Nitin Gadkari inaugurated first inter-state bridge over Ravi River in J&K
On January 22, 2019,Nitin Gadkari inaugurated first inter-state 1210-meter span-bridge over Ravi River
in KeerianGandial in Kathuadistrict,jammu and kashmir.

Things to be Noted:
i.It was built at a cost of Rs 158.84 crore in a span of three and a half years linking areas of Katthua district with
Punjab.
ii.The bridge also called as Keediyan-Gandiyal bridge will benefit over 2,20,000 people living on the two sides –
Kathua in Jammu, and Pathankot in Punjab. It will reduce the distance between the two cities from 45 kms to
8.6 kms.

Jammu and Kashmir Governor gives assent to Jammu and Kashmir Reservation (Amendment) Bill, 2014
On 25th January 2019, Jammu and Kashmir Governor Satya Pal Malik gave his assent to Jammu and Kashmir
Reservation (Amendment) Bill 2014. The bill will grant reservation to people belonging to the Pahari
community for government jobs.
Key Points
i. The amendment creates a separate category for the persons belongings to Pahari community, clan or tribe
having distinct, cultural ethnic and linguistic identify among the Socially and Educationally Backward classes
(other than SC and ST).
ii. Pahari community also called Pahadi or Parbati belongs to Indo – Aryan ethnic group inhabiting Himalayan
region of Nepal and India.
iii. Pahari community is from old times itself faced economic distress as they wire Socio – economic backward.
The main reason for Socio – economic backwardness is their remoteness and inaccessibility of the areas that
they have been living in.
iv. Pahari communities were unable to compete with the other sections of the society as they have less access
to education and health care.

J-K Law Department set up a 3-year state law commission under the chairmanship of Justice M K
Hanjura
On January 7, 2019, the Jammu and Kashmir Law Department set up a State law commission, for three
years, under the chairmanship of Justice (Retd) M K Hanjura.
Key Points:
i. It will have a chairperson, two full-time members and two part-time members.
ii. The Law, Justice and Parliamentary Affairs Secretary Shri. AchalSethi will be the ex-officio member of
the commission.
iii. The functions of the Commission are:

• To identity redundant and obsolete laws that can be repealed and suggest measures for quick redress of
public grievances
• To examine the laws that affect the poor and carry out post-audit of socio-economic legislations,
• To ensure speedy clearance of arrears and reduction in costs and quick and economical disposal of
cases.

Ladakh declared Jammu & Kashmir’s third administrative division
The Jammu & Kashmir Government on Friday declared Ladakh as the third administrative division of the
state.The Government has approved the creation of a separated administrative/revenue division of Ladakh.
i. The division will comprise Leh and Kargil districts, with Leh as the division’s headquarters.
ii. The creation of two posts of Divisional Commissioner and Inspector General of Police (IGP) has been
sanctioned for the new division.
About Ladakh
Ladakh is one of the most sparsely populated regions in Jammu & Kashmir and the highest plateau in the
state, most of it being over 9.800 ft above sea level. The region is geographically isolated and remains
landlocked for nearly 6 months in a year.

Government announces free air travel for CAPF to Jammu & Kashmir
The Ministry of Home Affairs, following the terror attack in Jammu and Kashmir’s Pulwama which
killed 40personnel of the Central Reserve Police Force, approved free air travel of all personnel of
the Central Armed Paramilitary Forces (CAPF) moving between Delhi and Srinagar,
and Jammu and Srinagar on official duty, transfer, or on leave.
About 7,80,000 personnel of the CAPF in the ranks of constable, head constable and ASI, who were
previously ineligible, will be benefitted by this step. Previously, only officers were given air travel facility.

Overview Of Prime Minister Narendra Modi’s A Day Long Visit To Jammu And Kashmir

On 3rd February 2019, Prime Minister Shri Narendra Modi visited Jammu and Kashmir where he inaugurated
various developmental projects in the area of health, education and infrastructure. The details of his visit are as
follows:

P.M Narendra Modi’s Visit to Leh


Prime Minister Shri Narendra Modi visited Leh in Ladakh in the first leg of his one day visit to Jammu and
Kashmir and inaugurated multiple projects.

PM Modi inaugurates first-ever university in Ladakh


PM Shri Narendra Modi launched the University of Ladakh which is the first-ever cluster university in the
Ladakh region of Jammu and Kashmir. The university will have administrative offices in Leh and Kargil.
Key Points:

• The establishment of the first university in the Ladakh region was approved by the Jammu and Kashmir
administration on December 15 under the University of Ladakh Act 2018.
• The newly established university will act as a cluster university comprising degree colleges of Leh,
Kargil, Nubra, Zanskar, Drass and Khaltsi region.
• Overall the Jammu region consists of four universities and also has an IIT and an IIMC whereas the
Kashmir Valley consists of three universities and a National Institute of Technology (NIT).
Lays Foundation stone of the new terminal building of KBR Airport in Leh
On 3rd February 2019, during his visit to Leh, Prime Minister Shri Narendra Modi laid the foundation stone of
the new terminal building of KushokBakulaRimpochee (KBR) Airport.
Key Points:

• The new terminal building is expected to provide seamless passenger movement with all modern
amenities.
• The terminal will be built at the cost of Rs. 480 crore in the area of 18,985 sq.m and will be featured
with modular, energy efficient and self-sustaining building.

• Besides the PM also opened five new tourists and trekking routes in Ladakh which will result in more
tourist flow and will offer better livelihood opportunities to many villages in the region.
• In order to enable tourists enjoy their journey to Leh for a longer time, the PM also announced the
increase in Protected Area Permit’s validity to 15 days.
P.M Narendra Modi’s Visit to Srinagar
On 3rd February 2019, PM Shri Narendra Modi visited Srinagar and launched multiple developmental projects.
The details of his visit are described below.
Development projects worth Rs. 6000 crores unveiled in Srinagar
Prime Minister Shri Narendra Modi laid foundation stones of various development projects worth Rs 6,000
crore in the field of health, education, environment and infrastructure.
Key Points:

• The PM laid the foundation stone of a new AIIMS which will be built at the cost of Rs 1828 crore at
Awantipora in Pulwama. The new AIIMS will cover the area of 207 acres.
• In future the new AIIMS would be linked with the Ayushman Bharat scheme through which around 30
lakh people from Jammu Kashmir would be benefited.
• In-order to enhance employment opportunities for the youth in Bandipora and neighbouring districts,
PM also inaugurated the first rural BPO at Bandipora. The rural BPO facility was built at the cost of
Rs.3 crore.
• Besides PM also inaugurated Multipurpose Indoor Sports Facility at Sephora, Ganderbal which will
allow the local youths to play indoor games.
• Furthermore the foundation stone for the construction of Transit accommodation for Kashmiri
migrant employees in Kashmir valley was also laid by PM. The project will be completed at the cost
of Rs 920 Crores.
• Foundation stone for the construction of multiple Modal degree colleges and Entrepreneurship,
Innovation & Career Hubswere also laid under the RashtriyaUchchatarShikshaAbhiyan (RUSA) by
PM.
• PM also dedicated to nation University Institute of Engineering & Technology, Kathua.
P.M Narendra Modi’s Visit to Jammu
On 3rd February 2019, PM Shri Narendra Modi visited Jammu and launched multiple developmental projects in
the field of electricity transmission, education and health.
Foundation stone of the new AIIMS at Vijaipur,Samba in Jammu laid by PM
In Jammu Prime Minister Shri Narendra Modi laid the foundation stone of an AIIMS at Vijaypur, Samba.

