the former Deputy
Prime Minister L K Advani in 1997.The Festival organised by Sindhu Darshan Yatra Samiti and
Ladakh Phandey Tsogspa, Leh.
ii. The event focused on national integration, communal harmony and national pride. It was
marked by holy dip in the Indus River, hosting of national flag and cultural programme of different
areas of the country.

J&K to host first-ever 'global investor meet' on hydro-power in July


On 4th June 2018, Jammu and Kashmir government is to host its first ever "global investors
meet" in the end of July 2018 in Srinagar, focused on harnessing hydro power potential of
20,000 mega watts in Jammu Kashmir.

KVIC created a world record for distributing maximum number of bee-boxes (2330 bee-
boxes) at Kupwara in Kashmir
KVIC (Khadi and Village Industries Commission) has made a world record of distributing
maximum number of bee-boxes in one day.
i. This record was made by the KVIC in the Zangalee Army area at Kupwara in Kashmir. KVIC has
broken its previous record of distributing 1000 bee boxes in Kaziranga forest area among the
Mishing tribe on World Honey Bee Day (21 May 2018).
ii. 2330 bee-boxes were distributed to 233 beneficiaries in the Zangalee Army area. Jammu and

B V R Subramanyam appointed as Jammu and Kashmir Chief Secretary


On 23rd June 2018, BVR Subrahmanyam assumed charge as Chief Secretary of Jammu and
Kashmir.
i.He is a 1987 batch IAS officer of the Chhattisgarh cadre. He assumed charges from the outgoing
Chief Secretary B B Vyas.
ii. B B Vyas was offered 1 year extension in service last month. He has been appointed the
adviser to Jammu and Kashmir Governor Narinder Nath Vohra.
iii. B V R Subramanyam served as the Additional Chief Secretary Home under the Chhattisgarh
Government.

Shri Rajnath Singh felicitates Jammu & Kashmir sportspersons


On 7th June 2018, Union Home Minister Rajnath Singh felicitated sports persons in Srinagar,
Jammu & Kashmir.
i. On 7th June 2018, Union Home Minister Rajnath Singh reached Srinagar on a two-day visit to
Jammu and Kashmir.
ii. He attended the sports conclave in Srinagar. Over 3,000 sportsmen, students and people
participated.
iii. The following are the sports persons who were felicitated: Parvez Rasool (cricket), Manzoor
Ahmad Pandav (cricket), Mehraj Uddin Wadoo (football), Real Kashmir Club (football), Ms Palak
Kaur (gymnastics) and Ms Balween Kaur (gymnastics).

Central Reserve Police Force launches 24 hour ‘Madadgaar helpline’ in Jammu &
Kashmir
On June 29,2018, The Central Reserve Police Force launched ‘Madadgaar Helpline’, a
distress helpline for the people of Jammu and Kashmir.With an Objective to provide immediate

assistance to the people amidst the war-torn region


i. The helpline number is : 14411.
ii. It is a 24 hour helpline giving assistance ranging from medical help to financial help.
iii. This is the first one of a kind helpline and mainly focuses to serve and protect children and
women of the region from any harassment or assault being faced by them.
iv. This is also available to pilgrims and tourists visiting Jammu and Kashmir
and students residing in the region.

All-Women J&K Bank branch inaugurated by First Lady Usha Vohra


On July 16, 2018, The first all-women branch of Jammu & Kashmir Bank was inaugurated by the
first lady Usha Vohra at an event at the Sher-i-Kashmir International Convention Centre
(SKICC), in Srinagar.The chairman of the J&K Bank Mr. Parvez Ahmad, was also present in the
inauguration.
i. 13 women staffers of the inaugurated bank were given badges of distinction by the first lady.
ii. Special service given by the bank to women customers include: Pink Gold Saving Scheme, Pink
Platinum Saving Scheme, Special Loan facility for Women Entrepreneurs, Pink Gold Debit Card
and Pink Platinum Credit Card.
iii. These would provide financial inclusion of women, door step facilities to women in remote
areas.
iv. J& K has initiated ‘Beti Bachao, Beti Padhao’ scheme and has enhanced maternity benefits for
working women.
v. Large-scale opportunities to women for skill development in the non-traditional areas, such as
plumbing, carpentry, driving, electrician etc. will also be provided.