Key Points:

• The setting up of the new AIIMS is expected to provide quality healthcare to the people
besides addressing the shortfall of healthcare professionals in the region.
• Besides the PM also announced that the state medical colleges would soon add another 500 seats in the
medical education field.
624 MW Kiru Hydroelectric project and 850 Megawatt Ratle Hydro Electric project in Kishtwar
inaugurated. In Kishtwar, Jammu, the PM Shri Narendra Modi laid the foundation stone of 624 MW Kiru
Hydroelectric project and 850 Megawatt Ratle Hydro Electric project.

Key Points:

• The 624 MW, Kiru Hydroelectric project which will be built on the River Chenab will generate 2272
Million Units of electricity annually.
• In addition to this a 400 KV D/C Jalandhar-Samba-Rajouri-Shopian-Amargarh (Sopore) transmission
power line which will improve the grid connectivity in Jammu & Kashmir was also dedicated to the
nation by the PM.

• Besides the PM also declared 100% electrification of households in the State under Pradhan
MantriSahajBijliHarGharYojana (SAUBHAGYA Scheme).
PM inaugurated 220 kV Srinagar- Alusteng – Drass- Kargil – Leh Transmission Line
On 3rd February 2019, PM Shri Narendra Modi dedicated to the nation the 220 kV Srinagar- Alusteng – Drass-
Kargil – Leh Transmission System, the project that has connected Ladakh now to the National Grid.
Key Points:

• The 335 km long transmission line will provide quality power supply to Ladakh region of Jammu &
Kashmir round the year and will also boost the tourism sector besides enhancing the socio-economic
development of Ladakh.
• The Power Grid Corporation of India Limited (POWERGRID), a Navratna Company has completed
the project at the cost of Rs. 2266 crore (95% Govt. of India share and 5% J&K state share) within 4.5
years.
• The completion of the project will also help to protect the beautiful environment of Ladakh region since
it will minimize the massive use of diesel generating sets during winters.
• The project consists of four new State-of-the-Art 220/66 kV Gas Insulated Sub-stations built at Drass,
Kargil, Khaltsi and Leh at a height of around 3000-4000 meters.
• The project is built under the Prime Minister’s Reconstruction Plan (PMRP), a flagship scheme of the
Union Government which was aimed to improve reliability & quality of power supply in Ladakh region
of J&K by connecting with National Grid.
• The event of inauguration was attended by Shri Satya Pal Malik, Hon’ble Governor, J&K
and Dr.Jitendra Singh, Union Minister of State (IC) for Development of North Eastern Region.

National Foundation for Communal Harmony organized a special workshop under Know My India
Programme held in Bengaluru
On 4th February 2019, On the lines of Know My India Programme,the National Foundation for Communal
Harmony (NFCH), organized a special workshop for 42 Youth in the age group of 15 to 22 years, who has
suffered communal violence.The Youths Participated in the Programme belongs to Jammu & Kashmir, Manipur,
Assam, Chhattisgarh, Bihar and Gujarat along with 10 official mentors.
Key points
i. The programme was organized by the Art of Living Foundation.
ii. Youth interacted with Gurudev Sri Sri Ravi Shankar, a spiritual leader.
iii. The participants were taught various body-breath mechanisms and practical tools of wisdom.The main
exercise included the powerful rhythmic breathing practice called SudarshanKriya, whose regular practice is
known to significantly reduce stress hormones, improve the clarity of mind and increase one’s happiness
quotient.
About Know My India Programme
i. It is a unique programme initiated by the NFCH to bring together financially assisted children of the
foundation from different states and regions of the country to promote oneness, fraternity and national
integration.
ii. The NFCH is an autonomous organization under the administrative control of the Ministry of Home Affairs

Republic Day Parade: Gorkha Brigade wins best marching contingent award
On January 30, 2019, Gorkha Brigade received the best marching contingent trophy of the Republic Day
parade whereas ,The CRPF won the best marching contingent prize for the para-military forces.
i. In the category of tableaux ,Tripura ‘s tableau depicted Gandhian way of fuelling rural economy and won
the first prize whereas Jammu and Kashmir’s tableau depicted the state’s composite culture and ethnic
diversity won the second place and Punjab’s tableau which represented the theme of JallianwalaBagh
massacre of 1919, which evoked memories of Independence struggle received the third prize.

IAF carried out ‘Vayu Shakti’ exercise at Pokhran


On 16th February 2019, Indian Air Force conducted mega exercise ‘Vayu Shakti’ in Pokhran,
Rajasthan. The exercise was conducted two days after 40 CRPF personnel killed in a suicide attack in
Kashmir’s Pulwama.

Key Points
i. The exercise was carried out day and night where the IAF showcased fire power capability of indigenously
developed platforms and efficacy of missiles.
ii. For the first time, the Advanced Light Helicopter (ALP) and the Akash surface-to-air missile were
deployed in military exercise. MiG-29 fighter jet also participated in the exercise.
iii. The capability of Griffin Laser Guided Bomb (LGB) a laser-guided bomb system was also showcased in the
exercise. It is used to retrofit gravity bombs, making them laser guided smart ammunition.
iv. The honorary group captain of the IAF, Sachin Tendulkar was present during the exercise. He became
honorary group captain in 2010 for his achievements in cricket.

Jammu & Kashmir Current Affairs - March 2019


Jammu and Kashmir Reservation (Amendment) Ordinance, 2019 approved by the Cabinet.
Union Cabinet approved Jammu and Kashmir Reservation (Amendment) Ordinance, 2019 which will
bring the people living in remote and inaccessible areas under reservation. It will pave the way for 10% quota
for the economically weaker section to be applicable in the state.

Kiru Hydroelectric Project in Jammu and Kashmir got Cabinet approval


Cabinet approved the Investment in construction of Kiru Hydroelectric Project (624MW) by M/s Chenab Valley
Power Projects Private Limited (M/s CVPPL) in Jammu and Kashmir with an estimated cost of Rs.4287.59cr.

Ban on Jamaat-e-Islami J&K for 5 years by the Government


On 28th February 2019, The Centre banned Jamaat-e-Islami Jammu and Kashmir under the Unlawful
Activities (Preventions) Act, 1967 for 5 years.
Key Points
i. It was made on the grounds that they were ‘in close touch’ with militant outfits and is expected to ‘escalate
secessionist movement’ in the State.
ii. The notification issuing the ban was made by the Ministry of Home Affairs after a high level meeting on
security which was chaired by PM Modi.
iii. Jamaat-e-Islami J&K is a religio-political organization in Jammu and Kashmir. They received a ban
earlier and lapsed it in 1995. Since then it has never been invoked again.

A multi disciplinary terror action group has been set up by Government for Jammu and Kashmir
On 30th March 2019, a multi-disciplinary terror monitoring group (MDTMG) has been set up by the
Government to ensure synergized and collective action against terror financing and terror-related activities
in Jammu and Kashmir.
Key Points:
i. This group will have representatives from the Jammu and Kashmir Police, Intelligence Bureau, CBI, NIA,
and Income Tax Department.
ii. Also, It will take action against hardcore sympathizers among government employees, including teachers,
who are providing support to terror activities and investigate the network of various channels being used to
fund terror and terror-related activities and take coordinated action to stop the flow of such funds.
iii. The Additional director general of police (ADGP) CID of JK Police will head the group which will meet
on a weekly basis.

Jammu and Kashmir government to give monthly stipend and jobs for those who Shun militancy
The Jammu and Kashmir administration headed by Governor Sathya Pal Malik, in its new “Reintegration Policy”
draft, has proposed a monthly stipend of Rs 6,000, jobs and rehabilitation measures, for militants, who wish to
give up arms.
Key Points
i.The policy has two-pronged approach which are reformative measures and Opportunities of
livelihoods. Militants found to have been involved in heinous crimes won’t get the proposed benefits.
ii. The reintegration policy draft is at the pre-SAC stage, which is subject to clearance by the State Home
Department and the Chief Secretary. The State Administrative Council (SAC) is the body governing J&K, which
is under President’s rule.

Former IAS, Shah Faesal launched ‘Jammu and Kashmir People’s Movement’
On 17th March, 2019, Shah Faesal, 2010 batch civil servant who had resigned from his post this year, launched
his political party ‘Jammu and Kashmir Peoples’ Movement’(JKPM) in Jammu and Kashmir.
i. The motive behind this movement is to bridge the distance between New Delhi and Islamabad in order to
resolve the Kashmir dispute.
ii. This movement will curb corrupt system and work towards a peaceful resolution to the Kashmir issue.
iii. Party slogan – “Ab HawahBadlegi’ (Now winds will change directions)”

Social activist Ghulam Nabi Rather passed away at aged 62 years


On 25th March 2019, a social activist, Ghulam NabiRathar (aged 62years), of ManigamKangan, Jammu and
Kashmir passed away after brief illness.
Key Point:
i. He was a retired horticultural officer, ex-chairman of Shaheen Public High School Mamigam and owner of
Alamdar Public school WussanKangan.

Jammu & Kashmir Current Affairs – April 2019


“Sahulat”, a mobile app launched to facilitate elderly voters in Jammu
On 3rd April 2019, an Android-based application named “Sahulat” was launched to facilitate and to encourage
the elder voters for participating in the elections in Jammu and Kashmir’s Rajouri district.
Key Points:
i. District Election Officer of Rajouri, Mohammad AijazAsad launched the application for the voters who
are 90 years old or above.
ii. The app has been developed by the district unit of the National Informatics Centre.
iii. Through this application, the voters can request for the facilities like the provision of a wheelchair, vehicle
for transportation and any helper who will assist them during casting of the vote.

Former Miss India runner up Sana Dua has been designated as the brand ambassador for elections in
J&K
On 3rd April 2019, Femina Miss India 2017 runner up Sana Dua has been appointed as
the brand ambassador of Jammu and Kashmir election department for general polls.

Key Points:
i. She is an advocate and an enthusiastic social activist.
ii. She was born in 1993 in Assam in a Sikh family.
iii. Also, she has been engaged in promoting girl child education and in “Save Water” campaign.

Rajouri Day observed on 13th April


On 13th April 2019, Rajouri Day was observed by Indian Army to pay homage to the martyrs who laid down
their lives for the liberation of Rajouri district, Jammu and Kashmir.
Key Points:
i. More than 20,000 men, women, and children were massacred till April 13, 1948.
ii. On 12 April 1948, Rajouri was recaptured from rebels and Pakistan Army personnel who had infiltrated
from across the border.
iii. The Year 2019 is being celebrated as the ‘Year of Next of Kin’ to help families of martyrs.

ISIS has claimed to have established a new ‘province’ in India, termed as “Wilayah of Hind” in Arabic
After the occurrence of clashes between militants and security forces in Kashmir on May 10, 2019, for the very
first time ISIS, the Islamic State terror group has claimed to have established a new ‘province’ in India,
termed as “Wilayah of Hind” (India Province) in Arabic. This has been announced through its Amaq News
Agency.

Key points:
i. ISIS (The Islamic State of Iraq and the Levant, also known as the Islamic State of Iraq and Syria.
Officially known as the Islamic State) did not speak about the Indian province’s geographical
territorythough.
ii. This is estimated as a part of ISIS’ propaganda to give the impression of enhancing its global affiliations
following the territorial losses (Iraq and Syria) in the Middle East. In the past, a similar strategy was brought
to light by ISIS chief Abu Bakr al-Baghdadi.
iii. But, a senior Jammu and Kashmir police officer has rejected the announced claim by the Islamic State terror
group.
iv. The short ISIS statement was made via Telegram, the messaging app.
v. The statement notified that the ISIS militants using machine guns had clashed with the Indian security forces
in the village of Amshipora in Kashmir’s Shopian district and caused casualty to many of them.

Jammu and Kashmir Government released Healthcare Investment Policy-2019


On May 30, 2019, Jammu and Kashmir Government released Healthcare Investment Policy-2019. It
follows the State Administrative Council decision taken on March 08, 2019.
Key Points:
i. The newly adopted policy is aimed to promote and encourage private entrepreneurs in the health sector to
improve the quality of service.
ii. Private parties and entrepreneurs are encouraged by providing subsidies and incentives. 30% subsidy on
capital investment will be provided to set up multi-specialty Hospitals, Super Specialty Hospitals, Medical
Colleges, Nursing Colleges, and Paramedical Colleges.
iii. Interest subsidy at 5% per annum on a term loan for a maximum of Rs 15 lakh per year for 5 years from the
date of operation of the project will be granted. In addition, the subsidized power tariff rates will be applied to
the Industrial Sector and 100% subsidy on purchase and installation of Diesel Generator(DG) sets with an
upper ceiling of Rs. 45 lakh will be provided.

Cabinet extended President’s rule for 6 more months in J&K
A meeting of the Union Cabinet, chaired by Prime Minister Narendra Modi approved the extension of
President’s rule in Jammu and Kashmir (J&K) for six more months beginning July 3, 2019 under article
356(4) of the Constitution of India.Key Points:

• The rule has been continuing in Jammu and Kashmir since June 20, 2018 and the present rule was
supposed to expire on July 2, 2019.
• This will be the last extension of the central rule in the state. The Election Commission (EC) has issued a
statement stating that elections in J&K would be announced after the annual AmarnathYatra beginning
on July 1, 2019.
Annual festival of Kheer BhawaniMela celebrated in J&K
On June 10, 2019, Annual festival of Kheer BhawaniMela on Zeasht Ashtami was celebrated in Jammu and
Kashmir (J&K). Hundreds of Kashmiri Pandit devotees assembled and prayed at the famous Ragnya Devi
temple in Ganderbal district in J&K. It is one of the biggest religious functions of the Kashmiri Pandits.