2 new Space Research Technology Centres to come up in Jammu and Agartala
On August 13, 2018, the Union Minister of State (Independent Charge) for Development of North
Eastern Region (DoNER), MoS PMO, Personnel, Atomic Energy and Space, Dr Jitendra
Singh announced that Jammu will be the first city in North India to get a full-fledged Space
Technology Research Centre.
i. It would be devoted to research, academics and post-graduation study and would be
under Central University Jammu.
ii. Another Space Technology Research Centre will be set up in Agartala, Tripura in the Northeast.
iii. It would work under National Institute of Technology (NIT) Agartala.

Justice Gitta Mittal became the first woman Chief Justice of J&K High Court
On August 11, 2018, Justice Gita Mittal became the first-ever woman Chief Justice of Jammu

HM Rajnath Singh inaugurates pilot project of smart fencing along Indo-Pak Border in
Jammu
On 17th September 2018, India’s first ‘smart fence’ pilot project was inaugurated by Union Home
Minister Rajnath Singh along the Indo-Pak border at the Border Security Force (BSF) frontier
headquarters in Ploura, Jammu.
India’s first ‘smart fence’ pilot project:
i. The Smart fencing uses various devices for surveillance, communication and data storage. It
will provide 24×7 surveillance on the border irrespective of the weather condition.
ii. This pilot project involves setting up of laser-activated fences and technology-enabled barriers
to safeguard vulnerable gaps along the borders.
iii. It comprises two border fencing projects, each covering a 5.5 km stretch along the
International Border (IB) in Jammu.
iv. One of the smart fence was developed by a Slovenian company and the other one has been
developed and deployed by an Indian company.
v. The pliot project has been launched as a part of the Comprehensive Integrated Border
Management System (CIBMS)programme of BSF.
vi. CIBMS is designed to safeguard regions where physical surveillance is not feasible due to
inhospitable terrain or riverine borders.

On 10th September 2018, writer Dr Rita Jitendra passed away due to cardiac arrest in Srinagar,
Jammu & Kashmir.
i. Dr Rita Jitendra was a leading educationist, renowned artist, writer and social activist.
ii. She was former secretary of Jammu and Kashmir Academy of Art, Culture and Languages.

Central University of Jammu signs MoU with ISRO to set up Space Applications Center
On October 11, 2018, the Indian Space Research Organisation (ISRO) signed an MoU with
the Central University of Jammu (CUJ) in Jammu to set up Satish Dhawan Center for Space
Science, a Space Applications Centre in the University campus.
i. It is the first of its kind institute coming up in Jammu and Kashmir and the building is proposed
in an area of about 1,150 sq. m.
ii. This will help in various fields like disaster management, health, education, communication,

weather forecasting, land use planning, etc.


iii. Considering the recurring natural calamities, the area can be easily monitored from space
through remote sensing.
iv. The centre will have facilities for:
 Geospatial Data analysis that will help in sustainable use of natural resources and planning
land-use pattern.
 Ground-based observations for Atmospheric Studies,
 Research lab for astrophysics,
 Atmospheric Sensing and Glacier studies Lab for better use of large quantity of water
stored in the form of seasonal snow, ice and glaciers in the rivers of North India.
v. Further a Disaster Management Center will also be set up to research in the area of different
disasters like flood, Landslides, forest fires, drought and climate change.
vi. Also, a Materials Sciences Lab for space applications will be set up where synthesize and
designing of new sensors and materials for space applications will take place.
Background:
As part of outreach, Research and Development, awareness creation, training and skill
development, ISRO has also started many other activities like setting up of Regional Academic
Centers (RAC), Space Technology Incubation Centers (S-TIC), setting up of ISRO Chairs and
Space Technology Cells in various parts of the country.

J-K Governor inaugurated annual week-long ‘Jhiri Mela’ festival in Jammu
On November 23, 2018, Jammu and Kashmir Governor Satya Pal Malik inaugurated a week long
annual ‘Jhiri Mela’ festival at village Jhiri in Jammu district.
i. The governor announced the construction of a ‘Sarai’ (inn) at village Jhiri for the devotees.
ii. The annual fair is celebrated as a commemoration to the memory of a martyred farmer
named, ‘Baba Jittoo’.
iii. A cultural programme comprising folk songs and a Dogri dance was presented by the Jammu
and Kashmir Academy of Art Culture and Languages on the occasion.
Background:
Baba Jittoo’, a farmer gave up his life about 500 years ago in protest against the oppressive
demands of a land lord.

RBI imposed fine of Rs 3 crore each on Deutsche Bank, J&K Bank


On November 14, 2018, Reserve Bank of India imposed a fine amounting to Rs. 6.1 crores fine on
two lenders —- Deutsche Bank and Jammu and Kashmir Bank.
i. A monetary penalty of Rs 30.10 million on Deutsche Bank was imposed. The reasons are:

 For non-compliance with the directions issued by RBI on Income Recognition and Asset
Classification (IRAC) norms,
 Know Your Customer/Anti-money Laundering (KYC/AML) norms, and
 On disclosure of monetary penalties imposed by the regulator.
ii. Similarly, it also fined Rs 30 million on The Jammu and Kashmir Bank Ltd for non-compliance
with the directions issued by RBI on IRAC norms and KYC/AML norms.

J&K Bank to be brought under purview of RTI as per guidelines of CVC and J&K State
Legislature: Governor of J&K
On November 23, 2018, as per the Chief Vigilance Commissioner (CVC) guidelines and the State
Legislature, the Jammu and Kashmir bank was brought under the purview of the Right to
Information (RTI) act.
i. The decision was taken by the State Administrative Council (SAC) chaired by Governor Satya
Pal Malik.
ii. The objective of the decision was to strengthen better corporate governance.
iii. As per the proposal, hereafter, the J&K Bank Limited will be treated as a Public Sector
Undertaking (PSU).
iv. It shall be accountable to the State Legislature like other state PSUs and the Annual Report of
the bank shall be placed before the State Legislature through the State Finance Department.
v. It is the only state government promoted bank in the country, with the Jammu and Kashmir
government currently holding 59.3 per cent of the shares.

J-K guv launches AB-PMJAY scheme
On 1st December 2018, Jammu and Kashmir Governor Satya Pal Malik launched the ambitious
“Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)” at Teacher’s Bhawan
in Jammu.
Key points:
i. The scheme which would benefit over 31 lakh residents in the state will provide medical
facilities to the poor and vulnerable families in secondary and tertiary care hospitals of the
country.
ii. Marking the launch of the scheme, the Governor along with other dignitaries distributed Golden
Cards among 10 eligible beneficiaries for availing the annual health cover facility.
iii. Recently the state received ‘Best Performing Large State’ award on account of high
reduction in Infant Mortality Rate (IMR) in a single year and for effective implementation of health
schemes by the India Today group at the “State of the States Conclave 2018”.

About Ayushman Bharat –Pradhan Mantri Jan AarogyaYojana (AB-PMJAY):


i. The AB-PMJAY was launched by the Prime Minister, Shri Narendra Modi on 23rd September,
2018 at Ranchi, Jharkhand.
ii. This is the “world’s largest government funded healthcare program” targeting more than 50
crore beneficiaries.
iii. The scheme will provide a cover of up to Rs. 5 lakhs per family per year, for a cashless and
paperless access to secondary and tertiary care hospitalization.
iv. 1,50,000 Health and Wellness Centres will be created at primary level for covering both
maternal and child health services and non-communicable diseases, including free essential drugs
and diagnostic services. The first Health and Wellness Centre was launched by the Prime Minister
at Jangla, Bijapur, Chhatisgarh on 14th April 2018.