Key Points:
i. Zyestha Ashtami is celebrated by Kashmiri Pandits across the country and outside as the day marks the
commencement of annual pilgrimage.
ii. During Mela Kheer Bhawani, over 60,000 Kashmiri Pandits from various parts of India and abroad visited 5
famous temples of Tulmulla in Ganderbal district, Tikker in Kupwara, LaktiporaAishmuqam in Anantnag, Mata
TripursundriDevsar and Mata KheerbhawaniManzgam in Kulgam district in Kashmir valley.
iii. The mela has become the symbol of communal harmony. Muslims in the locality make all the arrangements
for the devotees like setting up of stalls for flowers and other offerings.

23rd edition of 4-day Sindhu Darshan Festival held at Sindhu GhatShey in Leh
A four-day event of 23rd Sindhu Darshan Festival 2019 celebrated at Sindhu GhatShey in Jammu and
Kashmir's Leh from 24 to 27 June 2019.
Key points:
i. Organizers: The festival was jointly organized by Sindhu DarshanYatraSamiti (SDYS) and
LadakhPhandayTsogspa.
ii. It was inaugurated by SkyabjeChoskyongPalga Rinpoche.
iii. Aim: The day celebrated with the aim to promote national integration and celebrate unity in diversity and it
was first started in 1997.
iv. It was marked by a holy dip in the Indus River and the colorful cultural programme performed by cultural
troupes from different parts of the country.

Shri Mata Vaishno Devi shrine in Jammu to have its own disaster response force by September 2020
The Mata Vaishno Devi shrine, a religious pilgrimage atop the Trikuta hills in Reasi district of Jammu &
Kashmir(J&K) will get a dedicated in-house disaster response force by September 2020.
Key points:
i. The MoU (Memorandum of Understanding ) was signed between the Shri Mata Vaishno Devi Shrine Board
(SMVDSB) and National Disaster Response Force (NDRF) to impart advanced disaster management training
to the shrine board staff in batches to prepare a dedicated disaster response force for the shrine.
ii. They are planning to train 180 employees by September 2020 to build the temple's own disaster response
force.
iii. An emergency operation centre will also set up as part of its disaster preparedness by the shrine board.

President's rule in J&K extended for 6 more months


On June 28, 2019, The Union Government given its approval for the extension of President's rule under article
356(4) of Indian Constitution InJammu and Kashmir(J&K) for six more months beginning July 3, 2019.
Key points:
i. Union home minister Amit Shah has moved a statuary resolution in Parliament to extend President’s rule by
another six months.
ii. Background: Under Article 92 of the Jammu and Kashmir Constitution the state was under Governor’s rule
on J&K on June 20, 2018, then President’s rule in December 2018.
The Lok Sabha also cleared the Jammu and Kashmir Reservation (Amendment) Bill, 2019.
The amendment of the Jammu and Kashmir Reservation Act, 2004, extends 3 percent reservation to people
living on the international border in the state. The reservation will benefit about 3 lakh 50 thousand people
living in 70 villages of Kathua, 133 villages of Samba and 232 villages of Jammu.

J&K: Annual ChamliyalMela celebrated without traditional exchange of sweets between Indo-Pak
On June 26, 2019, Thousand of devotees gathered at the Chamliyal border shrine along the International
Border (IB) in Jammu and Kashmir for an annual fair at the shrine of Baba Dalip Singh Manhas, a saint
popularly known as Baba Chamliyal, in Samba district. But there was no traditional exchange of ‘shakkar (soil)
and sharbat (water)’ with Pakistan for the second successive year.
Background: A nearly 70-year-old practice since 1947 partition was suspended for the first time in 2018 due
to the tensions between the two countries after 4 Border Security Force (BSF) soldiers were killed including an
Assistant Commandant by Pakistani Rangers in the area a week before the mela.

New Vande Bharat express completes Delhi-Katra trial run


On July 23, 2019, The trial run of India’s fastest second Vande Bharat Express (also known as Train
18) on New Delhi to Katra( Jammu and Kashmir) route was successfully conducted by Indian Railways’
Northern Railway zone.

Key points:
i. Vande Bharat: The train designed and manufactured by Integral Coach Factory (ICF), Chennai, run at a
speed of 160 km per hour & it reduces travel time between Delhi-Katra from 12 hours to 8 hours.
ii. Modern features: Unlike the first Vande Bharat Express (flagged off by the Prime Minister Narendra Modi
on 15 February 2019 from New Delhi to Varanasi) was criticized for lack of sufficient pantry space, the new
upgraded train has been provided with more space to store meals for passengers.
iii. It has also been equipped with GPS (Global Positioning System) based audio-visual passenger information
system, onboard hotspot Wi-Fi, bio-vacuum toilets and other technical improvements based on passenger
feedback.
iv. The Delhi-Katra express will have three stops include Ambala, Ludhiana, and Jammu.
v. The 2nd high-speed train will also help devotees who visit Vaishno Devi temple Shrine.

Operation Khumaar launched in J&K to make 312 panchayats free from tobacco
On July 2, 2019, In a major step aimed towards making ‘drugs-free panchayats’, district administration Rajouri
in Jammu and Kashmir (J&k) launched an anti Drug Campaign called “Operation Khumaar” in all 312
Panchayats of the district.
Key points:
i. Resolution: Several Panchayats have already adopted a resolution on the occasion of International Day
against Drug abuse and illicit trafficking (26th June 2019).

ii.Ban: Tobacco products cannot be sold to a person below the age of 18 years and in a place within 100 yards
radius from the outer boundary of the Schools.
iii.COTPA act: The district Administration also decided to implement section 4 and section 5 of COTPA 2003,
As per section 4 there is the prohibition of smoking in all public places and as per section 5, there is prohibition
in the direct or indirect advertisement of Tobacco products.
iv. Counselingcenters: The district directed Block Medical Officers to set up counselingcenters at all
Community Health Centres (CHCs) to help tobacco consumers to quit this habit.

J&K District Administration Udhampur launched helpline “Jeene Do”


Under the Centrally sponsored BetiBachaoBetiPadhao scheme, Jammu and Kashmir (J&K) District
Administration Udhampur launched a helpline, “Jeene Do” with an objective to improve sex ratio and deal
with defaulters of Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act 1994.

AK Misra appointed as an additional director on Board of Directors (BOD) of Jammu and Kashmir Bank
by Reserve Bank of India
On July 4, 2019, Reserve Bank of India has appointed AK Misra as an additional director on Board of
Directors (BOD) of Jammu and Kashmir Bank. He was the former executive director of RBI. His appointment
shall be for a period of two years with effect from July 3, 2019, to July 2, 2021, or till further orders.

Defence Minister Rajnath Singh inaugurates Ujh and Basantarbridges in Jammu and Kashmir
The Ujh and Basantar bridges were inaugurated by the defence minister in Kathua and Samba districts of
Jammu and Kashmir.i. The bridges are considered highly important as they will help in the smooth movement
of security forces in and around the border areas.
ii. The Ujh bridge in Kathua is built at a cost of ₹50 crore and the basantar bridge in Samba district is built at
a cost of Rs.41.7 crore.

i. The bridges have been built on the project Sampark near the International border.
ii. The Ujh bridge in Kathua is the longest constructed by the Border Road Organization (BRO).
iii. The length of the Ujh Bridge is 1000 metre whereas the Basantar Bridge is 617.49 meter.

2019 ‘AadiMahotsav’ -national tribal festival begins at Leh-Ladakh


On august 17,2019, The 9 day long National tribal festival named “AadiMahotsav” commenced at the Polo
Ground, Leh-Ladakh. It is a joint initiative of Ministry of tribal affairs and Tribal Cooperative Marketing
Development Federation of India (TRIFED). The theme of this year’s festival is “A celebration of the spirit of
Tribal Craft,Culture and Commerce”.
Key points
i. This 9 day event from August 17-25, is inaugurated by the Governor of Jammu and Kashmir (J&K) Shri Satya
Pal Malik.
ii. Other members present: The other members present in the inauguration were

Jewellery: Tribal jewellery from Himachal Pradesh Madhya Pradesh and north east will be exhibited.The main
attraction in the function is the Bamboo cane traditional tribal jewellery.
Paintings & other arts: Gond art -Madhya Pradesh; Warli art- Maharashtra; Metal craft- Chhattisgarh; Black
pottery- Manipur; Natural organic products from Uttarakhand, Madhya Pradesh and Karnataka will be
exhibited.

Dance performances:
Two reputed cultural troupes will be performing folk dances of Ladakh region. They will be performing

• Jabro dance – Eastern Ladakhi people’s nomadic dance and song.


• Spawo dance– this dance is associated with the famous legendary hero of the Himalayan region called
K’sar.
• Various other dance performances like the Flower dance, Abex dance and song, Ghazal dance, Aleyyatoo

i. Food and forest produces that could be processed and marketed under Van Dhan scheme (launched 14 april
2018 to improve tribal incomes) of Ministry of tribal affairs and artisans and master craftsmen and women of
the Ladakhi region will be identified. The products will be marketed through 104 outlets across the country run
by TRIBES India( tribal product store) and 190 countries through e-commerce website AMAZON, as TRIBES
India tied up to sell the tribal products.

AadiMahotsav
i. Tribes constitute 8% of the population in the country which is nearly 10 crore population. The govt works on
‘Sabkavikas’ the national objective i.e., promoting and supporting the development of tribes.
ii. The important factor of this AadiMahotsav is the ‘adi’ which describes natural simplicity guided by primal
truths and eternal values.

iii. The govt. formed the TRIFED especially to take the tribal development and its business forward. Efforts are
being made to improvise tribal commerce with advancement in digital and electronic transactions, thus also
showcasing digital skills of the tribal people in the AadiMahotsav.
iv. Stalls: Tribal handicrafts will be sold through 70-100 stalls under tribes banner by tribal artisans and for
the first time, each stall will be provided with PoS( Point of Sale) machines to accept payments. The State bank
of India conducted special training for smooth tribal business transaction operations.
v. MoUs: TRIBES India informs the signing of Memorandum of Understanding(MoU) with various e-Commerce
companies like Amazon, Snapdeal,Flipkart,PayTM and GeM(Government eMarketplace) to sell tribal products.

Centre to repeal of Article 370 and 35A that grants special status to J&K

On August 5, 2019, Government announced to repeal Article 370 [except the first clause 370 (1)] and Article
35A which grants special status to Jammu and Kashmir (J&K). Union Home Minister Amit Shah announced to
bifurcate the state into 2 Union Territories – Jammu and Kashmir, which will have a legislature like Delhi
and Puducherry, and Ladakh, which will be without a legislature like Chandigarh.

About Article 370:

• History: In October 1947, the then-Maharaja Hari Singh of Kashmir signed the ‘Instrument of
Accession’, which specified three subjects- Foreign affairs, Defence and Communications on which J&K
would transfer its powers to the government of India. In July 1949, Sheikh Abdullah, the then chief
minister of J&K, and three other colleagues joined the Indian Constituent Assembly and negotiated the
special status of J&K, leading to the adoption of Article 370.
• Provision of Article 370: Parliament needs the J&K government’s nod for applying laws in the state
except for defence, foreign affairs, finance, and communications. Citizens from other states cannot buy
property in J&K and the Centre has no power to declare financial emergency. It binds the state of J&K to
the Indian Union.
• Article 370(1)(c): It explicitly mentions that Article 1 of the Indian Constitution applies to Kashmir
through Article 370. Article 1 lists the states of the Union.
• Laws not applicable due to Article 370: Due to Article 370, Right of Children to Free and Compulsory
Education (RTE), Right to Information (RTI), CAG and many Indian laws aren’t applicable in Kashmir
which has a situation of corruption.
About Article 35A:

• It gives the J&K Legislature full discretionary power to decide who the ‘permanent residents’ of the
state are. It gives them special rights and privileges regarding employment with the state government,
acquisition of property in the state, settling in the state, and the right to scholarships and other forms of
aid that the state government provides. It allows the state legislature to impose any restrictions upon
persons other than the permanent residents regarding the above.
• Consequence if repealed: Before Article 35A was introduced to the Constitution of India, the Governor
and the Chief Minister of J&K were addressed as the Sadr-e-Riyasat (President) and Wazir-e-Azam
(Prime Minister). If Article 35A is repealed, it would lead J&K back to the same arrangement.

Jammu and Kashmir Reorganisation Bill, 2019 passed in Rajya Sabha


Union Home Minister Amit Shah introduced the Jammu and Kashmir Reorganization Bill, 2019 in Rajya
Sabha which seeks to bifurcate the state of Jammu and Kashmir into 2 Union territories – J&K a Union Territory
with Legislature, and Ladakh Union Territory without Legislature. He claimed that due to Article 370,
development of the state could not be possible. It was passed in Rajya Sabha with 125 votes in favour and 61
votes against it.