Jammu and Kashmir becomes first state to have law banning sexual exploitation of
women
On 14th December 2018, Jammu and Kashmir became the first state in the country to enact a
law banning sexual exploitation of women “by those in positions of authority, having a fiduciary
relationship or a public servant”.
Key Points:
i. The decision in this regard was taken by Jammu and Kashmir Administrative Council (SAC)
headed by Governor Satya Pal Malik by approving the Prevention of Corruption (Amendment)
Bill, 2018, and the Jammu and Kashmir Criminal Laws (Amendment) Bill, 2018.
ii. The Jammu and Kashmir Criminal Laws (Amendment) Bill, 2018 seeks to amend the Ranbir
Penal Code (RPC)-a criminal code, whereby specific offence under section 354 E is being inserted
to provide for the offence of ‘Sextortion‘.
iii. ‘Sextortion’ is a physical or non-physical form to extort sexual favours. People entrusted with
power use ‘sextortion’ in a form of ‘corruption’.
iv. Prevention of Corruption Act was amended to cover the definition of misconduct and to provide
that demand for sexual favours would also constitute misconduct within the meaning of Section 5
of the act.
v. Anyone found guilty of sextortion (“non-bailable” and “not compoundable” offence) will be
punished with monetary fine and a minimum jail sentence of three years, which may extend
to five years.
vi. The amendments are the outcome of the Jammu and Kashmir High Court Chief Justice Geeta
Mittal and Justice Alok Aradhe order, which directed the state to examine the concept of
‘Sextortion’ in the context of applicable laws.

President’s Rule imposed in Jammu and Kashmir after 22 years


On December 20, 2018, six months after the Governor’s(Satya Pal Singh) rule in Jammu and
Kashmir, President’s rule is imposed in J&K, after a span of 22 years.

President’s rule was first imposed in the state in 1986, whereas the previous instance of President
rule was in 1996, 22 years ago.
i. Under Article 92 of the Jammu and Kashmir Constitution, the state will be under the
governor’s rule for 6 months under political crisis situations.
ii. The Governor has to dissolve the Legislative Assembly after six months after which it
directly comes under President’s rule for another six months after which elections have to be held
in the state.
iii. President’s rule can be extended by another six months.
iv. Also, no Presidential proclamation shall in any case remain in force for more than three
years except for the intervention of Election Commission of India.
Background:
i. According to Indian Constitution, President’s Rule is the imposition of Article 356 of the
India Constitution on a state which gets incapable of running the constitutional machinery.
ii. The Indian states have faced the President’s Rule a total of 124 times.
iii. Jammu and Kashmir state has a separate constitution.

Foundation Stone of Institute of High-Altitude Medicinal Plants (IHAMP) laid in J&K


On 15th December 2018, The Union Minister of State (Independent Charge) for AYUSH Shri
Shripad Yesso Naik and Union Minister of State in Prime Minister’s Office (PMO) Dr. Jitendra
Singh laid the foundation stone of Institute of High Altitude Medicinal Plants (IHAMP) with
an estimated cost of Rs. 100 crore at Bhaderwah in District Doda in Jammu & Kashmir.
Key Points:
i. The institute will be a dedicated facility for research in medicinal plants found at high altitude
and shall also become a major source of income for the farmers in cultivation of medicinal plants.
ii. The institute would work towards introduction of new technologies in the cultivation of local
medicinal plants through intensive research, training and capacity building of the farmers.
iii. A special camp for registration under AYUSHMAN Bharat (PM-JAY) in which as many as 200
eligible beneficiaries were enrolled and were give Golden cards on the spot, was also inaugurated
by Shripad Yesso Naik and Dr. Jitendra Singh on the occasion.

Former KU VC and Padma Shri awardee Prof Hamidi Kashmiri passes away
On 26th December 2018, Former Kashmir University (KU) Vice Chancellor (VC) and Padma Shri
awardee Professor Hamidi Kashmiri passed away at his residence in Srinagar, Jammu and
Kashmir at the age of 86.
i. He was the reciepient of Ghalib Award, Sahitya Akademi in 2005 and Padma Shri in 2010.
ii. He was a writer, educationalist and poet who had written 50 books.