• The Union Territory of Ladakh will include the districts Leh&Kargil which will, in effect, cease to be part
of the existing state of Jammu and Kashmir. It will be administered by the Lieutenant Governor alone.
The remaining territories will remain with Jammu and Kashmir after the bifurcation.
• Reason: The J&K region was declared to be a Union Territory on account of prevalent cross border
terrorism which had compromised internal security of the state.
• Representation in the House of People: Out of the six Lok Sabha seats in the state of Jammu and
Kashmir, 5 will remain with the Union Territory of J&K and one will go to the Union Territory of
Ladakh. The Election Commission may conduct Lok Sabha elections for both the Union Territories as
per the allocation of seats specified in the Delimitation of Parliamentary Constituencies Order, 1976 as
amended by this act.
• Tenure: The J&K Legislative Assembly will have a tenure of 5 years unless it is dissolved earlier by the
Lieutenant Governor (L-G). Provisions contained under Article 239a of the constitution are applicable.
The bill states that the number of seats in the Legislative Assembly of J&K shall be increased from 107
to 114.
• High Court: The High Court of the existing state of Jammu and Kashmir will be the common High Court
of the two Union Territories.
• Lieutenant Governor: The President shall appoint the L-G under article 239. Union Territory of J&K
and the Union Territory of Ladakh will have a common L-G. The Chief Minister shall be appointed by the
L-G who will also appoint other ministers with the aid of the CM.
• Largest UT: J&K will be the largest UT in India in terms of area and Ladakh will become the second
largest UT. With the inclusion of 2 new UTs, the total number of UTs in India will stand at 9- J&K,
Ladakh, Delhi, Puducherry, Diu & Daman, Dadra & Nagar Haveli, Chandigarh, Lakshadweep and
Andaman & Nicobar Islands.
Jammu and Kashmir Reservation (Second Amendment) Bill, 2019 passed in Rajya Sabha
Jammu and Kashmir Reservation (Second Amendment) Bill, 2019, was also passed in Rajya Sabha which
seeks to implement the 10% Economically Weaker Section (EWS) quota in Jammu and Kashmir.

President issues Constitution (Application to Jammu and Kashmir) Order 2019 superseding 1954 order
On August 5, 2019, President Ram NathKovind in “concurrence” with the “Jammu and Kashmir government”
promulgated Constitution (Application to Jammu and Kashmir) Order, 2019 which states that provisions
of the Indian Constitution are applicable in the state. It comes into force “at once”, and shall supersede
the Constitution (Application to Jammu and Kashmir) Order, 1954. The government added in Article 367
of the Constitution a clause 4 which made 4 changes. The following are the changes:

• The order said references to the person for the time being recognized by the president on the
recommendation of the Legislative Assembly of the State as the Sadar-i-Riyasat of Jammu and Kashmir,
acting on the advice of the Council of Ministers of the state for the time being in office, shall be
construed as references to the Governor of Jammu and Kashmir.
• References to the Governor of Jammu and Kashmir shall be construed as including references to the
Governor of Jammu and Kashmir acting on the advice of his Council of Ministers.
• In proviso to clause (3) of Article 370 of this Constitution, the expression “Constituent Assembly of the
State referred to in clause (2)” shall read “Legislative Assembly of the State”

About Constitution (Application to Jammu and Kashmir) Order, 1954:


It came into force on 14 May 1954. It was a comprehensive order seeking to implement the 1952 Delhi
Agreement. The provisions of Delhi Agreement were: Indian citizenship was extended to the ‘permanent
residents’ of Jammu and Kashmir, infusion of Article 35A, extension of the fundamental rights of the Indian
constitution to J&K, extension of the jurisdiction of the Supreme Court and Central Government was given
power to declare a national emergency in the event of external aggression

President Ram NathKovind approves J&K Reorganisation Act, 2019


On August 9, 2019, President of India, Shri Ram NathKovind approved the Jammu and Kashmir (J&K)
Reorganisation Act, 2019. The Ministry of Law and Justice issued the Gazette Notification. The Act seeks to
make J&K a Union Territory (UT) with legislature and Ladakh, a UT without legislature. According to the
notification by the Home Ministry the 2 new Union territories will come into existence on October 31, 2019.

A 3-day Global Investors Summit 2019 will be held in Srinagar, J&K


A 3-day Global Investors Summit 2019 starting from October 12, 2019, will be held in Srinagar, Jammu and

Key points:
i. National Partner: The Confederation of Indian Industries (CII) will be the national partner for the investor’s

ii. The summit, which was announced after the government removed special status to J& K under Article 370,
will help reduce fears and apprehensions in the minds of trade and business communities outside the state.

Indian Army launches ‘Mission Reach Out’ post Article 370 revocation in Jammu
On August 10, 2019, The Indian Army has launched a “Mission Reach Out” post revocation of Article 370 in
Jammu Division to ensure basic necessities and essential services are available in the region.
Key points:
i. Mission Reach Out: Under this mission, Army has undertaken many initiatives which includes, providing
water in locations where supply is disrupted and mobile medical care units with essential medicines, giving
essentials including rations, assistance in transportation of patients to hospitals, facilitating people to speak to
their near and dear ones through Army exchange and creating a safe environment for ATMs, banks and
hospitals to function.
ii. A high-level conference, “Mission Reach Out”, chaired by White Knight Corps Commander Lt Gen Paramjit
Singh, to review the prevalent situation in the region was held in the Nagrota Military Station. It was attended
by Jammu Divisional Commissioner Sanjeev Verma, members of civil administration, representatives of Jammu
and Kashmir(J&K) Police, CRPF(Central Reserve Police Force i), BSF(Border Security Force)and intelligence
agencies.
iii. Paramjit Singh was appreciative of the cooperation between the Army, Civil Administration & other security
forces in maintaining peace, harmony and favorable environment in the Jammu region.

On September 5, 2019, first-ever Mobile Science Exhibition (SCIENCE EXPLORER) was flagged off in Leh,
Ladakh by Union culture and tourism minister (Independent charge) Shri Prahlad Singh Patel and would be
available as first of its kind in the entire Ladakh region. He also launched 25 new Mobile Science
Exhibition(MSE) buses for Aspirational Districts across the country in order to reach the unserved/unreached
areas and it is fully funded by the culture ministry.

i. First MSE programme: The program was originally launched as, Mobile Science Museum (MSM) in 17

organization (NGO) Dogra Kranti Dal organized the first women-only marathon on the theme of drug
awareness in lines with Prime minister Narendra Modi’s vision of Fit India movement. It was attended by chief
patron Dogra Kranti Dal and former Member of the Legislative Assembly(MLA) Balwant Singh Mankotia and
others.

DRDO ink pact with Central University of Jammu to set up Kalam centre for science and technology
On September 26, 2019, The premier R&D (Research & Development) organization of India, DRDO (Defence
Research and Development Organisation) has signed a Memorandum of Understanding (MoU) with
the Central University of Jammu (CUJ) to set up a processing center called “ KalamCenter for Science and
Technology (KCST)” at the university for research purposes.

development in ‘Computational System Security and Sensor’.

Defence Secretary Sanjay Mitra to head 3 member panel to look into assets, liabilities of J&K
On September 9, 2019, the centre has appointed defence Secretary Shri Sanjay Mitra to head a 3-
member panel to look into assets, liabilities of Jammu and Kashmir(J&K) between two successor Union
territories(UT) J&K and Ladakh, that comes into effect on October 31, 2019.
Background: The centre, announced the withdrawal of the special status granted to Jammu and Kashmir under
Article 370 of the Constitution and bifurcation of the state into two UTs on August 5, 2019.
i. Other members of the panel: With Sanjay Mitra being the chairperson, the other members on the panel

J&K tops in coverage of iodised salt in the first Nutrition International’s survey 2019
The Country’s first of its kind survey named “India Iodine Survey 2018-19” to measure iodized salt coverage
conducted by Nutrition International in collaboration with the All India Institute of Medical Sciences (AIIMS),
Indian Coalition for the Control of Iodine Deficiency Disorders (ICCIDD), and Kantar has reported that Jammu
and Kashmir (J&K) has topped the list of best performers in iodised salt coverage. J&K is followed by Nagaland
and Manipur in the second and third place respectively. Meanwhile the country’s third largest iodized salt
producer Tamil Nadu was reported to be the lowest iodised salt consuming state in the country.

i. Study report: 76.3% of Indian households consumed adequate iodized salt.The survey covered a total of
21,406 households in 29 States and 7 Union Territories in India and conducted from October 2018 till March
2019
ii. Top salt producers: Gujarat is the top salt producer of the country producing 71% of the nation’s salt and is

world records
Shondol dance, which is best known as the royal dance used to be performed by artists for King of Ladakh, has
created history by entering into the Guinness Book of World Records as the largest Ladakhi dance.

i. On the occasion of 4 days long (September 16- 20, 2019) annual Naropa Festival 2019 themed
‘Environmental sustainability of Ladakh and the Himalayan region’, as many as 408 women attired in

On October 2, 2019, The Governor of Jammu and Kashmir (J&K) Satya Pal Malik has given assent to the Jammu
and Kashmir National Law University Bill 2019 for establishing a National Law University in the
J&K, which will help disseminate knowledge about law and legal processes and promote legal awareness to
achieve political, social and economic justice.

i. Jammu and Kashmir National Law University Act enactment will bring the state at par with other states
where such universities have been established.
ii. A conference of law ministers in India in the year 1995 had adopted a resolution to set up a law school in
each state modelled on the National Law School of India University in Bengaluru, Karnataka with the objective
of improving the quality of professional legal education. Various states have enacted laws to establish such
universities since then.
About UT:
Union Territory (UT) is a small administrative unit that is ruled by the Union. The Union territories are
controlled and administered directly by the Central Government. Till date, India had seven UTs – Delhi,
Puducherry, Andaman and Nicobar Islands, Dadra and Nagar Haveli, Chandigarh, Daman and Diu and
Lakshadweep. Delhi and Puducherry have legislatures, whereas the rest do not.

Col. ChewangRinchenSetu/Bridge inaugurated in Ladakh by Defence Minister Rajnath Singh


On October 21, 2019, Defence Minister MrRajnath Singh inaugurated Col.
ChewangRinchenSetu/Bridge over River Shyok, connecting Durbuk and Daulat Beg Oldie in Eastern Ladakh.
The Bridge, which is 1400 feet span, is constructed by the Project Himank of Border Road
Organization (BRO) and is at an altitude of 14,650 feet in the forward area of the Ladakh region (Proposed
union territory from October 31, 2019). Its cost is Rs 100 crores.
Key Points:
i. It is built between strategic Karakoram and Chang Chenmo ranges as “Extra Wide Bailey Bridge”. It is the
country’s highest permanent bridge. It is located at 45km from India’s border from China
ii. The 430-metre bridge was completed within 15 working months using 6900 cubic meters of concrete and
1984 metric tons of steel using Micro Piling Technology.
iii. It is named in honour of Late Colonel ChewangRinchen (1931-1997), 2 time MahaVir Chakra (MVC)
awardee (1948 & 1971), who was a highly decorated officer in the Indian Army from Ladakh. He was also
awarded Sena Medal (1962) and was known as the Lion of Ladakh for his valour and courage. In total, 6
Indians have won MVC, the second-highest Indian gallantry decoration, twice.
iv. The Minister felicitated DrPhunsogAngmo, daughter of Col Rinchen, for the contribution made by her father
to India.
v. Other members present: Chief of Army Staff General BipinRawat, General Officer Commanding-in-Chief,

J&K’s ChenaniNashri tunnel to be named after Shyamaprasadmukherjee: Nitin Gadkari


On October 16, 2019, as per the Union Minister for Road Transport & Highways of India, Nitin Gadkari , India’s
longest 9.2 km long Chenani-Nashri tunnel located on National Highway-44 (NH 44) in Jammu and Kashmir
(J&K) will be named after Dr. Shyama Prasad Mukherjee, who fought for Kashmir on One Nation One
Flag issue & has contributed a lot to national integration.
Key points:
i.About the tunnel:
The 9.2 Km long tunnel (also known as Patnitop Tunnel ) has reduced the distance of the road between Jammu
and Srinagar by 31 km. It was inaugurated in the year 2017 by Prime Minister Narendra Modi.
The construction of the tunnel cost about Rs 2500 crore & the estimated value of daily fuel savings was
projected at Rs 27 lakh.
key features :
• It is a single-tube bi-directional tunnel, with a 9.35-metre carriageway, and a vertical clearance of 5
metres.
• There are cross passages between the main tunnel and the exit tunnel every 300 meters.It also has
facilities such as an integrated traffic control system, surveillance, ventilation and broadcast systems,
fire fighting system, and SOS (save our souls ) call-boxes at every 150 metres.
ii. This decision comes nearly two months after the removal of Article 370 that gave special status to Jammu
and Kashmir.
Shyama Prasad Mukherjee:
On July 6, 1901, Kolkata-born Shyama Prasad Mukherjee founded the Bharatiya Jan Sangh in 1951.
He was one of the prominent leaders who opposed the special status of Jammu and Kashmir.

Girish Chandra Murmu named as Governor of J&K while Radha Krishna Mathur appointed as first Lt
Governor of Ladakh
On October 25, 2019, Former Indian Administrative Service (IAS) officers Girish Chandra Murmu and Radha

Centre releases new political map after official formation of the UT of J&K, and Ladakh
On November 2, 2019, A day after the bifurcation of the state Jammu and Kashmir (J&K) into two Union
territories (UT) – Jammu and Kashmir (J&K) and Ladakh, the Union Home minister Amit Shah has released a
new political map of India showing 28 states and 9 Union territories. He also separately released a map
showing the administrative boundaries of the Union territories of J&K and Ladakh. The map has been redrawn
by Survey of India, Department of Science & Technology.
Key Points:
i.The new UT of Ladakh consists of 2 districts of Kargil and Leh & areas such as Gilgit, Gilgit Wazarat, Chilhas
and the Tribal Territory of 1947 that have been occupied by Pakistan are included in the Ladakh UT. The Leh
district has been defined in the Jammu and Kashmir Reorganization (Removal of Difficulties) Second Order,
2019.
ii.The rest of the former State of Jammu and Kashmir such as Kupwara, Baramulla, Bandipur, Ganderbal,
Srinagar, Pulwama, Poonch, Budgam ,Shopian, Anantnag, Kulgam, Kishtwar, Rajouri, Reasi, Ramban, Doda,
Jammu, Udhampur, Samba, Kathua & other areas in Pakistan occupied Kashmir (PoK) such as Mirpur and
Muzaffarabad have been included in the new UT of J&K.
iii.On August 5, 2019, the centre revoked the provisions of Article 370 of the constitution that gave special
status to J&K and bifurcated the state into two Union territories.
iv.On November 1, 2019, Indian Administrative Service (IAS) officer Girish Chandra Murmu took oath as the 1st
lieutenant governor of the new Union Territory of Jammu and Kashmir & Radha Krishna Mathur was sworn in
as the 1st Lieutenant Governor of the Union Territory of Ladakh.

Jammu and Kashmir Government set up panel to declare Dal Lake-Eco-Sensitive Zone
On November 11 2019, Due to the subsequent shrinking in size of Dal Lake, the Government of Jammu and
Kashmir has constituted a ten-member committee to declare Srinagar’s famous Dal Lake and its surrounding
areas as an Eco-Sensitive Zone (ESZ).
Key Points: –
i.Reason for Shrinking- The Dal lake is shrinking because of the intense pollution by untreated sewage and
solid wastes that flow into the lake, and encroachments of water channels and clogging have diminished the
circulation and inflows into the lake, leading to health hazards.
ii.According to an assessment by the Dredging Corporation of India (DCI) in 2017, the Dal lake has been
shrunk from its original area of 22 square kilometers to about 10 square kilometers (i.e 40% of the lake area
shrunk).
iii. Eco-Sensitive Zone – Also known as Ecologically Fragile Areas (EFAs), ESZs aims to regulate and manage

activities around the Protected Areas, National Parks and Wildlife Sanctuaries. ESZs are notified by the Ministry

Cabinet approved to withdraw J&K reservation Bill from Parliament:
The CCEA approved to withdraw the Jammu and Kashmir Reservation (Second Amendment) Bill 2019 that
seeks to provide reservation to economically backward people of J&K, as the state reorganisation law provided
for a similar quota. The bill has been withdrawn as the draft law became irrelevant as the law providing the
quota are now applicable to union territories post repeal of special provisions under Article 370 (special status
to J&K).

Cabinet approved revision of PM’s Development Package for Horticulture in UTs of J&K and Ladakh:
The CCEA has approved for the revision/ re-appropriation of approved components of Prime Minister’s
Development Package (PMDP) for development of Horticulture in the Union Territories(UTs) of Jammu &
Kashmir(J&K) and Ladakh under Mission for Integrated Development of Horticulture (MIDH). It also approved
for extension of the implementation of PMDP approved in 2016 beyond 31st March 2019 by 3 years,
ie.,upto March 31, 2022.
Key Points:
Following approvals were made:
i.Provision of further extension of implementation of PMDP by a maximum period of 12 months, if required,
was approved.
ii.Revision/Re-appropriation of earlier approved components of PMDP within the approved outlay of Rs. 500
crores.
iii.Unspent amount of Rs. 59.07 crore remaining with undivided State of Jammu & Kashmir including Ladakh

Losar Festival (Ladakhi New Year) celebrated in UT of Ladakh


On December 27, 2019 the people of Union Territory(UT) of the Ladakh region celebrated Losar
festival, the Ladakhi new year. The Ladakh Buddhist Association (LBA) and Leh Hill Council, Leh organised
the celebrations in which Ladakh Lieutenant Governor Radha Krishna Mathur participated. The year 2020 will
mark the 1st Losar festival celebrated in the Ladakh Region as a UT.

‘Dhanu Jatra’ the 11-day long festival begins at Bargarh in Western Odisha
‘Dhanu Jatra’ the famous 11-day long open-air theater festival begins on 31 December 2019 at Bargarh in
western Odisha. Jatra’s drama is based on the story of Lord Krishna and his uncle Kansa. It is the world’s
longest open-air drama named in the Guinness book of records. To celebrate Indian’s Independence and to
symbolize the victory of good over evil this festival was celebrated from 1947-1948. The government of India
gave the National Festival Status to Dhanu Jatra in November 2014.

Lt Governor Girish Chandra Murmu inaugurated 72-metre all-weather bridge in Rajouri in J&K
On December 9, 2019, Lt (Lieutenant) Governor of Jammu and Kashmir (J&K) Shri Girish Chandra
Murmu inaugurated all-weather 72-metre-long multi cell box type load class 70 bridge in Rajouri in the Union
Territory (UT) of J&K. The bridge which was built by the Border Roads Organisation (BRO) under project
sampark, spans over Draj nallah and connected Draj Area to Tehsil Kotranka area of Rajouri district.
Key Points:
i.This bridge will facilitate all weather and speedy movement of Army troops as well as locals thus it will also
lead to socio-economic development of Rajouri district.
ii.Members present: General Officer Commanding-in-Chief of Northern Command Lt Gen Ranbir Singh;
General Officer Commanding of the 16 Corps Lt Gen Harsha Gupta;Chief engineer of Project Sampark Brigadier

J&K administration signs MoU with UNDP India to implement Electronic Vaccine Intelligence Network
(eVIN)
On 17th December 2019, the Jammu and Kashmir administration signed a Memorandum of Understanding
(MoU) with the United Nations Development Programme (UNDP) India to strengthen the immunization
supply chain system in the Union territory.
Key Points:
i.Atal Dulloo, Financial Commissioner, Health and Medical Education Department presided over the signing of
MoU to implement Electronic Vaccine Intelligence Network (eVIN).
ii.The eVIN is carried out by the Ministry of Health and Family Welfare and supported by UNDP. It aims to
support the Centre’s Universal Immunization Programme by providing information about vaccine stocks and
flows and storage temperatures across all cold chain points.

A 2-day conference on ‘Ek Bharat Shreshta Bharat’ with a focus on ‘Jal shakti’ and ‘Disaster management’
held in Jammu
On November 31, 2019, Dr Jitendra Singh, the Minister of State (MoS) for Personnel, Public Grievances and
Pensions, has inaugurated the 2-day Regional Conference on ‘Ek Bharat Shreshta Bharat’ with focus on ‘Jal
Shakti and Disaster Management’, organized by the Department of Administrative Reforms and Public
Grievances (DARPG) in association with Governments of Tamil Nadu and Union Territory of Jammu & Kashmir,
held in Jammu.
Key Points:
i. During the conference, Singh also released the Special issue of e-Magazine Minimum Government Maximum
Governance based on Successful Innovations in Governance in the UTs (Union Territories) of Jammu & Kashmir
(J&K) and Ladakh. It also talks about the integration of CPGRAMS (Centralized Public Grievance Redress
and Monitoring System ) Portal of Government of India and Awaaz-e-Awam Portal of Jammu & Kashmir.
ii.The conference witnessed the technical sessions such as Rejuvenation of Rivers- Cauvery and Jhelum,
Reducing Water Consumption in Agriculture, Water Warriors Discussion & had sessions regarding disaster
management like Urban Flooding, Management of Floods, Forecasting & Early Warning, Emergency Responses
and NDRF (National Disaster Response Force )Rescue Operations-2014 Srinagar Floods and 2015 Chennai
Floods.
iii.It saw the participation of 350 delegates from State Government including District Collectors, District SP’s,
Additional District Collectors, Food & Civil Supplies Department, Communication, Flood-affected Families,
among others.

It is a scheme launched by Prime Minister of India Narendra Modi on 31st October 2016.It launched an
initiative to boost the cultural connection between the states, in which one state of the country will connect to
